Evaluation Methods of Carbon Reduction Contribution for Green Budget of National R&D Projects in Agricultural Sector (농업분야 탄소인지예산제도 도입을 위한 국가연구개발사업의 탄소저감 기여도 평가 방안)

  • Carbon neutrality is emerging as a new paradigm for the international society by transiting from climate change to climate risk. This study proposes evaluation methods for the carbon reduction contribution of climate-related national R&D projects in order to introduce a green budget system in the agricultural sector. We considered the domestic and foreign green budget systems and classified national R&D projects into positive, negative, and neutral from the perspective of carbon reduction. The results of this study propose three methods to estimate the monetary costs and carbon benefits by adopting the framework for the economic evaluation of national R&D projects conducted by the Rural Development Administration. These methods support to evaluate the potential contribution to carbon reduction of national R&D projects in the agricultural sector. Finally, the proposed methods were tested and verified for the efficiency and validity of evaluating carbon reduction contribution. These evaluation methods of the carbon reduction contribution can be used as a basic methodology for the pre-budget calculations of national R&D projects and the contribution for the greenhouse gas reduction budget.

  • The continuing trend of built environment set forth by the rise of modernization and industrialization has led every country in achieving their respective economic development. Along side this trend is an issue that needs to be addressed - the environmental impacts of the built industry. Construction and maintenance of buildings are said to consume 40% of the world's energy, 65% of electricity, and 40% of raw materials, creating drastic pollutants harmful not only to the environment but also to human. Figures have been released and analyzed proving the contributions of built environment with environmental depreciation. Said figures earned concerns not just from different private and non-profit organizations but also the governments of every country, thus, steps towards sustainable development are being implemented. As a response, the "green" was added in the built environment. Later on, the now emerging concept of "National Green Building Code" found its role in the policy of various states in protecting the people in accord with the nature. This paper appreciates the initiatives of various countries and non-profit organizations in their drive to pursue sustainable green built environment in general, and specifically proposes an establishment of an "incentives grant framework" as an additional legislative policy to be included in the draft of the National Green Building Code of the Philippines.

Who Occupies the Green Building: a Case of Australia

  • For successful outcome of real estate development projects, it is important to understand the potential tenants as they drive the demand for properties. The aim of this study is to investigate tenant characteristics of the Australian green office building sector. The specific objectives are to; (1) compare and contrast the increment trend of green buildings within the green office building sector; (2) identify the tenancy profile of green buildings; (3) ascertain the possible industry concentrations within the current green building sector; and (4) explore the relationship between green building occupants' characteristics and their tenancy. Descriptive statistics shows that Finance, Insurance and Real Estate (FIRE) industries along with government owned companies are the major tenants of green office buildings in the NSW State of Australia. In particular, real estate companies occupy more than half of the NSW based green office buildings whilst one third of them are the tenants of the 6-star rated buildings - the highest rated building in the current form of Australian Green Star accreditation scheme.

  • Two of the most important topics of the 21st century are ensuring harmony between man and his environment and the emerging long-tail economy in which niche markets are becoming increasingly more important. Since the Industrial Revolution in 17th century, human beings have increasingly exploited the world's natural capital, such as the natural environment and its ecosystems. Now the world is facing limits to sustainable economic growth because of limits to this natural capital. Thus, most countries are beginning to adopt a new development paradigm, the so-called"Green Development Paradigm" which pursues environmental conservation in parallel with economic growth. Recently, the Korean government announced an ambitious national policy of Low Carbon & Green Growth for the next six decades. This is an important step that transforms the existing national policy into a new future-oriented one. The fisheries sector in particular has great potential for making a substantial contribution to this national policy initiative. For example, the ocean itself with its sea plants and phytoplankton has an enormous capacity for fixing carbon, and its vast areas of tidal flats have a tremendous potential for cleaning up pollutants from both the sea and the land. Furthermore, the fishing industry has great potential for the development of fuel-saving biodegradable technologies, and a long-tail economy based on digital technologies can do much to promote the production and consumption of green goods and services derived from the oceans and the fisheries. In order for this potential to be realized, the fisheries authority needs to develop a new green-growth strategy that is practical and widely supported by fishing communities and the markets, taking into account the need for greenhouse gas reduction, conservation of the ocean environment and ecosystems, an improved system for seafood safety, the establishment of strengthened MCS (monitoring control surveillance) system, and the development of coastal ecotourism. In addition, fisheries green policies need to be implemented through a well-organized system of government aids, regulations and compensation, and spontaneous (voluntary) orders in fishing communities should be promoted to encourage far more responsible fisheries.

