A Study on Dental Hospital Staff's Acceptance toward the Dental Institutions Accreditation System - A Study of Infection Management Part - (치과의료기관 종사자의 치과의료기관 평가제도에 대한 수용에 관한 연구 - 감염관리 부문을 중심으로 -)

  • The Government is going to enforce assessment of dental institutions in addition to assessment of medical institutions so that it can provide good-quality medical service to people having much interest in quality of medical service. But the empirical research on the assessment of dental institutions which is still in a model assessment stage, is insufficient. Accordingly, the present research aims to help dental institutions preparing the main assessment by researching an acceptance level of workers of dental institutions in a process performing assessment of dental institutions, based on the preceding researches that the perceived utility has influence on implementation intention. The present research proved the influence that job relevance, result demonstration, usability and education & training of workers and manager's leadership of an infection management part affects perceived utility and implementation intention. As a research result, all the job relevance, result demonstration, usability have a positive(+) influence on perceived utility and implementation intention, and the influence of job relevance most affects especially. The leadership and education & training have influence on what workers get to have implementation intention after perception of utility of infection management according to the order. According to the above results, it can be understood that medical institutions preparing for assessment of dental institutions take charge of the assessment part having high relevance with work of workers and need to make a manager ordering performance of its assessment be able to foster a leadership for improving effectiveness of assessment performance.

  • Korea has introduced the levy-grand system in the vocational learning finance. The standard unit price system of training cost was utilized in the distribution of training budget and the reimbursement system including total or partial training cost return has been operated in the corporate training after completing the learning course particularly. The standard unit price was calculated in the base of analyzing on supporting budget by the government per training institutions and corporate payment decision to learning institutions. The proposing standard unit price system of training cost was analyzed in the current standard price unit of training cost and then an improvement policy and the implication are derived from it. At the result of this study, the current government supporting level to e-learning and postal distance learning indicates good status.

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • COVID-19 occurred in China in December 2019 and spread to the world. Untact culture becoming commonplace due to the spread of COVID-19, is accelerating digital transformation across society. The government is increasing government fund to overcome national crisis situations such as COVID-19. In order to efficiently execute these government funds, the government and policy financial institutions need to come up with two measures. One is to establish a transparent government fund execution process, and the other is to secure the objectivity of the review process. In this paper, to solve this problem, we designed the execution process of government funds from the government to end users with Consortium Blockchain, and designed a machine learning algorithm for internal review of policy financial institutions. The research data proposed in this paper will be helpful in setting the future government policy direction for government fund execution.

  • The utilization of the Mobile Government system is having more than a few challenges including complexity of different mobile technologies, determining interoperability among existing systems and infrastructures, and establishing services with secured networks. To get over those challenges, integrated standard, innovative and comprehensive system architecture is required by the M-Government. Hence this study proposed reference EA framework for M-Government system in order to avoid unnecessary duplication of infrastructure deployment and integrate services among different government instructions. The study based on literature review, and current infrastructure and mobile network situation for delivering Government services of Mongolia. The study recommends innovative m-Government system framework used EA, and scope covered mobile service delivery area centered on G4C and C2G perspectives. The Federal Enterprise Architecture Framework has used in this research, and the proposed system service architecture defines the interoperable standards, infrastructure components, applications, and technologies for government institutions in Mongolia to aid interactions necessity among them to provide m-Service.

  • The objective of present study is to compare the similarities and differences between the two projects and extract implications for the improvement of higher education quality in other countries. To meet this objective, The study compared and analyzed "The Project of Higher Education Quality Development and Educational Reform of China" and "Technical Education Quality Improvement Programme" of government of India. by using the method of literature research, contents analysis and comparison analysis, this paper employed multi-source materials to examine background and targets, measures and outcomes, deficiencies and future direction of these two projects, and compared the similarities and diversities on each matters by utilizing secondary data from national surveys, government statistics, databases, and third-party agencies. The findings led us to suggest that the well-coordinated and standardized administrative system is a primary guarantee for ensuring the smooth implementation of the programme, and sharing educational resources among higher education institutions is an effective means for promoting their joint development. The improvement of higher education quality relies on the reform of the entire higher education system and the efficient networking between higher education institutions.

The Changing Role of Government Research Institutes in Innovation Systems

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

  • Purpose - Government-funded research institutes are important national institutions socially and nationally but academic studies on Korean government-funded research institutes are scarce, especially in areas of human resources and organization. This study investigated the effects of job characteristics on organizational commitment, resilience, and organizational citizenship behavior for organizational members of government-funded research institutes in the field of science and technology. Research design, data, and methodology - Literature review on the effects of job characteristics on organizational commitment, resilience and organizational citizenship behavior for organizational members of government-funded research institutes in the field of science and technology. Based on the review, exploratory propositions were proposed to conduct future empirical study. Result - In this study, based on the results of previous studies, it was presumed that job characteristics would affect organizational commitment, and organizational commitment would affect resilience and organizational citizenship behavior. In addition, proposition on the mediating role of resilience on both organizational commitment and organizational citizenship behavior was formulated. Conclusion - It was propositioned that job characteristics would affect organizational commitment, and organizational commitment would affect resilience and organizational citizenship behavior. Resilience, along with the direct effect of organizational commitment on organizational citizenship behavior, would play a role in mediating organizational commitment and organizational citizenship behavior.
