The purpose of this study is to develop a system dynamics model for the assessment of the organizational and human factors in a nuclear power plant which contribute to nuclear safety. Previous studies can be classified into two major approaches. One is the engineering approach using tools such as ergonomics and Probability Safety Assessment (PSA). The other is the socio-psychology approach. Both have contributed to find organizational and human factors and to present guidelines to lessen human error in plants. However, since these approaches assume that the relationship among factors is independent they do not explain the interactions among the factors or variables in Nuclear Power Plants. To overcome these restrictions, a system dynamics model, which can show cause and effect relationships among factors and quantify the organizational and human factors, has been developed. Handling variables such as the degree of leadership, the number of employees, and workload in each department, users can simulate various situations in nuclear power plant organization. Through simulation, users can get insights to improve safety in plants and to find managerial tools in both organizational and human factors.
With the restructuring of the electric power industry during the past decade, operation and control strategies have undergone a shift in paradigm. Certain activities that were earlier considered as part of the integrated electricity supply(such as voltage and frequency control) are now treated as separate services and often independently managed and accounted for. This paper examines the management of reactive power services in deregulated electricity markets around the world. From the review several diverse methods for handling reactive power within the deregulated market framework emerges. While in many of the markets, proper financial compensation mechanisms exist to compensate the providers for their service, some others continue to handle reactive power through regulatory frameworks and technical operation guidelines.
This paper aims to point out the problems and solutions of soil fertility enhancement in Korean organic farming which does not harmonize with internationally recognized standard of organic agriculture such as Basic Standard of IFOAM, EU regulations, and guidelines of FAO/WHO codex alimentarius. The necessity of rotation, legume, green manure to enhance the soil fertility or organic farming system was discussed, and the reasons why salt accumulation including nitrate and phosphate in the rooted soil profiles was frequently occurred in Korean organic farmer's field also discussed. Soil testing for correct handling of organic fertilization was introduced to void the salt accumulation just applying the huge amount of organic fertilizer year to year to reach a maximum crop yield. In the conclusion it was suggested for Korean organic agriculture to make an effort to coincide it's regulation with internationally recognized standards for organic farming.

This paper aims at suggesting design guidelines for a perimeter-less HVAC system that contributes energy savings. Perimeter-less HVAC system is one that relieves difficulties such as handling mixing loss, uneven radiative environment, and maintenance and repair. The purposes of this study were to investigate recipients' handling and consumption of home-delivered meals at home and to assess their perceptions on home-delivered meal services for older adults. A total of 312 elderly people who received home-delivered foodservice were surveyed using an individual interview technique. A statistical data analysis was completed using SPSS (ver. 14.0). It was found that 90.2% (n = 166) of the lunch box recipients received services for six days per week, and 76.6% (n = 95) of the side-dish recipients got services once per week. More than half of the clients reported that they cooked meals by themselves on days when meals were not delivered. The two hundred thirty-two (75.3%) ate their meals as soon as they were delivered. It was found that 66.8% of the lunch box recipients and 7.3% of the side-dish recipients left delivered meals on the counter (at room temperatures) before eating. Only 11.4% of the lunch box recipients and 48.4% of the side-dish recipients kept delivered meals in the refrigerator before eating. Less than half of the lunch box recipients consumed all foods they were served at once. The reasons the recipients did not eat their all meals delivered at once were "saving for next meals" and "big portion size" Of those clients who left delivered meals, 19% of the lunch box recipients and 9.7% of the side-dish recipients ate leftovers without reheating. An average score of quality of delivered meal services was 3.5 out of 5 points. The results suggest that the clients of the home-delivered meal service should be provided information on proper handling and consumption practices with delivered meals at home. The findings of the study will be used to develop nutrition and food safety management guidelines for senior foodservice.
This study sought to find out the impact of conflicts in social welfare organizations on job performance and to find out the effects of controlling participatory decision-making in their relationships. To that end, a survey was conducted on workers at social welfare centers in Seoul, Gyeonggi Province and Chungcheong Province, and 360 copies were finally used for analysis and Correlation and hierarchical regression and statistical significance analysis of the adjustment effects were performed. As a result, conflicts within the organization, job performance, and participatory decision-making showed a negative correlation, and as participatory decision-making in the relationship between conflict within the organization and job performance showed a controlled effect, the impact of conflicts within the organization on job performance was reduced. These results suggest that participatory decision-making can alleviate conflicts within an organization and at the same time increase job performance. Based on this, the following suggestions were proposed: They include conflict management strategies in the guidelines for social welfare subjects, establish guidelines for conflict management, provide training for workers, engage workers in employee evaluation and compensation system development, and operate permanent organizations such as the Conflict Handling Committee after investigating conflicts within social welfare organizations.

