정부출연연구기관에서의 활동기준 원가관리 (Activity-based Costing in Government-supported Research Institutes)

  • Activity-based costing(ABC) was developed in manufacturing companies. Recently, ABC has been also applied to cost analysis in service industries and government. In this paper, ABC is applied to research institutes, especially to cost management of government-supported research institutes. ABC is an effective tool in reengineering by removing non-value-added activities, costing R&D projects, managing indirect costs and evaluating performance in research institutes. A case of activity-based costing in a government-supported institutes is provided.

DEA 모형을 이용한 정부출연연구기관의 상대적 효율성 분석 (Analysis of Relative Efficiency of Government Funded Research Institutes Using DEA Model)

  • The enormous budget of government and manpower are invested to the government funded institutes every year. The R&D investment focused on input has to be turned toward the investment based on the effectiveness of R&D activities. Measuring the efficiency of research activities is required in order to evaluate the effectiveness of R&D investment in these institutes. The purpose of this paper is to evaluate the relative efficiency of research activities performed in 19 government funded research institutes. CCR/BCC model and DEA/AR model were applied to get the relative efficiency of 19 institutes. Assurance regions for the weight of output attributes were obtained by using the underlined concept of the analytic hierarchy process (AHP). We used input and output data items describing research activity of 19 government funded research institutes. The results of this study are expected to become a basis of the R&D investment decision of the government.

연합대학원 모델의 사례 비교분석 연구 (A Case Study on the United Graduate School in Government Research Institutes)

  • This is a case study on the new model of Graduate School recently established by 22 government-sponsored research institutes, focused on the University of Science and Technology(UST). It first deals with the necessity of authorized education system in government-sponsored research institutes not only for nourishing highly caliber manpower but also for activating research institutes. And then it analyzes the general status of the UST and Japanese graduate school model and its comparison. Finally it points out some suggestions for future development of the UST.

A Study on the Research of Job Characteristics on Organizational Commitment, Resilience and Organizational Citizenship Behavior for Korean Government-funded Research Institutes in the Field of Science and Technology

  • Purpose - Government-funded research institutes are important national institutions socially and nationally but academic studies on Korean government-funded research institutes are scarce, especially in areas of human resources and organization. This study investigated the effects of job characteristics on organizational commitment, resilience, and organizational citizenship behavior for organizational members of government-funded research institutes in the field of science and technology. Research design, data, and methodology - Literature review on the effects of job characteristics on organizational commitment, resilience and organizational citizenship behavior for organizational members of government-funded research institutes in the field of science and technology. Based on the review, exploratory propositions were proposed to conduct future empirical study. Result - In this study, based on the results of previous studies, it was presumed that job characteristics would affect organizational commitment, and organizational commitment would affect resilience and organizational citizenship behavior. In addition, proposition on the mediating role of resilience on both organizational commitment and organizational citizenship behavior was formulated. Conclusion - It was propositioned that job characteristics would affect organizational commitment, and organizational commitment would affect resilience and organizational citizenship behavior. Resilience, along with the direct effect of organizational commitment on organizational citizenship behavior, would play a role in mediating organizational commitment and organizational citizenship behavior.

The Changing Role of Government Research Institutes in Innovation Systems

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

AHP를 이용한 정부출연연구소 평가 모형 연구 (A Study on the Evaluation Model of Government-funded Research Institutes Using AHP)

  • Purpose: The purpose of this study is to analyze the current status and investigate relevant indicators so that R&D performance evaluation suitable for government-funded research institutes can proceed. A suitable performance evaluation model was presented based on the surveyed indicators. Based on the presented performance evaluation model, the importance was analyzed to calculate the weight for each indicator of the performance evaluation model. Methods: The method applied in this study presented a performance evaluation model based on the organizational performance evaluation cases of advanced overseas countries. By using the AHP(Analytic Hierarchy Process) technique, the weight of each indicator of the performance evaluation model was studied. Results: As a result of examining the indicators necessary for the evaluation model, focusing on overseas cases, 13 evaluation items were derived. A weight was calculated for the importance of the study results. And the scientific/technical research results showed the highest excellence. Conclusion: Key indicators of performance evaluation suitable for government-funded research institutes were derived and presented through detailed modeling in three stages. A realistic model that can objectively evaluate the performance of government-funded research institutes was proposed using the AHP technique.

Universities and Development of Regional Innovation Ecosystems: Case of Kenya

  • Universities are considered important actors and drivers of socio-economic development in the regional innovation eco-system. This article investigates the role Kenyan universities and research institutes play in the development of regional innovation eco-system in the context of triple and Quadruple helices. A model involving Government, Industry, Universities and Society (Public) linkages in the regional innovation eco-system and with Information and Communication Technology as an enabler is used as a framework for analysing the nature of linkages in Kenya. The article uses literature review and case study methods to examine how universities and research institutes can spur the development of the innovation eco-systems. The research question is: what is the role of Kenyan universities and research institutes in spurring innovation ecosystems? Six cases of Kenyan universities and research institutes are considered in the light of Government Policy on Science, Technology and Innovation (STI) which is underpinned in Kenyan constitution 2010. The study contributes to the understanding of how deep collaboration among universities, government, research institutes, Science Cities, local, regional, national and international players spurs the creation of world-class innovation ecosystems which can contribute to regional development in developing countries like Kenya.

  • A systematic support system that develops technology support policies for SMEs (Small and Medium sized Enterprises) and solves technical problems faced by SMEs will increase the productivity and competitiveness of SMEs. To this end, it is necessary to identify the types and level of technology required for SMEs, and to find ways to utilize the technologies possessed by government-funded research institutes leading technology development. It is important to develop a new production technology and to establish a cooperation system between SMEs and government- funded research institutes to solve various pending problems.

  • This paper seeks to search a improved evaluation system of government sponsored research institutes(GSRI) as a knowledge system It begins with a brief review of the theory of knowledge and knowledge system This is followed by a search of the desirable conditions of the evaluation system of GSRI as a knowledge system These conditions presented are applied within the context of the current evaluation system of GSRI. Finally conclusions are drawn and directions for improvement of the system are outlined.

  • 본 논문에서는 사이버 침해 위협 빈도가 점점 증가하고 있는 정부출연연구기관의 정보보안 현황 및 문제점을 조사하여 정보보안에 대한 중요성을 강조하고, 정부출연연구기관 간의 정보보안 비교분석을 통해 개선방안을 마련하고자 한다. 이를 위해 정부출연연구기관의 정보보안 정책, 조직, 예산 등 정보보안과 관련된 데이터를 바탕으로 문제점을 파악하고 개선방안을 제안하여 향후 정부출연연구기관의 안정적인 정보보안 인프라 구축 기반을 마련하는데 기여하고자 한다.
