Developed nations are increasingly seeking to secure competitiveness in the international market through the development of human resources of workers in high value-added industries. And what is especially important in this process is the fact that workers, employers, and concerned government agencies are participating together in building and improving workers' skills through partnerships. This is based on the perception that workers training programs conducted according to the interest of one side are difficult to bring desired results. For the past decades, Korea has focused mostly on labor-management-government partnerships and strategies for developing the human resources of workers in developed nations in Europe. Related case studies show labor-management-government partnerships in European countries established through powerful trade unions, and interested parties actively cooperate and participate in employment and training programs that benefit both workers and employers. In contrast, studies on human resource development participated by workers and employers are relatively rare in the US, the reason being the lack of a mechanism for establishing labor-management-government partnership due to the country's strong tradition of decentralization and the emphasis on market principles. However, while it is difficult to find such channels for dialogue between workers, employers, and the government in th US on the federal level, there are many regional-level or industry-level programs that tackle common problems through partnerships between interested parties. This study analyzes how the regional labor-management-government partnerships in the US work and examines the types of programs operated by investigating the One-Stop Center based on the Workforce Investment Act and the Wisconsin Regional Training Partnership. While the One-Stop Center is a regional labor-management-government partnership model that is institutionally executed in each state according to the Workforce Investment Act, the WRTP is a regional labor-management -government partnership model led by the private sector. The two examples are introduced in the OECD as best practice examples of regional partnerships, and are key references to Korea's current human resource development policy.
Objective: This study aims to identify important physical design variables in designing a necklace type wearable device, and to present design guidelines to maximize comfort that a user feels upon wearing the device. Background: Interests in fitness culture and personal health are on the rise recently. In such a situation, demand for necklace type wearable devices is projected to increase a lot, as the devices enable users to use their hands freely and to enjoy various contents through connection with mobile devices. However, the necklace type wearable device's comfort was assessed to have the lowest comfort in a running situation, where human body moves up and down and left and right more than other devices wearable on other human body parts. Therefore, the usability of a necklace type wearable device was low. In this regard, studies on identification of the variables affecting user comfort upon wearing a necklace type wearable device and on physical design direction maximizing comfort and usability are needed. Method: A pretest and a main test were carried out to draw the direction of necklace type wearable device design. In the pretest, wearing evaluation on the diverse types of devices released in the market was conducted to draw physical design variables of the devices affecting comfort. Furthermore, variables significantly affecting the comfort of a device were selected through an analysis of variance (ANOVA). In the main test, anthropometry was performed, and information on anthropometric items corresponding to the design variables selected in the pretest was acquired. Based on the pretest results and the anthropometric information in the main test, the present study produced design guidelines maximizing the comfort of a necklace type wearable device with regard to major design variables upon dynamic tasks. Results: According to the pretest results, the variables having effects on comfort were the angle of side points, width, and height. Due to interactions between variables, those need to be simultaneously considered upon designing a device. Upon dynamic tasks, the angle of side points and width of a device was designed to be smaller than mean angle of the trapezius muscle and neck width, and thus attachment to human body was high. As height was designed to be larger than mean neck front and rear point width, comfort was higher due to feeling of stability. Conclusion: Because user sensitivity to comfort was high at human body's inflection points, a device needs to be designed for users not to feel high pressure on specific body parts with the device fitting human body shape well. A design considering user's situation is also required in further studies.

The objectives of this study were to identify the phenomena of school health nursing at schools in Korea and to contribute to building a school health domain of International Classification for Nursing Practice. A retrospective method was used in this study to develop ICNP during the period from July to October 200l. The procedure of the study involved choosing nursing phenomena using preliminary terms from the reports on the field of school health nursing practice documented by nursing students in 10 different nursing colleges. The detail procedures of the study were as follows. 1) Choosing nursing phenomena by using preliminary terms 2) Choosing the characteristics of school health nursing practice from the selected nursing phenomena 3) In order to make a consensus regarding the appropriate characteristics of phenomena. 15 study group members re-categorized the nursing phenomena through 5 times of cyber meetings and 3 times of formal meetings. 4) To verify each characteristic, 5 community nursing faculties and 25 school health nurses participated in the procedure to give scores on nursing characteristics. 5) Classification of the definite nursing phenomena and characteristics. Following the 5 step procedures, school health nursing phenomena were categorized into human and environmental domains. Human domains were classified into human behavioral and functional domains. Environmental domains were classified into physical and psychosocial domains. The essential characteristics of each phenomena were selected when it obtains the mean score of 3.0 or over at the related characteristics. The human behavioral domain consisted of 7 phenomena including risk for spinal disorder, inadequate dietary habit, inadequate weight control, smoking and substance abuse, inadequate stress management, inadequate sex related coping strategies and inadequate accident management. The human functional domain consisted of 6 phenomena including inadequate eye care and visual management, risk for respiratory disorder, inadequate dental health care, inappropriate infectious disease control, risk for gastrointestinal disorder, and lack of sexual identity. The physical environmental domain consisted of 6 phenomena including risk for incident at inside classroom, risk for incident at outside classroom, risk for incident around school, risk for exposure to hazardous facilities around school. inadequate garbage and disposal management, and inadequate physical environment for learning. The psychosocial domain included impaired social interaction at school. Each phenomenon was composed of 2 to 8 characteristics and all phenomena will include a total number of 85 characteristics. The phenomena of school health nursing in Korea partially confirmed school health architecture of ICNP. Further study on verification of school health nursing phenomena in Korea needs to be done to support the findings of this study through review of literature on nursing classifications or field studies.
This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.
This study analyzed the effect of pension insurance on the human resources management of SME workers. As a result of the study, a total of 128 workers were enrolled in 60 SMEs in the Chungnam area who were enrolled in pension insurance. The analysis data were analyzed using frequency analysis, factor analysis, reliability analysis, correlation analysis, regression analysis And post - analysis. First, pension insurance had a significant effect on human resource management, and the correlation between independent variables (clarity, suitability, and satisfaction) and dependent variables (job efficiency) was high....Second, the correlation between pension insurance and job performance is more important than clarity and job performance (.339), fitness and job performance (.541), satisfaction and job performance (.531), job performance and job efficiency, And the turnover intention (.549). Third, there is no statistically significant difference in the analysis of the difference in turnover intention according to the number of years of service of the employees who are enrolled in pension insurance. The purpose of this study is to analyze the impact of pension insurance on human resources management to achieve successful policy objectives by promoting the long - term employment of the core manpower of SMEs and cultivating manpower.

