The Emotional Dimensions of North Korean Politics through the Lens of Historical Institutionalism

  • This study explores the following research question to address issues linked to emotions, identity, and institutions: how has the cult (institution) of the three Kims affected North Koreans' strong sense of nationalism (emotion), which is based on their Juche ideology (identity)? This paper investigates four fundamental elements of historical institutionalism: time boundedness, path dependency, institutional changes, and the shadow of the past. First, time boundedness illustrates how culture and education have been used to build trust and loyalty in the general public to construct individual and family cults. Second, path dependence reveals how the Songbun system has resulted in strong nationalism throughout Rodongdang's institutionalization. Third, institutional changes highlight the significance of age divides, as different age groups do not always support the three Kims' cult. Finally, the shadow of the past helps us understand the primary processes for generating mass ardent nationalism in the form of powerful impulses for self-sacrifice.

  • The paper analyzes OECD health systems from the perspective of historical institutionalism. Criticizing the dependence of Korea's national health program on Pacific countries such as Japan and the U.S., it suggests that European experiences of national health programs can be a model of the Korean health system in the future. Based on an inquiry into Italian and British cases of national health systems, the author emphasizes (1) the role of local governemts in national health programs, and (2) the integration of a national health program with public health programs.

Study on the Institutional Change of Early Childhood Education Quality Assurance in China: From the Perspective of Historical Institutionalism (중국 유아교육의 질 보장제도 변천에 관한 연구: 역사적 제도주의 관점에서의 분석)

  • This study discusses the institutional change of Chinese early childhood education quality assurance institution (ECEQAI) from the three dimensions of the perspective of historical institutionalism of that refer to the external environment, dynamic mechanism containing with nation-market-society, and the invisible ideology of the institutional change. Chinese ECEQAI was divided into five historical periods, which were 17 years after the founding of China (1949-1966), the Great Cultural Revolution (GCR) period (1966-1976), the early stage of Reform and Opening-up (RO) (1976-1995), the social change period (1995-2010) and the new period (2010-now). This study also concludes five separate change models for Chinese ECEQAI that correspond to the five periods. The first was a compulsory and gradual institutional change model influenced by the Soviet model and dominated by national power. The second was compulsory and radical change model controlled by the counter-revolutionary group. The third was a compulsory and gradual institutional change model dominated by national power. The fourth was induced and gradual institutional change model driven by market power and forced by society power. The fifth was a compulsory and gradual institutional change model led by national power and forced by society power. Finally, the future change direction of China's ECEQAI was further pointed out, that was the government-leading and tend to balanced three-pole power model of "Nation-Market-Society", as well as the "three-pole power relationship" of indepth communication and positive interaction.

  • The initial purpose of Affirmative Action(AA) in the U. S. was to increase access to, and ensure the equitable distribution of, opportunities for racial minority groups in order to redress past discrimination. Over the last several decades, support for AA has grown and waned as structural, political and social currents have shifted. Most recently, AA in university admissions policy was once again tested as The University of Texas at Austin successfully defended its use of AA in admissions and now faces Supreme Court review concerning the lawsuit. Fisher v. University of Texas at Austin. The purpose of this study is to illustrate the evolution of AA in university admissions reflected on major legal cases for and against it. AA is analyzed from the integrative approach based on the historical institutionalism. l.e., influenced by structure, political dynamics, institutions and critical actors.

Institutional Evolution of Korea's International Cooperation of Science and Technology from the Viewpoint of the Historical Institutionalism (과학기술 국제협력의 제도적 진화: 역사적 제도주의의 관점)

  • This study analysed the institutional evolution of Korea's international cooperation of science and technology (S&T) from the viewpoint of the historical institutionalism. For this, it examined Korea's institutions for international S&T cooperation by dividing the whole period from the Korean war to the present into five sub-periods; period of technology aids, technology transfer, mutual cooperation, expanded cooperation, and highly sophisticated cooperation, respectively. It, then, reviewed the evolving process and characteristics of each period. In this study, the structure (environment), the actor (government), the institution of higher rank (science & technology policy) were considered as variables influencing upon the institutions of the international S&T cooperation. Upon this assumption, this study analysed how and through what evolutionary process the international S&T cooperation institutions have evolved so far. This study obtained the following conclusions; First, the study confirmed the existence of the "institutional layering" in the institutions of the international S&T cooperation in Korea. The momentums for the change of the institutions of the international S&T cooperation stem from international environment and domestic economic environment. They influence upon economic policy, industrial policy, and S&T policy, which, together with the actor (the government), again brings about the institutional evolution of the international S&T cooperation. Second, the institutional evolution of the international S&T cooperation is taking place gradually. As mentioned above, the momentums for the change of the institutions of the international S&T cooperation originate from international and domestic macro environment. These momentums do not directly influence upon the institutions of the international S&T cooperation, rather they give indirect influence, through other related institutions, upon the institutions of the international S&T cooperation and make its gradual change or evolution. This is because the institutions of the international S&T cooperation have the "institutional layering".

