A Study on Government Service Innovation with Intelligent(AI): Based on e-Government Website Assessment Data (전자정부 웹사이트 평가 결과 데이터 기반 지능형(AI) 정부 웹서비스 관리 방안 연구)

  • As a key of access to public participation and information, e-government is taking the active role of public service by relevant laws and policy measures for universal use of e-government websites. To improve the accessibility of web contents, the level of deriving the results for each detailed evaluation item according to the Korean web contents accessibility guideline is carried out, which is an important factor according to the detailed evaluation items for each website property and requires data-based management. In this paper, detailed indicators are analyzed based on the quality control level diagnosis results of existing domestic e-government websites, and the results are classified according to high and low to propose new improvement directions and induce detailed improvement. Depending on the necessity of management according to the detailed indicators for each website attribute, not only results but also level diagnosis to strengthen web service quality suggests directions for future improvement through accurate detailed analysis and research for policy feedback. This study ultimately makes it possible to expect government system management based on predicted data through deduction history management based on evaluation score data on public websites. And it provides several theoretical and practical implications through correlation and synergy. The characteristics of each score for the quality management of public sector websites were identified, and the accuracy of evaluation, the possibility of sophisticated analysis, such as analysis of characteristics of each institution, were expanded. With creating an environment for improving the quality of public websites and it is expected that the possibility of evaluation accuracy and elaborate analysis can be expanded in the e-government performance and the post-introduction stage of government website service.

  • SME's(Small and Medium-sized Enterprises) have limited resources to build information systems on their own. They do not have effective information systems and not utilize e-business technology enough. The government thus have provided various supports for SME's IT developments. However, those supports do not seem so effective that SME's can operate appropriate information systems and do e-business well. The objective of this study is to develop conceptual policies for the government. We suggest an integrated government support which consists of three core stratigies: one-stop service center, outsourcing of public service, and triggering strategy. In order for the government support to be effective, the government should serve SME's needs continuously and professionally.

  • The role and use of self-service technology (SST) becomes increasingly more important in the e-government service area. Users evaluate the service quality of SST in their everyday life and this evaluation works as a guideline of how SST should evolve for user satisfaction. This study classifies the types of SST according to its purpose and interface, and then investigates the causal relationship of service quality and user satisfaction. In the process, we introduced the three dimensions of service quality - usability, information, and empathy. The analysis results indicate that the three service quality dimensions have positive influence on user satisfaction. While the relationship between information and empathy is significant, that between usability and empathy is not significant. Implications and future research directions are also discussed.

A Study on the Current Status of the Central Government's Cloud System Adoption (중앙행정기관의 클라우드 시스템 도입 현황)

  • The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.

  • The paper presents an Integrated E-Community System (IECS) for management, decision and service, designed for the e-government project of Haishu District of Ningbo, Zhejiang, China. The project need is to promote the integration of management information and service information of communities, providing a unified platform on which different departments of the district government can share and exchange community information, government officers can analyze information and make decisions, and the outside users can access and request services. To meet the project need, the IECS consists of five parts: 1) The Central DataBase (CDB) that stores all information related with management, decision and service of communities: 2) Information Extracting Subsystem (IES) that provides functions of extracting data from data sources, transforming and loading them into the CDB for system administrators; 3) Information Management Subsystem (IMS) that provides functions of querying and sharing of information for government users, and functions of information maintenance, rights and log management for system administrators: 4) Intelligent Analysis Subsystem (IAS) that provides functions of extracting analysis related data from the CDB and loading them into the DW, and functions of multi-dimensional analysis and decision-making based on the DW and OLAP for government users; 5) Information Service Website (ISW) that provides functions of promulgating and collecting of information for government users and system administrators, and functions of browsing, querying and requesting of service information for outside users. The IECS supports management, decision and service of a government based on a unified data platform--the CDB, and ensures data security by providing different workplaces and rights for different users. In the real application, the system works well.

Impact of Service Value, Innovativeness of e-Government Service and Users' Participation on Government Trust (전자정부서비스의 서비스 가치, 혁신성 및 사용자 참여의식이 정부 신뢰에 미치는 영향)

  • New information communication technologies are changing our society completely, offering the government new possibilities for providing citizens and businesses with better, and more efficient E-Government services. This study analyzes the direct and indirect impact of service value, innovativeness, and users' participation level on the trust toward the Government. Results from a citizen survey indicate that service value, innovativeness, and participation positively affect the trust toward the Government, and that innovativeness has been found to affect service value as well as the level of participation. However, the moderating effect of political efficacy on the relationship between two variables(service value and participation) and trust have been found to be insignifcant. Several other findings and policy implications are also discussed.

