According to the third study on the distribution of chemical substances carried out by the Department of Environment in 2006, there were a total of 900 chemical substances whose respective annual usage amount exceeded 1,000 tons and, among them, 90 substances belonged to the 168 hazardous substances requiring management(53.6%). The work-related illnesses caused by hazardous substances requiring management in Korea between $1992{\sim}2005$ can be classified into four groups depending on the type of the chemical substances. These four groups are 23 organic substances including benzene, 12 metals including lead, 3 acids and bases including hydrogen chloride, and 6 gaseous substances including carbon monoxide. These hazardous substances requiring management were again classified depending on the threshold limit values. The chemicals whose TLV was lower than or equal to 0.005 ppm included 4 organic substances including methylene bisphenyl isocyanate and toluene-2,4-diisocyanate (TDI). The chemicals whose TLV was larger than 51 ppm included 22 organic substances including diethyl ether and 1,2-dichloroethylene. When we classified these hazardous substances requiring management according to the categories of GHS health hazards, we found that isobutyl acetate and magnesium oxide didn't belong to the 13 health hazard categories. Among the substances whose TLV is set and whose annual usage amount is more than 0.1 million ton, we recommended 12 chemical species including 4,4'-Methylenedianiline as new hazardous substances requiring management. All the recommended substances were found to be hazardous when we classified their health hazards.
Objectives: This study compared the characteristics of the work environment between agricultural and general workers and analyzed the effects of agricultural working characteristics on work-related health problems. Methods: The participants of this study were 2,347 agricultural workers and 48,042 general workers who were selected by applying standardized weights to the raw data of 50,538 respondents from the 6th Korean Working Condition Survey (KWCS). Variables applicable to both worker groups and related to exposure to hazardous risk factors in the working environment, working hours and intensity of work, health problems and work-related status, and satisfaction with the work environment were selected. Chi-square tests and independent sample t-tests were performed to evaluate the differences in the variables between the two groups. Multivariate logistic regression analysis was conducted to analyze the effects of work environment characteristics on work-related health problems. Results: Compared to general workers, agricultural workers were more exposed to hazardous environments, irregular work patterns such as working on Saturday/Sunday, and short repetitive tasks. They reported more work-related and general health problems, including back pain, upper extremity muscle pain, lower extremity muscle pain, and general fatigue. Agricultural workers showed lower satisfaction with their work environment than general workers. Factors affecting one or more work-related health problems included gender, working years, hazardous factors, irregular work pattern, working hours, and labor intensity. Conclusions: Our findings showed that agricultural workers were relatively more vulnerable to safety issues compared to other occupational groups. Therefore, it is necessary to establish standardized safety and health standards and strengthen systematic safety and health management policies and services for agriculture.

Flexible production system has been expanded to all sectors of economy with the change of labor market and diversification of employment. The unstable employment with irregular work has replaced stable employment with regular work. This study has investigate the impact pathway of the type of employment on health status especially ill-health symptoms experiences. Among the first Korean Working Conditions Survey data, the employee's response data was used to analyze the path way with multiple regression analysis. The result has shown the direct effect of the type of employment on ill-health symptoms experience. Indirect effect of the type of employment was found the pathway via the exposure to noise, high temperature, low temperature, dust, skin contact to chemicals, painful posture, heavy material handling, standing position, repetitive movement of hands. However the exposure to the other hazardous factors such as organic solvent, wholebody vibration, radiation, lifting people, infectious materials were not influenced by the type of employment.

Background: The purpose of the work is to develop a system that allows processing of information for analysis and industrial risk management, to monitor the level of industrial safety and to perform necessary measures aimed at the prevention of accidents, casualties, and development of professional diseases for effective management of industrial safety at hazardous industrial sites. Methods: Risk assessment of accidents and incidents is based on expert evaluations. Based on the lists of criteria parameters and their possible values, provided by the experts, a unified information and analytical database is compiled, which is included in the final interrogation questionnaires. Risk assessment of industrial injuries and occupational diseases is based on statistical methods. Results: The result of the research is the creation of Guidelines for risk management on hazardous industrial sites of the Republic of Kazakhstan. The Guidelines determine the directions and methods of complex assessment of the state of industrial safety and labor protection and they could be applied as methodological basis at the development of preventive measures for emergencies, casualties, and incidents at hazardous industrial sites. Conclusion: Implementation of the information-analytical system of risk level assessment allows to analyze the state of risk of a possible accident at industrial sites, make valid management decisions aimed at the prevention of emergencies, and monitor the effectiveness of accident prevention measures.
Objectives: The purpose of this study was to improve the working environment by identifying the work satisfaction of the cleaning workers of the aircraft and measuring and assessing the harmful factors of the cleaning process. Methods: We asked 23 cleaning companies for questionnaires and got 100 answers from 5 companies. The A-E Airline health manager has been contacted to establish a site survey schedule. The in-flight and lounge were measured using direct reading equipment. The harmful factor to be measured are noise, dust, temperature, volatile organic compound, total airborne bacteria, and total airborne bacteria. Results: Uncomfortable positions when replacing blanket, cleaning the table, and cleaning the floor have been identified as factor that reduce work satisfaction. Noise when replacing newspapers and cleaning toilets has been identified as a factor that lowers work satisfaction. Temperature and humidity were found to reduce work satisfaction during in-flight disinfection. Measurements of aircraft cabin and lounge with direct read equipment have shown that none of the items exceed the exposure criteria. Conclusions: As a result of measuring direct-reading equipment, no items exceeded the exposure criteria for each harmful factor. A clear survey of the working environment is required based on the results, and additional research is needed using personal sample measurement.

