This article presents the crucial role played by the French underground research laboratory (URL) in initiating the deep geological repository project Cigéo. In January 2023, Andra finalized the license application for the initial construction of Cigéo. Depending on Government's decision, the construction of Cigéo may be authorized around 2027. Cigéo is the result of a National program, launched in 1991, aiming to safely manage high-level and intermediate level long-lived radioactive wastes. This National program is based on four principles: 1) excellent science and technical knowledge, 2) safety and security as primary goals for waste management, 3) high requirements for environment protection, 4) transparent and open-public exchanges preceding the democratic decisions and orientations by the Parliament. The research and development (R&D) activities carried out in the URL supported the design and the safety demonstration of the Cigéo project. Moreover, running the URL has provided an opportunity to gain practical experience with regard to the security of underground operations, assessment of environmental impacts, and involvement of the public in the preparation of decisions. The practices implemented have helped gradually build confidence in the Cigéo project.
Long-term experiments have been conducted on two important safety issues: long-term durability of a concrete barrier with the steel reinforcements and gas generation from low-and intermediate-level wastes in an underground research tunnel of a radioactive waste disposal facility. The gas generation and microbial communities were monitored from waste packages (200 L and 320 L) containing simulated dry active wastes. In the concrete experiment, corrosion sensors were installed on the steel reinforcements which were embedded 10 cm below the surface of concrete in a concrete mock-up, and groundwater was fed into the mock-up at a pressure of 2.1 bars to accelerate groundwater infiltration. No clear evidence was observed with respect to corrosion initiation of the steel reinforcement for 4 years of operation. This is attributed to the high integrity and low hydraulic conductivity of the concrete. In the gas generation experiment, significant levels of gas generation were not measured for 4 years. These experiments are expected to be conducted for a period of more than 10 years.
Technology for high-level-waste disposal employing a multibarrier concept using engineered and natural barrier in stable bedrock at 300-1,000 m depth is being commercialized as a safe, long-term isolation method for high-level waste, including spent nuclear fuel. Managing heat generated from waste is important for improving disposal efficiency; thus, research on efficient heat management is required. In this study, thermal management methods to maximize disposal efficiency in terms of the disposal area required were developed. They efficiently use the land in an environment, such as Korea, where the land area is small and the amount of waste is large. The thermal effects of engineered barriers and natural barriers in a high-level waste disposal repository were analyzed. The research status of thermal management for the main bedrocks of the repository, such as crystalline, clay, salt, and other rocks, were reviewed. Based on a characteristics analysis of various heat management approaches, the spent nuclear fuel cooling time, buffer bentonite thermal conductivity, and disposal container size were chosen as efficient heat management methods applicable in Korea. For each method, thermal analyses of the disposal repository were performed. Based on the results, the disposal efficiency was evaluated preliminarily. Necessary future research is suggested.
All the radionuclides in high-level nuclear waste will decay to harmless levels eventually but for some radionuclides decay is so slow that their radiation remains dangerous for times on the order of tens or hundreds of thousands of years. At the present time, the most favorite disposal plan for high-level radioactive waste is a mined geological disposal in which canister enclosing stable solid form of radioactive waste is placed in mined cavities locating hundred meters below the surface. The chief hazard in such disposal is dissolution of radionuclides from the waste in the groundwater that will eventually carry the dissolved radionuclides to surface environments. The hazard from possible escape of the radionuclides through groundwater can be delayed by engineered and geologic barriers. The engineered barriers can become useless by unexpected geologic catastrophe such as volcanism, earthquake, and tectonic movement and by fraudulent work such as careless construction, improperly welded canisters within the first few decades or centuries. As a result, dangerously radioactive waste which is still intensively radioactive is directly exposed to attack by moving groundwater. All the more, it is almost impossible to control repositories for times more than 10,000 years. Therefore, naturally controlled geologic, barriers whose properties will not be changed within 10,000 years are important to guarantee the safety of repositories of high-level radioactive waste. In Sweden and France, the suitability of granite for the mined geological disposal of high-level waste has been studied intensively. According to the research in Sweden and France, granites has the following physio-chemical characteristics which can delay the transportation of radionuclide by groundwater. First, the permeabilities of granites decreases as the depth increases and is $10^{-8}{\sim}10^{-12}m/s$ at depth below 300 m. Second, groundwater at depth below 300 m has pH=7-9 and reducing condition (Eh=-0.1~0.4). This geochemical condition is desirable to prevent both canister and solid waste from corrosion. Third most radionuclides are not transported by low solubilities and some radionuclide with high solubility such as Cs and Sr are retarded by absorption of geologic media through which ground water flows. Therefore, if high-level waste is disposed at depth below 300 m in the granite body which has a low permeability and is geologically stable more than 10,000 years, the safety of repositories from the hazard due to radionuclide escape can guaranteed for more than 10,000 years.
방사성폐기물 발생기관의 가용데이터를 기반으로 산출된 핵종재고량을 적용하여 예비안전성평가를 수행한 결과 처분안전성과 운영측면에서 많은 어려움이 예상됨을 확인하였다. 본 논문에서는 전체처분시설 예비안전성평가를 수행하였으며, 평가결과 성능목표치 초과핵종에 대해 방사능량이 큰 비중을 차지하는 단위포장물을 선별하고, 높은 표면선량률의 포장물을 처분대상에서 제외하는 방식으로 처분시설의 처분방사능량제한을 도입하였다. 처분방사능량제한은 안전기준 만족을 위한 처분시설별 인수기준과 처분기준 설정에 기초자료로 활용할 것이며, 경주 처분시설의 안전한 종합개발계획수립 및 처분시설의 안전성 최적화를 위한 Safety Case 구축에 기여할 것으로 판단된다.
