Study on Disaster Prevention and Monitoring System for Forest Fire Using Multi-Source GSIS Data (GSIS 다증자료를 이용한 방재 탐지체계에 관한 연구)

  • All around tile world there has been great human and economical damage continuously by disasters like the earthquakes and storms(Tsunami) in eastern asia which recently occurred, and like the New Orleams hurricane in USA. The situation is our countries damage from natural disasters due to heavy snow, storms, forest fires have been increasing In this research we obtained GSIS data of the 05' Yang-yang forest fire disaster area using multi-sensors like airborne laser data, GPS/INS, aerial photograph surveying. In result we produced digital topographical maps, digital elevation models, digital external models, digital images, infrared images. By, analyzing and comparing with past aerial photography we obtained the exact damage area, amount of damage, estimated tile areas where a landslide might occur, and we analyzed vegetations amount of damage and possibility of recovery.

  • Recently, natural disasters including earthquakes, tsunamis, floods, and snowstorms, in addition to disasters of human origin such as arson, and acts of terror, have caused numerous injuries and fatalities around the world. We propose an area split clustering control method in multi-hop ah-hoc communication to reduce the amount of data traffic by allowing only parent terminals to exchange and share data for the emergency rescue and evacuation support system.

  • DIS(Disaster Information System) is the information system supporting prevention, readiness, response, and recovery to disasters. DIS must monitor various disaster-related informations, keep various human resources and various material resources, and response real disasters. The conventional DISs are insufficient for integrated situation analysis, real-time report and operation, and utilizing the expertise of disaster personnels. In this study, the information-fusion based DIS framework is proposed for analysing various level informations, providing integrated situation informations and response plans, and processing real-time reports and operation according to field situations. The proposed DIS framework adopts information-fusion technologies and knowledge-based BRMS(Business Rule Management System).

  • The large-scale disasters occur to unexpected accidents such as natural disasters(earthquake, typhoon, tsunami, etc.), and human-caused accidents(fire, collapse, terror etc.). Rescue teams perform rescue activities to save many lives in large-scale disaster area. The main purpose of this study is to compose a optimal routing planning for rescue of multiple victims in disaster area. A realistic routing planning with rescue limit time which considers rehabilitation and reconstruction will be suggested in this study. A mathematical programming model and a hybrid genetic algorithm will be suggested to minimize the total spending time. By comparing the result, the suggested algorithm gives a better solution than existing algorithms.

  • Land cover change has been recognized as one of the most important factors influencing the occurrence of rainfall-triggered landslides. Satellite remote sensing provides detailed information regarding the spatial distribution and extent of land cover/use changes. This study describes the land cover changes in Nagasaki City, Japan and Kangnung City, South Korea. The former has been suffered from rainfall-triggered disasters for long term and latter was damaged by Typhoon Rusa in 2002. The results obtained from both study areas clearly show that land cover changes have occurred in the last decade as a result of both natural forces and human activities.

  • The purpose of this study is to provide basic data to help ensure the safety and enhance industrial competitiveness of plant construction projects by analyzing the safety management status of, mainly, chemical engineering plant construction projects, and proposing specific measures and models to reduce human/educational, technical/systemic, institutional disasters. This study was done using literature research and case study/empirical study methods. The results of this study are summarized as follows. First, we classified the major disasters from the quarterly released 'major diaster cases in construction business' from Korea Occupational Safety and Health Agency according to the type of construction and presented the causes and prevention measures.

  • With the development of the today's advanced industry civilization, We are always inhering a safety frigidity about disasters of various kinds when and where we may happen. The fires and disasters to be enlarged day by day are reported everyday through the mass communication. Therefore, a prevention countermeasure about the every kind fire and disaster is above all important along the social and the days requirement. As a kind of such countermeasure, this paper is proposed about automatic transmission system of disasters alarm by using wire and wireless communication network. The automatic transmission system prevents the unexpected fire or disaster from a sudden occurrence at the house, industrial field or at the place without the human. The proposed system has the characteristic of high precision and high response speed comparing with conventional system. Also, as the proposed system is small size and lightweight, the users have economic advantage and simply install the system.

  • Catalyzed by the recent development of space technology, various kinds of spacecrafts were launched and utilized with purposes in many developed countries. In case of emergency such as natural disasters, proper satellite images are required in order to help to mitigate and assess the effects of disasters on human life and property. Since there are limitations for a nation to single-handedly operate a satellite and fulfill complete demands, a development need of international cooperation organization to share satellite images among the member countries has risen. In this paper, preestablished four international organizations' background, objectives, and operating system, and their principal characteristics were analyzed and compared. Especially, the paper has focused on the analysis of on-going operating procedures and its cases for International Charter, UN SPIDER's development of local supporting network to support NFP, establishment of Web-GIS by Sentinel Asia under the goal of 'Digital Asia', and the utilization of GEO that is widely applied in natural disaster fields.

  • Recently, natural and anthropogenic disasters have rapidly increased due to the on-going climate change and various human activities. Remote sensing (RS) technology enables the continuous monitoring and rapid detection of disastrous events thanks to its advantages covering vast areas at high temporal resolution. Moreover, RS technology has been very actively used in disaster monitoring and assessment since cluster- and micro-satellites and drones were introduced and became popular. In this special issue, nine papers were introduced, including the processing and applications of remote sensing data for monitoring, assessment, and prediction of various natural disasters. These papers are expected to serve as useful references for disaster management in the future.
