건강가정지원센터의 사업 및 홍보 활성화 방안 (A Study for Programs and PR Activities in Healthy Family Support Center)

  • "The Healthy Family Act" was established in 2004. It prevents problems of the family and increases the healthy characteristic of general family. According to this Act, Healthy Family Support Centers appeared to a new part of family welfare institution. This study is to search Programs and PR strategy of Healthy Family Support Center. The results of this study were as follows. First, Education program ranked highest in selecting important programs operated by the healthy family support center. Among education programs, they were the education of husband and wife relationships and the parents education that ranked on top. Second, The government further strengthen publicity relation(PR) about the HFSC. A deficiency of budget and manpower problems were major obstacles for PR activities. TV, news paper and magazine are useful medium. Management of PR activities in the HFSC is consider as one of the main factor to decide development and survival in social community.

  • 본 연구는 창업가 개인적 특성 요인, 경영 관리적 요인, 자본적 요인, 점포요인이 창업성과에 미치는 영향을 통하여 미용서비스업 분야의 소상공인지원정책이 창업성과에 미치는 영향을 분석하였다. 미용서비스업체의 창업성과에 영향을 미치는 요인으로 경영 관리적 요인의 하위변수인 인적자원관리와 창업초기 자본적 요인 그리고 점포요인이 창업성과에 영향을 미치는 것으로 분석되었다. 미용서비스업체의 창업성과에 정부지원정책인 자금지원정책, 교육지원정책, 컨설팅지원정책이 조절효과가 있는가에 관한 연구내용은 다음과 같다. 정부자금지원정책, 교육지원정책, 컨설팅지원정책은 창업성과에 유의한 영향을 미치는 인적자원관리, 창업초기 자본금, 점포요인에 조절효과는 없는 것으로 분석되었다. 이는 자금지원이 정책적 효과를 입증하기 위한 제도적 지원이 아니라 창업자의 창업성과를 만들어가는 실효성 있는 지원방안이 필요로 하며, 교육지원정책과 컨설팅지원정책은 미용서비스업체의 특성을 고려한 정책적인 반영과 현실적인 교육지원과 컨설팅지원이 필요로 하다고 본다. 특히, 기존의 소상공인의 정책적 지원과는 다른 미용서비스업체의 실질적인 경영활동과 성과창출 과정을 반영하는 방향으로 확대될 필요가 있다고 하겠다.

대안교육과 홈스쿨링 (An Alternative Education and Home Schooling)

  • The reasons to attend Alternative Schools are : to compensate for the discontent over what is locally taught in state schools and to improve the students' satisfaction and social emotional development. In 2006, it was estimated that about a thousand Home Schools were set up. With the studies of Alternative Education and Home Schooling, the issues are : 1) the depth study of curriculum of Alternative Education with a wide range of subjects, 2) the institutionalization of Home Schooling, 3) educational methods for Home Schooling, 4) a research on Home Schooling's effectiveness. Their practical and political issues are : 1) to give the licence to the rest of schools and to formulate Education Law on Home Schooling, 2) to obtain government's financial support to the both sections, 3) to support a system of instructional contents and methods of Home Schooling, and 4) to select, share and popularize the best practices of Home Schooling.

강원도 청년창업 지원사업이 창업성과에 미치는 영향에 관한 연구 (A Study on the Influence of Youth Startup Support Project in Gangwon-do Province on Startup Performance)

