WTO Government Procurement Agreement (GPA) was designed to liberalize and expand trade in government procurement. Revised GPA was implemented in 1996 and the latest revision was completed (but not yet implemented) in 2012, but as a plurilateral agreement. Since the end of the UR, there has been attempts by various WTO members to liberalize trade in the government procurement market - through an expansion of Parties who are signatories to GPA, and through a negotiated agreement on transparency in government procurement. The attempt to expand the Parties who are signatories to the GPA - attempt to increase the width of the coverage of the agreement - has been somewhat successful, but I argue that the goal should be to further liberate the government procurement markets of the current Party members - to reduce thresholds and other barriers which limit market access even to other GPA members, in other words, to increase the depth of coverage. Taking cue from Korea's FTA, I propose a two-level liberalization of the government procurement market under the GPA: A "light" level which would be the same as the current level of liberalization; and a "deep" level with lower thresholds and less exemptions. I argue that, as seen in Korea, with FTAs, many GPA Parties already have multiple levels of liberalization (i.e, spaghetti-bowl effect of FTAs), but by limiting the levels of liberalization to two, we can seek the best of deep liberalization but reduce the spaghetti-bowl effect.
High pressure x-ray diffraction patterns of ${\alpha}$-cristobalite gallium phosphate ($GaPO_4$) were acquired up to 8.9 GPa at room temperature using Mao-Bell type diamond anvil cell with high flux synchrotron radiation. Starting orthorhombic phase (phase-I) shows the splitting of peak which is possibly resulted from the pressure induced orientation disorder of the framework structure of tetrahedra. This is designated as phase-I'. This phase transforms to the orthorhombic high pressure phase-III between 2 and 3 GPa. Present phase transition sequence is not in accord with the recent high pressure X-ray diffraction results performed on the same starting sample (Ming et al., 2007). X-ray pattern of the unloaded sample to ambient pressure shows that the structure retains that of the high pressure phase prior to decompression.
This study was performed to investigate the modifying effect of the general (GPA) and the fermented pilose antler (FPA) on experimental hepatocarcinogenesis and Natural Killer cell activity in rats. Specific pathogen free, 5-week male Sprague-Dawley rats were divided into four groups. To induce hepatocarcinogenesis, diethylnitrosamine (DEN, 200 mg/kg, i.p.) was used as a tumor initiator and was given in a single dose at experimental onset. All rats were given a partial hepatectomy (PH) at 3 weeks after experimental onset. Sodium phenobarbital (PB, 0.05% in diet), GPA (0.075% in diet) and FPA (0. 075% in diet) were given from 2 to 8 weeks. Group I of the initiation control group was only given DEN. As initiation-promotion group, Group II was given DEN and then PB. Group III and IV were given DEN-PB-GPA and DEN-PB-FPA, respectively. In hematological analysis, as compared with Group I. the number of white blood cells were significantly increased in the GPA (p<0.01) and the FPA treated group (p<0.05), respectively. Natural killer (NK) cell activity by flow cytometer (FCM) analysis was higher in group of treated with the GPA (35%) than that of the FPA (27.5%), but not significant. Result of the immunohistochemical staining of the glutathione S-transferase placental form (GST-p) indicated that the number of and area of the pre-neoplastic lesions was not significantly changed in Group III and IV compared Group II, respectively. In conclusion, the GPA and the FPA treatment significantly increased the number od WBC in peripheral blood, but the enhancing NK activity and the modifying effect on the experimental hepatocarcinogenesis were not observed.

The purpose of this study was to identify the relationship between personality type and GPA scores of the student majoring flight operation. The data were collected from 96 "H' University student. MBTI Test was selected and used to analyze student's personality type. The results from MBTI Test and GPA scores were analyze by SPSS 10.0 package. I found that E, S, T, J Type, SJ, ST Type, ESTJ, ISTJ Type student are dominated. There were no significant relationship between personality type and GPA scores. The effective teaching strategies have to be considered for each personality type for better education.
It is possible to enhance the color of the natural diamond with a high pressure high temperature(HPHT) process. We employed a pyrophyllite tube cell and cubic press apparatus for HPHT treatment on the brown colored Type II (5.6 GPa/ $1700^{\circ}C$/ 52 min), and Type I aB(5.6 GPa/ $1650^{\circ}C$/ 30 min) diamond samples. We investigated the microstructure, Types, fluorescence, properties of the diamonds with an optical microscopy, FT-IR, photoluminescence(PL) spectroscopy, Diamond-View, and micro-Raman spectroscopy. Two tinted brown diamonds changed into colorless just after the HPHT process. Optical microscopy showed that no crack and significant inclusion evolution occurred during the HPHT process except the small graphite spot appeared in Type I aB sample. FTIR spectrum confirmed that no Type, amber center, and platelet defect change with the HPHT treatment. Diamond-View could not distinguish the HPHT treated diamonds from the naturals. PL spectroscopy showed that N3 and H3 color centers remained even after HPHT process. Consequently, we successfully changed the color of diamonds into colorless by 5.6 GPa HPHT process.
Synthetic carbon-coated olivine-like structured lithium iron phosphate ($Li^+Fe^{2+}(PO_4)^{3-}/C$) powder composites were compressed up to 35.0 GPa in the symmetrical diamond anvil cell at room temperature. Bulk modulus of $LiFePO_4/C$ was determined to be $130.1{\pm}10.3$ GPa. New peak appears at the d-spacing of 3.386 ${\AA}$ above 18 GPa, and another new one at 2.854 ${\AA}$ around 35 GPa. The crystallographic symmetry of the sample (i.e. orthorhombic) is apparently retained up to 35 GPa as no clear evidence for the phase transition into spinel structure has been observed. The pressure-induced volume change in the M1 site ($Li^+O_6$) is more significant than those in M2($Fe^{2+}O_6$) and $PO_4$ tetrahedral sites.

