These days, according as the role and function of science and technology become a important solving means of various national and social problems caused in knowledge information society as well as the development of national economy, the national target and mission of science and technology have been newly illuminated. The task of science and technology has embodied into national policies, and these policies acquired institutional foundation through the legal system related to science and technology. Recently, the discussions about the operating system of present science and technology legislation are often happened, if or not the legal system is optimal and appropriate itself under the changed environment. In special, some issues are raised continuously, for example, about the improvement of coordination system on S&T policies, and the governance system on national R&D programs, etc. This paper aims to research and suggest the reorganization method of science and technology law. For this purpose, the development and existing state of S&T legislation was investigated, the government role and policy driving direction were reviewed under the recent changed environment, and the problems of S&T law in structure and content were analyzed in variety of perspectives. On this basis, the reorganization methods of science and technology law are suggested.
The technology conflict between the U.S. and China is deepening recently. The U.S.-China battle began as a national security issue but is comprehending as a U.S.'s check for China's rapid technological advancement. China is rapidly growing in several indexes including R&D expenditure, patent application, and publications, and is challenging the U.S. in 5G and Artificial Intelligence. In 2018, Huawei became the largest 5G network/equipment provider and second largest smart phone manufacturer in the world. Now, Huawei is outperforming at AI chipset manufacturing, Bigdata analysis and cloud, positioning to become a critical player in the 4th industrial revolution. The purpose of this research is to analyze the effect of recent Huawei issues to Korean SMEs focusing on the relation between Huawei and Korean companies; the cooperation status from the Global Value Chain (GVC) perpsective, and Korean government's policies related to Huawei's information security issues will be the three main frames for the analysis. Then, this research proposes policy implications such as increasing Korea's competitiveness in manufacturing and information security.
Today, due to the 4th industrial revolution and extensive R&D funding, domestic companies have begun to possess world-class industrial technologies and have grown into important assets. The national government has designated it as a "national core technology" in order to protect companies' critical industrial technologies. Particularly, technology leaks in the shipbuilding, display, and semiconductor industries can result in a significant loss of competitiveness not only at the company level but also at the national level. Every year, there are more insider leaks, ransomware attacks, and attempts to steal industrial technology through industrial spy. The stolen industrial technology is then traded covertly on the dark web. In this paper, we propose a system for detecting industrial technology leaks in the dark web environment. The proposed model first builds a database through dark web crawling using information collected from the OSINT environment. Afterwards, keywords for industrial technology leakage are extracted using the KeyBERT model, and signs of industrial technology leakage in the dark web environment are proposed as quantitative figures. Finally, based on the identified industrial technology leakage sites in the dark web environment, the possibility of secondary leakage is detected through the PageRank algorithm. The proposed method accepted for the collection of 27,317 unique dark web domains and the extraction of 15,028 nuclear energy-related keywords from 100 nuclear power patents. 12 dark web sites identified as a result of detecting secondary leaks based on the highest nuclear leak dark web sites.

Under this economic circumstance, the logistics firms located in port take better advantages than those in other areas. This study observed those firms with consciousness to which matters were affected a growth of the logistics IT firms. This study considered in terms of three factors which are an economic factor, a political factor and an internal-ability factor for the matters of logistics IT firms' success through the factor analysis. According to the factor analysis, subjective factor showed positive: (1) expanding market through the ideas and abilities, (2) internal relations and government support (3) capability of market identification and focusing on regional industrialization. As a result of the internal ability analysis, there were three positive matters such as (1) a factor of organization or human resource management, (2) relationship with consumer and resource and management ability for strategy, and (3) developing unique product, networking, suitable goods of regional industrialization. The external factor, through the factor analysis was trued out (1) a emerged political factor such as a support up venture, cluster composition, investing R&D and specialist training, (2) economic factor such as tax reduction, financial support, marketing collaboration renting office in a low price by regional government.

While some digital library projects, such as the ELINOR project in the UK, the first two phases of the eLib(Electronic Libraries) programme in the UK, and the first phase of the DLI(Digital Library Initiative) in the USA, are now over, a number of other projects are currently under-way in different parts of the world. Beginning with the definitions and characteristics of digital libraries proposed by various researchers, this paper provides brief accounts of some major digital library projects that are currently in progress, or are just completed, in different parts of the world. There follows a review of digital library research under 16 major headings. Literature for this review has been identified through a search on the LISA CD-ROM database and a Dialog search on library and information science databases, and the resulting output has been supplemented by a scan of the various issues of D-Lib Magazine and Ariadne, and the Web sites of various organizations and institutions engaged in digital library research. The review indicates that we have learned a lot through digital library research within a short span of time. However, a number of issues are yet to be resolved. The paper ends with an indication of the research issues that need to be addressed and resolved in the near future in order to bring the digital library from the researcher's laboratory to the real life environment.

The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

"Law on price announcement for real estate" which was revised as of Jan. 19, 2016 (will be enforced as of Sep. 1, 2016) decided the introduction of 'Price announcement system for non-residential property' for the first time. However, its introduction seems to be delayed based on two reasons. Firstly the methodology for introduction of non-property system is not definitized, despite many problems were brought up for current tax base of non-residential property. In addition, changes in tax base will place a burden on the government. In this regard, this study analyzed actual transaction price data throughout one year to analyze equity of taxation for non-residential property and to find major factor which affects on the tax base, in relation with the change of current public announcement system to actual transaction based system. And this is the first study that applied actual transaction price to non-residential property.
Japan's new Basic Ocean Law took effect in 20 July 2007. This law contains that 1) calls for the consolidation of eight government offices that previously worked separately on maritime issues; 2) establishes a basic plan for maritime matters, and; 3) creates a comprehensive maritime policy headquarters, run by the Prime Minister. The result is a structure for the integrated promotion of maritime policy. The Minister of Land, Infrastructure and Transport has been appointed to the newly established position of maritime minister. Japan has been in conflict with Korea and China over EEZ and territory, which has caused the country to turn to ocean. If Japan puts more emphasis on sea, it will be on a collision course with neighboring countries such as Korea, China, Russia, and Taiwan. Japan has been at odds with these countries; with Korea over Dokdo islets, with China over the Senkaku Islands and the East China Sea, where gas fields lie, with Taiwan over fishery rights in the East China Sea, with Russia over the Kuril Islands. Korea's position about the establishment of Japan's new Basic Ocean Law is followed: 1) expression of Korea's position in maritime resourcces of east china sea, 2) understand of strategy for maritime resources development and maritime delimitation in China and Japan, 3) a caution for extention of EEZ and maritime activities, 4)effective and comprehensive policy establishment, and strength in R&D, 5) construction of active and responsive system for maritime issues in neighbor country.
