Risk Factor Analysis in the Implementation Phase of the Housing Redevelopment Project (주택재개발사업 시행단계의 위험요인 분석)

  • As many stakeholders are taking part in the Housing Redevelopment Project, their opinion mediation is considering very important issues. Thus disputes on projects are inevitable due to complexity of interest. To effectively progress the project, this paper analyze the risk factors by phase in implementation phase that the association participates in person. We identify 50 of risk factors in implementation phase by reviewing and analyzing related studies and actual cases of disputes, then we present 26 of risk factors through experts interview. Also, we calculate weights of risk factors by using AHP for quantitatively analyzing them and present final weights and priorities of risk factors by summing weights of risk factors by phase. In results, it is found that 'the inappropriateness of the Management Disposal Plan' in management disposal plan phase and 'the inappropriateness of the Project Implementation Plan' are the most significant risk factors. To maximize the utilization of risk factors analyzed, we present the checklists that can be aware of these risks in advance and prevent these risks. Based on these findings, if risk factors in implementation phase are managed actively, the housing redevelopment project will be performed more effectively.

  • This study explored to analyze the winning determinants of the lawsuit cases on the urban and housing redevelopment project based on jurimetric methods. Based on affirm-rate and staircase matrix tables, 441 lawsuit judgments are analyzed. Research findings in affirm-rate analysis indicate that past legal relation, no own defect of accreditation, no ownership or association member status, lapse of period of litigation, and no legal interest are identified as higher rate in order for the reason for plea on the merit. And so are defect on calculation of consent rate, defect in relation with written consent, approval before zoning designation, defect in relation with general meeting, and defect on zoning designation for the issue on the merit. It is noteworthy from the staircase matrix table analysis that the criteria for affecting the lawsuit outcome is determined based on key forecasting variables such as past legal relation and no ownership or association member status. This study intends to provide the implication that the unnecessary disputes can be reduced in the urban and housing redevelopment project by the implementation of jurimetric quantitative analysis methodology from the perspective of empirical law.

  • The detailed current situation of urban renewal projects which have implemented in all over the country is sorted by regional and divisional groups, researching press reports. Problems in the progress of promoting urban renewal projects made the paper are analyzed in this research. This research examined the actual condition about urban renewal projects synthetically and then, deduced the following improvement plan. First, formulating long-term renewal plan is needed. Secondly, It should be changed into the gradual urban renewal project on a small scale according to various conditions of each local area. Finally, support of the central government in consideration of local conditions should be carried out.

  • The aim of this study is to analyze the evaluations and determinants on residential resettlements in accordance with urban regeneration by 7,396 samples from 19 housing redevelopment districts in Busan. The major finding on determinants on residential resettlements in accordance with urban regeneration are as follows; A binary logit model for determinants on residential resettlements in accordance with urban regeneration are composed of owner's characteristics, land and building characteristics, housing complex characteristics, and location characteristics. The significant variables in relation to owner's characteristics are owner's age, owner's place of residence, the possession period against property and investment intention. As a result of logit model for residential resettlements, it shows that the variables in relation to land and building characteristics are the land classification, the use of building, the size of land or building, the permission of building and the appraisal price on land and building. This result means that actual customer's investment connects to resettlement after redevelopment project. The other side, the housing complex variables consist of the brand of construction company, the ratio of large size housing and floor are ratio shows that improvable conditions for housing value are important factor to induce residence's resettlement. The location variables show that Dongbusan has higher probability, the reverse Jungbusan has lower probability in residential resettlement likewise residential preference.

North Korean Housing Planning Trend through Analysis on North Korean Architectural Media (북한 건축 전문매체 분석을 통한 살림집 계획 동향)