Grit or perseverance as a factor for student success and life has gained increasing attention. Statistical methods have been the norm in analyzing various aspects of grit, but they do not address the transient and dynamic behavior well. We, for the first time, developed two linear dynamical models that specifically address the feedback structure of a child's desire to achieve a high grade point average (GPA) and the necessary effort that will increase stress between parents and a child. We call the dynamical model as GSES (Goal, Status, Effort & Stress). The two dynamical models incorporate the positive (i.e., achieving a high GPA) and the negative sides (i.e., effort and elevated stress and thus unhappiness) for being gritty or perseverant. Different types of parenting style and a child's characteristics were simulated whether parents and a child are empathetic or stubborn to their expectations and stress (i.e., willing or unwilling to change). Simulations show that when both parents and a child are empathetic to each other's expectation and stress, the most stable situations with minimal stress and effort occur. When a stubborn parent's and a stubborn child were studied together, this resulted in the highest elevation of stress and effort. Stubborn parents and a complying or empathetic child resulted in considerably high stress to a child. Interference from parents may unexpectedly result in a situation in which a child's stress is seriously elevated. This study aimed to fundamentally understand structural changes of zeolite under pressure and in the presence of different pressure-transmitting media (PTM) for application studies such as immobilization of heavy metal cation or CO2 storage using pressure. High-pressure X-ray powder diffraction study was conducted on the zeolite-W (K6.4Al6.5Si25.8O64× 15.3H2O, K-MER) to understand linear compressibility and the bulk moduli in different PTM conditions. Zeolite-w is a synthetic material having the same framework as natural zeolite merlinoite ((K, Ca0.5, Ba0.5, Na)10 Al10Si22O64× 22H2O). The space group of the sample was identified as I4/mmm belonging to the tetragonal crystal system. Water, carbon dioxide, and silicone-oil were used as pressure-transmitting media. The mixture of sample and each PTM was mounted in a diamond anvil cell (DAC) and then pressurized up to 3 GPa with an increment of ca. 0.5 GPa. Pressure-induced changes of powder diffraction patterns were measured using a synchrotron X-ray light source. Lattice constants, and bulk moduli were calculated using the Le-Bail method and the Birch-Murnaghan equation. In all PTM conditions, linear compressibility of c-axis (𝛽c) was 0.006(1) GPa-1 or 0.007(1) GPa-1. On the other hand, the linear compressibility of a(b)-axis (𝛽a) was 0.013(1) GPa-1 in silicone-oil run, which is twice more compressible than the a(b)-axis in water and carbon dioxide runs, 𝛽a = 0.006(1) GPa-1. The bulk moduli were measured as 50(3) GPa, 52(3) GPa, and 29(2) GPa in water, carbon dioxide, and silicone-oil run, respectively. The orthorhombicities of ac-plane in the water, and carbon dioxide runs were comparatively constant, near 0.350~0.353, whereas the value decreased abruptly in the silicone-oil run following formula, y = -0.005(1)x + 0.351(1) by non-penetrating pressure fluid condition.

In this paper, compressive strength, water permeability and abrasion resistance of concretes containing high volume fine fly ash (FFA) and fine ground palm oil fuel ash (GPA) were studied. Portland cement type I was replaced with FFA and GPA at dosages up to 70% by weight of binder. Ground river sand (GRS) was also used to replace Portland cement in order to indicate the level of filler effect. Results indicated that FFA was slightly more reactive than GPA. The replacement of 40-70% of FFA produced concretes with compressive strength, permeability and abrasion resistance comparable to those of normal concretes. The incorporation of GPA slightly reduced the performances of concretes as compared to those of FFA concretes. The reduction of Portland cement was partly compensated by the increase in pozzolanic activity of the fine fly ash and palm oil fuel ash and thus enabled the large replacement levels.

In this paper, We investigated the effect of heat treatment process using photo-thermal effect in order to improve mechanical properties of nanostructure on polymer films made by nanoimprint process with hybrid resin. Nanostructures which have a low refractive characteristic were fabricated by UV nanoimprint and after that heat treatment was performed using IPL (intense pulsed light) under process condition of 550 V voltage, pulse width 5 ms, frequency 0.5 Hz. The transmittance and mechanical property of fabricated nanostructure films were evaluated to observe changes in the pattern transfer rate and mechanical properties of nanostructures. The transmittance of the nanostructure was measured at 97.6% at 550 nm wavelength. Nanoindentation was performed to identify improved anti-scatch properties. Result was compared by the heat source. In case of post treatment with IPL, hardness was 0.51 GPa and in the case of hotplate was 0.27 GPa, resulting the increase of hardness of 1.8 times. Elastic modulus of IPL treated sample was 5.9GPa and Hotplate treated one was 4GPa, showing the 1.4 time increase.
