Asset Evaluation Method for Road Pavement Considering Life Cycle Cost (생애주기비용을 고려한 도로포장의 자산가치 평가에 대한 연구)

  • This study aims at establishing the decision-making support system for the highway assets, long-term performance presumption and evaluation of asset value, which are appropriate for Korea, and proposing the methods of the optimal engineering method and the timing decision for the preventive maintenance through the project evaluation, the optimization method and life-cycle analysis related to the highways. In order to supplement the current problem of the near-sighted budget management system, which chooses the maintenance place of the highway, depending on the level of the budget with fixed amount, the long-term required budget prediction system and the economy principle were introduced, so that the pavement agency can predict the level of the required budget, and it was aimed to develop the pavement asset evaluation system to maintain the performance of the highway with the minimum of the cost. In the use of the highway pavement asset evaluation system, to maintain the appropriate level of the pavement evaluation index, when the budget was efficiently established in the reference of the required maintenance budget for the chosen section of the highway in the year concerned, it was possible to analyze the most rational pavement maintenance budget. With this result, it is estimated to prevent the unnecessary waste of budget in advance, and through the development of the decision-making system for the long-term performance presumption and the asset value estimation of the pavement, it is expected to able to analyze the previous evaluation of the project related to the highway and the feasibility of introduction.

  • A car accident on a highway occurs a chain-reaction collision because of a vehicle's fast velocity. In order to prevent it, the accident vehicle should broadcast a safe message to its neighbors. If there are many neighbor nodes, a frame collision probability is high. To solve this, it was proposed for a system as a previous study to send a safe message without frame-collision using separating channels. However, the separation of multiple channels make feasibility low because of increasing hardware's development cost and complexity. In this paper, we proposes a TDMA-based MAC protocol using a single channel. As a result, we show the frame reception success rate of our protocol was almost the same as the previous protocol.

  • The modal split structure of the Korea's transportation system has been dominated by road-oriented structure. The shortage of the inftrastructure to accommodate the rapidly increasing travel demand has brought about socio-economic losses such as severe traffic congestion and high logistic costs, and thereby weakened the competitiveness of the country. Highway transportation sector is more vulnerable to energy consumption comparing with railway sector since the highway sector is dependent mostly on fossil fuels for its energy source. In 2006 annual road cogestion costs in Korea reached 24.6 trillion won, with an average annual growth rate of 5.4%. The annual road congestion cost of intercity highways were 9.2 trillion won. As the new cities that recently developed are located far from Seoul area, the boundary of commuting in Seoul metropolitan area is extended. It makes passengers have longer trips with longer travel time, and the congestion problem to be more serious. In this regards, Gyeonggi Provincial Government proposed a deeper underground metropolitan express train system for the greater Metropolitan area. which is named as GTX. Gyeonggi Province suggested 3 key underground lines, based on the outcome of the feasibility study conducted by the Korea Society of Transportation, and submitted to the Ministry of Land Transportation and Maritime Affairs for its review. If the project is approved for construction and completed in 2016, the daily volume of surface traffic bound for Seoul will be reduced substantially and therefore the users will be benefitted for time savings by an annual amount of 2 trilion won every year.

  • The architecture of WSN based Vehicle Speed Measurement System is presented in this paper from Telematics Sensor Network(TSN) to Management System. To verify the feasibility of the system, we implemented the vehicle speed measurement system and evaluated the accuracy of velocity measured by the system in our testbed, an old highway located near Kyungbu highway. The system performed over 95% of accuracy at 80kmph from the measurement. In addition, the battery life time of the sensor node was evaluated by simulation analysis with real measured current consumption profiles. Assuming the maximum average daily traffic in 2005, the battery life time is expected to be over 1.6 year from the simulation result.

Influence of slenderness on axially loaded square tubed steel-reinforced concrete columns

  • This paper aims to investigate the axial load behavior and stability strength of square tubed steel-reinforced concrete (TSRC) columns. Unlike concrete filled steel tubular (CFST) column, the outer steel tube of a TSRC column is mainly used to provide confinement to the core concrete. Ten specimens were tested under axial compression, and the main test variables included length-to-width ratio (L/B) of the specimens, width-to-thickness ratio (B/t) of the steel tubes, and with or without stud shear connectors on the steel sections. The failure mode, ultimate strength and load-tube stress response of each specimen were summarized and analyzed. The test results indicated that the axial load carried by square tube due to friction and bond of the interface increased with the increase of L/B ratio, while the confinement effect of tube was just the opposite. Parametric studies were performed through ABAQUS based on the test results, and the feasibility of current design codes has also been examined. Finally, a method for calculating the ultimate strength of this composite column was proposed, in which the slenderness effect on the tube confinement was considered.

