제조업이 국가경제에서 차지하는 중요성에도 불구하고 고용비중의 급격한 감소는 한국을 포함한 선진국이 당면한 공통의 문제이다. 그 중에서도 과학기술 일자리는 고용의 질과 산업경쟁력에 직결되기 때문에 정책적 차원에서 중요성하나 이에 대한 선행연구는 미진한 편이다. 본 연구에서는 제조업을 기술체제에 따라 세분화하고 신제품 개발, 신공정 개발, 개방형 혁신, 정부 R&D지원이 과학기술 일자리 창출에 미치는 영향을 분석하였다. 분석결과 신제품 개발은 과학기술 일자리 확대에 기여하나 신공정 개발은 과학기술 일자리를 감소시키는 것으로 확인되었다. 또한 개방형 혁신은 연구개발 기능의 아웃소싱으로 인해 과학기술 일자리를 감소시키는 효과가 있으며, 정부 R&D 지원은 기술혁신에 대한 수요가 낮은 전통산업의 과학기술 일자리 창출에 기여하는 것으로 나타났다.

기술혁신 환경의 불확실성 증가와 기술경쟁 확대는 산업기술 보안 측면에서도 새로운 도전 과제를 제시하고 있다. 이에 본 연구에서는 산업기술 혁신 활동을 수행하고 있는 중소기업들을 대상으로 정부의 산업기술 보안 지원정책에 대한 중요도와 실행도에 대한 인식도(IPA)를 살펴봄으로써 향후 관련 정책 개선에 필요한 정책 변화 방향성을 확인을 목적으로 진행되었다. 분석결과, 첫째, 정부의 산업기술 보안 지원정책에 대해 응답한 중소기업들은 해당 프로그램의 중요도에 비해 수행도가 낮다고 인식하고 있었다. 이러한 결과는 해당 프로그램의 질적 수준 개선 노력과 더불어 관련 정책 프로그램들에 대한 선별적인 예산 확대가 필요할 수 있음을 의미한다고 할 수 있다. 둘째, 신기술 인증 기업과 산업기술 확인(인증)기업간의 집단별 인식 차이를 분석한 결과 해당 프로그램에 대한 집단간 유의미한 차이가 존재하는 것으로 나타났다. 이러한 결과는 관련 정책의 보다 효과적인 운영을 위해서는 기업의 양적 특성 못지않게 기업별 산업기술 보안 수준 및 의지 등을 고려한 정책 집행이 필요할 수 있음을 시사하는 결과라 판단된다. 본 연구는 국내 중소기업들이 정부 산업기술 보안정책에 대해 인식하고 있는 실증연구 결과를 제시함으로써, 보다 구체적이고 실효성 있는 산업기술 보안정책의 설계와 집행이 이루어 질 수 있도록 필요한 정책 방향 설정 기초 자료를 제공하는데 그 의의가 있다.

지역축제란 지역기반창업기업들에게 매우 소중한 홍보 및 판매의 장이 될 수 있다. 그렇다면 지역축제의 서비스품질은 이들의 제품 판매 활성화에 직접적으로 기여할 수 있는가? 기존의 축제서비스품질과 관련된 연구에서는 축제서비스 품질의 관광산업적 성과에 주로 초점을 맞추었던 것과는 달리, 우리는 축제서비스 품질이 제품판매에 미치는 영향에 초점을 맞추어 연구를 진행하였다. 선행연구 분석을 토대로 하여 우리는 "지역축제의 서비스품질은 지역이미지를 매개로 지역기반창업기업의 제품에 대한 소비자의 구매의도에 영향을 줄 것이다"라는 가설을 세우고 연구를 진행하였다. 그 결과 첫째, 축제서비스 품질은 구매의도에 직접적으로 영향을 주지 않았다. 공감성 차원을 제외할 땐 다른 차원은 모두 직접적 영향을 주지 않았다. 반면 축제서비스 품질의 각 차원은 확신성을 제외하고 지역 이미지를 매개로 구매의도에 유의미한 영향을 주었다. 그리고 구매의도는 구매행동에도 실질적으로 큰 영향을 미치고 있었다. 이를 통해 우리는 지역축제서비스품질은 지역이미지를 매개로 할 때, 지역기반창업기업의 제품판매에 영향을 미친다는 점을 확인할 수 있었다. 다만 영향은 직접적인 영향이 아니라 간접적인 영향이었다. 또한 지역이미지가 중요한 영향을 미치므로 지역이미지를 개선하기 위한 노력이 선행되어야 한다는 점을 제언할 수 있다. 더하여 지역축제서비스 품질의 향상은 지역기반창업기업제품 판매에 긍정적 영향을 준다는 점을 확인할 수 있었으며, 특히 공감성 차원이 영향을 많이 준다는 점을 또한 확인할 수 있었다.