The Myodo-Strait at Yeosu Port is normally used as a major vessel passage for dangerous cargo carriers that carry regular products of dangerous goods. Currently, the Myodo-Strait allows only single passage, and the speed of passage is also limited to 8 knots. As a result, demurrage at the wharf of hazardous goods are also on the rise. It is expected that the development of a number of dangerous commodity wharf in the future will increase the volume of vessel traffic and increase the number of vessels used in the project area. Therefore, it is urgent to improve the waterway in order to secure the safety of ships using the waterway and improve the demurrage. This study proposed an improvement plan for the waterway through the analysis of the marine environment of the waterway and the process of collecting opinions from users in the sea area. and it was finally proposed to expend the width of the strait to 300m and secure a depth of 9.50m through Guidelines of Port and Harbor Design review and ship handling simulation evaluation. In addition it was evaluated that the vessel traffic congestions at peak-time in the situation of solo passage was greatly improved from 71.01% to 47.3% even when it was allowed to ship's crossing passage, as a result of vessel traffic congestions evaluation. According to the proposed improvement plan, the safety of ships' passage in the project area can be secured, and the issue of demurrage was also considered to be improved.
Objectives: Although vaccination rates have increased, problems still remain in the storage and handling of vaccines. This study focused on inspecting actual vaccine storage status and awareness, and comparing them before and after education was provided. Methods: In the primary inspection, a status survey checklist was completed by visual inspection. A questionnaire on the awareness of proper vaccine storage and handling was also administered to vaccine administrators in private medical institutions in 4 regions in Gyeongsangbuk-province. One-on-one education was then carried out, and our self-produced manual on safe vaccine storage and management methods was provided. In the secondary inspection, the investigators visited the same medical institutions and used the same questionnaire and checklist used during the primary inspection. The results before and after education were compared, by treating each appropriate answer as 1 point. Results: The average checklists score was 9.74 (out of 15 points), which increased significantly after education was provided (by 0.84, p<0.001). The participants demonstrated improved practices in recording storage temperatures(p=0.016), storing vaccines in the center of the refrigerator (p=0.004), storing vaccines with other medication and nonmedical items (p=0.031) after education. The average score calculated from the questionnaires was 10.48 (out of 14points), which increased after education (by 1.03, p<0.001). Conclusions: This study suggests that vaccine storage practices and awareness are inadequate, but can be partially improved by providing relevant education. Repetitive education and policy-making are required to store vaccines safely because one-off education and unenforced guidelines offer limited efficacy.

Recently, the viability of the Northern Sea Route has been receiving a remarkable amount of attention. Owing to global warming, glaciers in the Arctic Ocean have been melting rapidly, which has opened up navigation routes for ships with commercial as well as research purposes. At present, vessels can be economically operated along the Northern Sea Route four months of the year. However, studies have shown that the economical operating time may increase to six months by 2020 and year-round by 2030. Even though the conditions of the Northern Sea Route are extreme, the main reason for its use is that the route is shorter than the existing route using the Suez Canal, which provides an economic benefit. In addition, 25% of the world's oil reserves and 30% of its natural gas are stored in the coastal areas of the East Siberian Arctic region. Many factors are leading to the expectation of commercial navigation using the Northern Sea Route in the near future. To satisfy future demand, the International Maritime Organization established the Polar Code in order to ensure navigation safety in polar waters; this is expected to enter into force on January 1, 2017. According to the code, a ship needs to reduce its speed and analyze the ice for safe operation before entering into it. It is necessary to enter an ice field at a right angle to break the ice safely and efficiently. This study examined the operation along the course for safe navigation of the passage under several conditions. The results will provide guidelines for traffic officers who will operate ships in the Arctic Ocean.
Objective: The objective of this study was to compare one-hand and two-hands lifting activity in terms of biomechanical stress for the range of lifting heights from 10cm above floor level to knuckle height. Background: Even though two-hands lifting activity of manual materials handling tasks are prevalent at the industrial site, many manual materials handling tasks which require the worker to perform one-hand lifting are also very common at the industrial site and forestry and farming. Method: Eight male subjects were asked to perform lifting tasks using both a one-handed as well as a two-handed lifting technique. Trunk muscle electromyographic activity was recorded while the subjects performed the lifting tasks. This information was used as input to an EMG-assisted free-dynamic biomechanical model that predicted spinal loading in three dimensions. Results: It was shown that for the left-hand lifting tasks, the values of moment, lateral shear force, A-P shear force, and compressive force were increased by the average 43%, as the workload was increased twice from 7.5kg to 15.0kg. For the right-hand lifting task, these were increased by the average 34%. For the two-hands lifting tasks, these were increased by the average 25%. The lateral shear forces at L5/S1 of one-hand lifting tasks, notwithstanding the half of the workload of two-hands lifting tasks, were very high in the 300~317% of the one of two-hands lifting tasks. The moments at L5/S1 of one-hand lifting tasks were 126~166% of the one of two-hands lifting tasks. Conclusion: It is concluded that the effect of workload for one-hand lifting is greater than two-hands lifting. It can also be concluded that asymmetrical effect of one-hand lifting is much greater than workload effect. Application: The results of this study can be used to provide guidelines of recommended safe weights for tasks involved in one-hand lifting activity.