  • The purpose of this study is to reduce the barriers to entry into the government- supported startups and to contribute to the improvement of public policy services of the government. To do this, we identify the difficulties and problems that pre-founders are experiencing through startup cases of young entrepreneurs established in 2018, and provide practical help for pre-founders to experience their utility in preparation for government-supported startups, the need for public services to do so. And to propose a mentoring service to help the successful startup of policy-oriented user. This study is effective to adopt and apply the public service design process and methodology to the development of public policy service for the pre-founder who is preparing for government support centered startup. This study is meaningful that it presents one approach that can be considered when the government wants to develop and improve public policy services.

An Analysis of the Web Services of Government Publication by the National Archives of Korea (국가기록원의 정부간행물 웹 서비스의 한계와 개선 방안)

  • Government publications, as the important media of communication between the public and the government, have served as informational sources to provide a variety of information. Although technological development led into sharp changes in the types and services of government publications, the Korean service of government publications has yet to respond to the changes properly. The web service of government publications is provided only in the archives-based way with no consideration of the characteristics of the government publications, so that it is considerably difficult to use the service. Therefore, based on literature research, request of information disclosure, website survey, and interviews, this work overhauled the web service of government publications provided by the National Archives of Korea, and suggested an improvement plan of the service. This study is meaningful in the point that it suggested an improvement plan for the web service of government publications, which have been managed as a sort of archives but have been placed in the blind spot of service, through interviews with the persons in charge of government publications in relevant public organizations and the National Archives of Korea.

  • E-government refers to the delivery of government information and services online through the Internet or other digital means. Unlike traditional structures, e-government systems are two-way, and available 24 hours a day, seven days a week. The interactive aspects of e-government allow both citizens and bureaucrats to send and receive information. Criticism about the provision of e-Government services, however, has proposed a more user-oriented approach. The user needs to be placed at the center of the development and the provision of e-Government services. Furthermore, e-government literatures seldom explore acceptance issues among the aged. Attempting to address this gap, we take the approach based on a combination of Technology Acceptance Model and Theory of Planned Behavior, with data gathered via a questionnaire from service users over 50 years and older. The findings indicate that perceived usefulness, ease of use, subjective norms, trust, visibility, facilitating conditions and political efficacy are direct or indirect predictors of citizens‘ intention to use an e-government service. Implications of this study for research and practice are presented.

The Influence of Using Intention by G4C Smart Application Service Characteristics: Comparing Korea and China (G4C 스마트 앱 서비스 특성이 사용의도에 미치는 영향: 한·중 비교 분석을 중심으로)

  • Purpose - Recently, the prevalence of high-speed mobile communication technology (4G) and mobile devices (smart phones, tablet PC, etc.) is leading innovative changes across all fields in society as well as business environments. Furthermore, a diversified mobile application service has spread rapidly through mobile devices such as smart phones and tablet PCs. Accordingly, the traditional E-government services paradigm has rapidly changed into mobile intelligence. To identify the influencing factors on the using intention of G4C smart app services, based on previous studies, the variables that influence using G4C smart app services are defined; these are user cognitive factors (perceived usefulness, perceived easiness), user characteristics factors (user innovativeness, self-efficiency, social influence), service quality factors (convenience, interactivity, accessibility), and system quality factors (instant connectivity, safety). Research design, data, and methodology - This is designed not only to collect data with a questionnaire survey (9/22/13~10/23/13) but also to test hypotheses with SEM by SPSS 21.0 and AMOS 21.0 in both Korea and China. All items are used with Likert 5 scales. A total of 643 questionnaires (Korea 318, China 325) are used. Results - The perceived usefulness and perceived easiness in user cognitive factors have positive influence on using intention. The user innovativeness, self-efficiency, and social factors in user characteristics factors have positive influences on using intention. The convenience, interactivity, and accessibility in service quality factors have positive influences on both reliability and using intention. Safety in system quality has positive influence on both reliability and using intention. Reliability has positive influence on using intention. The control variables (Korea and China) affect its control hypothesis. Strategies and implications are suggested to assist the public using the intention of smartphone's e-government services based on the results of the empirical analysis. The mobile application service can be considered a new emergence of the paradigm just like the government's on-line portal websites appeared in the past. Under this prevailing situation of mobile smart devices, to promote the success of e-government mobile APP services, accurate analysis and understanding of users should precede anything, to provide services to grasp and satisfy users' desire properly. Conclusions - This study proposes implications to help E-governmental officers and companies make strategies. First, this is expected to give some information on the understanding and knowledge regarding the process of G4C smart APP service based on the empirical study. Second, this helps to make future policies and ways about E-government G4C smart APP service. Third, it is proved that super speed mobile communication technology and devices including phones will be crucial to change the structure of E-government services in 2-3 years. Fourth, it is necessary to increase the trust and using intention of users. Fifth, considering what type of environment users are placed in, to present proper public information matching their inclination, is important. Finally, various ways of experiencing service to explore potential users and ceaseless public relations are required.
