A Study on Corporate Social Responsibility of the private sector for disaster management (재난안전분야에 대한 민간기업의 사회공헌 연구)

  • The purpose of this study is to research the importance of public-private partnerships in disaster management. This study was evaluated by experts specializing in the improvement of public-private partnerships for disaster management. The following items are needed to encourage corporate social contribution activities in the disaster security industry. The researchers first propose a solution by means of ensuring cooperation between government and business networks. Second, we propose for those entities to discover new means to support private companies' participation in social contribution activities. The researchers' third solution is to be utilized to secure funding for induction and to support public-private partnerships to participate in the social contribution activities of private companies. Our fourth solution is promoting a sustainable plan for raising public awareness of corporate social contribution. Finally, the social contribution of the participating companies enhance brand recognition and as well as incentives. This study may contribute to the current operating system to support relevant policies and measures to encourage the participation of enterprises in the field of disaster security. Future research will be to study (such as through questionnaires) ways to participate in disaster management companies in accordance with environmental changes.

Factors Affecting the Performance of Agricultural Project from the Perspectives of Agriculture Extension Workers - A Case Study of Malawi - (농촌지도사의 관점에서 본 농촌개발 성과 영향요인 - 말라위 사례 -)

  • This study aims to identify the factors influencing the perofrmance of agricultural projects for small farmers in Malawi. This cross-sectional study was conducted to discover the factors behind the slow performance of agricultural projects in alleviating poverty. The research was conducted in the Karonga and Phalombe Districts in the northern and southern parts of Malawi, respectively. The data were collected through a structured questionnaire survey administered to 82 agriculture extension workers, and a multiple regression analysis was conducted. The results indicated that farmers' socioeconomic factors, including high illiteracy and poverty rates, poor participation regarding project implementation, and high dependency syndrome, significantly affected the performance of agricultural projects. Within the projects them selves, this study discovered that there was no consistent flow of funds. This greatly affected the schedule of project activities, thereby compromising performance. The study recommends that the government and all relevant stakeholders work jointly to alleviate poverty. It is especially important to ensure that smallholder farmers are equipped with self-help capabilities. In addition, it is critical to examine the issues of funding disbursement.

Analysis of Purpose, Effectiveness and Problem of HACCP System Implementation according to Scales of Swine Farm (양돈 농장 규모에 따른 HACCP 적용 목적, 효과, 문제점 분석)

  • The purpose of this study was to analyze the purpose, effectiveness and problems of HACCP system implementation for small, medium and large scale of swine farms implementing HACCP. Small and medium scale swine farms stated that the primary purpose of HACCP implementation was to receive government funding, but large scale swine farm was answered to improve the farm's competitiveness. In the case of small farms, the effect of HACCP implementation responded to systematic farm management as the top priority, while mid-scale and large-scale swine farms were said to improve farm sanitation. In addition, the biggest problems caused by the implementation of HACCP were the difficulty of improving the consciousness of the employees (small farm) and the records management (medium scale, large farm) by HACCP implementation. In order to solve these problems, it is necessary to adjust the number of HACCP evaluation items of pig farm and HACCP education for employees.

An Analysis on the Features and Effect of University Research Organization Support Programs

  • The Korean government's support towards the establishment of leading research hubs at universities began with the initiation of the Science/ Engineering Research Center in 1990. Such efforts to provide support to research organizations have continued for some twenty years in various forms, which implies that building research hubs was critical in acquiring global leadership in research. However, the effect of such research hub nurturing policies has never been properly evaluated, apart from an assessment of their validity. Therefore, this paper analyzes how major programs to form research groups by providing assistance to joint research by researchers at universities are operated, and the characteristics of such programs through comparative analysis with other programs. There are two major focal points in the analysis: the first is the evaluation of the level of differentiation between Research Organization Support Programs (ROP) and other R&D Programs from an efficiency perspective, and the second is an examination of the extent of systematization of research organizations that exist at universities and impact of Research Organization Support Programs on the activities of participating professors from an effectiveness perspective. The result showed that the ROP were no longer only relevant for the formation and maintenance of research groups. Other R&D Programs are growing increasingly larger in scale and conducted over longer periods of time. Thus, the ROP can no longer be differentiated from other programs in research period and size of funding. An analysis on the effect of ROP demonstrated that all activities by participating professors in organizations that were the beneficiaries of group research assistance were more active compared to their counterparts in organizations that received other research support, but there was little difference in the elements of systematization. This implies that the joint research conducted at universities is not systematized and that it is still research based on individual themes but conducted jointly. In addition, it also means that the ROP is failing to effectively lead the systematization of research. In other words, today, university research organizations are not operated as independent, long-term bodies, but are more relevant as a combination of research units of individual professors.

