The Impact of Senior Mobility Funding on Hearing Aid Acquisition and Compliance to Hearing Aid Use in a Singapore Hospital

  • Background and Objectives: In 2013, the Singapore government reviewed and expanded the Senior Mobility Fund (SMF) to provide subsidy for assistive devices, including hearing aids (HA). While SMF has improved accessibility to HA, its impact on HA acquisition has not been determined. The study aims to elucidate the influence of SMF on HA acquisition and the relationship between financial funding and compliance to HA use. Subjects and Methods: Retrospective review of 643 patients seen between January 2017 to January 2018 at the earnose and throat specialist outpatient clinic, who were referred for a hearing aid evaluation. Of the 643 patients, 109 patients with baseline hearing handicap (HH) scores recorded, and no formal diagnosis of cognitive impairment were included. The patients were grouped according to SMF eligibility and clinical data were obtained. Results: The odds ratio for acquiring HA was significantly higher with SMF, regardless of HH scores. When looking at actual degree of hearing loss (DHL), HA uptake was significantly higher in the least severe of DHL categories. There is no relationship between SMF and compliance to HA use. However, HH score is positively correlated with data log in regression analyses. Conclusions: SMF appears to influence HA acquisition. Especially in financially funded patients with low self-perceived HH, the benefits of HA may be underappreciated given the few hours of HA use. Further studies are warranted to investigate the impact of financial funding on outcomes of HA users to help policy planners and clinicians be prudent in the utilization of SMF.

  • This study aims to provide strategic recommendations for promoting the development of the global satellite data services industry by analyzing the startup landscape. Based on the analysis of startup data, such as number of startups, market segment, and funding amount, we examined the paradigm shift in the global satellite data services market, particularly its convergence with other market segments. To this end, we derived the cumulative funding-convergence dynamics matrix, which classifies the converging areas into four quadrants by considering the growth rate of converging segments and the cumulative funding amount. In this way, we can specify converging areas in the satellite data services market that bear potential importance for the creation of new markets. The findings of this study are expected to contribute to the advancement of the satellite data services industry and facilitate the exploration of new market opportunities. Furthermore, they can serve as a valuable reference for policy makers, industry stakeholders, government officials, and researchers involved in the satellite data services industry in capitalizing on the emerging space economy.

벤처기업 창업자의 창업경험, 비즈니스 모델 혁신 및 자금조달이 초기 성과에 미치는 영향 (The Effects of Entrepreneurial Experience, Business Model Innovation and Financing on the Performance of New Ventures)

  • Purpose - The purpose of this study is to examine the effect of entrepreneurial experience, business model innovation and financing on new venture performance. Design/methodology/approach - This study analyzes survey data on new ventures in Korea and investigated research hypothesis by multiple regression analysis. Findings - Founders' prior startup experience have different impacts on performance depending on whether they had a successful or failed startup. Successful experience has a positive impact on early performance, while failure experience has a negative impact. Business model innovation shows a positive and significant relationship with early performance. External financing has different effects depending on the type of funding source and performance variables. VC funding is positively related to employment creation, while government R&D funding is negatively related to sales volume. Research implications or Originality - This study confirms that the impact of entrepreneurial experience on early performance varies depending on the characteristics of successful and unsuccessful entrepreneurs. It also empirically confirms that business model innovation has a significant impact on early performance. We empirically examine the relationship between various external financing sources of venture firms and early performance. Since the effects of entrepreneurial experience, business model innovation, and external financing on early stage performance may be different, entrepreneurs should consider these relationships when pursuing early stage business opportunities.

국민의료비 계정에 관한 연구 - 자료원 및 추계방법을 중심으로- (National Health Expenditure Account of Korea: Sources and Estimation Methods)

  • National health expenditure account describes expenditure flows both public and private within the health sector. It describes the sources and uses and channels for all funds utilized in the health sector and is a basic requirement for optimal management of the allocation of health sector resources. Constructing a national health expenditure account should begin with sound estimates. This paper thoroughly examines the sources and discusses the estimation methods, and provides the national health expenditure account of Korea by function and source of funding category The national health expenditure account produced in this parer has, however, some drawbacks and followings are proposed fur enhancing the comprehensiveness and consistency of the account. First, comparable data un health related expenditures of local government and private sector should be produced because data sets on the sectors are very limited. Second, we need further study un overall scope and boundaries of health expenditure estimates in order to improve compatibility of other main aggregates.