  • 청년취업은 매해 사회적인 이슈가 되면서 정부에서는 청년취업률 제고방안으로 자발적인 일자리 창출을 위하여 청년창업 지원정책을 추진 중에 있다. 강원지역의 청년들의 경우 타 지역으로 전출하는 인구수가 높아지고 있는 실정이다. 본 연구는 강원도에서 추진 중인 '청년 창업 프로젝트'를 통해 실질적으로 청년 창업에 어떤 성과를 보였는지 실증적으로 분석하고자 한다. 창업기업의 특성인 정부지원 참여도, 교육이수 정도, 지식재산권 보유정도, 인증 보유정도인 4가지로 분류하고 창업성과(매출액, 존속기간, 존폐여부)에 긍정적인 영향을 미칠 것이라고 가설을 설정하였다. 통제변수로 나이와 지리적 요인(영동·영서)으로 투입하여 어떠한 영향을 미치는지 알아보았다. 나아가, 창업기업 특성과 창업성과 간의 후속지원이 긍정적인 매개효과를 나타낼 것으로 가설을 설정하여 실증분석 하였다. 연구결과는 교육이수를 제외하고 나머지 특성은 매출액에 긍정적인 영향을 미쳤고, 정부사업 참여도가 많을수록 기업 존속기간이 긴 것으로 나타났다. 그리고 기업의 존폐여부에 대해서는 정부지원사업 참여도가 정(+)의 방향으로 유의한 결과를 보였다. 매개변수인 후속지원에 대한 분석결과는 창업성과에 긍정적인 영향을 미쳤고 후속지원 매개효과에서는 지리적 요인을 제외한 나머지 특성 모두 창업성과간의 매개효과가 나타났다. 본 연구결과를 통해 청년 창업기업의 성과제고를 위하여 (예비)청년창업자 특성에 적합한 맞춤형 지원의 필요성을 시사하고 있다. 창업지원기관에서는 원활한 기업 관리와 선정을 위하여 기업 특성들을 참고해볼 필요성이 있다. 강원도지역에서는 성공적인 창업사례를 도출하기 위하여 창업기업의 시기별 유기적 연계지원을 강구해야할 것이다.

Challenges in Volunteering from Cancer Care Volunteers Perspectives

  • The involvement of non-government organizations (NGOs) and support groups has helped strengthen public health services in addressing cancer care burden. Owing to the contribution of volunteers in cancer care, this article documents a qualitative study that examined challenges in attracting and retaining cancer care volunteers as part of the effort to develop a volunteer recruitment model. Data were collected through three focus group discussions involving 19 cancer support group members in Malaysia. Findings of the study revealed that mobility and locality appeared to be significant in Malaysian context, while the need for financial support and time flexibility are challenges faced by cancer support groups to attract and retain volunteers. The findings imply that cancer care initiatives can benefit from more local volunteers but at the same time these volunteers require flexibility and financial support to sustain their engagement.

유아교육·보육기관 평가인정제 개발 연구 (Accreditation Standards and Procedures for Institutions of Early Childhood Education and Care)

  • A large sample (1090) of randomly selected early childhood education professionals and government officials rated each of the 133 standards of "A Model for Institutional Accreditation for Early Childhood Education and Care"(Yang, 1999) on a scale of 1 (least important) to 5 (most important). Findings were that all kindergartens and child care centers should be evaluated for accreditation every 3 years with 3-6 months for self-study and on-site validation visits by representatives of the appropritates agencies for 1-2 days. Evaluation results are should be used by institution personnel as a guide to self-supervision, by government officials as a funding standard and by parents as criteria of program quality. Essential accreditation standards included: facilities and equipment; curriculum; nutrition, health and safety; administration and management; and support systems. Safety and teacher-child interactions were most highly rated while parent involvement was not highly rated.

서울특별시 기초의회 의원들의 흡연규제정책 지지도 및 관련 요인 (Predictors of Local Legislators' Support for Tobacco Control Policies in Seoul Metropolitan City)

  • Objectives: This study measured the extent of local legislators' support for tobacco control policies and identified the predictors of that. Methods: Local legislators, from 21 Gu in Seoul Metropolitan City, underwent a self-administrated questionaire during the 6-week period from December 1, 2004 to January 15, 2005. Multiple linear regression model was used to assess relationships between five groups of variables(political factors including political ideology, personal characteristics, tobacco experiences, tobacco knowledge, contact with local health officers) and support for tobacco control policies based on an 11-item scale. Results: The rates of support for 'penalizing merchants who sell cigarettes to minors' and 'instituting a law mandating that parents should not smoke in a car when children are present' were highest as 87.5% and 82.0% respectively, and those for 'increasing price of cigarettes' and 'regulating stores that sell cigarettes' were lowest as 52.2% and 51.7% respectively. Support was higher among local legislators who thought government had a duty to promote healthy life styles, knew second-hand smoke could cause lung cancer, knew tobacco caused more deaths than alcohol. Support among ex-smokers and nonsmokers was higher than current smokers. Conclusions: The findings indicate that local legislators who oppose tobacco control measures may not be opposed to tobacco control per se, but are more generally opposed to a government role in health promotion, Thus, Tobacco control advocates need to be more attentive to the way tobacco control issues are framed for particular legislators. Further, they could work to increase tobacco knowledge among local legislators.

