As a part of the status report of all the libraries of Gyeong Buk Province, the libraries of the higher educational institutions in the province were first examined in this study. The following methods were employed for this investigation: 1) questionnaires were sent to the libraries to gather necessary data and 2) the library standards as set by the government were applied for the analysis of the data and other related statistical studies and reports were consulted. Eighteen libraries in the 22 higher educational institutions in the province were examined as of August 1974. For the convenience of the study, the 18 libraries were classified into the following four categories: four-year college library, two-year normal school library, two-year junior college library, and three-year nursing school library. Paul Buck contends that the library is the center of academic life and that the quality higher education is not possible without a quality library. This is so because all the research activities have to be supported by good library facilities. Moreover it is difficult to justify the raison d'etre of an academic community if there is no active research activities in it. If the proposition is accepted that the library plays one of the most important roles in research and that research is one of the most important aspects of an academic community, it cannot be helped but observe that the role the libraries in the province play today is irregular and is far from the educational ideals the higher educational institutions envisage. The present study revealed that there was not a single library in the province which could truly support the research and classroom activities of the higher educational institutions. The college and the normal school libraries, nonetheless, had some facilities to be analyzed. The nursing school and the junior college libraries unfortunately had virtually nothing. It is hoped on the basis of the present study that the libraries should reorganize themselves and look for new directions for active support of research activities.
KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.
Korean railway Industry has not accumulated its technical system in the field of railway industry in despits of its centennial history, and its is subordinating to the other industries and railroad technique of developed countries. Therefore, Korean railway Industry should set up its technical basis, by setting up its technical system and knowledge on railroad. Korean railway Industry should made closed cooperation relationship of the industrial world, the academic world, research institutions and government containning long-term transportation and related technical policies with development plans of research institutions to enhence and improve railroad technique, so that it should escape from technical subordination of developed countries by reflection of the results.

Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.
Purpose: This study aims to provide a further research challenge in digital marketing distribution and co-creation from relevant literature. The concept of digital marketing and co-creation has been known to impact the business sector positively, but it has not been utilized much in the government sector. Therefore, further research is needed to identify the role of digital marketing distribution and co-creation in increasing non-tax state revenue services of government institutions in Indonesia. Research design, data, and methodology: This study is based on a systematic literature review. The stages are (1) research scope review, (2) article extraction from journals, (3) article quality assessment, (4) article analysis, and (5) comprehensive report. Fifty articles published from 2011 to 2021 were collected from the Google Scholar website. Result: This study provides a proposed model that depicts all of the potential connections between digital marketing, co-creation, and non-tax state revenue. In addition, we also identify that the customer experience influences non-tax state revenue. Conclusions: This study attributes the use of the digital marketing distribution and co-creation concept in the government sector and its benefits for state organizations, which have not been investigated in previous studies.
Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.
After the publication of the competitive advantage of nations by Porter in 1990, the competitiveness of regional concentrations of industries has been often explained by the cluster concept. There are many definitions of clusters, but they mainly boil down to a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. The shipbuilding industry in Korea can for sure be regarded as a competitive industry, as the spectacular rise of its world market share from 2% in the early 1970s to the current 38% impressively testifies, but can it be considered a cluster? Based on an analytical framework consisting of a typology of clusters and a context-sensitive evolutionary approach, the paper will show that over the last thirty years Korea's shipbuilding developed from a mere number of isolated, large shipyards (cathedrals in the desert) established by large conglomerates (chaebol) in close collaboration with the central government into an innovative cluster. The cluster is on the one hand characterised by a strongly developed supply industry and specialised universities and research institutes, but on the other hand by a weak, yet increasing role for local and regional institutions The specific and context-dependent characteristics of this innovative cluster are more important explanations for its competitiveness than the financial interventions by the central government, which are repeatedly put forward by European policy-makers in their trade war with Korea.
This study focuses on design tendencies in office buildings of public institutions after tightening up Korea's building energy performance criteria. Important office design criteria and recommendations pay attention to the issues such as building orientation, greening buildings, building form, space and envelop by intensifying building energy performance related laws, government guidelines and evaluation systems. The design tendencies explored in this research are as follows. Office buildings mainly face south and have various types of indoor and roof green spaces not for ecological reasons but for the rest. Building depth becomes thinner and atria are inserted into office buildings to improve daylighting and natural ventilation. Building cores are located on north or west and east sides acting as buffer spaces to reduce heat loss and to block solar radiation. Office building envelop design includes various creative ideas to control or utilize solar energy as like three dimensional or double structured skin and window size variation to cope with the intensity of solar radiation. Further, solar energy generation systems are integrated with building component such as roofs, sun screens and windows. This study demonstrates that government's reinforcement of the building energy performance criteria drives the change in design methods and approach.
Purpose - Research on the ability of domestic public institutions to conduct business is being conducted. Research on government support policy for public technology projects, emphasizes technology creation. Public agencies are encouraging evolutionary barriers at the stage of realistic business. This paper presents the policy possibilities by presenting policies and strategies based on corporate public policy. Research design, data, and methodology - In this study, we surveyed the actual state of public technology commercialization based on the data on state of technology commercialization of public institutions. We collected and analyzed the literature data to enhance the competitiveness of technology commercialization by identifying success cases of public technology commercialization. In Korea, there are not many research papers that provide policy alternatives for technical commercialization of public research institutes. Therefore, in this paper, we review various government policies and check the status of technology commercialization to increase its value. Results - As a result of this study, it is suggested that various policy development is necessary for the commercialization of public technology, because it is important to increase the value of technology users, suppliers, investors and customers through various network activation. In particular, it is necessary to establish differentiated Korean public technology commercialization model for the proliferation of public technology commercialization by presenting methodical model of technical commercialization. Conclusions - Through this study, it is important to raise the competitiveness of domestic public technology commercialization, to create economic value, and to improve the performance of technology commercialization. Therefore, it is necessary to contribute to the creation of research achievement, research method of excellent technology, and method of commercializing technology, and to create achievement of technical commercialization in the future. In addition, from the viewpoint of commercialization of technology, strategies for creating value through utilization of public technology should be prepared, and a plan for mutual prosperity among domestic companies should be prepared. Policy alternatives of various public technology commercialization to build national competitiveness have been developed, and various examples of performance for the performance of public technology commercialization should be derived.

Korean firms have attempted to catch up in the aircraft industry during last quarter century. Korean firms have built up their capabilities by moving from parts manufacturing through subassembly to system integration. The number of projects carried out and the intensity of technological effort undertaken by firms strongly influences market position and firm performance. However, successful catching up is not simply dependent on capability building within the firm. The national environment (Porter, 1990) in which firms are located plays a pivotal role. The Korean government has been effective in creating a favorable environ-ment in many areas, but has not been able to replicate this success in the aircraft industry. Opportunities for learning in the aircraft industry have been hampered by the small size of the Korean civilian aircraft market and the sophisticated requirements of military systems. A policy of domestic rivalry in airframe manufacture has created too many firms for such a small market. The ability of Korean firms to catch up in the aircraft industry depends on both the internal capabilities of firms as well as appropriate government policies and the involve- ment of government research institutions and universities over an extended period of time. There have been many studies about the catching up of developing countries in mass production (such as automobile, consumer electronics, and recently DRAM), but few in complex systems, such as aircraft.
