프랑스 노후주거지 재생을 위한 근린재생 프로그램 연구 (A Study on the Rehabilitation of Deteriorated Residential Blocks by the PNRU and PNRQAD in France)

  • There is a growing tendency within old towns to analyze spatial characteristics to initiate various sustainable development programs and systems to make high-quality small-medium local cities. Professional research institutions in Korea are looking for new guidance into making housing regeneration policies and for trying to merge different functions. But there is a lack of research on support indicators and legal systems for residents. The purpose of this study will analyze the support systems and indicators of France for declined residential blocks in urban. Because the government of France have developed the policy for declined housing blocks. And they are establishing support systems to improve the quality of the residential environment and the resettlement of existing residents. First, this research study the condition of declined housing blocks in Paris. Secondly, support systems and policies of PNRU and PNRQAD are investigated and analyzed. Finally, cases by PNRU and PNRQAD are analyzed to derive the strength of this system. As a result, the following implications are derived. 1) the strengthening of social support, 2) the establishment of specialized national institutions and indicators, 3) increasing citizen participation, 4) Sustainable research program for neighborhood regeneration.

  • Recently, housing market & circumstances considering society change have changed dramatically. Such changes have affected system exchange of apartment housing greatly and promoted new housing system breaking with bearing wall structure. From this point of view, this study examined ultimate systematic items for promoting better housing system after extracting existing building regulation and housing regulation. This study only analyzed system change considering skeleton(support) with housing regulation, building regulation and fire service law. Consequently, apartment housing will intend residential open building breaking with existing bearing wall structure by promoting change of skeleton & infill system afterward.

시·도별 주거복지 관련 자치법규에 대한 연구 (A Study of Housing Welfare Regulations of City & Province)

  • The increase rate of total population slows down and the ratio of the elderly population & single-household in our country is growing rapidly. Korean's housing penetration has already exceeded 100%. So people focus on the qualitative aspects of housing, namely housing welfare than the quantitative supply of housing The purpose of the study proposes the desirable direction for housing welfare policy based on the housing welfare regulations. The data for the analysis was collected through the regulations of 8 cities and 9 provinces. So housing welfare contents like housing welfare business, housing welfare center, etc. were extracted from 4 Housing Welfare Support Regulations, 5 Housing Basic Regulations and 8 Housing Regulations. The results were as follows: To stabilize housing and improve housing, the contents of housing welfare contained in related ordinance are still insufficient. Continue to be effective and housing welfare work, it shall be presented in detail in the regulations with respect to the financing plan. To those who need the housing welfare will have to be built an effective delivery system that can be delivered in a timely manner. For housing welfare for the elderly, housing welfare business information is detailed and broken down, it should be codified.

결혼이민자의 주거환경 적응사례 (A Case study on the Housing Environment Adaptation of Marriage Immigrants)

  • With the recent increase in the number of foreign settlers in our country, we need a societal system which they can adapt well in. In order to successfully settle in our society, the marriage immigrants who especially plan a life in a new environment should be supported with support programs, especially to help them adapt to their very basic housing environment as their daily environment. From this research, through a program analysis of multi-cultural family support centre, the societal support helping to adapt to the residential environment for marriage immigrants in each nation was examined, and grasp an understanding on their adaptation to the housing environment by conducting interviews about housing environment adaptation examples. From the result of analyzing the 100 programs of the multi-cultural family support system, it could be seen that for the marriage immigrants to adapt, various programs are needed. In other words, there are effective programs for the early settlement of the marriage immigrants such as Korean education, tradition culture education, provision of district daily information, but it could be seen that heavier education was needed for, than for the sake of the marriage immigrants who took such education. Through adaptation case examples of 8 marriage immigrants from 5 different countries, it was realizable that the housing problems the marriage immigrants go through, are not limited to themselves, but also are related to the safety of their family and adaptation problems with their children. Therefore, by developing an adaptation program to help with housing environmental adaptation, the lives of the marriage immigrants' families will be supported, and will support early settlement, which then basic preparation for human resources as district societal use will be needed. By developing a program with a housing environmental professional, and if there is a positive effect and achievement, it is expected that there will be a standard program system available for all marriage immigrants.

IoT 환경 기반 취약계층 주거 지원 시스템에 관한 연구 (A Study on the Housing Support System for the Vulnerable Class based on IoT Environment)

  • 현재 주택보급률은 100%를 넘기고 지속적으로 보급률이 증가하고 있다. 이러한 주택보급률은 주거 서비스 정책에 있어 양적 공급 중심에서 주거 환경의 질 향상으로 변화되고 있다. 주택보급률 증가에도 여전히 주거 취약계층에 대해서는 실질적 접근이 어렵고 필요한 시기에 주거서비스를 이용하기에는 미흡한 부분이 많이 있다. 또한, 주거취약계층의 범위 확대로 주거 서비스에 대한 수요가 증가하고 있다. 이러한 문제를 보완하기 위해 정책 및 지원 사업 확대를 통해 주거취약계층에 대한 물량 확보 및 공급계획을 수립하고 있지만 독립적인 생활을 보장 할 수 없는 시설 및 공동입주가 주를 이루고 있다. 본 논문에서는 취약계층 주거 서비스를 지원하기 위한 IoT 환경 기반 취약계층 주거 지원 시스템을 제안한다. 제안 시스템은 주거 환경의 질을 향상하고 서비스 중심의 지원 서비스를 제공한다. 제안시스템을 통해 취약계층의 삶의 질을 향상하고 자립 생활이 가능한 주거 환경을 지원하여 적절한 사회참여 기회를 제공 받을 수 있다. 향후 연구로는 다양한 취약계층을 고려한 시스템으로 확장하여 사회적 약자 증가로 발생하는 문제를 보완한다.

