An Economical Analysis on Fuel Switching Model of Coal Power Plant using Herbaceous Biomass (초본계 바이오매스 활용 석탄발전소 연료전환 모형 경제성분석 연구)

  • The project to utilize kenaf as thermal power plant fuel has a positive effect on the unused energy utilization, greenhouse gas reduction, and farm income. However, it is analyzed that it is difficult to secure economical efficiency because the fuel cost of kenaf is higher than that of power by thermal power plant and Renewable Energy Certification (REC). The project of power generation using kenaf is meet the government's major policies, while government support is essential for securing economical efficiency. As a result of the sensitivity analysis on the ratio of the government subsidies, to secure economical efficiency, the power generation prices using kenaf through the direct financial support of the government indicate that 47% and 76% of kenaf fuel cost are supported by government in case of the Saemangeum reclamation and Gangneung-si, respectively. In the case of the government indirect policy support, if kenaf is included as a renewable energy source of Renewable Energy Portfolio Standard and REC is granted, the economic efficiency of Saemangeum reclamation and Gangneung-si is obtained when REC secured at 1.05 or more and 2.43 or more, respectively. The results of this study are meaningful in that the direct and indirect effects of the government on the development of the herbaceous energy crop, kenaf, were evaluated economically. These results are to suggest the need for demonstration study, but economics analyze and evaluate are necessary based on operational data through the demonstration phase in the future.

An Empirical Study on the Influence of Environmental, Organizational, IS Characteristics on Successful Implementation of ERP Systems (환경, 조직, 정보시스템 특성이 ERP시스템의 성공적 구축에 미치는 영향에 관한 실증연구)

  • Recently, ERP system is used as a important tool of management innovation for enterprise's survival and development. It is very important to recognize how much influence to organizational performance through ERP system implementation. The purpose of this study is to find out the impact of environmental, organizational, information systems characteristics on successful implementation of ERP systems in Korean SMEs(Small and Medium Enterprises). From previous researches on ERP adoption and implementation, 7 independent variables (competitiveness, government support, top management support, process innovation, project management, IS maturity, and ERP customizing), and 1 dependent variables (successful implementation of ERP systems) are identified. 3 questionnaires were removed from the study because of missing or inappropriate responses, and final samples are 91 SMEs. The results of hypothesis testing show that determinants of successful implementation of ERP systems are top management support and IS maturity. Five variables such as competitiveness, government support, process innovation, project management, and ERP customizing do not significantly influence to successful implementation of ERP systems. The contribution of this study is that it provides an empirical evidence of the causal relationship between ERP adoption factor and ERP success. This study showed that top management support and IS maturity are essential to accomplish successful ERP implementation for SMEs.

  • This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of "Regulations on Regional Development and Support". Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

Feasibility Evaluation of High-Tech New Product Development Projects Using Support Vector Machines

  • New product development (NPD) is defined as the transformation of a market opportunity and a set of assumptions about product technology into a product available for sale. Managers charged with project selection decisions in the NPD process, such as go/no-go choices and specific resource allocation decisions, are faced with a complicated problem. Therefore, the ability to develop new successful products has identifies as a major determinant in sustaining a firm's competitive advantage. The purpose of this study is to develop a new evaluation model for NPD project selection in the high -tech industry using support vector machines (SYM). The evaluation model is developed through two phases. In the first phase, binary (go/no-go) classification prediction model, i.e. SVM for high-tech NPD project selection is developed. In the second phase. using the predicted output value of SVM, feasibility grade is calculated for the final NPD project decision making. In this study, the feasibility grades are also divided as three level grades. We assume that the frequency of NPD project cases is symmetrically determined according to the feasibility grades and misclassification errors are partially minimized by the multiple grades. However, the horizon of grade level can be changed by firms' NPD strategy. Our proposed feasibility grade method is more reasonable in NPD decision problems by considering particularly risk factor of NPD in viewpoints of future NPD success probability. In our empirical study using Korean NPD cases, the SVM significantly outperformed ANN and logistic regression as benchmark models in hit ratio. And the feasibility grades generated from the predicted output value of SVM showed that they can offer a useful guideline for NPD project selection.

