A Case Study on the Technology Tree Methodology of Energy R&D (에너지연구개발(R&D)위한 기술계통도(Technology Tree) 기획방법론 활용 사례 - 에너지저장 기술 중심으로)

  • Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.

  • It was on the rise importantly to provide the efficient management process of the organization for dealing with the change about information and business management quickly and consistently. It was suggested with the architectural model on information technology to provide it in theoretically. The Federal Government and budget organization of the USA used it on actual business and the terms of EA (Enterprise Architecture) and are raising the efficiency of management. NCA (National Computerization Agency) of Korea published the book - "The Research about establishing ITA (Information Technology Architecture) and appling the standards". After being applied the model on MOGAHA (Ministry of Government Administration and Home Affairs) and MIC(Minisstry of Information and Communication), the concrete case was made. MOMAF (Ministry of Maritime Affairs and Fisheries) drove the leading model. The report ascertained the basic contents of ITA and researched the case of USA, MOGAHA, MIC, and tried to analyze the contents of appling maritime and fisheries area. The report contained the definition of purpose through analyzing environment and establishing the vision and the principles based on them. The report also contained the contents of architecture based on the standard of NCA - "The Government Standard Meta Model version 2.0" - and researched the MOMAF's Reference model using Government Reference model. The report established the investment architecture and the process of information technology asset management. It ascertained the characteristic of maritime & fisheries area and the subject of developing the MOMAF's ITA sustainably.

A study on improving the organizational structure of traffic safety facilities operation using a delphi technique (델파이 조사에 의한 교통안전시설 관련업무체계 개선방안)

  • This paper attempts to find an improved organizational structure for operating the traffic safety facilities. Currently, police is in charge of the facilities while the local government is in charge of its budget. By doing so, many inefficiencies and problems occur in these things. A delphi technique is used to survey these inefficiencies. Problems, and improved role and organization by three expert groups in local government, police and university The survey results are analyzed by each expert group as well as by the total group. The multidimensional scaling technique is also used. The most preferable answer is to newly establish a traffic experts' agency under the local government. The second preferable answer is to set the current traffic police under the control of the local government.

Where and Why? A Novel Approach for Prioritizing Implementation Points of Public CCTVs using Urban Big Data

  • Citizens' demand for public CCTVs continues to rise, along with an increase in variouscrimes and social problems in cities. In line with the needs of citizens, the Seoul Metropolitan Government began installing CCTV cameras in 2010, and the number of new installations has increased by over 10% each year. As the large surveillance system represents a substantial budget item for the city, decision-making on location selection should be guided by reasonable standards. The purpose of this study is to improve the existing related models(such as public CCTV priority location analysis manuals) to establish the methodology foranalyzing priority regions ofSeoul-type public CCTVs and propose new mid- to long-term installation goals. Additionally, using the improved methodology, we determine the CCTV priority status of 25 autonomous districts across Seoul and calculate the goals. Through its results, this study suggests improvements to existing models by addressing their limitations, such as the sustainability of input data, the conversion of existing general-purpose models to urban models, and the expansion of basic local government-level models to metropolitan government levels. The results can also be applied to other metropolitan areas and are used by the Seoul Metropolitan Government in its CCTV operation policy

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

  • The purpose of this study is to explore the issues and alternatives in the promotion of space and exhibition support projects in visual arts, and to suggest an applicable direction of the government grant program. For this study, FGI and in-depth interviews were conducted in the direct beneficiaries of the grant program, the staff of the grant program, and the group of visual arts expert. As a result, the deliberation and selection of the support project should be carried out with sufficient time in consideration of the specificity of the support project. And the project requires to divide into two kinds of the projects based on the understanding of the social role and differentiation of non-profit exhibition spaces and private art museums. For the grant application and assessments, a long-term support is necessary to bring the capability and issues in efficient allocation of the budget, flexibility of budget item, and the budget shortfalls. Furthermore, the reliability between the grant program and beneficiaries needs to form a healthy partnership, and the evaluation criteria and eNARADOEUM system should be more practical and rationally established. Through this analysis, the implications of understanding the specificity of visual arts support projects, establishment of sustainable visual arts creation policies, and budget utilization were derived. Consequently, cultural and artistic support projects were directed to place more emphasis on efficiency than control, direction considering the position of consumers than suppliers, and long-term business planning rather than short-term perspective.

Growth of Felonies after the 1997 Financial Crisis in Korea (외환위기 이후 흉악범죄의 증가와 정부의 범죄억지정책)

  • The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.

Improvements on the Total Project Cost Management System for SOC Projects (SOC건설사업의 총사업비 관리체계 개선방안)

  • As the Korean economy went into a recession because of the global financial crisis in 2008, in order to vitalize the Korean economy, the government raised SOC budget and made its execution earlier. To prevent increases in budget for the government financial investment projects, the government controlled the project cost of SOC construction projects by enacting 'Guideline for total project cost management' in 1994 and complementing the relevant system. However, different from government intention, the total project cost of SOC projects were increased drastically. Hence, the government authorities and research institutions insisted the necessity of supplementation and improvement for the total project cost management system. This research is to provide the improvement for the total project cost management system of domestic SOC projects. In this research, As-Is Model was adjusted considering status of the total project cost management in the current SOC projects. Also the cost management of construction projects between domestic and other developed countries was studied, analyzed and compared. Based on the above, problems related to total project cost management of domestic SOC projects were found out and an improved total project cost management was provided to improve these problems.

AHP를 이용한 중소기업형 의료기기 개발사업의 선정

  • Recently, due to the primary emphasis of health industry and to the restriction of budget, setting the priorities for effective and efficient investment on the medical device and material products has been one of the critical issues in the government sector. This paper shows how an Analytic Hierarchy Process (AHP) model can be used for assessing selected medical device and material products for grant of the Ministry of Health & Welfare. The final results show that unabsorbable suture is the most attractive medical device product among 88 evaluated products, followed by IV cannula, central venous catheter.

A Study on the Factors Influencing Project Performance of Government R&D Program: Focusing on IT and CT Industry (정부연구개발사업의 성과창출요인에 관한 연구: IT와 CT산업을 중심으로)

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.
