  • The train-centric control systems development has some distinct points in that a big size of government budget is in general expended in there and the development duration seems to be long. In addition, the changes are ever made continuously in the capability and operational requirements for Trains. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks [7]. As such, proper management of project risk has been one of crucial subjects in the train systems development. All these notes combined together make it the significance of the safety management process be raised further up in the train-centric control systems development. As such, the underlying safety management process should be capable of appropriately handling the potential risks that can be created due to the unexpected changes and the long-term development period. The process should also be complemented for the safety consideration of train-centric control systems, for instance, stop. To study these aspect is the objective of the paper. To do so, a step-by-step approach to analyzing the safety management process is first presented. Then, to enhance the process some necessary and useful activities are added in terms of risk and safety management. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored using a design structure matrix method. The resultant process is applied in a train-centric control development as a case study.

  • Mobility is an essential human need. Human survival and societal interaction depend on the ability to move people and goods. Efficient mobility systems are essential facilitators of economic development. Cities could not exist and global trade could not occur without systems to transport people and goods cheaply and efficiently. Rail has been considered as one of the important components of the transportation infrastructure required to service and improve the performance and productivity of an economy. In Nigeria, the rail infrastructure built by the colonial master several decades ago has been left in a state of total deterioration. This long neglect was occasioned by the failure of the government to pay adequate attention to infrastructure development. There is a vital and urgent need for rail infrastructure development in Nigeria. This study presents a systematic review of the evolution of rail, the current nature of railway infrastructure delivery in Nigeria, and offers possible suggestions on how to achieve an effective and sustainable rail infrastructure delivery in Nigeria. A thorough literature search of academic databases was conducted on current research trends on the subject of railway infrastructure by systematically reviewing selected published articles from reputable research domains. The analysis of the selected articles revealed the following among others (1) the existing railway infrastructure is in a state of mess and not sustainable, and (2), Government's investment/commitment in rail infrastructure seems inadequate compared to what is obtainable in other developed countries. Rail infrastructure development cannot be left to the Federal government of Nigeria to solve on its own; collaboration and participation are required. Government as a matter of priority should devote considerable attention to the development of rail infrastructure to harness the economic potential and transformation that sustainable rail infrastructural projects will provide.

  • 최근 건설 프로젝트의 원활하고 효과적인 사업관리를 위하여 발주방식의 효율화에 대한 관심이 증대하고 있으며, 방대한 양의 정보에 대하여 효과적으로 통합관리를 위한 건물의 생애주기를 고려한 통합적인 계획이 요구된다. 이를 위하여 프로젝트 초기부터 각 분야의 협업이 필수적이나 기존의 발주방식의 경우 설계업체와 시공업체가 분리되어 계약되는 한계가 있다. 최근 미국의 경우 사업관리의 효율성 증대를 위해 Integrated Project Delivery를 제시하였고 관련 프로젝트 수행 사례가 증가하고 있다. 이에 본 연구는 국내의 경우에도 통합적인 프로젝트 관리를 위한 IPD의 도입 필요성이 커짐에 따라 실질적 도입 이전에 IPD의 개념과 원칙을 바탕으로 하여 도출된 핵심가치를 중심으로 건설업종에 종사하는 실무자들의 건설환경에 대한 현황과 인식을 파악하여 IPD의 도입을 위한 제약요인들을 파악하는 것을 목적으로 향후 IPD 관련 연구의 기초자료로 활용될 것으로 기대된다.

  • Intelligent Manufacturing Systems (IMS) Program is an industry-driven and government-endorsed initiative which assists and encourages the formation of international research consortia to address technical and other emerging manufacturing challenges in the 21$^{st}$ century$^{[1]}$ . The IMS initiative places special emphasis on the establishment of R&D projects which demonstrate equitable cooperation, including the protection of intellectual property. In this explanatory paper, a brief overview of the IMS Program is described, together with abstracts of some selected projects and a research result of Globeman21 project. The IMS prospective is also given.n.

  • In general, the early stage of urban renewal such as preparing a master plan and processing administrative works including planning permission are conducted by local governments in Korea. The local governments need to review the status of projects that are undergone in other local governments' territories. However, no integrated information system to manage information to this end at the level of nation exists in Korea. If the system would be developed, it may support central government to obtain information on required resources at the national level. In addition, local governments can gain guidance on the process and recognize potential problematic situations from others experience. The system should include functions to collect data on project summary, cost and schedule of projects according to local governments. The expected effects from using the information system are as following. First, information generated from project practice become more credible on account of management at the national level. Because the authorized party such as system administrative agents of governments are responsible for collecting and managing data. Second, the unified information system with no regard to the place where projects progresses reduces the efforts for accumulating reference data for aiding local governments decision making by providing appropriate information timely. Also, enhanced information accessibility for stakeholders make the project process clear. Finally, oversight management is enforced with visualization technology adopted in the system, presenting master plan and mass model including information on usage by floors and progressing information graphically. Ultimately, potential challenges can be anticipated by considering records accumulated from other local governments' projects. This paper presents concept, functionalities, and architecture of information system enabling to manage data from individual projects and aggregate those for oversight management for local and central governments. As a part of systems analysis, general requirements of briefing system for governments and necessary data fields to this end are identified.