The purpose of this study is to understand the flow of personnel management in the Joseon Dynasty through Dasan Jeong Yak-yong's Mokminsimseo, and to understand how it is being used not only in modern administrative organizations but also in social welfare organizations. As a result, first, first, among the human resource management areas of the Joseon Dynasty, the area occupied the most was related to integrity. These are the contents that are widely used in evaluation methods and scope, value standards, and use of evaluation today. Second, regarding the recruitment and recruitment of talents in the Joseon Dynasty, various methods were presented to enhance the appropriateness, fairness of hiring, and the effectiveness of hiring human resources. This has significant implications even today as it specifically mentions the appropriate appointment and scale of human resources, emphasizing that personnel is everything. Finally, This is different from the human resource management of the Joseon Dynasty in that it is being converted to a compensation paradigm rather than discipline as a way to inspire the motivation of workers today and increase work efficiency. In addition, professionalism was emphasized in the education and training of public officials, and the maintenance of dignity and leadership in body and mind is emphasized, showing that even today, the virtues required of workers in public organizations, including social welfare organizations, are being maintained.
The purpose of this study was to analyze the effects of human resource development on the job satisfaction and wage among employed workers. A sample of 3,578 employed workers was selected from Korea Labor Panel Data. For data analysis, t-test and multiple regression were used. The major findings were as follows: First, the employed workers who had experiences of human resource development had more certificates of job-related qualification, more employed in government-invested organization or foreign company regularly than the counterpart. Second, the employed workers' wage was affected by gender, age, educational attainment, as well as whether they had experiences of human resource development. Third, the factors that influence employed workers' job satisfaction were gender, age, educational attainment, job regularity, having certificate of job-related qualification or not, and having experiences of human resource development or not. From the findings, it can be concluded that the employed workers' wage and job satisfaction were improved by the human resource development.

Since human decision making behavior is likely to follow nonlinear strategy, it is conjectured that the human decision making behavior can be modeled better by nonlinear models than by linear models. All that linear models can do is to approximate rather than model the decision behavior. This study attempts to test this conjecture by analyzing human decision making behavior and combining the results of the analysis with predictive performance of both linear models and nonlinear models. In this way, this study can examine the relationship between the predictive performance of models and the existence of valid nonlinear strategy in decision making behavior. This study finds that the existence of nonlinear strategy in decision making behavior is highly correlated with the validity of the decision (or the human experts). The second finding concerns the significant correlations between the model performance and the existence of valid nonlinear strategy which is detected by Lens Model. The third finding is that as stronger the valid nonlinear strategy becomes, the better nonlinear models predict significantly than linear models. The results of this study bring an important concept, validity of nonlinear strategy, to modeling human experts. The inclusion of the concept indicates that the prior analysis of human judgement may lead to the selection of proper modeling algorithm. In addition, lens Model Analysis is proved to be useful in examining the valid nonlinearity in human decision behavior.
Objective: This paper describes an analysis of electroencephalography(EEG) signals to identify human errors during using digital devices in nuclear power plants(NPPs). Background: The application of an advanced main control room(MCR) has accompanied with lots of changes in different forms and features by virtue of new digital technologies. The characteristics of these digital technologies and devices provide several opportunities for the use of interface management. It can integrate into a compact single workstation in an advanced MCR, allowing workers to operate the plant with minimum physical burden under any operating condition. However these devices may introduce new types of human errors, and thus we need a means to assess and prevent such errors especially those related to digital devices. Method/Conclusion: The EEG data are relatively objective, and thus we introduce several measures to EEG analysis for obtaining the feasibility of human error identification. Application: This study may support to ensure the safety when applying digital devices in NPPs.
The objective of this study is to develop short-term prevention measures for minimizing possible human error in nuclear power facilities. To accomplish this objective, a group of subject matter experts (SMEs) were formed, which is consisting of those from regulatory bodies, academia, industries and research institutes. Prevention measures were established for urgent execution in nuclear power facilities on a short-term basis. This study suggests short-term measures for reducing human error on three different areas; (1) strengthening worker management, (2) enhancing workplace environments and working methods, and (3) improving the technologies regulating human factors. Under the leadership of the Ministry of Science and Technology, these short-term measures will be pursued and implemented systematically by utility and regulatory agencies. The details of prevention measures are presented and discussed.
