Policies to Promote Green Economy Innovation in East Asia and North America

  • Although there is progress in developing green sectors in North America and East Asia, the key challenge facing the expansion of economy-wide green innovation and structural change in these regions is the absence of relevant policy follow-up to the green stimulus enacted during the Great Recession. The boost to green sectors provided by such measures is waning quickly, given that much of the green stimulus focused on energy efficiency. The biggest obstacles to sustaining green growth in North America and East Asiaare major market disincentives, especially the under-pricing of fossil fuels and market failures that inhibit green innovation. A three-part strategy to overcome these obstacles would involve: first, removing fossil fuel subsidies; second, employing market-based instruments to further reduce the social costs of fossil fuel use; and third, allocating any resulting revenue to public support for green innovation and investments. Such a strategy would ensure that green growth is not about promoting niche green sectors but instigating economy-wide innovation and structural transformation in North America and East Asia.

Eco-efficiency Analysis of Organic Agriculture in Korea

  • Eco-efficiency which is calculated by dividing economic productivity by the environmental load was made by synthesizing eco and efficiency from ecology and economy, proposed by World Business Council for Sustainable Development in 2000. Eco-efficiency by connection of resource efficiency with resource intensity is used as an indicator for evaluating green growth for minimizing the impact on the environment and achieving economic development as well by means of efficient use of resources. This research analyzes eco-efficiency with the case of organic agriculture promoted as a key green growth policy. Thirty questionnaires for farmers producing organic rice in Hongseong-gun, Choongcheongnam-do were used for the analysis. Eco-efficiency was measured by means of the amount of used nitrogen with respect to the amount of income, and was represented that organic agriculture was 32.0 higher than conventional agriculture. The analytical result of technical efficiency, using the (Data Envelopment Analysis (DEA) model showed that it is 0.765 which has a possibility of 21% in management improvement, and higher eco-efficiency was with higher technical efficiency. The analytical results showed that an organic agriculture contributes to green growth more than conventional agriculture. In addition, higher technical efficiency groups exhibited higher eco-efficiency indices.

The Coordinated Development of New Urbanization Quality and Green Economy Efficiency in Jiangsu Province (중국 강소성 신도시화의 질적향상과 녹색경제효율성의 연계 발전에 관한 연구)

  • This article uses panel data of thirteen prefecture-level cities in Jiangsu Province from 2007 to 2021, and adopts entropy method, SBM model, and coupling coordination degree model to empirically study the development level of new model of urbanization and green economic efficiency in Jiangsu Province and the coupling coordination relationship between them. The results show that: the coupling coordination was in a moderate disorder and on the verge of disorder in 2008 and 2009. However, it steadily improved after 2010, and even witnessed a significant increase from 2018 to 2021. After that, it shows a high-quality coordination in 2021, indicating that the level of coordination between urbanization and green economic efficiency in Jiangsu province is steadily improving. Analyzed from a spatial perspective, the overall development of the regions in the province is sound and the coordination is growing at a significant rate, but there are still certain gaps in the coordinated development between the regions.

An Experimental Study on GHG Emissions Reduction and Fuel Economy Improvement of Heavy-Duty Trucks by Using Aerodynamics Device Package (공기저항 저감장치 패키지를 이용한 대형화물차량의 연비개선 및 온실가스 저감효과에 관한 실험적 연구)

  • Improving fuel consumption, particularly that of commercial vehicles, has become a global concern. The reduction in logistics cost has been a key issue in efforts to improve fuel economy and efficiency of transportation equipment. Typical technologies for reducing reduce fuel usage include air resistance reduction technologies, tire rolling resistance technologies, and idle technologies among others. Air resistance technology is a highly effective method that can be easily applied in a short period. As with air resistance technology, several devices involving side skirt, boat tail and gap fairing have been developed based on an analytical 3-D modeling technique for reducing air resistance attributed to the vehicle configuration. The devices were on a 45 feet tractor-trailer and the emission test was done using PEMS equipment. Fuel economy was evaluated by introducing several devices to reduce outer air resistance. The test was conducted by changing the experimental method of SAE J1321 Joint TMC/SAE Fuel Consumption Test Procedure - Type II test. As a result, air resistance decreased by at least 15 % and fuel economy improved by at least 13 %. This study sought to reduce greenhouse gas and improve fuel economy by applying several devices to a test vehicle to lower air resistance.

