Seismic probabilistic risk assessment of weir structures considering the earthquake hazard in the Korean Peninsula

  • Seismic safety evaluation of weir structure is significant considering the catastrophic economical consequence of operational disruption. In recent years, the seismic probabilistic risk assessment (SPRA) has been issued as a key area of research for the hydraulic system to mitigate and manage the risk. The aim of this paper is to assess the seismic probabilistic risk of weir structures employing the seismic hazard and the structural fragility in Korea. At the first stage, probabilistic seismic hazard analysis (PSHA) approach is performed to extract the hazard curve at the weir site using the seismic and geological data. Thereafter, the seismic fragility that defines the probability of structural collapse is evaluated by using the incremental dynamic analysis (IDA) method in accordance with the four different design limit states as failure identification criteria. Consequently, by combining the seismic hazard and fragility results, the seismic risk curves are developed that contain helpful information for risk management of hydraulic structures. The tensile stress of the mass concrete is found to be more vulnerable than other design criteria. The hazard deaggregation illustrates that moderate size and far source earthquakes are the most likely scenario for the site. In addition, the annual loss curves for two different hazard source models corresponding to design limit states are extracted.

  • Risk-based railway safety management has been mandatory in Korea as by relevant laws and regulations enacted since the Railway Safety Act 2004. In particular, the Railway Vehicle Safety Guidance came into effect on Jan 1, 2008 specifies the details of methodology for hazard analysis, risk assessment and safety verification and validation. Fundamentals for success of the risk-based safety management are systematic hazard identification and risk assessment by use of reasonable risk assessment criteria, but the principle of risk-based safety management has not been applied in an effective way to introduction and maintenance of railway vehicle systems because definite risk assessment criteria have not been set down for each railway system or railway network. The purpose of this study is to suggest a risk matrix development principle for risk assessment of domestic urban metro vehicles by analyses of relevant rules and railway operating environment of Korea.

  • 산림에 대한 화재 위험성 평가는 산불의 예방, 진화 및 관리에 있어서 우선적으로 고려되어야 할 부분이다. 단일 화재로서는 축내 최대 규모인 1997년 4월에 발생한 강원도 고성산불과 2000년 4월에 발생한 강원도 영동지방 산불은 이러한 화재위험성 평가의 필요성을 절실히 요구하고 있다. 현재 국내에서의 사용하고 있는 위험도의 표현은 기상인자에 의해 연료가 화재에 노출될 수 있는 위험을 나타낸 것으로 습도측정봉 무게 환산식을 통해 산불 발생 위험지수 산정하여 산불경보시스템을 사용하며 나타내고 있다. 앞으로, 지역별 종합적인 산림화재 위험성 평가를 위해서는 주요 인자들의 위험성을 측정하고 통계적 고찰을 통한 위험성 평가를 표현할 필요성이 있다. 이에 본 연구에서는 먼저 통계적 고찰을 통해 발생 빈도와 피해의 심각성을 분석하여 위험성을 평가하였고 수목의 열량적 가치를 시차주사열량계 실험을 통해 분석하여 수목분포도에 따를 열적 상대 위험성을 평가하였다

건축물 내진성능평가에 의한 지진재해관리정보체계 구축 (Construction of Earthquake Disaster Management System Based on Seismic Performance Evaluation of Architectural Structure)

  • 본 논문에서는 도시지역 내 건축물의 지진 안전도를 평가하기 위하여 건축 구조학적인 자료조사와 실험결과를 데이터베이스화하고 여기에 GIS를 연계하여 지진의 위험도를 체계적으로 관리하고 분석할 수 있는 지진재해관리용 정보체계구축의 가능성을 제시하였다. 내진성능 평가를 위하여 건축물 대장과 건축도면, 수치지형도 등을 활용하여 건물의 구조, 주요 구조부재 등 지진내진평가 항목별로 자료를 수집 정리한 후 현장조사를 통해 자료를 보완하였으며, 내진 성능평가를 실시하고 종합평가지수를 산정한 후 지진 위험도를 평가함으로서 지진재해를 효과적으로 대처하고 관리할 수 있는 GIS 기반 정보체계를 구축하였다. 향 후 건물별 지진 위험도를 평가하는 절차와 방법을 모듈화 할 경우 보다 신속하고 정확한 지진재해정보관리체계를 구축할 수 있을 것으로 판단된다.

단층 파라미터에 따른 확률론적 지진해일 재해곡선의 민감도 분석 (Sensitivity Analysis According to Fault Parameters for Probabilistic Tsunami Hazard Curves)

  • 확률론적 지진해일 재해도 평가를 위한 로직트리는 지진발생 패턴의 다양성을 고려하기 위해 많은 변수를 고려하여 구성된다. 고려되는 변수가 많아질수록 재해도 평가 결과는 다양한 패턴으로 변화한다. 본 연구에서는 로직트리에 제시되어 있는 다양한 단층 파라미터 변수와 스케일링 규칙이 부산 근해에서의 지진해일 재해도에 미치는 영향을 평가하였다. 로직트리에 제시된 변수 중 주향각, 경사각 및 단층변위분포 변수의 값을 변화시켜가며 지진해일 전파모의를 수행하고, 그 결과를 이용하여 민감도 분석을 수행하였다. 그 결과 주향각 변수가 재해도 평가 결과에 미치는 영향은 예상보다 크지 않은 반면, 초기수면의 공간적 분포에 영향을 줄 수 있는 경사각과 단층변위분포의 영향이 크게 나타났다. 이는 주향각보다는 초기수면의 형상을 결정하는 경사각과 단층변위의 공간분포가 동해 지진해일의 재해도 평가에서 중요인자임을 보여준다.