  • This study aims to analyze the level of members' awareness of records management in the Republic of Korea Army within the institutional context extensively. Accordingly, in-depth interviews were conducted after comparing and analyzing the institutional systems that restricted the members' record management activities. As a result, it was identified that the members were confused by the inconsistency among the systems that defined the work procedures, and that the value of responsibility and efficiency in the records management system does not match the organization's goals. Therefore, the legal justification of the system should be improved in harmony with the responsibilities and efficiency and to match them with the organization's objectives. Moreover, the improved system should be internalized by the members through instructions that are relevant to the content of the system. This study intends to increase awareness in the records management system and improve the system as well.

  • This research analyzes the potential reform of Section 230 of the Communications Decency Act through the new institutionalist approach. The immunity provision of the Section 230, which has developed the U.S. Internet content regulation regime and protected big tech firms, is facing a significant change today. The chambers of Congress have attempted to limit the immunity shield for platforms with bipartisanship. As a result of analysis through the perspective of historical institutionalism, a critical change could come from external events including fake news controversies and data privacy scandals, as well as endogenous factors such as conflicts among actors. The discussion deals with the possible direction of Internet content regulation reforms in Korea.

Korean 'Social Welfare' Delivery System and Its Discourse Relation - Historical Formation, Pathway, and Present Issues - (우리나라 '사회복지' 전달체계와 담론적 작용 - 역사적 형성과 경로, 쟁점 -)

  • This study aims to analyze the formation of Korean social welfare delivery system and its pathway, from which the pending issues are to be discussed on the organizations and personnel of the delivery system using the word 'social welfare' with its related discourse. Historical institutionalism is chosen as the perspective to explain path-dependent change and critical juncture, and various legislative data are used as the indicative signals for the discourse of 'social welfare'. The results of the study are as follows. First, the term 'social welfare' began to be institutionalized in Korea by the enactment of Livehood Protection Law(1961). Second, the policies by the year 1987 of expanding social welfare center and introducing social welfare professionals as civil servants form a critical juncture which makes the social welfare discourse realized as the institutional realities. Third, until the year around 2014, the system has not changed in the perspective of macro framework. Fourth, currently the system shows several signs of severe turmoil, which might lead to dismantle the system of 'social welfare' discourse. To conclude, this study shows the possibility of explaining organizations and personnel composing the social welfare delivery system by the usage of discourse analysis, treating it as an analytical entity.

A Study on the Evolutionary Process of Techno-Parks in South Korea (지역 테크노파크 기능의 변화과정 분석: 역사적 제도주의 관점에서 대구와 경북테크노파크를 중심으로)

  • This research is a theoretically grounded empirical study aimed at shedding light on the policy evolution of Technology Park(TP) in term of historical institutionalism in South Korea for the 16 years. The study analysed the evolution of TP, and the empirical fieldwork was completed in two regions, Gyeongsangbuk-do ana Daegu City. Historically the policy can be divided into three periods being affected by endogenous and exogenous impact. This research found that the functions of local TPs changed as following: six functions decided by central governments ${\rightarrow}$ added the role of supporting regional innovation ${\rightarrow}$ comprehensive support for small & medium-sized enterprise. Analysis of the empirical study reveals significant findings: first, the relationships between central government and local actors which was built in the quickening period have been path dependency. Second, the functions of local TPs were evolved with the characteristics of layering and reorientation of the institutions. Thirdly, there were some differentiation between the two regions because of the milieu, though the central government had the power deciding the functions.

Study on the Change of Nuclear Energy Policy: Before and After Fukushima Nuclear Accident (원자력 정책 변동에 관한 연구: 후쿠시마 원전 사고 전후를 중심으로)

  • Since Fukushima nuclear disaster occurred in 2011, the nuclear energy policy of the international society has been in recession. However, In Korea, the nuclear-friendly policy had remained and even expanded over the last 60 years until the Park Geun-hye government. In other words, there was the path dependence of nuclear energy policy. Since the Moon Jae-in government that pledged to perform nuclear phase-out policy in 2017 was inaugurated, the nuclear-friendly policy began to swerve from the course of path dependence. Based on the mai logic of historical institutionalism, this study looked into the change of Korean nuclear policy by before and after the Fukushima nuclear accident. As the result of this research, the external situation of Fukushima Nuclear Accident became a critical turning point and led to a change in the government's policy on nuclear power. From an institutional perspective, it influenced the paradigm of nuclear power policy, policy decision structure, and laws of nuclear power. From a doer's perspective, it influenced political idea and social acceptability. Since Moon Jae-in government was inaugurated in 2017, nuclear phase-out policy has secured its institutional foundation and nuclear power policy has basically changed from nuclear-friendly policy to nuclear phase-out policy. Therefore, the energy policy of Moon Jae-in government gets out of the nuclear power based path dependency that previous governments pursued, keeps punctuated equilibrium, and changes to renewable energy oriented policy.