  • The necessity for harmonically growing of economy and environment has been on the rise late in the twentieth century. Green transformation is defined as efficiency enhancement of conventional guns and ammunitions. We also define green innovation as evolution of fire power systems breaking with conventional methodology. This kind of green innovation could even change a paradigm of warfare in the future. In this paper, we classify the green technology in the field of fire power into five technological groups, and the research and development trend of green technology in the field of fire power is analyzed.

  • Global expansion of regulation for carbon emission has brought new industrial regulations and trade barriers while the global economy is promoting economic stimulus through a variety of green investments such as renewable energy development, energy efficiency increase, and environmental improvement simultaneously. Korean government is trying to seek a new opportunity to grow through green investment in this change of business environment and businesses are facing the transition to low-carbon and eco-friendly structure for their survival. It is promoting not only industry structure changes and conversion but also demanding changes of workforce composition and requirement skills. In response to convergence of green economy, manpower development for future skills needs is provided the main impetus for response as well as promotion green growth. This study will analyze human resource development plan due to future skills needs emphasizing on automative industry. Also the study will be researched on the problems of present curriculum of undergraduate and look for improvements tasks. Upon the result, promotion plans for human resource development in other sectors of green car in response to future skills needs in green growth can be found.

Green Technology Innovation in the United States: The Obama Administration's Ambitious Program and its Prospects

  • The American Recovery and Reinvestment Act (ARRA), known widely as the "stimulus" bill, developed by the U.S. Congress and President-elect Obama in late 2008 and early 2009, is investing a significant portion of its $787 billion infusion of funds in future-oriented programs intended not only to "jump-start" the stalled American economy, but to promote the development of renewable energy sources and increase energy efficiency in appliances, buildings, transportation, and other sectors of the economy. These investments are expected both to create immediate employment in green industries and to build a more sustainable society in the long term. The Obama Administration's green energy initiatives are part of a larger emphasis on science and technology within its agenda. It has roots in the Obama campaign and is supported by an unusually strong science and technology team. Much of the activity is centered in the Department of Energy, which received a huge one-time increase in its fiscal year 2009 budget to support the new and expanded programs. Areas that have been neglected by the federal government R&D program for many years, including smart grid technology, solar, wind, and geothermal energy, received large boosts. Many of these programs - and, in fact, the broader concept of government involvement in commercial innovation - are politically controversial Previous attempts to expand research in these areas by liberal Democratic administrations and Congresses have been criticized and sometimes thwarted by conservatives. Whether President Obama's efforts will meet with more success, both politically and technologically, remains to be seen.

Characteristics of Fuel Economy and Greenhouse Gases according to Driving Mode Conditons of Hybrid Electric Vehicles (HEV 주행모드에 따른 연비·온실가스 특성)

  • The purpose of present study is to analysis the Characteristics of fuel economy and Green house gases due to the driving mode conditions of The hybrid electric vehicle(HEV). HEVs are divided into mild and power types according to the their functions. mild type HEVs are inexpensive because they do not need to implement a pure electric mode. Power type HEVs are more expensive but has also better fuel efficiency. In the present paper, the test results for the gasoline vehicle using FTP-75 mode and HWFET are present.

  • Globally, many researchers have been trying to improve the fuel economy of a vehicle for satisfying future $CO_2$ regulation and minimizing air pollution problem. For the same background, diesel engine and vehicle system optimization using simulation models have been key technologies for the improvement of vehicle system efficiency. Therefore, in this study, calibration method for the air breathing system of a WGT diesel engine using mean value model has been composed for efficient engine and vehicle optimization simulation researches. And virtual WGT performances have been calculated for a 2 cylinder downsized diesel engine system. From these researches, the calibration method for the boost pressure and EGR rate of a virtual diesel engine related with WGT performances could be composed and some of technical issue related with downsized diesel engine could be investigated.

  • Surely fuel economy(F.E.) label is needed to meet consumer's right to know. Korea has developed and adopted F.E. correction equation similar to the feeling, because consumer complain about F.E. label higher than they feel. Recently, through continuous research and development high-efficiency & performance green car like HEV, PHEV and EV are being sold. In this situation, it is needed to know whether the current equation can reflect a part of their improved technic or not. In this paper, to review current equation through test using hybrid vehicles on 5-cycle SOC, correction equation and F.E were discussed. The result show HEV didn't meet the SOC error standard on US06. Also, HEV has bigger F.E. difference between FTP-75 and 5-cycle than conventional vehicles. However, the correction equation that include HEV almost same with current one.
