캐나다의 고령자 주거복지정책의 현황과 특징에 관한 연구 (A Study on the Current Situation and Distinct Features of the Housing Welfare Policy for the Elderly in Canada)

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

  • The housing policy of Korea has been pushed with a focus on the middle-class. This contributed to alleviate the absolute lack problem of housing, but this program for the housing policy of low-income brackets is also true as insufficient attention. Thanks to Bulk supply-oriented housing policy, the rising penetration of housing and living conditions are improving as a whole, but low-income housing problem has been exacerbated by a relative. National and local government will solve the residential housing problem of low-income brackets by expanding welfare programs, but the quality of existing housing issues and the alternative policy are regarded as insufficient. Homeless households in Korea are still nearly 400 million, Housing costs higher than income weighted for buying a home and rent payments of low-income brackets. In this study, I investigated the concept of low-income housing welfare and housing policy changes. This paper is aimed to present the basic data through the investigation and analysis residential status of low-income brackets.

Housing Welfare Policies in Scandinavia: A Comparative Perspective on a Transition Era

  • It is commonplace to refer to the Nordic countries of Sweden, Norway, Denmark, Finland and Iceland as a distinctive and homogenous welfare regime. As far as social housing is concerned, however, the institutional heritage of the respective countries significantly frames the ways in which social housing is understood, regulated and subsidized, and, in turn, how housing regimes respond to the general challenges to the national welfare states. The paper presents a historical institutionalist approach to understanding the diversity of regime responses in the modern era characterized by increasing marketization, welfare criticism and internationalization. The aim is to provide outside readers a theoretically guided empirical insight into Scandinavian social housing policy. The paper first lines up the core of the inbuilt argument of historical institutionalism in housing policy. Secondly, it briefly introduces the distinctive ideal typical features of the five housing regimes, which reveals the first internal distinction between the universal policies of Sweden and Denmark selective policies of Iceland and Finland. The Norwegian case constitutes a transitional model from general to selective during the past quarter of a decade. The third section then concentrates on the differences between Denmark, Sweden and Norway in which social housing is, our was originally, embedded in a universal welfare policy targeting the general level of housing quality for the entire population. Differences stand out, however, between finance, ownership, regulation and governance. The historical institutional argument is, that these differences frame the way in which actors operating on the respective policy arenas can and do respond to challenges. Here, in this section we lose Norway, which de facto has come to operate in a residual manner, due to contemporary effects of the long historical heritage of home ownership. The fourth section then discusses the recent challenges of welfare criticism, internationalization and marketization to the universal models in Denmark and Sweden. Here, it is argued that the institutional differences between the Swedish model of municipal ownership and the Danish model of independent cooperative social housing associations provides different sources of resistance to the prospective dismantlement of social housing as we know it. The fifth section presents the recent Danish reform of the governance model of social housing policy in which the housing associations are conceived of as 'dialogue partners' in the local housing policy, expected to create solutions to, rather than produce problems in social housing areas. The reform testifies to the strategic ability of the Danish social housing associations to employ their historically grounded institutional relative independence of the public system.

시·도별 주거복지 관련 자치법규에 대한 연구 (A Study of Housing Welfare Regulations of City & Province)

  • The increase rate of total population slows down and the ratio of the elderly population & single-household in our country is growing rapidly. Korean's housing penetration has already exceeded 100%. So people focus on the qualitative aspects of housing, namely housing welfare than the quantitative supply of housing The purpose of the study proposes the desirable direction for housing welfare policy based on the housing welfare regulations. The data for the analysis was collected through the regulations of 8 cities and 9 provinces. So housing welfare contents like housing welfare business, housing welfare center, etc. were extracted from 4 Housing Welfare Support Regulations, 5 Housing Basic Regulations and 8 Housing Regulations. The results were as follows: To stabilize housing and improve housing, the contents of housing welfare contained in related ordinance are still insufficient. Continue to be effective and housing welfare work, it shall be presented in detail in the regulations with respect to the financing plan. To those who need the housing welfare will have to be built an effective delivery system that can be delivered in a timely manner. For housing welfare for the elderly, housing welfare business information is detailed and broken down, it should be codified.

공공임대주택과 민간임대주택의 주거복지 성과 차이 (The Difference of Housing Welfare Outcomes Between Public Rental Housing and Market Rental Housing)

  • 본 연구는 공공임대주택과 민간임대주택의 주거복지 성과에 차이가 있는지를 확인하고자 하였다. 2016년 주거실태조사를 활용하여 주거의 구조적 물리적 적절성, 주거비의 저렴적절성, 주거의 안정성으로 정의한 주거복지에 있어 공공임대주택과 민간임대주택이 차이가 있는지, 이러한 차이가 가구의 인구사회경제적 특성을 통제한 상태에서도 유지되는지를 검토하였다. 분석결과 공공임대주택 중 일부는 여전히 최저주거기준미달, 주거비과부담의 문제를 겪고 있는 것으로 나타났다. 그러나 공공임대주택과 민간임대주택을 비교하면 공공임대주택은 주거복지에 있어 통계적으로 유의미한 성과가 있었으며, 이는 인구사회경제적 특성을 통제하면 더욱 일관되게 나타났다. 민간임대주택은 최저주거기준미달, 주거비과부담, 주거안정성에 있어 열악한 상황에 있었다. 본 연구를 통해 공공임대주택정책의 개선방안과 민간임대주택에 대한 적절한 규제의 필요성의 근거를 도출할 수 있었다.