보금자리 주택의 공급 특성과 무주택 저소득 가구를 위한 향후 주택정책 방향 (The Characteristics of Bogeumjari Housing Program and Direction of Future Housing Policy for Low-income Households without Home Ownership)

  • This paper aims to explore the characteristics of Bogeumjari Housing Program and its significance to housing policy, and propose an appropriate direction of future housing policy for low-income households without home ownership based on actual data on housing careers and preferences of the policy target households. Supply of Bogeumjary Housing is characterized by consolidation of existing housing program, housing support by income level, differentiation of eligible households, and housing subscription on-line. Bogeumjari Housing Program is meaningful in that it is a policy that resumed the supply of permanent housing, provides multi-tier support system by income level, and adjusts the imbalances in housing demand and supply. Despite their strong preferences for Bogeumjari Housing, their affordability is very low due to their low income levels and gloomy outlook for household finances. In this light, the government should pursue housing policies that include not only new housing constructions, but also efficient use of housing stocks, expansion of loans for first-time home buyers, and introduction of home mortgage and housing voucher.

스웨덴 여성 지체 장애인을 위한 주택 개조 사례연구 (A Case Study on Housing Alterations for the Physically Disabled Woman in Sweden)

  • Housing is the most important environment for the disabled because they spend most of this in their housing. However, their housing do not fully support their housing needs. Most of the hoses are designed for the healthy young people. Therefore, the disabled often have accidents in their homes. The physically disabled people want to stay in their homes and familar environment as long as possible. In order for the disabled to live in the housing as long as they want, the housing should support their safe and independent living. For this purpose, the housing is required to be altered to fit their needs. Sweden is one of the best welfare countries in the world. The Swedish government supports all the expenses for the disabled to stay in their housing and familiar environments. The study was to investigate a case on housing alterations for the physically disabled woman in Sweden. In addition, this study suggested the applications and adaptability of the housing alterations for the physically disabled in Korea.

장수명 공동주택의 관리자 유지관리 지침(I) (The Maintenance Guideline of Long-Life Housing for the Manager(I))

  • The general housing causes various environmental problems on the squandering of the resources and the production of the construction wastes, as it was removed and rebuilt because of the short-life in 20-30 years after constructing. The short-life of the general housing makes the rebuilt-term short and takes a negative attitude in maintenance. In the other hand, the long-life housing is constantly dwelling house that considers the carbon reduction among the world issues, Support and Infill. The long-life housing promotes the durability of Support and maximize the variability of Infill through separation of Support & Infill. It's useful dwelling house in maintenance as well as various life-cycle and life style. As the maintenance guideline of dwelling house is used for long-life housing, there is not distinction considering who controls maintenance and there is not conception considering alteration, variability and convenience. Consequently, it is required to develop the proper maintenance guideline applied maintenance process for long-life housing. Therefore this study shows efficient maintenance guideline for manager in long-life housing.

  • This study focused on the generational change of elderly people in the future based on the changes of aging background and household structure. After 2025, when the growth rate of aging rapidly becomes prominent, the generation born before 1961, the baby boomers who were in their youth after the country's liberation, will replace the current elderly generation. This means that the characteristics and values of living of the elderly will change and not pass on to the future, and that the demand for housing will also be different. The purpose of this study is to predict the future elderly housing demand and to find out the issues of housing support for elderly people and necessary institutional support items. For this purpose, the preliminary elderly people are surveyed and analyzed for their present housing condition, perception of old age, housing plan, welfare facilities and demand for living services. The results of this study are meaningful in laying the groundwork for predicting the demand for housing and living support of the elderly in the future and proposing suggestions and preparing related systems.

농촌지역 주거약자를 위한 주택 리모델링 지원사업 개선방향 설정에 관한 연구 (A Study on the Improvement related with the House Remodeling Support Program for Underprivileged Group in Rural Area)

  • In rural areas, in spite of the development projects of town and houses has been performed after the New Community Movement, due to rapid industrialization and urbanization, which lasted until the 2000s from the 1980s, out-migration to the cities, changes in the industrial structure, rapid aging was carried. As a result, the gap of housing environment between urban and rural areas became more serious. The meantime, the housing problem is recognized only to the problems of the big cities, mostly urban public housing policy oriented. However, when you check the indicator of the housing environment, such as the percentage of aging housing, rural environment has become a relatively poor compared to the city. In addition, due to a decrease in income and aging of the population living in rural areas of existing infrastructure to improve the living environment is weakened. And inside of the rural areas, changes in the housing environment and polarization phenomenon is becoming increasingly serious. Therefore, in this study, there is a purpose to be presented the improvement direction for efficient implementation of house remodeling support program for underprivileged group in rural areas and requires immediate attention improvement of housing environment. Previously, House remodeling support project in rural areas was carried out at the initiative of local governments and government mainly. For this reason, it is difficult due to limited institutional, to reflect the necessary parts directly to the real life of the residents. And, the demand for improvement of housing environment need modifications to solve the inconvenience of life of residents directly in many cases. It is considered that community-based house remodeling support project is to be carried out through the participation of local residents.