이 논문은 위치정보 등급제를 시행하기 위한 정책적인 모델을 제시하고 있다. 위치정보 등급제는 위치정보의 품질에 대한 기준을 제시하고, 이를 기반으로 위치정보사업자가 제공 위치정보의 등급을 명시하는 것을 의미한다. 구체적인 항목과 범위를 정하여 세분화된 등급을 서비스의 이용약관에 명시하게 함으로써, 이용자가 직접 이용하고자 하는 정보의 질을 파악하여 서비스 이용자의 선택권을 강화시킬 수 있으며, 위치정보사업과 위치기반서비스의 제공에 있어 안정성 및 신뢰성을 뒷받침하는 정책이 될 것이다. 본 논문에서는 위치정보 등급의 기본 모델과 정책적 등급 구분 방안을 제시하며, 등급제의 실제적인 적용방안을 기술하고 있다. 최근 국내에서 위치정보법이 제정되어 위치정보관련 산업이 활성화될 것으로 예상된다. 이러한 상황에서 제안된 위치정보 등급제는 개인위치정보의 효과적인 보호와 위치기반서비스 사업의 신뢰성을 높일 수 있는 유효한 수단 중 하나로서 큰 의미를 갖을 것으로 예상된다.

해운경기 침체를 극복하지 못한 기업경영의 실패는 해운산업과 관련된 전후방산업 전반에 부정적인 영향을 미친다. 본 연구에서는 선사, 화주, 항만 관련 기관들을 대상으로 전문가 조사를 실시하여, 선사 및 화주 상생을 위한 정부의 정책지원 방안을 도출하는 것을 연구의 목적으로 한다. CFPR(Consistent Fuzzy Preference Relation)을 연구방법으로 사용하여 정부정책 우선순위를 제시한다. 연구결과 전체 14개 정책 가운데 "화주의 선사 또는 선박 지분 참여 확대 (0.102)"가 가장 높은 순위를 보였고, 다음으로 "국내 화주 중심의 서비스 품질 강화(0.101)", "컨테이너 화물 장기 운송계약 모델 마련(0.085)"등을 중요하게 인식하는 것으로 나타났다. 선주 및 화주 상생을 통한 한국해운의 회생을 위해서는 올바른 정부정책수립 및 우선순위 선정을 통한 정책집행이 중요한데, 본 연구를 통하여 정책과 우선순위를 제시한 점에 기여도가 있다. 향후 연구에서는 해운산업 이해 집단 간 인식차이를 비교한 구체적인 분석이 필요하다.

This study shed light on the status of Korean Kimchi industry in overseas markets and presented methods for promoting Kimchi industry of Gwangju Jeonnam metropolitan city and stimulating the export of Kimchi produced in Gwangju Jeonnam, a city that has come to the fore as the center of Kimchi industry, which aimed to explore the ways of ratcheting up competitiveness of Kimchi industry in the global market as Kimchi has become more likely to be globalized amid the recent "Korea Trend" boom and the growing consumption of fermented food. Therefore, methods for promoting Kimchi industry and stimulating the export of Kimchi should be explored to ensure the promotion of Kimchi industry and the stimulation of the export of Kimchi, ultimately restoring the status of Korea as the home of Kimchi, in consideration of the great spillover effect on the regional economy, through a series of measures such as the clusterization of Kimchi industry, expansion of cultural experience projects related to Kimchi for the globalization and the increased consumption of Kimchi, government support to increase Kimchi companies in size and achieve the modernization of Kimchi companies, introduction of Kimchi KS audit system and quality certification system, development of new product targeting global market and making Kimchi a high-end product, expansion of export, support of export market diversification, assurance of safety and price competitiveness of Kimchi, differentiated production and marketing strategy by means of technological research, and others.

