시·도별 주거복지 관련 자치법규에 대한 연구 (A Study of Housing Welfare Regulations of City & Province)

  • The increase rate of total population slows down and the ratio of the elderly population & single-household in our country is growing rapidly. Korean's housing penetration has already exceeded 100%. So people focus on the qualitative aspects of housing, namely housing welfare than the quantitative supply of housing The purpose of the study proposes the desirable direction for housing welfare policy based on the housing welfare regulations. The data for the analysis was collected through the regulations of 8 cities and 9 provinces. So housing welfare contents like housing welfare business, housing welfare center, etc. were extracted from 4 Housing Welfare Support Regulations, 5 Housing Basic Regulations and 8 Housing Regulations. The results were as follows: To stabilize housing and improve housing, the contents of housing welfare contained in related ordinance are still insufficient. Continue to be effective and housing welfare work, it shall be presented in detail in the regulations with respect to the financing plan. To those who need the housing welfare will have to be built an effective delivery system that can be delivered in a timely manner. For housing welfare for the elderly, housing welfare business information is detailed and broken down, it should be codified.

커뮤니티 활성화를 위한 주민공동시설 관련 법적 제도 개선방안에 관한 연구 (The Improvement of Related Legal Systems of Community Facilities for Community Activation)

  • The purpose of this study was to suggest improvements to the related regulations of community facilities for community activation by analyzing the current situations and problems of the related regulations of community facilities in apartment housing complexes. To provide the improvement, we took contents analysis about community facilities for activation of the community. We interviewed a national civil servant, a local civil servant and an employee at Daiwa house in Japan, and conducted a field survey of community facilities in Japan during July 20-23, 2010. The main findings of this study were as following; there were problems that the related regulations of community facilities didn't reflect the characteristics of residents and community. Therefore, it was necessary to improve the related regulations to reflect the characteristics of residents and community. So the current standards were revised by local government ordinance. Community centers were not installed in each housing complex, but were installed to share with several housing complexes. Regional community centers are needed for activation of regional communities as with the Baycore Civil center.

  • It was 15 years since the remodeling system was introduced in 2001 and the remodeling system was implemented due to the amendment of the housing law. From now on, the remodeling will be settled in the direction of important apartment houses, and planning will be the core plan of remodeling. Up to now, the remodeling system has changed according to the market situation, and the planning plan has also changed based on the laws and regulations. In this background, this study summarizes the changes of the regulations related to the remodeling plan and examines the characteristics of the plan according to the changes of the regulations. The remodeling plan can be divided into three periods according to the changes of the regulations, and the contents of the regulations and the characteristics of the plan have been clarified.

A Case Study of Planting in Two Apartment Complexes in Korea

  • The current regulations and laws related to landscaping facilities within apartment estates stipulate the proportion of the estate lot allocated to green area and landscaping. These regulations define the criteria for landscaping, the density of trees and other related matters. In fact. the selection and locations of trees are determined by the builder. The builder first decides the location of the building and then allocates the residual land to landscaping. So landscaping within apartment complexes is often unmet to residents' need and ecological growth and function of trees and plants. This study was designed to examine the variety of trees and their location as an aspect of their function within each area of the YS and DK apartment complexes. As the results, the difference in the two estates is striking in aspects of quantity and quality. Even though the regulations for landscaping within apartment estate is met. the real landscaping is often unmet to residents and general people.

LID관련 지방정부 조례제정 특성 기초연구 - 서울시, 수원시, 남양주시를 중심으로 - (A Basic Study on the features of LID-related Ordinance Enactment conducted by Local Government - mainly on Seoul City, Suwon City and Namangju City -)

  • 본 연구는 저영향개발(LID)의 전국적 확산을 위해 실질적으로 시설의 설치 및 관리의 주체가 되는 국내 지방자치단체의 주요 제도인 조례를 양적 질적으로 분석함으로써 향후 이를 도입하고자 하는 지방정부에 정책적 방향을 제시하기 위해 작성되었다. 저영향개발(LID)과 연관된 주요 검색어 4개(물의 재이용, 빗물, 물순환, 저영향)를 전문가 자문회의를 통해 추출하였으며, 법제처 사이트 검색을 통해 주요 검색어가 포함된 99개의 관련 조례를 도출하여, 이를 검색어별 지방정부 규모별로 분석하였다. 분석결과 과거 2000년대 중반에 제정된 빗물관련 조례가 물의 재이용 촉진 및 지원에 관한 법률에 의한 조례로 전환되고 있음을 알 수 있었고, 물순환과 저영향이라는 키워드를 포함한 조례가 현재 전국에 3개(서울특별시, 남양주시, 수원시)뿐인 것으로 나타났다. 내용적으로 저영향개발(LID)를 포함하고 있는 3개 지자체를 대상으로 업무 담당자 인터뷰를 실시한 결과 도출된 결과는 다음과 같다. 첫째, 현재 우리나라의 빗물, 물의 재이용 관련 조례는 강우강도 불투수율 등 지역 특성을 고려하기보다 행정자치부가 배포한 가이드라인에 따라 제정되고 있어 내용상 지자체마다 동일하다. 둘째, 현재 제정된 조례가 단순한 기술 시설에 국한되어 있어 토지이용 및 공간을 포함하는 저영향(LID) 개념을 포함할 수 없는 상황이다. 이에 저영향개발(LID)의 의미를 올바로 반영하기 위해서는 서울특별시와 같은 관련 조례 제정 및 강우강도, 불투수율 등 지역별 특성을 반영할 수 있는 새로운 가이드라인이 필요할 것으로 판단된다.