A lithium-ion battery is a rechargeable battery that uses the reversible reduction of lithium ions to store energy and is the predominant battery type in many industrial and consumer electronics. The lithium-ion batteries are essential to ensure they operate safely. We conducted an exposure assessment five days after a fire in a battery-testing facility. We assessed some of the potentially hazardous materials after a lithium-ion battery fire.We sampled total suspended particles, hydrogen fluoride, and lithium with real-time monitoring of particulate matter (PM) 1, 2.5, and 10 micrometers (㎛). The area sampling results indicated that primary potential hazardous materials such as dust, hydrogen fluoride, and lithium were below the recommended limits suggested by the Korean Ministry of Labor and the American Conference of Governmental Industrial Hygienists Threshold Limit Values. Based on our assessment, workers were allowed to return to work.
Defense-in-depth is a fundamental safety principle for the design and operation of nuclear power plants. Despite its general appeal, defense-in-depth is not without its drawbacks, which include its potential for concealing the occurrence of hazardous states in a system, and more generally rendering the latter more opaque for its operators and managers, thus resulting in safety blind spots. This in turn translates into a shrinking of the time window available for operators to identify an unfolding hazardous condition or situation and intervene to abate it. To prevent this drawback from materializing, we propose in this work a novel safety principle termed "observability-in-depth". We characterize it as the set of provisions technical, operational, and organizational designed to enable the monitoring and identification of emerging hazardous conditions and accident pathogens in real-time and over different time-scales. Observability-in-depth also requires the monitoring of conditions of all safety barriers that implement defense-in-depth; and in so doing it supports sensemaking of identified hazardous conditions, and the understanding of potential accident sequences that might follow (how they can propagate). Observability-in-depth is thus an information-centric principle, and its importance in accident prevention is in the value of the information it provides and actions or safety interventions it spurs. We examine several "event reports" from the U.S. Nuclear Regulatory Commission database, which illustrate specific instances of violation of the observability-in-depth safety principle and the consequences that followed (e.g., unmonitored releases and loss of containments). We also revisit the Three Mile Island accident in light of the proposed principle, and identify causes and consequences of the lack of observability-in-depth related to this accident sequence. We illustrate both the benefits of adopting the observability-in-depth safety principle and the adverse consequences when this principle is violated or not implemented. This work constitutes a first step in the development of the observability-in-depth safety principle, and we hope this effort invites other researchers and safety professionals to further explore and develop this principle and its implementation.
Chemical products have had an favorable influence on our everyday life, and contributed very much to the development of human culture. According to the rapid change of industry and the development of scientific technique the using chemical products are increasing more and more. Chemical products can have any hazardous property such as flammability or explosiveness. There are occurring many accidents in the international trade due to the different classification and labelling of chemicals produced in various countries. The main purpose of this work is the development of global standard test methods for the chemicals, and the classification and labelling in building block approach by means of the basic technical data. Oxidizing solids, combustible solids, spontaneously combustible materials, water-prohibitive materials, flammable liquids, self-reactive materials and oxidizing liquids have been tested. The results have been classified according to the hazard material safety regulation and the UN regulation, and summarized in a data-base.
Work-related musculoskeletal hazards in a paper-making industry were examined to explore ergonomic interventions in a participatory approach for mitigating the hazards. Manual tasks occurred in this paper-making industry were quite different with ordinary assembly industry where individual workers perform certain specified tasks repetitively. Workers used to perform varieties of team-based irregular manual tasks to interact with the facilities. Among 96 manual jobs investigated, 44 potential hazardous jobs were screened during basic investigation phase and finally 16 hazardous jobs were identified by the detailed analysis phase. The major hazardous factors were awkward postures and excessive weights. Possible ways of intervention were developed, reviewed and proposed by an ergonomics team comprised of staffs and engineers from various departments and ergonomics specialist from outside the company. The proposed intervention ideas were evaluated and modified by the workers and union representatives in terms of usability and comfort. Implemented interventions including mechanization, automation, and improvement of tools and equipments provided fairly promising results.
