The Impacts of High-speed Railway on Conventional Railway Systems and Its Policy Implication (고속철도의 영향 및 철도수송 합리화 방안)

  • The decline of railway industry been a world-wide phenomenon. Recently, increased attention has therefore of railway systems has considerable impacts on the existing transport systems. Korea is expecting a era of high-speed railway and thus the need for the preexamination of such system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway system emerges. The results revealed that the high-speed railway is almost exclusive to the conventional railway systems. The only impact is to induce some users of the conventional railway services, resulting in some excess track capacity of Kyungbu line. It dose however appear not to have any influence on the level of service for the conventional passenger services and rail freight transport. Consequently, it appears desirable to pay as much attention to the conventional railway systems as to the high-speed railway.

  • Systems engineering requirement verification model developmetn for High Speed Railway systems in progress is a national large system development program that is not only large-size and complex but also multi-disciplinary in nature. For the High Speed Railway TEP development, verification requirements that could verify system function, performance, and constraint, should be derived from SSS(system Segment specification). Hereafter, this could be referred to as verification requirements. System engineering process establishes traceability between verification requirements and system requirements. These tasks could be accomplished by the schema. using computer-aided Systems Engineering tool(CORE), High Speed Railway program can become a database and other system related to High Speed Railway program will be developed effectively and efficiently.

  • Korea selected to introduce high-speed railway system from advanced countries in order to accumulate railway technologies and develop exiting domestic logistics system. After many twists and turns, we adopted to introduce France's high-speed railway called 'TGV'. Despite many difficulties along with trials and errors, it is expected that Korean high-speed railway will be brilliantly launched in April 2004, although it has been commissioned for multi-discipline tests. It is forecast that the opening of high-speed railway will bring us the epoch-making development of logistics system. However, what if there are really some problems in the operation of high-speed railway? We cannot consider and highlight only the positive aspects of our own high-speed railway. In terms of many challenging aspects we would face in the future, there would be some matters we must consider and point out in this opportunity. In this regard, the direction for developing high-speed railway stations requires the harmony between profitability and public benefits, which must involve compatibility with other traffice systems and practical policies to secure competitive edges.

  • The introduction of high speed railway system a significant impact on the conventional inter-urban transport systems by inducing a significant traffic from the existing modes as well as generating a new traffic. It is also closely related to intra-urban transport systems as the inter-urban traffic has its origin and destination in a city. In the context of mode choice, for high speed transport systems, it has been argued that the accessibility is the most important attribute conceived by users. Thus this study attempts to analysis the importance of the accessibility for the planned high speed railway systems particularly with respect to the location of Busan Station. For this Stated-Preference approach, which is considered appropriate for such study, is adopted, and disaggregate binary logit models for mode choice between the high speed railway and air service in Busan-Seoul corridor are developed. The elasticities for cost and service variables are also derived. The results disclose that cost is the most important which is inconsistent with most previous studies ; accessibility has considerable impact on the choice ; and frequency however has a little impacts. Concerning location of the high speed railway station the results suggest that the longer the access distance is, the more important the accessibility is. This implies that the connection of reliable access transport services such as underground are essential between the terminal and urban center.

  • A high-speed rail system represents a typical example of large-scale multi-disciplinary systems, consisting of subsystems such as train, electrical hardware, electronics, control, information, communication, civil technology etc. The Systems Engineering, as a methodology for engineering and management of today's ever-growing complex system, must be applied to development of such systems. This paper presents systems engineering framework model to have to be applied to the systems engineering technology development task for the korean next-generation high-speed railway systems in progress and demonstrates data models and schema for computer-aided systems engineering software, RDD-100, for use in its development and management.

  • Usually, railway axles are designed for infinite life based on endurance limit of the material and the axle is not fractured immediately when a surface crack initiated. The railway axles have been inspected regularly by NDT such as ultrasonic testing, magnetic testing and eddy current testing and so on. Because the axle failure is profoundly influenced by the probability of missing a fatigue crack during an NDT inspection, it is necessary to evaluate the Non Destructive Interval of railway axle. In the present paper, the Non Destructive Interval of railway axle based on fracture mechanics and finite element analysis was investigated. It was shown that the Non Destructive Interval of railway axle can be evaluated using fracture mechanics approach and extended using NDT which a crack can detect clearly.

  • Computer aided simulation is an essential part in planning, design, and operation of railway systems. To determine the adequate performance and specification of railway system, it is necessary to calculate train performances such as distance, speed, power during train's running. This paper presents result of train performance simulation using the program that developed for Korea high speed train. To verify result of simulation, we have compared that with experiment data.

  • In this paper, driving functions of the Korea High-speed Trains were decomposed based on systems engineering architecture. In order to analyze the driving function, various systems engineering tools and methods were used. Moreover, interfaces of decomposed driving functions were analyzed to figure out purposes of the driving functions. Through activity modeling of driving function of the Korea High-Speed Trains, main functions were derived when starting, speeding and stopping. When the high speed train is speeding, pre-departure checks and wheel slide prevention are essential driving activities for the safety and when the high speed train runs high speed, maintaining driving stability by monitoring bogie hunting and monitoring drivers' safe operation by vigilance systems is important. Furthermore, when the train is braking, the driver should checks brake and suspensions as safety actions.

An Evaluative Study of the Operational Safety of High-Speed Railway Stations Based on IEM-Fuzzy Comprehensive Assessment Theory

  • The general situation of system composition and safety management of high-speed railway terminal is investigated and a comprehensive evaluation index system of operational security is established on the basis of railway laws and regulations and previous research results to evaluate the operational security management of the high-speed railway terminal objectively and scientifically. Index weight is determined by introducing interval eigenvalue method (IEM), which aims to reduce the dependence of judgment matrix on consistency test and improve judgment accuracy. Operational security status of a high-speed railway terminal in northwest China is analyzed using the traditional model of fuzzy comprehensive evaluation, and a general technique idea and references for the operational security evaluation of the high-speed railway terminal are provided. IEM is introduced to determine the weight of each index, overcomes shortcomings of traditional analytic hierarchy process (AHP) method, and improves the accuracy and scientificity of the comprehensive evaluation. Risk factors, such as terrorist attacks, bad weather, and building fires, are intentionally avoided in the selection of evaluation indicators due to the complexity of risk factors in the operation of high-speed railway passenger stations and limitation of the length of the paper. However, such risk factors should be considered in the follow-up studies.