  • The level of service (LOS) of the Highway Capacity Manual (KHCM) has been used as a basic criterion at decision making processes for signalized intersections in Korea. The KHCM provides five steps for the signalized intersection analysis. Among them, lane grouping, which is the third step, significantly influence the final LOS. The current method presented in the KHCM, however, classifies a shared lane as a de facto turning lane group, even though the turning traffic of the shared lane is few. Thus, this research was initiated to provide an alternative. To this end, three alternatives were suggested, including the method based on the lane grouping presented in the U.S. Highway Capacity Manual, the method using turning ratio of shared turning lane, and the method using a threshold traffic volume in lane grouping. The feasibilities of the three methods were evaluated using a calibrated CORSIM model. Conclusively, the method using a threshold traffic volume in lane grouping outperformed.

Evaluation of abutment types on highway in terms on driving comfort

  • The inverted T-type abutments are generally used in highway bridges constructed in Korea. This type of abutment is used because it has greater stability, with more pile foundations embedded in the bedrock, while simultaneously providing support for lateral earth pressure and vertical loads of superstructures. However, the cross section of inverted T-type abutments is large compared with the piers, which makes them more expensive. In addition, a differential settlement between the abutment and embankment, as well as the expansion joints, causes driving discomfort. This study evaluated the driving comfort of several types of abutments to improve driving comfort on the abutment. To achieve this objective, a traditional T-type abutment and three types of candidate abutments, namely, mechanically stabilized earth wall (MSEW) abutment supported by a shallow foundation (called "true MSEW abutment"), MSEW abutment supported by piles (called "mixed MSEW abutment"), and pile bent and integral abutment with MSEW (called "MIP abutment"), were selected to consider their design and economic feasibility. Finite element analysis was performed using the design section of the candidate abutments. Subsequently, the settlements of each candidate abutment, approach slabs, and paved surfaces of the bridges were reviewed. Finally, the driving comfort on each candidate abutment was evaluated using a vehicle dynamic simulation. The true MSEW abutment demonstrated the most excellent driving comfort. However, this abutment can cause problems with respect to serviceability and maintenance due to excessive settlements. After our overall review, we determined that the mixed MSEW and the MIP abutments are the most appropriate abutment types to improve driving comfort by taking the highway conditions in Korea into consideration.

Selection of Long-Term Pavement Performance Sections for Development of Distress Prediction Model in National Asphalt Pavement (국도 아스팔트 포장 파손예측모델 개발을 위한 장기 관측 구간 선정에 관한 연구)

  • Special pavement test sections were selected to develop a distress prediction model on asphalt pavement of National Highway. Experimental design was conducted for the selection of LTPP sections on in-service pavement(new and overlaid pavement) using several variables affecting pavement performance. Preliminary sections that satisfied the design template were chosen from the national highway database, and final selection was fixed through field inspection. The number of monitoring section is 95 including 47 overlaid pavement. A pavement distress data such as crack and rutting were collected for two years. An interim pavement performance analysis was peformed to show feasibility of performance monitoring program. Data related pavement such as traffic, weather, material characteristic and crack etc. should be collected for next project years and distress prediction model will be developed through the statistical analysis.

  • The US Pavement Design method (AASHTO) and HDM-4, a road pavement maintenance decision system, are not suitable for domestic pavement design, construction and maintenance. KPRP(Korea Pavement Research Program) has been developed to reflect Korea's environmental conditions and vehicle characteristics, thereby, extending pavement life. The main objective of this study is to select the best alternative through Life Cycle Cost $CO_2$ (LCCC) calculations among three representative maintenance strategies using KPRP design software since the environment cost resulting from the extended pavement life will also differ. The analysis of this study illustrates that cumulative carbon emissions for 40 years in alternative 2 (Cutting and Overlaying at Year 30) is the lowest option among them, and the basic cost of $CO_2$ emission by various road maintenance and repair work can be used for suggesting an optimal maintenance strategy for highway agency.

  • In order to find methods to encourage active private participation for efficient road maintenance, this study examined the status of the road improvement project and the development of the private capital utilization improvement project. Based on this, the study conducted a case study and a financial feasibility study that applied the new business method and selected the applicable business method. As a result, it is analyzed that the method of using Crowd Funding is more advantageous than the private scheme of the private capital utilization improvement project. This is because it will be highly effective in raising funds from users of highway users, especially users of improvement projects. In addition, it can also mean that the road users who suffer from inconvenience due to the construction can return the toll profit of road construction to the user.