Japanese Policy and Programs for the Fostering of Global Entrepreneurs

  • Knowledge plays a more important role in promoting entrepreneurship in the current information-led society than it did during the age of industrialization. Many recent studies found that entrepreneurship stimulates and generates innovation and economic growth. In response to the issues of long-term low growth, the Japanese government implemented several policies to encourage universities initiate entrepreneurial activities. This paper examines Japanese policies since 2014 that support universities in providing various programs for developing global entrepreneurs. Thirteen academic institutes were beneficiaries of three-year funding since the fiscal year of 2014. Each university designed its own educational programs according to their own contexts, built various forms of innovation ecosystems with domestic as well as international partner organizations, and offered entrepreneurship training courses or innovation workshops for companies to sustain its programs through broadening their funding bases. Due to the interdisciplinary nature and short history in operating the programs so far, it is difficult to evaluate the effectiveness of the programs. However, each participating university accumulated knowledge and experience while carrying out their various programs, suggesting important new directions for policymakers and education program designers in facilitating entrepreneurship and innovation.

The Impact of Government Support of Graduate Schools on the Research Productivity of Professors and Students

  • This paper examines the effects of major funding projects for graduate education in Korea, specifically the BK21 and the WCU programs, on the research productivity of professors and young researchers. We apply the standard DID method, which compares the increase in research outputs as measured by papers per year between groups before and during the project period. The DID estimates show that the effects are quite different for different fields, but they mostly indicate that the BK21 project is more effective in terms of the research productivity of the participating professors, especially those who study science and engineering areas. With regard to the productivity of graduate students, the results show that there was an increase in the research productivity of locally educated Korean doctoral degree holders after the graduate funding programs, mainly in natural science and engineering fields.

Availability and Utilizations of Library Information Resources in Secondary Schools by Special Patrons

  • This study adopted the descriptive survey research method. The population of this study comprised of the hearing impaired students in selected government secondary schools in Rivers state. The population of hearing impaired students in Rivers State is 257. A simple random sampling technique was used to select a sample size of 159. A self-developed instrument titled "Availability and Utilization of Library Information Resources Questionnaire (AULIRQ)" was utilized for data collection. 153 responses were collated, indicating a 96.2% response rate. The data collected was arranged and analyzed using frequency count, percentages, and mean and standard deviation. Finding reveals that information resources in the libraries understudied were inadequate and under-utilized. Also, it was established that among other barriers, under-funding is a major barrier to making information resources available for the physically challenged. It was recommended that schools offering special education for the hearing impaired should pace up in their developmental gap by providing such resources and ensure adequate funding by all stakeholders.

창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로 (A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up)

  • 창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나, 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 본 연구에서는 정부 창업지원 사업의 실효성을 확인하기 위해 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 정부 창업지원 사업에 대한 GAP 분석 결과, 중요도(5.221)에 비해 만족도(4.408)가 낮게 측정되었으며, 이를 통해 창업지원 사업에 대한 수혜자의 평가는 부정적임을 확인하였다. 중요도-만족도 분석 결과 유지 영역에는 'R&D', '사업화'가 위치하고 있으며, 집중 영역에는 '정책자금', '판로 마케팅 해외진출' 지원 사업이 포함되어 있다. 저순위 영역에는 '창업행사 네트워크' 항목이 포함되어 있으며, 마지막으로 과잉 영역에는 '시설 공간', '멘토링 컨설팅', '창업 교육'이 위치하고 있다. 각각의 창업지원 사업이 전반적인 중요도에 미치는 영향력을 분석하고자 다중회귀분석을 실시한 결과, 'R&D', '창업교육', '정책자금'의 순서대로 만족도에 영향을 미치는 것으로 나타났다. 본 연구 결과를 바탕으로 ICT창업기업에 대한 지원 정책 수립과 제도 개선을 통해 정부 창업지원사업의 질적 수준을 개선하는 데 기여할 수 있을 것으로 기대된다.

An Analysis of Higher Education Policy: The Case of Government-Supported University Programs in South Korea

  • This paper examines government-supported university programs in South Korea over the last decade. To do this, we review the current status and issues of recent programs supported by the Ministry of Education. Thereafter, we draw some lessons and suggest policy implications for improving the effectiveness of government-supported university programs. The issues addressed include 1) low consensus amongst stakeholders in the higher education sector and top-down goal setting led by the government, 2) frequent reshuffling of the structures and contents of programs, 3) ineffectiveness due to redundancy of projects, 4) disparity between 'haves' and 'have-nots' in the higher education system, and 5) an inadequate evaluation system and assessment indicators. We suggest that government-supported programs should be realigned to stimulate the reform of higher education aimed at strengthening its publicness. The role of government needs to transit from 'leading' to 'supporting', while the universities should take initiatives in reforming the higher education system.