공동주택단지의 커뮤니티 디자인을 위한 공동생활공간에 관한 연구 (A study on the Shared Space of the Multi-family Housing for the Community Design)

  • The purpose of this study is to investigate the meaning and the function of the shared space in the existing multi-family housing through analyzing the reality and resident's requirement for it, and additionally to develop the research project to investigate its activation strategy. The method of this study was through analyzing the related literature and the existing study. The followings were found out from this study concerning the shared space: 1) Both the supplier and resident of multi-family housing started to recognize the importance of its role with relation to the quality of the home environment. 2) In residents' requirements for it, there was its common elements, and selective differences according to the size of housing, life cycle, and whether housewife has a job or not etc. 3) In order to activate the shared space, we need to search abut using behavior for that, its flexibility of housing regulations, and to develop an effective management program. Finally this study emphasized on the necessity of planning focused on the shared space for the community design in multi-family housing.

  • The objectives of this study are to illustrate an alternative housing type responding to the social requirements and customers' needs, to suggest the improvement plan for the related laws and regulations through survey of the actual condition for housing buildings such multi have been raised in classification due to that the existing law systems including the current use classification of residential buildings have been defined unclearly. Especially, various social problems have yielded in line with emergence of the housing type which is not legally classified as residential however used for the living purpose practically. Current zoning planning and related law system have rigidity. So, It is required to introduce a flexible classification system which protects the residential environment based on the housing purpose, function and habitability and provides correspondence between residence and ownership/management method. The legal classification system should be revised in a way that the housing use classification corresponds with the zoning system through breakdown of the use classification system

관리업무별 임대주택 표준관리규약 비교분석 (A Study on Comparing and Analyzing in Standard Management Rules of Rental Housing by the Management Works)

  • The purpose of the study was to make an improvement of residential management regulations so that the inhabitants of rental housing can manage their housing in efficient and transparent manners by comparing and analyzing in standard management rules of rental housing. The research method were as follows: 1) The analysis framework utilized result of preceding research composed 6 types of management works and 36 items of subcategories by researcher 2) The standard management rules of rental housing used analysis utilized to draw up after a revision of Rental Housing Act in 2000 and to operate in management of rental housing now. 3) The analysis method used content analysis. The management rules of rental housing utilized a total of 5 rules such as management rules of SH corporation (2011), LH corporation (2000), peoples' solidarity for participatory democracy (2000), Citizens' Alliance (2000) and Gyeonggi-do (2001). The research result were as follows: 1) Overall, the management rules of rental housing included faithfully works of operation management and administration management 2) The type of operation management regulated centrally items related resident committee. and The type of administration management regulated centrally items related accounting management. 3) The management rules of SH corporation and LH corporation regulated centrally operation management, maintenance management and etiquette for the basic living as compared with the other rules.

1960년$\sim$2007년 수도권 아파트단지의 공동생활공간 변화 과정 (A Study on the Changing Trends of Community Spaces in Apartment Complexes in the National Capital from 1960s to 2007)

  • The purpose of this study is systematically to examine the changes that have taken place to the community spaces of apartment complexes in the national capital region of Korea. The methodology used in this study entails analyzing existing research and case studies carried out on this subject matter. Prior to these case studies, an existing study had been made of the chronological changes in policy, related laws and regulations in Korea since the 1960s. This case study presents the component ratio and systematized present situation of community spaces in twenty-two apartment complexes. An analysis of the researching process has revealed the following important factors related to the changes that have occurred in community spaces in apartment complexes. (1) Apartment complexes were originally developed in the 1960s to ease the housing shortage. Because the priority was to solve the housing shortage, community spaces were not widely considered or developed. (2) The standard of community spaces was established as mandatory by law in the 1970s, resulting in the emergence of various facilities that provided community spaces. (3) In the 1980s, various design competitions for apartment complexes were conducted as an attempt to improve residential environments. This process resulted in the development of new characteristic of subsidiary facilities. (4) During the period when housing problems were being addressed in the 1990s, the Community Service Center was added to the welfare facilities for residents. (5) Recently, during the 2000s, an improvement in residential environments has evolved due to the expansion of housing supply and economic growth. The quality of community spaces has therefore improved from the 1960s onward. This study revealed that policy and related laws regarding community space in Korea have been developing in a suitable direction and that the addition of various facilities to community spaces has improved the quality of living environments.

공동주택 관리업무의 체계적인 분류에 관한 연구 (A Study on the Classification of Management of Multi-Family Housing)

  • The purpose of the study was to develop a classification of management for the qualitative improvement of the management of multi-family housing. The date were analyzed using the Excel program in terms of frequency and, criticality analysis in order to draw items stage by stage. The process of research was as follows: The first process drew classification of types using the content analysis of the documented studies. The second process examined subcategories according to classification of types via interviews of supervisors. Further, the criticality analysis between the two items was examined. Additionally, when this study surveys and analyzes the satisfactions and importance of management on the basis of the classification, it can have an effect on management by reflecting the result. In conclusion, the classification of the management of multi-family housing will make up the improvement scheme of supplement education, certification related management and management regulations on the characteristics of multi-family housing by types of houses in the future.