As the international business increases among the nations of the world recently, it is an inevitable fact that its claims rise as well. The most reasons of the international business claims have been concentrated upon the unpaid issues. The other reasons are sequently the different interpretation of business contract's conditions, the inferior quality of the goods, the breach of shipping time, the uncertain market-claims and some problems of transportation, the quantity and bad package of the goods. As business transactions grow more complex, it becomes increasingly important to resolve claims as quickly and efficiently as possible. Recognizing the importance of comprehensive policy support for overall international trade and investment of local company in recent years, Korean government has reborn the Korea Insurance Corporation ("K-sure"). K-sure adopted a range of measures to improve management efficiency to strengthen national competitiveness and national economy by promoting oversea trade and investment. Especially, K-sure will be able cover not only export transactions but also import transactions to secure oversea natural resources and commodities vital the national economy. K-sure should be able to continue and expand the existing export insurance programs, support import transactions and lead export-oriented industrialization of Korea as the best trade insurance agency.

최근에 정부, 지방자치단체, 민간기업의 지원과 관심이 전국적으로 확대되면서 작은도서관이 수적으로 크게 증가하였다. 전라북도에서도 2004년 이래로 47개의 작은도서관이 새로이 조성되어 운영되고 있으며, 그중에서도 모범적인 운영사례를 보이는 도서관이 생겨나기도 한다. 그러나 그동안 국내의 작은도서관 운동은 수적인 증가에만 치우친 나머지, 대부분의 작은도서관은 아직도 열악한 환경 속에서 운영상에 많은 문제점을 안고있다. 이것은 주민에 대한 서비스의 질적 수준의 저하를 가져오며, 나아가 정보격차해소와 문화복지 향상이라는 작은도서관 본연의 역할을 달성하는데 상당한 장애가 되고 있다. 이러한 점에 착안하여 본 연구는 중앙정부, 지방자치단체의 지원이나 민간기업의 후원으로 조성된 전라북도 지역의 작은도서관의 현 단계를 점검하고, 문제점을 제시하여 작은도서관이 본연의 임무를 충실히 달성하기 위한 발전 방안을 제시하고자 한다.

This paper provides an overview of the experiences of the people's housing process (PHP) in South Africa. The discussion is done against the backdrop of the different outcomes of the government public housing provision initiative, commonly known as the Reconstruction and Development Programme (RDP) that directly produced more than three million subsidized housing to formerly segregated and disadvantaged populations. Notwithstanding the huge success in providing the much needed accommodation to such previously marginalized communities, the over-reliance on direct provision has the PHP ostensibly less impactful in housing delivery. Against the backdrop of the soaring housing backlogs, concerns with housing quality and the financial difficulties as well as the shrinking fiscal space; the article recommends improved support of the PHP. This can be achieved by the adoption of innovations that make land and minimal infrastructure and services available to the urban poor and to support their initiatives of self-building.

The facade design of apartment is getting more important, since residents'needs on raising the quality of housing have increased, and also public interests on urban landscape are higher than before. As a way of improving facade design the necessity of remodeling consequently has been risen. The government also relieves the regulations related to remodeling. A apartment facade design should address how to express both identities and aesthetic tastes of residents, so they want to reflect their own ideas and opinions on the apartment facade design during the remodeling process. It is not always easy, unfortunately, to reflect residents'ideas and opinions due to the public characteristics of apartment facades and absence of tools that support effective design participation. This paper proposes an internet-based collaborative design process that supports residents'active participation in the exterior remodeling process of apartment. We outline three main issues involved in developing the design system: 1) a semantic facade database built upon classification of building facades; 2) an Internet-based facade modeler based on a real-time, rule-based procedural modeling method; and finally 3) the virtual reality(VR) simulation that allows a group of designers and residents to design in a collaborative fashion.
