Research on the Problems of Facility Safety Inspections and Solutions for Improvement (시설물 안전진단의 문제점과 개선방안에 관한 연구)

  • The Korean government had enacted 'Special Regulation on the Safe Maintenance of Facilities' and carried out regular safety inspections since the mid-1990s, consequently establishing and enforcing an effective maintenance and management system. And throughout this entire process, the government searched for new methods to increase the overall effectiveness of the system. Nevertheless, the reality is that our society remains structurally unprepared to implement a commercial mindset that views the concept of "safety" as a product that can be traded in the open market based on supply and demand. Therefore, the government should establish mid to long-term plans to implement such a system in successive stages.

Factors Affecting City Image During the COVID-19 Era

  • This study examined the perceived contingent factors that affect South Korean citizens' image of the city they reside in. The respondents in this study perceived the image of their city through two dimensions--leading and safe--during the COVID-19 era. When respondents perceived the openness and expertise of the local government, the transformational and transactional leadership of the government leader, liberal political orientation of the leader, lower degree of law compliance of the mayor, high degree of citizenship, and high level of living infrastructure and competitiveness as attributes of the city, they were more likely to perceive the city as having a "leading" image. The perceived cultural characteristics of the local government, specifically the factor of hierarchy and regulation, the perceptions of citizenship, and all three variables regarding the perceptions related to city attributes (i.e., environmental, cultural, and living infrastructures and competitiveness) positively influenced the perception of a "safe" city image. Based on the results, various theoretical and practical implications were discussed in this study.

  • Foreign scholars pointed out that the root of the Korean economic crash was A Study on Corporate Social Responsibility and Moral Management due to the government's excessive regulations, the harmful effects of government finance, and the high-cost political structure. Despite the need to ease the rigidity of governmental finance and various regulations and operate the financial system through autonomous market mechanisms, it was argued that various bribes, express fees, and collusive lobbying funds were inevitably generated due to discretionary acts of bureaucrats with licenses and permits, complicated administrative procedures and systems, and regulatory changes in government policies. In fact, in developing countries, corruption was a necessary evil for economic development and was seen as a lubricant in economic management. The purpose of this study is to study the social responsibility and corporate ethics of chaebol. First: consider the problems of large corporations. Second, We will consider the direction and policy of corporate ethics. This paper sheds light on the ethical management of the Korean chaebol, considering that corporate ethics and transparency for the social responsibility of chaebols are important

The impacts of working time flexibilization on occupational safety and health: an expert survey

  • The policy proposal by the current Korean government that proposes flexible overtime rules is causing social controversy. This study has explored the 612 experts' opinions on the occupational safety and health impacts of the policy using an online self-report survey. They expected short-term overwork (87.25%), overwork inequality (86.44%), irregular working hours (84.31%), chronic overwork (84.15%), long working hours (83.66%), and unpredictability of working hours (81.86%) as a result of the policy change. They also responded that the policy change would increase industrial accident deaths (87.25%), mental illnesses (87.09%), deaths due to overwork or cardiovascular diseases (83.84%), and accidents (83.33%). They disagreed that the government's flexibilization policy, while agreeing that the necessity of policies on regulating night work (94.77%), guaranteeing wages to eliminate overtime (90.36%), establishing working time regulations for the bogus self-employed (82.84%), and applying the 52-hour workweek system to all workplaces (76.47%). These expert opinions are consistent with previous research on the health effects of working hours.

  • The government have been tightening EM regulation gradually but the effect is not good because of rapid increase of vehicles. And medium & heavy duty diesel vehicles, even though the number is small, exhaust very large pollutants(about over 50%). Especially it is more severe about old trucks and buses. Accordingly, CNG vehicle and the retrofit of diesel to CNG must be an alternative in order to protect the atmospheric environment and improve the air quality in the metropolitan area. The main object of this study is to secure the retrofit technology of diesel to CNG vehicle and the management system of CNG engine. we passed the government emission certification test. In addition to this, the mass production for retrofit is also studied. Results of emission and durability test for certification are as follows; there was no problem during 30,000km vehicle durability test and good emission levels satisfying the regulation.

The Influence Factors on the Activation of Environmental Innovations in Manufacturing Firms (제조기업의 환경혁신에 대한 원인요인과 촉진요인)

  • This research empirically investigated the influence factors on the activation of environmental innovations (EI) in Korean manufacturing firms. In this study, external factors (compulsory demand, government regulation, normative pressure and imitative pressure) and internal factors (environmental resources, top management support, integration of environmental tasks, capabilities of environmental personnel, and environmental strategy/environmental management systems) were totally considered. The results of a multiple regression analysis showed that influence factors such as top management support, environmental resources and integration of environmental tasks have a significant and positive impact on levels of EI. However, the effects of external factors were not statistically significant. We also examined whether capabilities of environmental personnel as well as environmental resources, which are directly related with degrees of EI, have a moderating impact on relationships between other internal factors and levels of EI. With a subgroup analysis, the moderating role of abilities of environmental personnel were empirically confirmed. Through a multiple regression analysis, the direct effects of external factors on the adoption or construction of internal factors were demonstrated. The effects of government regulation, normative pressure and imitative pressure on internal factors were significant and positive. It was also found that external factors have indirect effects on EI through internal factors. Finally, the results of multiple regression analyses indicated that EI positively influences the achievement of environmental competitive benefits, and environmental competitive advantages can improve the organizational performance of a firm.

