Performance measurement and evaluation is a critical issue in public funded civil infrastructure projects in recent years. As a results, Korean government has introduced the related policies and regulations based on the foreign cases to evaluate public construction projects. However, construction circumstances are different from other countries and the results from adopted regulations are not satisfied. Therefore this research proposes the critical success factors(schedule, cost, productivity, change order, safety, quality) for public construction projects based on previous related research outputs to successfully implement construction performance evaluation. Then, this paper also proposes the weights for the critical success factors. The proposed weights are developed by AHP of construction experts. Furthermore, the paper shows the difference of the weights of the critical success factors by project participants (owner, constructor, engineering, and inspector). This efforts will enhance the ability to develop an effective performance evaluation process and system for public construction projects.

The objective of this research is to acquire basic data to develop a program for professional consultants who can consult and provide advice for rural women's small business entrepreneur. In this research, startup business educational programs and 10 major related textbooks in Korea were analyzed, and a survey was conducted in which 71 owners of government funded rural small business responded. The major findings are as follows; First, most programs were targeting city females and were providing basic information mostly using lecture method over a few days. And no programs for rural women's small business could be found. Second, no textbooks dealing with rural women's small business could be found and the contents of each textbook differed significantly even though there were a few common points. Third, the result of the survey indicated that rural women's small business entrepreneurs had difficulty especially in acquiring necessary initial funds and raw materials, selling products, and judging the possibility of business success. And, there was significant difference in importance and perceived knowledge over 36 business know-hows in business startup area among the respondents. Based on the results, the followings could be recommended; First, educational programs for rural women's small business entrepreneurs should use a unique and different approach than other industries. Also, it is necessary to foster startup consultants especially for the rural women's small business entrepreneurs and to develop a delivery system for the startup educational programs. Second, contents of educational programs need to be selectively included depending on the level of uses. Finally, a workbook should be developed so that entrepreneur candidates can actually practice rather than just acquiring basic information and superficial knowledge during the participation.

In the context of the knowledge and information society, social capital has been considered significantly in conjunction with human and physical capital. Social capital contains the social capacity which is beneficial to the efficiency and associated capital of social policies. This study aims to examine the strategic plans in order to establish researcher information systems in terms of research and development, and researcher resources at the national level. To achieve the goals of this study, firstly the current status of researcher information systems in Korea was examined. The analysis of researcher information systems includes information systems in the national R&D management institutes, the national distribution institutes, and the government funded research centers. Secondly, strategic plans for researcher information systems as social capital were discussed.

Knowledge utilization is an activity directly linked to organizational capacity and is the most essential activity in knowledge management that is to produce new values. Thus, systematic and comprehensive understanding of factors and the environment that affect knowledge utilization are needed. The purpose of this study is to investigate the effects of information culture and organizational culture on knowledge utilization. For this, data were collected from 300 workers from 6 institutions including government-funded research institutes, libraries, and cooperation research institutes. This study analyzes the effects of six aspects of information cultures and four organizational culture types on knowledge utilization. The results show that information cultures(control, transparency, proactiveness) and organizational culture (The Clan Culture, The Adhocracy Culture, The Market Culture, The Hierarchy Culture) are significantly influential factors for the knowledge utilization. Based on results, this study provides the implication of knowledge sharing in the organizations and suggests further studies.

Content curation aims to limit the user's experience to the most necessary content; to do this, it is necessary to identify users' information needs. Given that KISTI's Content Curation Center was established in 2018, it had little information about its users. This study intends to investigate what content scientists want to see from KISTI and how they want it curated. It investigated researchers who worked for government-funded research institutes through online surveys and telephone interviews. This study's results helped me review the current practice of KISTI content curation and give some suggestions to improve future practice. They present information on content and content curation services required by researchers; therefore, they can be used as a reference for information agencies (e.g., libraries, data centers) to improve their content curation practices.
This study aims to analyze the factors that influence the technological performance of national R&D programs, and to compare these factors with those that affect R&D in the machinery and chemical industry. This study also seeks to explore policy implications for the national R&D programs to meet the characteristics of each industrial technology. The results of this study are as follows: First, big enterprises create more Korean patents than small- and medium-sized enterprises (SME) in the machinery R&D. Moreover, government-funded research institutes produce more SCI articles than enterprises in the chemical technology R&D. Second, there is no significant difference in the number of institutions that participate in the machinery technology R&D. Third, the production of Korean patents and Science Citation Index (SCI) articles on all samples in the machinery industry are influenced by government grants. For instance, in the samples, which consist of enterprises, the creation of overseas patents is influenced by the amount of government grants. Fourth, there is no significant difference in the magnitude of private investment, regardless of the sample and industry. In conclusion, different factors influence the technological performances of the national R&D programs in the chemical and machinery technology R&D. This shows that it is necessary to consider the characteristics of industry-specific technology when making science and technology policies for the national R&D programs.