The current study relates to RADAR (RAdio Detection and Ranging) application for level measurement of vitrified radioactive liquid nuclear waste. The vitrification of radioactive liquid waste is carried out in special equipment called 'Melters'. The study is directed towards the design and frequency modulation used in the level measurement of vitrified waste. More specifically, the RADAR design and frequency used for level measurement in a melter. This level measurement technique can also be used for dynamic vitrification process and can be used to measure the level variations without using any external medium/material and using only electromagnetic waves. Also, this technique is durable and accurate even under the high radioactive environment present inside the melter.
Several countries have been operating radioactive waste disposal (RWD) programs to construct their own repositories and have used natural analogues (NA) studies directly or indirectly to ensure the reliability of the long-term safety of deep geological disposal (DGD) systems. A DGD system in Korea has been under development, and for this purpose a generic NA study is necessary. The Korea Atomic Energy Research Institute has just launched the first national NA R&D program in Korea to identify the role of NA studies and to support the safety case in the RWD program. In this article, we review some cases of NA studies carried out in advanced countries considering crystalline rocks as candidate host rocks for high-level radioactive waste disposal. We examine the differences among these case studies and their roles in reflecting each country's disposal repository design. The legal basis and roadmap for NA studies in each country are also described. However because the results of this analysis depend upon different environmental conditions, they can be only used as important data for establishing various research strategies to strengthen the NA study environment for domestic disposal system research in Korea.
고준위방사성폐기물 심층처분에서 처분안전성의 신뢰도를 향상시킬 수 있는 방안으로 그리고 처분 프로그램 개발 및 인허가를 위해 많은 나라들에서 자국에 적합한 safety case를 개발하고 있다. 본 연구에서는 방사성폐기물 처분을 위한 safety case의 의의, 필요성, 개발과정들을 정리하고 소개하였다. 그리고 처분안전성을 safety case의 다양한 측면에서 논의하였다. 아울러 스위스, 일본, 미국, 스웨덴, 핀란드 등 해외의 safety case 개발 현황과 현재 KAERI에서 개발 중인 safety case의 개발 전략을 간략히 소개하였다. 고준위방사성폐기물 처분안전성의 신뢰도 향상을 위해 safety case 기반 하에서 어떤 노력들이 필요한지를 분석하였다. 그리고 국내 상황을 반영하여 신뢰할 수 있는 정보자료의 구축, 안전성 관련 과정들의 이해, 안전성평가의 불확실성 저감, 이해당사자와의 의사소통, 공정성과 투명성 확보 등의 실행 방안을 제안하고 논의하였다. 본 논문에 제시된 내용들은 심층처분 safety case를 이해하고, 국내에서 개발하고 있는 고준위방사성폐기물 처분 safety case 개발을 통한 처분안전성 신뢰도 향상에 기여할 수 있을 것으로 기대한다.

Radioactive wastes arising from a wide range of human activities are in many different physical and chemical forms, contaminated with varying radioactivity. Their common feature is the potential hazard associated with their radioactivity and the need to manage them in such a way as to protect the human environment. The geological disposal is regarded as the most reasonable and effective way to safely disposal high-level radioactive wastes in the world. The conceptual model of geological disposal in China is based on a multi-barrier system that combines an isolating geological environment with an engineered barrier system. The buffer is one of the main engineered barriers for HLW repository. The buffer material is expected to maintain its low water permeability, self-sealing property, radio nuclides adsorption and retardation property, thermal conductivity, chemical buffering property, overpack supporting property, stress buffering property over a long period of time. Benotite is selected as the main content of buffer material that can satisfy above. GMZ deposit is selected as the candidate supplier for Chinese buffer material of High Level Radioactive waste repository. This paper presents geological features of GMZ deposit and basic property of GMZ Na bentonite. GMZ bentonite deposit is a super large scale deposits with high content of Montmorillonite (about $75\%$) and GMZ-l, which is Na-bentonite produced from GMZ deposit is selected as reference material for Chinese buffer material study.

Nagra was established in 1972 by the Swiss nuclear power plant operators and the Federal Government to implement permanent and safe disposal of all types of radioactive waste generated in Switzerland. The Swiss Nuclear Energy Act specifies that these shall be disposed of in deep geological repositories. A number of different geological formations and sites have been investigated to date and an extended database of geological characteristics as well as data and state-of-the-art methodologies required for the evaluation of the long-term safety of repository systems have been developed. The research, development, and demonstration activities are further supported by the two underground research facilities operating in Switzerland, the Grimsel Test Site and the Mont Terri Project, along with very active collaboration of Nagra with national and international partners. A new site selection process was approved by the Federal Government in 2008 and is ongoing. This process is driven by the long-term safety and feasibility of the geological repositories and is based on a step-wise decision-making approach with a strong participatory component from the affected communities and regions. In this paper a brief history and the current status of the Swiss radioactive waste management program are presented and special characteristics that may be useful beyond the Swiss program are highlighted and discussed.