  • In recent year, US government requires local investment ,unlike in the past, when import restrictions and tariff were imposed. In this situation, many companies are considering new investment in the US and entering the local market. However, research on the optimal investment plan along with the case analysis on trade regulation is extremely limited and more research needs to be conducted. Accordingly, this study aims to suggest the implications and countermeasure of the SCM and logistical perspective by studying the optimal measures for the new investment of each company due to trade regulation. As a research method, the gravity location model, Mixed Integer Linear Programming Model were used to select the optimal automobile manufacturing factory considering each state's population. This study will be implication of SCM and logistics perspective not only for companies considering new investment in the US but also for the government to conduct trade negotiations. In the future, it is expected that the US trade pressure will increase and affect Korea in many ways. Therefore, in order to cope with such difficult situation in a timely manner, continuous research considering various possibilities is needed in the future.

The Variation of Industrial Location Demand by Changing Policy of Seoul Metropolitan Area (수도권 정책변화에 따른 산업입지 수요의 변동)

  • Based on the announcement by the National Competitiveness Council in 2008, this study analyzed the direction of the changing policy in Seoul Metropolitan Area promoted by the current government and to inquire into such the effect, research was done to study the changes in space demand by companies which respond sensitively to changes in regulation in Seoul Metropolitan Area. In addition, the effect of Seoul Metropolitan Area policy on company location is explored while company location changes and changes in direction of space demand due to easing of regulation in Seoul Metropolitan Area by the current government are examined. Research methods utilized empirical analysis and survey analysis. Empirical analysis utilized statistical data since 1980's. For survey analysis, the effect of changing policy in Seoul Metropolitan Area, which is an exogenous shock, on decision making of the enterprise is considered to derive the direction of demand for company manufacturing lots. The results of the study showed that decision for company location or factory size has been affected greatly by Seoul Metropolitan Area policy and domain regulation and institution to restrict permission area of a manufacturing building from the law of improvement plan of the Metropolitan area were the biggest regulatory policies. Due to easing of regulation in Seoul Metropolitan Area by the current government, the demand for manufacturing lot is expected to increase. In particular, the demand for manufacturing lot is expected to increase centered around Seoul Metropolitan Area and Chungcheong province while demand is expected to decrease in Gangwon province. The reason is because company preference is high for the Seoul Metropolitan Area which has the best transportation/logistics and market conditions in Korea. But in the case of Southeast region and Daegyung region that form exclusive economic zones, changing policy in Seoul Metropolitan Area has little impact. In the case of Seoul Metropolitan Area, demand increase does not occur in the entire area but instead, demand is expected to increase in growth management zones.

A Reform Proposal for Management of Regulated Prices (공공요금관리(公共料金管理)의 개선방안(改善方案))

  • The primary purpose of price regulation on public utilities and other public services is not to prevent them from rising and control inflation but to allocate resources efficiently and reflect social values, when market does not function perfectly. That is, price regulation by government is a policy tool which is aimed at microeconomic effects. Therefore, when a microeconomic policy tool is used for macroeconomic policy objectives, such as price stabilization, we can have problems stemming from the mismatch. One of the examples is distortions in the relative price structure of resources. As government suppresses increases in regulated prices in an effort to reduce inflationary pressures, some of the public services become relatively cheaper, resulting in excess use of those services under regulation. Also, inflexibility of adjusting regulated prices to the overall price changes results in deterioration of qualities of public services. This paper proposes a set of reform proposals which are itnended to minimize such government failures. It is argued that the authority of price regulation should be decentralized, and ultimately done by independent regulatory commissions for each service. The pricing should be based on the principle of separate and independent accounting by each service unit and the principle of beneficiaries bearing the costs of services.

A Research on the Relationship between the Perception of Administrative Regulation and Odor Acceptance among Residents who live in Ochang Industrial Complex Area (오창산업단지 주변지역 주민의 행정규제에 대한 인식과 악취수용성의 상관성 연구)

  • It would be the most effective way to have government take care of social problems and hazardous material danger due to odor. It is also well known that odor acceptance and their willingness to pay for resolving the odor problem vary person by person. This is why public sector's intervention is required to get ride of any possibility of market failure resulted from negative external effect of human. This paper has tried to do empirical research based on survey of residents who are currently living in the area of Ochang industrial complex in North Chong-chung province. According to the empirical research results, first of all, it was proven residents' perception of legal regulation has a negative effect on odor acceptance. That is, the more residents are aware of law and regulation, the less they tend to accept odor. In addition, resident's perception on need to improve odor regulation has a positive impact on their odor acceptance. Finally, residents' satisfaction on the legal complaints to local government has an interaction effect to causative relationship between the perception of improving odor regulation and odor acceptance.