This study was taken to increase efficiency in reviewing documents of school facilities from the network of ERIV(Educational Resources and Information Center, USA). Outline of the ERIC network, and the structure, role, function of the ERIC thesaurus are introduced. A thesaurus have developed for information retrieval purpose provides the filing labels which permit information to be stored by one person and retrieved by another. As an information system grows, its thesaurus is systematically built and refined to the point where it represents, in a very special sense, the vocabulary of subject field. The Thesaurus of ERIC Descriptors represents such a vocabulary for the field education. An understanding of its origins, its function and its limitations, is just as important to the teacher, the student of education or the educational researcher as it is for the indexer or custodian of the information pool it represents. If the Thesaurus is understood and used in an appropriate way, it can give all educators not only insight into the ERIC system but also an increased awareness of the language of their field. A great many terms are necessary to describe the many aspects of education, and the task of relating them in even an approximately consistent way is an enormous one. The undertaking should be managed by people who not only know what they are talking about but who also should be able to predict what people in their field are lilely to be talking about in the near future. It should also enlist people who are willing to pay term to another within the system. To engage a large number of these two kinds of people over a long period of time is very likely to cost a great deal of money. There is very little proprietary value in producing such a list of terms, for it can very easily be copied, adapted, updated, etc. Thus, because of its high cost and low proprietary value, it becomes a task likely to be funded only by a government. A government has many ways of spending its money. However, after the decision has been made to spend money to produce an authority list, one must decide how this authority is to be delegated. The history of the development of the ERIC Thesaurus is the history of how this authority was delegated. Scientific research has thrived on efforts to define terms as precisely as possible. It is difficult to say with certainty, however, that solutions to social problems have thrived on a simple diet of scientific research. Contemporary crises demand new and imaginative ways of conceiving problems and talking about them. If this Thesaurus or any other scheme for normalizing or controlling language inhibits in the slightest measure the creative use of language, it is against it use. Only if the principles and details of the Thesaurus are misunderstood can it be used as a constraint on language in a negative sense. Students of education of every kind should see the The-saurus as an opportunity to become increasingly self-conscious about their language and thus about their assumptions and their approaches to educational problems.
Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.
From a point of knowledge based view, IUI(Industry-University-Institute) R&D collaboration is recognized as an important way to acquire lacking technology and knowledge. In this study, we investigated firm performance of IUI R&D collaboration on national R&D project. That is, we identified whether a collaborative research really affects firm performance, and whether firm performance is differed by types of collaboration. To test our hypotheses, we selected 250 Korean SMEs(Small and Medium Enterprises) which were funded from government R&D for 2006-2009, and we verified relations between the ratio and/or types of R&D collaboration and firm performance. Firm performance was measured by number of patent applied and ROA(Return on Assets) after completion of the project (in year t+1). Findings showed that the relationship between the ratio of R&D collaboration and technological performance was inverted U-shape. Among types of R&D collaboration, though inter-industry collaborative research was negatively related to technological performance, IUI collaborative research was positively related to technological performance. However, the ratio and types of R&D collaboration had no relation to economic performance. The results of this study will contribute to the strategy of SMEs as well as the policy of a government with regard to IUI R&D collaboration.

The park program can adeptly cope with the diversification of leisure needs in accordance with the changing times. The program also makes the relationship between the users and the park itself closer. For this reason, the Seoul Metropolitan Government has operated a variety of programs, beginning with the Botanical Class Program at the Namsan Outdoor Botanical Garden in 1997. The government additionally began to organize park programs by establishing the Park and Leisure Department and three Park Greenery Offices. However, research on park programs is mainly focused on park users. Therefore, this study intends to reveal the structure of the programs by studying the program operation. The specific purposes of this study are '1. Review the institutional characteristics that underlie the operation of the Park Program in Seoul by examining the relevant laws, the operation organizations, and the personnel composition, 2. Analyze the operation methods, such as procurement and the execution of the program, operation costs, and public-private cooperation methods, etc. 3. Analyze the composition and contents of the program from 2015 to 2017, and process and identify the relationship between the structure of the program operation and the program itself.' Summarizing the results obtained from the study, as far as the structure of the first program operation, the support laws were not systematic, but the operating organization was working to establish a system. The second characteristic of the operation is that most of the budget was funded by local governments, but the level of citizen involvement was low. Third, when we looked at the characteristics of the program, the number of programs increased, but they were focused on a specific theme and few programs actively used the park facilities. Based on the results, three tasks can be proposed. The first is that the 'Act on Parks and Green Spaces' should include the concepts and support for park programs. Second, there is a need to change from the ideas of the quantitative increase of programs to qualitative improvements. Lastly, it is necessary to reorganize the Green Seoul Bureau of the Seoul Metropolitan Government into a citizen-led and leisure-oriented organization to promote the park leisure culture. This study has significance, as it was conducted with a service provider, not a program user, unlike many previous park program-related studies. The results of this study will be able to contribute not only to the Seoul Metropolitan Government, but also to other local governments to suggest the direction of the management and the operation of the park for the consumer, and consequently, it will help prepare the long-term vision of parks as the closest leisure location for most citizens.
