A Case Study on Conflicts Regarding the Regeneration of Incheon Inner Harbor (인천시 내항 재생의 갈등 사례 연구)

  • The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

  • Based on the facts that significant parts of the harbor response spectrum usually reside in the vicinity of the Helmholtz mode in the eastern part of Korea. economically feasible redemption measures of seiches for malfunctioned harbors already in service is proposed by extending the wisdom of perforated breakwaters and adjusting the width of entrance channel as a control tool. It turns out that as the entrance channel is getting narrower, the harbor system is getting slender due to the increase of added hydrodynamic length so that harbor response can be effectively diminished and separated from the incident wave spectrum where considerable amount of wave energy is located at the lower frequency range.

Integrated Waterfront Cultural Planning through Regeneration of Former Industrial Harborfront (산업항만지역의 재생을 통한 워터프론트 문화도시 통합계획)

  • Purpose: The purpose of this study is to propose a direction planning integrated waterfront cultural city in terms of urban economic revitalization through regeneration of former industrial harborfront and the creation of cultural living spaces based on regional history in order to pursue urban activities. Method: Analyzing planning waterfront and historical cultural space based on MM21's development policy and strategy under the growth process and development of Yokohama. Results: MM21 is the core public project out of the six major projects promoted by Yokohama, which is on the brink of satellite cities for the expansion of Tokyo with a goal of qualitative transformation of former harbor. It is planned to be developed as a creative cultural waterfront city for an integrated urban development. Conclusion: Planning waterfront cultural city, which takes advantage of the former harbor city derived through MM21 analysis, provides the cityscape towards the sea and the port via the viewing point and opens the waterfront open to the port and the sea Space and Esplanade landscape development, preservation of historic buildings and cultural assets, recycling as cultural art space, waterfront space planning that cooperates with public culture art and pedestrian network.

The Policy Implications of Port Redevelopment and Urban Regeneration Experiences of Advanced Countries (선진국 항만재개발과 도시재생사업의 경험과 정책적 시사점)

  • This paper examines port redevelopment and urban regeneration projects of foreign advanced countries and investigates policy implications to apply to Korean port cities. Busan and Incheon have started to redevelop old port facilities located near old city centers and they have been faced several problems. Significant findings are found from the experiences of Inner Harbor in Baltimore, Darling Harbor in Sydney, Hafencity in Hamburg, Eastern Dockland in Amsterdam and Minatomirai 21 in Yokohama etc. At first, port and city have to be integrated to an unique regeneration project in order to solve the spatially disconnected problems originated from separate development in the initial stage. Preservation of historical regional assets is highly recommended to characterize its own value which is emphasized in the age of post modernism. Accurate and consistent design guidelines of port cities are stressed to build high standard cities. In the perspective of investigating a new business model, anchor facilities and place marketing strategies are introduced to induce more people to the place specially in the beginning stage. In addition, creative financing methods and competent implementing bodies are emphasized to running the projects stably regardless of real estate market status.

  • The purpose of this study is that investigated the characteristics of integral planning related factors using the history and culture of Mojiko. It is a small city that has been urbanized after the opening of the port for logistics transportation in the modern period of Japan. As the function of the logistics city, which is the factor of the expansion of the town, declined, Mojiko applied the retro concept to the harbor which has lost its popularity due to the regional characteristics of the city to increase and revitalize local visits. Mojiko has steadily promoted the retro style of landscape and town development over 30 years, focusing on 18 Historical buildings and modern infrastructure. We analyzed characteristics of integrated urban planning include the regulation, landscape institution. Moreover, we suggest the result of the designation process of a core scenery maintenance district and the components of the plan after the designation analysis and provide essential data for revitalizing the field based on the historic city for the cultural establishment and beautiful town in the future. And deliver vital data to reviving the area based on the historical city culture establishment and beautiful town in the future.

  • The harbor back area is not a planned space, but rather a space created by harbor space development. For this reason, the residential environment in the area behind the port has been very poor from the past to the present. Recently, the redevelopment has been increasing in accordance with the function of the port space. However, the development of the domestic port space is limited to the port space, and there is still little preparation for improvement of the residential environment in the port area. In this study, the degree of decline of the port area was diagnosed and analyzed for the purpose of deriving urban regeneration scenarios to improve the residential environment of port - backed areas. The urban regeneration factor to improve the livability of the port - backed area, which has been declining since then, was derived, and the scenarios in which each factor was applied were constructed.