Analysis of Factors related to the Utilization of a Community Health Posts Information System (보건진료소 업무전산 프로그램 사용실태 및 관련요인 분석)

  • A computerized Community Health Posts information system was developed in 1991 by Yonsei University, College of Nursing and disseminated to more than four hundred Community Health Posts. The content of was published in the journal, The Korean Nurses in 1995, volumne M, number 4. Successful adoption to the computer program is related to many factors, such as personal factors and environmental factors. For the computer program to succeed it must be significantly related to the users and therefore it is necessary to analyze these related factors. This study describes the status of the utilization of computer programs in Community Health Posts and analyzed the factors related to utilization of the computer program. Of the 801 community health practitioners, 656 responded and data were analyzed using SPSS computer programs. Responents were from six provinces and about 85% had been working as CHPs for more than five years and 84.1% had graduated from a community college. Of these 656, 42.1% had a computer and about 60% had funding aid from the community or government. The percentage using the community health post's computer program was 22.3%. Community health practitioners were most often using the following content of the computer program : treatment activities (65.5%). medication management(53.5%). counselling and education(46.4%). bookkeeping(39.5%). chronic disease management (28%), and insurance billing(15.9%), The factors which were significantly related to the computer utility were degree of support from province, years of working. and age. The Community health practitioners who had more support from the province. who had fewer working years. and were younger used the computer program more frequently.

Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas (산림보호지역의 관리효과성 평가지표 개발 연구)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

A Study on the National Trust Approach for the Environmental-friendly Conservation and Management of Greenbelts in Korea (개발제한구역의 친환경적 보전 및 관리를 위한 내셔널트러스트의 도입방안 연구)

  • This article aims to conserve greenbelts by adopting the national trust approach. This article reviews the current issues and problems in managing greenbelts in Korea. And this article redefines the function of greenbelts, and then suggests the new principles of management strategies of greenbelts. Greenbelts is to provide green open space for urban residents and to contain urban sprawl not to reserve lands for the future urban development. This article proposes basic principles for the effective management of green belts. They include (1) preserving environmental value, (2) maximizing public access to open space and environment resources, and (3) enhancing public-participation and collaboration among different groups and organizations for the management of greenbelts. These principles are closely related to those of national trust movement. This article suggests the government to adopt national trust approach (organization, funding, site selection criteria, legislation) to improve the environmental-friendly conservation and management of greenbelts in Korea.

An Activated Analysis of the Development of Animation in Taiwan (대만애니메이션의 발전과 그 동향 분석)

  • Animation in Taiwan has been profoundly influenced by the production of labor intensity for American and Japanese in the early days of its development. This phenomenon of the labor intensity reached peak in the 1980s. Information Bureau of Taiwan began to establish a system of supportive funding for its animation industry in the 1990s. During this period, the animation industry in Taiwan gave special emphasis to the theme of the local culture and to the creative works of the animation. By the 2010s, the elements of Chinese culture were introduced in the animation production in Taiwan. Through cross-national cooperation in production with other advanced countries, the Taiwan-made animation was successfully expended to the international market. However, the animation industry in Taiwan is facing the following problematical challenges: Firstly, the Taiwan government gives special attention to the financial support of animation industry rather than training university students to become professional experts in animation production. Secondly, there is no professional higher institution established to train specialized professional animation film-makers. Thirdly, Due to the lack of the cultural inspiration and the original mind, the form of its creative animated production is primarily imitated from other advanced countries. And fourthly, despite the fact that there is a cooperation and exchange programs between Taiwan and other foreign animation industries.

A Cost Estimation Development Methodology via CER's Linear Combination (CER 선형결합을 통한 비용추정 모델 개발)

  • The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

Recipient Countries' Financial Development and the Effectiveness of ODA (금융시장발전과 공적개발원조의 효과성: 양자간·다자간 원조를 중심으로)

  • Purpose - The purpose of this paper is to empirically investigate the effectiveness of Offcial Development Assistance (ODA) in recipient countries' economy. ODA is designed to mitigate poverty and stimulate economic growth in the developing countries. We classify total ODA into bilateral ODA and multilateral ODA depending on the number of donor countries. If the ODA flows from one donor country to one recipient country, it is classified as bilateral ODA. If the multiple countries simultaneously become donor countries through the international organizations such as United Nations and World Bank, it is classified as multilateral ODA. This paper compares the effect of bilateral ODA and multilateral ODA in determining recipient countries' economic development, and tries to provide policy implications to Korean ODA. Research design, data, and methodology - Our primary explanatory variables are bilateral and multilateral ODA. Private credit in recipient countries is adopted as additional explanatory variables to capture the level of financial development in recipient countries. We measure the ODA effectiveness using economic growth and quality of life of the recipient countries as the dependent variable. We collect 142 recipient countries' data from OECD statistics, during the period from 1970-2014. Panel least squares estimation with country fixed effect is employed as the empirical model. Results - Our results support that ODA variable has a negatively significant impact on recipient countries' economic growth, while it is positively correlated with human development index. Recipient countries' private credit is positively correlated with economic growth and human development index. The interaction variable of ODA and financial development turns out to be significant in general. We find that the positive effect of ODA depends on recipient countries' financial market development and this effect is stronger in multilateral aid than bilateral one. Conclusions - From the analysis, we have confirmed that the recipient countries financial development is the necessity condition to achieve positive effect of ODA. Based on these results, we suggest that Korean government should increase the share of multilateral funding and pay attention to recipient countries' financial market development to maximize the effectiveness of ODA.