산업안전보건법 상 관리수준 검토를 위한 화학물질 유해성.위험성 평가대상 후보물질 선정에 관한 연구 (A Study on the Priority for the Hazard and Risk Evaluation of Chemicals (HREC) According to the Industrial Safety and Health Act (ISHA))

  • Object: The aim of this study is to suggest a list of priority chemicals for the Hazard & Risk Evaluation of Chemicals (HREC) controlled by the Industrial Safety and Health Act (ISHA). Method: Screening assessment was done for 642 chemicals whose exposure threshold limit values were set by the Ministry of Employment and Labor (MOEL). Hazard data were collected from Korea Occupational Safety & Health Agency (KOSHA) and/or other toxicity database. Exposure data were obtained from KOSHA internal database. The hazard and exposure scores of chemicals were listed by order of priority in accordance with GHS classification and exposure index data. Result: From the result of screening risk assessment for 642 chemicals, we extracted a list of 13 priority chemicals for HREC performed by the ISHA. A priority list of 27 chemicals which have carcinogen, mutagen and/or reproductive toxicity but not controlled by the ISHA was suggested for additional evaluation as "chemicals for special management".

중소규모 조선업 사업장을 위한 자율 위험성 평가 모델의 개발 (Development of a Voluntary Hazard Assessment Model for Small- and Medium-Sized Ship-building Plants)

  • Industrial accident frequency in small- and medium-sized ship-building plants is much higher than that of large-sized ones so that safety management activities should be different. In that sense, voluntary hazard assessment would be helpful for small- and medium-sized plants. However, conventional hazard assessment items and methods had some problems that discouraged voluntary participation of plants concerned. This study aimed to develop a new model for small- and medium-sized ship-building plants that can promote and encourage voluntary hazard assessment activities. For that purpose, ship-building process was assumed as a sequence of phases, and accident characteristics were compared with them. From that result, relative weights of accident factors including ship-building phases, accident types, occupational category, accident-induced objects, and hazardous items were determined with accident frequency data and with the help of expert groups. Therefore, for web-based integrative computer programming, a plain but accident data-dependent model was developed, with an additive function for related agencies that want to collect assessment results. It is expected that this model would help small- and medium-sized ship-building plants that wanted not only simple checklists but also effective assessment and management guidelines.

  • Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. In this study, we develop the framework of a railway risk assessment information management system (RAIMS). The RAIMS is composed of two main modules: 1) hazard data processing module; 2) and risk assessment module. Hazard data could be turned into risk information using these two modules. The RAIMS will be useful in finding hazard conditions, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.

Insights from existing earthquake loss assessment research in Croatia

  • Seismic risk management has two main technical aspects: to recommend the construction of high-performance buildings and other structures using earthquake-resistant designs or evaluate existing ones, and to prepare emergency plans using realistic seismic scenarios. An overview of seismic risk assessment methodologies in Croatia is provided with details regarding the components of the assessment procedures: hazard, vulnerability and exposure. For Croatia, hazard is presented with two maps and it is expressed in terms of the peak horizontal ground acceleration during an earthquake, with the return period of 95 or 475 years. A standard building typology catalogue for Croatia has not been prepared yet, but a database for the fourth largest city in Croatia is currently in its initial stage. Two methods for earthquake vulnerability assessment are applied and compared. The first is a relatively simple and fast analysis of potential seismic vulnerability proposed by Croatian researchers using damage index (DI) as a numerical value indicating the level of structural damage, while the second is the Macroseismic method.

지상과 수중에서 전격에 의한 위험성 평가 (Hazard Assessment by Electric Shock both on the Ground and in the Water)

  • This study presents a hazard assessment of the human body exposed to electic shock considering various parameters which affect severity of the electric shock. The present study has two research objectives; one is no analyze hazards of the human body by the elctric shock both on the ground and in the water. The other is to understand the mechnism of the electric shock. In order to achieve these objectives the hazard of shock is estimated by comparing with physiological effects of electric curren througn the human body according to variation of shock parameters of shock circuits. The shock parameters adopted in this paper consist of body resistance, resistance of protective equipment, ground resistance, shock duration, depth of gound surface layer, relection factor, permissible touch voltage, body current and body voltage. Besides, safety standard determining hazard degree of the human body is introduced. And hazard of the human body due to the electric shock is quantitatibely assessed in consideration of data obtained by the method suggested herein, and final results are presented and discussed.