An Impact of Startup Business Performance by Entrepreneurs' Perceived Importance, Satisfaction, and Level of Meeting to Expectation over Government Startup Business Aid Programs (창업가가 인식한 정부창업지원사업 중요도와 만족도 및 기대충족도가 창업기업의 경영성과에 미치는 영향)

  • The purpose of this study is to look at the difference between the importance and the satisfaction with respect to government startup aid programs perceived by entrepreneurs to improve the effectiveness of government startup aid policy and verify the causal relationship between startup aid project and business performance. In this respect, this study aims to look at the impact of entrepreneurs' perceived satisfaction over government startup aid programs on startup business performance. Major study findings from this study are as follows. First, as a result of testing statistical significance of the difference between importance and satisfaction in startup education, facility/space, consulting, or fund support field, respectively in start-up assistance project, it appeared that there was a significant difference in all fields. In addition, fund support was the field that showed the biggest difference between importance and satisfaction. Second, the results of IPA (importance-performance analysis), which displays relative importance and performance of start-up assistance project on four quadrants so that entrepreneurs can evaluate which start-up assistance projects they think important and which projects they are satisfied with by themselves are as follows. Let us summarize the distribution of start-up assistance project on four quadrants in the first place. Facility/space support project is distributed in the 1st quadrant that requires ongoing maintenance; start-up funding program in the 2nd quadrant that requires concentrated improvement; consulting support project in the 3rd quadrant that requires limited use at low priority; and start-up education support project in the boundary between the 3rd quadrant that requires limited use and the 4th quadrant that requires rejection against unnecessary items. Third, the results from multiple regression analysis to identify the impact of satisfaction with government startup aid programs over business performance are as follows. As a result of analyzing the influence relationship between government startup aid program and financial performance, it appeared that satisfaction with facility/space had a positive (+) impact on financial performance. This suggests that the higher the satisfaction with facility/space, the higher the financial performance. As a result of analyzing the influence relationship between start-up assistance project and non-financial performance, it appeared that satisfaction with startup education had a positive (+) impact on non-financial performance. This suggests that the higher the satisfaction with startup education, the higher the non-financial performance.

Analysis of Influencing Factors of High-Cost Beneficiaries of Catastrophic Health Expenditure Support Project (재난적의료비 지원사업의 고액수급자 영향요인 분석)

  • Background: As the government has recently been discussing the expansion of the disaster health expenses support project, we would like to confirm the characteristics of beneficiaries of the support project, particularly those of high-cost beneficiaries. Methods: Using the database of catastrophic health expenditure support project from 2019-2020, this study aims to confirm the characteristics of high-cost beneficiaries focusing on the overlap of the relieved out-of-pocket systems, known as the out-of-pocket ceiling system and the system for rare incurable diseases. Logistic regression analysis is used to examine this issue. Results: In order to analyze the factors influencing high-cost beneficiaries, five models were created and analyzed, including the status of duplicated beneficiaries for relieved out-of-pocket systems, sociodemographic and economic factors, and individual health status as sequential independent variables. All five models were statistically significant, of which economic factors had the greatest impact on the model's predictions. The main results indicated that those who benefited from multiple systems in duplicate were more likely to be high-cost beneficiaries, and there is a higher probability of incurring high health expenses among the underage. In addition, within the beneficiaries of catastrophic health expenditure support project, it was observed that higher health insurance premium percentiles are associated with a higher proportion of high-cost beneficiaries. Conclusion: This study examined the characteristics of high-cost beneficiaries by encompassing reimbursement and non-reimbursement. According to this study, it is expected to be used as basic data for setting priorities and improving the current criteria of catastrophic health expenditure support project, aiming to sequentially expand the program.

