This study is intended to demonstrate how different factors induce the Korean government's direct investment in research and development according to the type of business enterprise in Korea. We analyzed that what factors made the government directly invest in research and development by using a total of 18,272 company panel data, which are not limited to specific industries or government-led research and development (R&D) programs. The results showed that the direct investment for R&D by the government led to the increase in the number of researchers in SMEs. For major companies, the direct investment resulted in the increase of sales and company's own R&D expenses. Moreover, this study found that government's direct support for R&D even led to the decrease of SMEs' own R&D expenses; however, this result was not statistically significant. In addition, the most significant factor to increase both SMEs' and major company's own R&D expenses was the sales amount of the company, rather than government's direct investment for R&D. The factor that increases sales was the company's own R&D expenses, rather than government's direct investment for R&D. Through the analysis using Mixed Effects Model, this study suggested the policy should be changed to make SMEs invest in its own R&D expenses, rather than to secure researchers of SMEs by government's direct investment for R&D.

The purpose of this paper is to suggest field-oriented policy of regional innovation support system. To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

The innovation ecosystem provides benefits and challenges for multiple institutional actors like universities, industry, government, NGOs, and private funding agencies, as well as individuals in a rapidly evolving and dynamic environment. First, we describe the changing role of universities-whereby, the support of innovation and entrepreneurship is developing into a core mission of universities. We then describe strategies within the United States and globally to help students learn about innovation and entrepreneurship. Finally, we explore the benefits and challenges of technological innovation for economic development, emphasizing how such development relates to the global problem of underprivileged communities, both in developed and developing countries, and the special concerns of economic development for developing countries.

In the paper, the prototype development of a 75kW class microturbine for the distributed generation market is partly presented which has continued with the government funding. In the introduction, an overview of the development of microturbines in the world is presented. A series of development procedures are shown with design, manufacture and self-sustaining tests. During the first year, aerodynamic and structural design/analysis, mechanical design are performed for the compressor, the turbine and the combustor. A premixed lean burn combustor technology is used fur the low emission requirements. Foil air bearings and high-speed motors are employed for higher reliability. The self-sustaining conditions have been successfully achieved with the prototype manufactured engine as a preceding operation.

Proper management of small rural watershed is important since it does affect water quality improvement of larger scale watershed. Therefore, effective small watershed management guideline including participatory program of local people is required to achieve water environment improvement. Feasibility of water quality goal, short and long-term watershed management plan and funding sources were investigated by field monitoring of Hampyungchun watershed which has characteristics of rural stream, and literature review. The relevant parties and their roles fer watershed management were identified and suggested. A hybrid model, that is mixture of government driven model and NGO model, is recommended for watershed management organization in this study.

정부의 ICT R&D는 전체산업 관점과 거시적 목적 지향적인 R&D 추진체계에서 필요한 R&D 목적달성을 위해 R&D투자재원의 효율적 배분이 매우 중요한 기능이 된다. 즉, R&D재원배분에 대한 다양한 기준들이 존재할 수 있으며, 이러한 상충적 배분기준들 사이에 객관적이고 효율적인 재원투자의 우선순위와 가중치가 기본적으로 필요하게 된다. R&D계획수립과 지원 분야선정을 위한 방법론으로 보편적으로 사용되고, 현장적용에 객관성을 확보하고 있는 AHP(Analytic Hierarchy Process) 모형을 통해 상충적 다중의사결정에 발생하는 기준의 선호에 대한 쌍대비교를 통해 객관적 선택기준과 대안적 선택에 대한 의사결정 프레임워크를 제공해준다. 따라서 본 연구에서는 정부의 ICT산업경쟁력 제고 목적달성을 위한 투자부문과 기술분야에 대한 실증적인 의사결정구조와 재원배분안을 제시하고자 한다.

This study focuses on the policy priorities for training agro-healing experts. Training agro-healing experts is an important task that should boost local community in rural areas. In order to make an efficient decision making, the study analyses priority of relevant policies using the AHP(Analytic Hierarchy Process) method. According to the results, R&D comes out first. Human Resource Development(HRD), financial support, and the construction of legal system comes after R&D. In R&D, qualifications and guidelines for participants comes out the most significant issue. In the aspect of HRD, it is very important to develop and utilize regional personnel such as unemployed youth and retirees from related fields. As for financial support, funding for educational facilities (i.e. classrooms and farmland for practice) is needed. In case of legal system, it is desirable to introduce the recruiting experts system and qualification system certified by government.

The flood control ability improvement project on existing dams is the project for prevention of disasters from excessive flood due to climate changes and thus protects lives and property damages by increasing safety of dams. The collapse of dam brings unimaginable disasters, so the project needs to be swiftly conducted by Government's funding. This paper introduces tile examples of the flood control ability improvement projects of multi-purpose and water supply dams, which is conducted in the way of structural measures among 26 dams operated by Kwater.

The government supports politic funds to Small Business having difficulties of insufficient capital and weak assets. Also the effect of governmental politic funds are evaluated better than the effect of substitute loans of the commercial bank. Especially governmental politic funds contribute to the external growth of the enterprise sales and the increment of total assets size. It is necessary however related supporting programs with funding provision to reduce the risk of insolvency politic funds of small business and reinforce the competitive power of company. This paper introduces the model of the corporate diagnosis system of the Small Business Corporation as part of these intention and analysis supported companies' management performance last four years and proposes direction of development.