유형별 주거빈곤가구의 차이 - 최저주거기준 하위기준미달, 주거비 과부담, 중복주거빈곤가구 (The Difference of Characters between Housing Poverty Types - Subcriterion Criteria of Substandard Housing, Unaffordable Housing and Double Housing Poverty)

  • 본 연구는 2014년 주거실태조사를 활용하여 최저주거기준의 각 하위기준미달, 주거비과부담, 중복주거빈곤의 주거빈곤유형에 따라 인구사회경제적 특성과 주거욕구에 있어 차이가 있는지를 살펴본 후, 주거빈곤과 관련 있다고 알려진 개별 특성이 다른 특성을 통제한 상태에서도 유형별 주거빈곤에 유의미한 영향을 미치는지를 다항 로짓 분석으로 확인하였다. 분석결과 중복주거빈곤가구, 시설기준미달가구, 소득이 낮은 주거비과부담가구, 구조성능환경기준미달가구, 면적기준미달가구, 방수기준미달가구의 순으로 정책적 우선순위를 설정하여야 할 것으로 나타났다. 또 유형별 주거빈곤가구와 관련된 요인이 다소 상이함을 확인하였다. 이를 바탕으로 중복주거빈곤가구에 대한 우선 지원, 임대시장에 대한 규제, 주거비과부담가구의 경우 소득수준에 따라 다른 정책, 장애가구를 위한 지원 등의 주거복지 정책적 함의를 제시하였다.

주거복지정책 유형별 주거비 부담수준 결정요인 분석 - 공공임대주택 거주가구와 주거급여 수급가구의 비교연구 - (Determinants of Housing-Cost Burden among Subsidized Households - A Comparative Study between Public Housing Residents and Housing Choice Voucher Recipients -)

  • The government has implemented housing welfare policy to ease low-income households' housing-cost burden and improve their quality of life. However, public housing residents and housing choice voucher recipients still show a high level of housing-cost burden. In this regard, this study aims to provide policy implications for current housing welfare policy by analyzing and comparing the factors that determine both subsidized and unsubsidized households' housing-cost burden. For the empirical analysis, this study uses "2017 Korea Housing Survey" and divides groups into public housing residents, housing choice voucher recipients, and unsubsidized low-income renters. We compared the level of housing-cost burden by employing t-test and chi-squared analyses and the factors affecting the housing-cost burden by employing logistic regression analyses between the three groups. According to the empirical analysis, the housing cost is the most burdensome for the housing choice voucher recipients group, followed by the unsubsidized low-income renters and public housing residents. In addition, the factors affecting housing-cost burden are different between the three groups. In case of public housing residents, housing characteristics usually affect the housing-cost burden. For housing choice voucher recipients and unsubsidized low-income renters, both housing and household characteristics influence the housing-cost burden. Looking at the detailed factors, except for the housing tenure and regional average rents that are common factors for all groups, the amount of deposit is an important factor for public housing residents, and household employment status is an important factor for both housing choice voucher recipients and unsubsidized low-income renters. The policy implications of this study are as follows: First, it is necessary to review the blind spot of the current housing welfare policy. Second, a comprehensive review of the housing choice voucher program is required. Third, it is necessary to make policy efforts to ease the level of housing-cost burden for renters. Fourth, a program is needed for those public housing residents who need a deposit support. Fifth, there should be further assistance with public housing for the poorest people.

일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구 (A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

  • In this study, it is considered how housing paradigm for the elderly has been changed from traditional societies to the current times in terms of welfare. Those changes could be necessary for establishing housing policies and implementing them concerning the characteristics of the elderly and their predictable problems related to welfare. It is intended that diverse housing issues for the elderly in relation to welfare are investigated. The welfare approach is appropriate for the consideration of elderly housing as one of the individual goals for the welfare. For the accomplishment of the purpose, the changes are considered in terms of social, physical, and policy aspects.

영국 사회주택정책의 변화 연구 - 보수당 집권기간(1979-1997)을 중심으로 - (Changing Face of the British Social Housing Policy - Under the Conservative Government, 1979-1997)

  • 본 연구는 18년간의 보수당 정권 하에서 영국의 사회주택정책이 겪은 변화의 주요 내용과 결과를 고찰함으로써 그 성격을 파악하고 무리 나라에 유용한 정책적 합의를 획득하려는 목적을 갖는다. 연구자는 연구를 위하여 1년 동안 영국에 머물면서 주제와 관련된 1,2차 자료들은 물론, 현지 학자들의 의견에 직접 접할 기회도 활용하였다. 사회주택정책의 변화는 70년대 경제 위기 이후의 영국 복지국가 재편작업의 일환으로 추진되었다. 보수당 정부는 시영주택의 대규모 매각 등 민영화와 시장화 정책을 정열적으로 추진하였으며, 공공지출의 삭감과 보조금 제도의 개혁 등을 통하여 이를 뒷받침하였다. 정책변화의 결과 주거유형의 분포와 지방정부의 역할 등에서 가시적인 변화가 나타났으며, 사회정책적으로는 주택부족, 공공부문의 잔여화 현상, 주거비 부담의 증대, 보조금 배분의 역진성, 의존의 증가 둥 부정적 현상이 두드러졌고, 목적했던 공공지출의 삭감도 달성하지 못한 것으로 나타났다. 결국 복지국가 위기에 대한 신자유주의적 대응은 국가역할의 철폐가 아닌 재 정향으로 나타났으며, 이에 따를 복지국가의 변화된 모습 둥은 우리나라 사회주택정책의 정립과 복지국가 모델의 형성을 위해 시사하는 바가 크다.