Decision Support Model for Determining Public or Private Highway Investment Projects (고속도로 건설사업의 재정/민자 발주선택 의사결정 지원모델)

  • Korean government is investing 1.8 billion won on infrastructure and investment on PPP projects constitutes 16.3%. This phenomenon is to promote private investment as well as lessening government burdens of public budgeting. However, the only criterion to be considered is government financial status in selecting public or private highway investment projects. So systematic decision support model is required in choosing public or private highway investment projects. So, this paper suggests a systematic decision support model for deciding public or private highway investment at the early stage of project planning. Furthermore, this paper identifies key decision variables with respect to economic, politic, project management criterions based on the related literatures and feedbacks from experts. This paper analyzed 30 cases of government investment and PPP projects and got the survey result from highway specialists. As a result, this paper presents an interval with respect to economic criteria using mean and standard deviation and a logistic regression equation which can predict the possibility of PPP project. Through this study, decision maker of central or local government can decide public or PPP highway project more systematically and reasonably.

Effects of Government Business Support Projects on Corporate Growth : Focusing on the moderating effect of growth stage and use of government support (정부 기업지원 사업이 기업성장에 미치는 영향 : 성장단계 및 정부지원 활용의 조절효과를 중심으로)

  • In this paper, the effect of government corporate support projects on corporate growth was analyzed, and the effect on corporate financial performance or non-financial performance was empirically analyzed by using the growth stage as a modulating variable in government support activities. As a result, it was analyzed that government corporate support had a significant effect on financial performance, non-financial performance, and use of government support, and that the moderating effect of the growth stage had a positive (+) effect on both financial and non-financial performance. Taken together, the research results showed that government corporate support had a positive effect on corporate performance, the growth stage had a positive (+) effect on both financial and non-financial performance, and the impact on financial performance was even greater. Accordingly, government support projects must be supported according to each company's growth stage, and during the decline, companies need to provide customized support according to the state of the company through industry and corporate analysis, and it is expected to be meaningful to improve the efficiency of the government's business support project.

Trends of Government Funded Research for Kampo Medicine in Japan and It's Implication (일본에서의 한방의학(漢方醫學)에 대한 국비 지원 연구 동향과 그 함의)

  • Objectives We analyzed the trends of government-funded research on Kampo medicine in Japan to provide advanced evidence to R&D support policy for Korean medicine, and to introduce new research fields and trends to the researchers. Methods We reviewed the researches on Kampo medicine through 'research-er.jp' and 'KAKEN' database which contain R&D status in Japan and scientific research funding project issued by the Japan Ministry of Education, Culture, Sports, Science and Technology. Results Since 1976, government-funded research on Kampo medicine has been continuously announced, and now 533 tasks have been completed or are in progress. The average duration of the study is 2.54 years, but it has been prolonged to 3.52 years in recent years. 4~5 million yen was supported per project for laboratory research, and an average of 44,342 thousand yen was supported per project for specialized laboratory research and clinical research. Conclusions Despite the absence of systematically supporting departments, the researches on Kampo medicine in Japan were qualitatively superior since they focused on providing the scientific basis for clinical application. As competition in the world's traditional medicine market becomes more intense, it is necessary to improve the competitiveness of Korean medicine. Therefore, a keen interest in Korean medicine and active support from the government is needed.

Evaluation of Accident Prevention Financial Support Projects in the Construction Industry Using DID and PSM (DID와 PSM 분석을 통한 건설업 클린사업장 대상 재정지원사업 평가)

  • Objectives: The purpose of this study is to understand the impact on accident reduction by analyzing the policy effectiveness of an industrial accident prevention clean workplace support project targeting the construction industry. Methods: In this study, DID and PSM models were used to analyze workplaces receiving and not receiving financial support based on the status of industrial accidents in recent years and the status of the workplaces by year. Results: The research results show that meaningful effects continued to occur in terms of reducing accidents and increasing employment. Conclusions: In this study, we show the effectiveness of the clean workplace support project, one of the South Korean government's financial support projects in the field of occupational safety and health focusing on the construction industry. Financial support projects such as clean projects should be further expanded based on the results of this study.