산주의 산림투자 인식에 관한 연구 - 강원도지역을 중심으로 - (Study on Relating a Government Support to the Private Forest Management - The Case Study of Private Forest Owners in Kangwon Region -)

  • 일반산주와 임업후계자 독림가의 산림투자 인식을 비교분석한 결과 다음과 같이 임 독림가가 일반산주보다 산림투자에 대하여 상대적으로 높은 관심을 보이고 있었다. 1. 일반현황의 비교에서 임 독립가가 일반산주보다 교육수준과 월평균소득 면에서 높게 나왔으며, 직업의 경우 임 독림가는 다양한 직종에 종사하고 있는 반면 일반산주는 농업에 편중되어 있는 것으로 나타났다. 2. 산림의 소유동기에서 임 독림가의 경우 일부상속 일부매입이 41.2%로 가장 많은 반면, 일반산주의 경우는 선대로부터의 상속이 40.9%로 가장 많았다. 3. 산림투자에 대한 산주태도에서 임 독림가가 일반산주보다 과거 5년동안 산림투자 경험과 정부지원 신청경험 모두 높게 나타났다. 4. 정부지원 제도에 대한 인식에서 일반산주보다 임 독림가가 정부지원 제도에 대하여 상대적으로 많이 알고 있는 것으로 나타났으며, 정부지원 제도의 실행상태에 대해서는 임 독림가와 일반산주 모두 '그저 그렇다'는 미온적인 반응을 가장 많이 보였다.

기존 농민을 위한 농촌사회교육 유형분석 (The Typology Rural Non-Formal Education for the Farmers)

  • From 1995, the WTO(World Trade Organization) system will be activated in the world market. Therefore more liberalization in agricultural are expected. Korean farmers should be trained to overcome the difficulty due to trade liberalization. The non-formal education for farmers is carried out by various forms but does not fit need of farmers mostly. The moor part of non formal training was focused on agricultural skills so there must be more emphasis on non-agricultural skills. There are some lacks in linkage between training and government support for trainees. So more support for farmers trainees such as aspects(for example cure finanical support) and non economic support(for example the raising of farmers morale) are needed.

환경교육의 네트워크 구축을 위한 기초 연구 : 민간환경단체의 사회환경교육 중심으로 (A basic study for establishing a network of environmental education : focusing on the nonformal environmental education of civil environmental organizations)

  • Restricted by time and space, formal environmental education has a limit in accommodating fast changing socal phenomena and quickly spreading environmental problems. Therefore, to carry out more efficiently the environmental education for middle and high school students, this study is intended to search for a way to establish a network of formal and nonformal environmental education. More than 80% of civil environmental organizations replied they agree to establish a network of environmental education. As for the establishment of a network, they preferred the establishment in which middle and high school, civil environmental organizations, government, the environment-related departments of the universities. They preferred ‘civil environmental organizations’ for the operator, ‘local municipal or provincial level for the scale, ‘direct personal relations’ for the interchange method. To establish a network, they replied that ‘funding’, ‘specialists in environmental education’, ‘staff to proceed educations’, ‘reform of law and systems’ are required. They also preferred ‘funding from government budget’ for a way to fund a network. We can draw the following conclusions from the survey, We need a training program for environmental education staff not to make those educational programs by civil environmental organizations temporary Also, more studies should be done to establish more organized network of environmental education and nonformal environmental education by civil environmental organizations. Environmental problem varies depending on the local characteristics, and thus environmental education should be carried out locally at the network center for environmental education. Besides, local self-governing bodies should support it administratively and financially.