  • The purpose of this study is to identify the supply status and planning trend of North Korean housing through analysis on the North Korean architecture specialized media data. The flat composition is changing and the living room is becoming the center of the houses. Also, in the urban areas, the standard apartment type is four apartments in a row and the plan form is getting diversified into circle type, Y type, and irregular type. On the other hand, in the rural areas, two houses in a row and single house are typical and the change in planning scale and space structure are not substantial. Since the 2000s, design changes have been made to emphasize the third dimensional structure of buildings such as the elliptical houses and L-shaped houses. Furthermore, 8~10 households are located on one floor which leads to the tendency of the building enlargement. In terms of house size, a square concept was introduced to replace the initial 2~3 room concept and the basic module of the room planning the 3 room house based on $3m{\times}3m$. However, there seems to be no standard house size, and the house size may differ depending on the social classandregion. In the early 1980s, when there was focus on the apartment complex construction, the high-rise apartment buildings of 30~40 floors was planned. However, during the Pyongyang redevelopment project, apartments of more or less than 10 floors were built and row-houses of more or less than 4 floors were built. In terms of the complex scale, a lot of small complexes of around 300 households are emerging after 2010. The construction projects are mainly limited to specific regions such as Pyongyang and Samjiyeon, and also limited to specific classes such as the workers and soldiers initially and the scientists lately. In addition, living boundary composition and ancillary facilities for sufficient green area ratio securement and the people of North Korea are maintained consistently. In recent years, the specialized floor planning such as solar house and the house for the disabled people, framework houses for redevelopment business, and multi-storied house construction technology are also emerging.

  • This study is about architectural design for rural housing block redevelopment for districts with existing residents considering sustainable development. The study suggests development direction focusing on preserving the regional characteristics, and presentation of suburban-style housing complex reflecting on the future tenant's individuality and demand. The preexisting development approach for suburban-style housing complex which was planned by the developer, failed to recognize taste of the future tenants. Profitability being the priority, it also resulted in a serious environmental disruption. In this development however, through a systematic direction for site development and site analysis, conducting surveys through future tenants, attempted for a continuous growth of the community. The study is presented covering the following areas; site's pathway system, nature conservation plan, lot plan, land use, arrangement plan, housing plan and community facility.

  • The purpose of this study is for investigating characteristics of changing residential density and relations between housing supply and redistribution of population in Daegu. As a result, the following conclusions could be made. First, land development and housing supply have important effect on distribution of population and changing residential density in Daegu. Second, according to massive site development to meet the housing demand in suburban area, the suburbanization has begun and build-up-area grows faster, so centre of gravity of residential density increasing rate has moved to the suburban. Third, the inner district and the district near urban centre will need remodelling or redevelopment project in the near future.

Analysis of a Repair Time Preparation for the Preventive Maintenance in a Public Rental Housing Types (공공임대주택 유형별 구성재 사전예방보전 수선시기 설정연구)

  • The rental housing has been a main role to supply a living space to the household who can not be available for the home-owner. Specially, the public rental housing is targeted for the low-income household and supplied with low rental fee. Therefore, the rent owner should manage and maintain the housing condition decently with a systematically maintenance plan which includes a repair time and scope, a repair cost. Among them, the repair time is important to make a repair plan. The repair time would be explained with two types, which is divided into a breakdown maintenance and a preventive maintenance. Each of them has a advantage in a repair cost, maintenance of the living condition and provision of the repair scope and method. In this paper, it aimed at providing the repair time in 12 components of the public rental housing which is reflected from a preventive maintenance. This study shows that overall, a permanent rental housing has a longer repair time than any other rental housing in 12 housing components. A public rental housing is closer to the a permanent rental housing then a redevelopment rental housing in repair time. On the other hand, the repair time of the 12 housing components is different form the rental housing. This leads to further study in difference of the repair time according to a tenant type.

  • A judgment on the redevelopment projects' predicted profitability is an essential decision-making element for the success of the redevelopment projects. It is necessary to review the literature on profitability of redevelopment project and draw risk factors that could affect profitability through the risk analysis based on surveys. It is also necessary to judge profitability prediction toward the business value of the redevelopment project in the planning phase according to the risk analysis results which can affect the profitability prediction. In order to prevent the growing difficulties in executing the projects, a profitability prediction model is proposed using the method of management and disposal based on a proportional calculation that can estimate the share of expenses in order to judge profitability in the planning phase. With the improvement of profitability prediction models, it is possible to appropriately judge profitability in the planning phase in order to allow the prevention of suspension, reduction of project term, reduction of cost, and making of rational decisions.

  • Dharavi, located in Mumbai, India, is the largest slum in the world, with over 700,000 people living in one area. The provincial government has selected a private business, and planning to promote Dharavi's redevelopment together. In addition, the Indian government announced three city development initiatives in 2015 and is promoting altogether the nationwide urban development in India, redevelopment projects in existing cities, and housing provision for slum residents. Through incorporating ongoing projects such as DMIC industrial corridor and smart city construction in India to the pharmaceutical industry that India has a comparative advantage over other industries, urban pharmaceutical research & production facility and residential complex is proposed in this paper, to be capable of supplying all occupants in the designated site, as a prototype for possible redevelopment directions.