  • The urban space has both aspects that the happy space that guarantees opportunity and comfort is an unfortunate space where poverty, exclusion and deportation proceed simultaneously. In other words, growth and decline are simultaneous within the city, and this phenomenon is more evident in modern society, which is getting more complicated. The harbor space is also affected by the growth and decline of the port industry directly or indirectly in the port area. However, since there is no systematic guideline for development and planning of port space in Korea, the phenomenon of the decline of the rear area, which is made up as if the harbor space has been growing and declining from past to present, is getting worse.

Planning the Redesign of Inner Harbor by Comparative Analysis and Typological Approach (내항 입지의 비교분석과 유형화를 통한 재개발 방향 모색)

  • Due to changes in the distribution industry, inner harbors have been on a sharp decline in the recent past. However, through the application of the right development plans, such harbors can be revitalized into vibrant urban areas again. The importance of inner harbors has been recognized by the relevant authorities in Korea which are now pushing forward with redevelopment plans for its inner harbors. This study proposes a new approach to redevelopment plans based on the recognition that inner harbors have unique characteristics involving both inland areas and the ocean. In the study, representative inner harbors were selected and analyzed comparatively according to two distinct concepts of location: the Gateway Concept and the Central Place Concept. Based on these concepts, the conditions of the inner harbors were examined. Their location can be typed, and development directions were proposed according to their types and conditions. However, difficult points such as isolation and separation between an urban district and the harbor area, can be obstructions to their potential revival. An inner harbor needs to be considered as an intermediary, connecting place between the ocean and the city, not as another ordinary development area. In addition, a redevelopment plan should be accompanied by a strategic viewpoint to make the most of this feature.

A Study on the Landmark Experience for Anchorage in Pusan port (부산항에 있어서 묘박을 위한 랜드마크 체험에 관한 연구)

  • This study is about gaining orientation through anchorage act of a group of ferryman. In addition, a point acquisition and character of landmark that is closely realated to a point acquisition would be clarified by studying the form of configuration of the earth and object which is used landmark for anchorage. There are 13 anchorage points in the north part of Pusan harbor. 12 anchorage points are used to anchor. A ferryman let a ship which is temporarily anchoring move safely and speedily at the anchorage point. At that time, he uses landmarks by a technique of Overlay View. Between landmarks and viewer would be formed exquisite location combination. A mountain peak, a peak of island, nature configuration of land such as intermitent rock and location, size and form of buildings or structures of a city were variously appeared as landscape elements which were used landmarks. Looking at conditions to be easily captured as a target object, 1. A particular point of a mountain ridge line which was not shield by buildings. 2. In case objects have similar form, the building which was located in the front or the highest. 3. In case of a singular object, whatever there is physical elements, that would be a target object. Through this study a configuration of the ground such as a mountain peak which is become the background of harbor landscape is very important element to find anchorage point in configuration of the ground and object. So, the continuous preservation of the contour line of mountain is needed to do safe and effective anchorage act.

Impact Analysis on the Coastal Erosion and Accretion due to Relocation of the Breakwaters

  • Recently it was known that the problems of nearshore processes and damage of berth and counter facilities frequently had appeared at the small fishery port, such as Daebang near Samcheonpo city, Korea. Here we try to analyze the impact of the rearrangement of counter facilities and berth layout adopted for tranquility of its inner harbor. Because this harbor is being connected to Daebang channel, the rearrangement of the structures might affect to the current speed and direction and wave height, so do to the sea bottom undulation. Therefore, we made model test for the several layouts of the berth and breakwater in this area. Numerical model result shows that the bottom was eroded by 1m by tidal currents and the speed of flow did not shrink, even after the construction work was completed. The direction of the sand movement was downdrift. Although the model study gave reasonable description of beach processes and approach channel sedimentation mechanism, it is necessary to compare with the field history, including the records of waves, tides and bottom materials, etc. for better prediction.