A Study on the Introduction of Green IT Based on the Cases of Implementing Green Internet Data Center (그린 데이터센터 구축 사례에 기반한 그린 IT 도입 방안에 관한 연구)

  • As global climate changes, the interest in environmental crisis is increasing and a number of international agreements and regulations against this crisis are being established. Global information technology(IT) corporations are building their own pro-environmental green IT strategies to cope with the regulatory measures. Green IT broadly refers to pro-environmental technologies designed to replace hazardous materials, maximize energy effectivity, and find alternative energies. In the current stage of the IT industry development, Green IT specifically refers to the technologies that deal with the server heat generation and the energy reduction in data center. This study defines the concept of Green IT and reviews its origin and necessity. Then, it examines the issues regarding Green IT industry in Korea as well as other countries and compares the Green IT strategies developed in each country. Reviewing the recent development of IT and data center market enables us to see that overall Green IT strategies focus on the establishment of Green Internet Data Centers. Therefore, this study analyzes the cases in which some domestic and foreign corporations introduced Green Data Centers in order to examine the protocol and legal requirements for building Green IT, the aspects of environmental evaluation and design, and specific strategies for launching Green IT strategies and its future assignments. The conclusions of this study are as follows. First, to introduce Green Data Center as a strategy to build Green IT, the government and corporations should cooperate with each other. Partial introduction at the initial stage is desirable because, through the process, mutual trust between the two parties can be built more smoothly. Second, CEO's determination to build Green IT and continue its operation is indispensable. CEO's are required to have clear understanding as to why Green IT needs to be built and how it should be constructed. Those who initiate the construction of Green Data Center for Green IT need to know the definition and necessity of Green IT while at the same time understanding the implicit meanings of Green IT. They also need to be aware of future-oriented values of Green Data Center and readjust their corporate business activities in the pro-environmental direction. Finally, not only the CEOs' pro-environmental activities but also the change of mind on the part of all corporate employees is required to realize Green IT. It should be remembered that pro-environmental Green IT starts with minor activities.

  • Internationally Present-day, the paradigm in rural community is changing to continually prospering rural community. So, it's time to provide the vision of new rural life. The purpose of this study is to provide the basic plan which can revitalize the rural area and improve the living standards of the inhabitants. The range of this study is restricted to Sam-Sin village in Hadong and from Feb. 2002 to May 2002. We arranged the outline of 'new rural community development project' and investigated the present state of the village by spot survey. Through the study, we suggest green-tea which can increase the life quality of inhabitants and achieve the prosperity of the village at the same time. We expect the results of this study can realize the Green Tourism and establish the identity of village caused by green-tea cultural festival.

  • Most countries have been focused on the CDM(Clean Development Mechanism). According to Wikipedia, the free encyclopedia, CDM is an arrangement under the Kyoto Protocol allowing industrialized countries with a greenhouse gas reduction commitment to invest in projects that reduce emissions in developing countries as an alternative to more expensive emission reductions in their own countries. There are many environmental problems which resulted from development of IT field. The main objective of this paper is to find an effective methodology as an initial stage for applications of green IT in a real life. Therefore this paper addresses worldwide reviews on green IT products.

  • Green Building Certification System currently going into effect is a static evaluation model. Therefore, as far as the sustainable development of certification system is concerned, further long-term evaluation is required. The main purpose of this study is to offer a model in a way of developing and verifying a dynamic model in Green Building Certification. A dynamic model development has been given System Dynamics based on the causal structure. Thus, this study focused on searching the causal structure of certification criteria and verifying the reality of the model through simulation processing after developing a model. In conclusion, the development of dynamic evaluation method can be attributed to systematic evaluation for the criteria of Certification System.

  • The world has been interested in sustainable development and to be considered important the three values(Environmental Integrity, Economic Growth, Social expandability) of sustainability. Rio+20 conference was attention to "Green Economy", trying to solve for sustainable development. But Rio+20 proposed "The Future We Want", They can't solve it and it is regret. Also It is judged that Only three values of sustainability are limited to sustainable development. Five values; Green Star is suggested the answer for "The Future We Want". Four Rivers Project verified by Green Star, Green Star proposed new paradigm for sustainable development. And Expect the strong well-being country of Korea.

Study on the Characteristics of Bread with Green Tea Powder (녹차가루를 이용한 식빵의 특성 연구)

  • This study was designed to investigate the effective ratio of healthy bread wish green tea powder. The weight. volume, and colon difference of bread with various contents of green tea powder were measured. And the picture of bread and the panel test were taken. To avoid the decrease of volume, the experiment was taken with active gluten. The weight to bread was increased and the volume was decreased significantly according to increase of green tea powder ratio. But, the volume of the group with active gluten(3%+ and 4%+) was higher than that of the group with green tea powder 2%. That is which the correction of the volute was taken by active gluten in green tea powder bread. In the result of panel test and volume measurement. addition of 3% green tea powder was appropriate, and the addition of active gluten corrected the decrease of volume. Therefore. using the green tea powder, the diversity of bread by functionality, nutritional composition. taste, color. flavor of green tea powder can be developed. This result will support the background the development of green tea bread of good quality.