  • 우리나라 정부에서는 저탄소 녹색성장 추진에 따라 기존 건축물의 그린리모델링 사업을 시행하고 있다. 하지만 그린리모델링 관련 현행 법규 및 제도에서는 그린리모델링의 범위와 그 내용을 명확하게 규정하고 있지 않다. 또한, 민간 참여를 위한 사업시행 유도책이 미비하여 민간의 그린리모델링 사업시행이 원활하지 않은 실정이다. 이에 본 연구에서는 실질적인 적용성을 고려한 그린 리모델링 사업시행 유도를 위한 조세혜택 부여 방안을 제시하였다. 또한, 제시한 대안을 2014년 그린리모델링 시범사업 사례에 적용하여 그 효과를 정량적으로 분석하였다. 이는 추후 그린리모델링 활성화를 위한 조세 감면혜택 제도 개선 연구의 기초자료로 활용 가능할 것으로 예측된다.

  • 4차 산업혁명의 핵심 동인으로서 Software(이하 SW)의 중요성이 더욱 커짐에 따라, 정부는 국가 경쟁력 강화를 위해 SW R&D 투자를 늘리고 SW 관련 정책을 지속적으로 수립하고 있다. 하지만 SW 연구개발에 대한 정부의 지속적인 투자에 비해, SW 연구개발 투자성과에 대한 체계적 분석은 부족한 실정이다. 본 연구에서는 Data Envelopment Analysis(DEA) 기법을 이용하여 SW 국가연구개발 사업의 분야별 효율성을 분석하였다. 2008년~2018년까지 정보통신산업진흥원(NIPA)에서 수행된 1,463개 과제정보를 토대로 효율성을 정태적/동태적 관점에서 측정하였다. 정태적 관점의 규모효율성 측정을 통해 비효율성 원인을 규모와 기술문제로 분석하였다. DEA/Window 모형을 이용한 동태적 효율성 분석 결과를 제시하고 효율성-안정성 매트릭스를 이용해 분야별 대응 모델을 제시하였다. 본 연구는 SW 국가연구 개발사업 전체를 대상으로 효율성 분석을 수행했다는 점에 의의가 있으며, 정태적/동태적 효율성 분석결과는 향후 SW 국가연구개발사업 기획 시 기초자료로 활용이 가능할 것으로 기대된다.

Issues and development plan for Korea Water Cluster

  • The Korean Ministry of Environment and Daegu Metropolitan City are establishing the Korea Water Cluster, which will focus on promoting and escalating Korean water industries. The water industry, a future-oriented and promising business sector, is continuously growing each year worldwide, so the project is very timely. In reality, however, challenges still need to be addressed, such as accessibility, logistics systems, social infrastructures, and attracting good companies. For the Korea Water Cluster to be successful, those issues should be solved, but it is difficult to untangle the matters only with efforts of the Korean Ministry of Environment and Daegu Metropolitan City since some issues will require a great deal of both money and time. Therefore, it is important for the Korean federal government to administer support and finances for certain parts of the project, and for the Korean Ministry of Environment and Daegu Metropolitan City to take on other issues to ensure the Korea Water Cluster is successful long-term. The success of the Korea Water Cluster project will result in the Korea Water Cluster becoming a global hub for the future water industries.

토목공사 정보분류체계에 관한 연구 (A Study On Information Classification Systems For Civil Construction)

  • 최근 건설업은 건설 프로젝트의 계획에서부터 해체에 이르기까지 프로젝트 전 과정에서 생성되고 사용되는 다양한 정보를 효과적으로 공유하고 활용하기 위한 일관된 방법이 요구되고 있다. 그러나 각 기관마다 정보분류체계의 상이성으로 인하여 정보의 재생산 및 교환에 많은 비용을 소비하고 있다. 이러한 비효율을 개선하기 위해 체계적이고 통일된 건설정보분류체계의 구축이 필요하여 그 동안 국내외에서 건설정보분류체계에 대한 연구가 있었으나 대부분이 건축공사를 위주로 진행되어 토목공사를 위한 정보분류체계의 연구는 부족한 실정이다. 최근 건설교통부에서 국내 건설정보분류체계를 정비하고 외국의 분류체계를 참조하여 토목 건축 모두 활용가능 한 건설정보 표준분류체계를 공시하였으나 분류체계 자체의 논리성 및 현업활용성에 대한 검증이 필요한 상태이다. 본 연구는 국내표준으로서의 표준분류체계를 분석하고 검증하기 위하여 분류체계의 분석기준을 설정하고, 분류체계가 갖추어야 할 논리성 및 요구조건에 따라 외국의 대표적인 분류체계인 Uniclass 및 Uniformat과의 비교분석을 통하여 문제점을 도출하여 개선방안을 제시하였다.

DEVELOPMENT OF BRIDGE MANAGEMENT SYSTEMS IN TAIWAN

  • This paper describes the efforts in developing several versions of bridge management system (BMS) in Taiwan. There were several versions of stand-alone BMS developed in Taiwan prior to the Ji-Ji earthquake that occurred in year 1999. Since many bridges were seriously damaged by this earthquake, the Ministry of Transportation and Communication determined to develop a nationwide BMS to have a better by control on the status of bridge maintenance. Implemented in year 2000, the Taiwan Bridge Management system (T-BMS) is now the dominating and mandatory system used by all the government agencies that are responsible for bridge maintenance. Having more then 25,000 bridges in its inventory, T-BMS has thousands of logins per month to update data in the relevant database. The experiences and difficulties of using such a nationwide bridge management system are discussed. Finally, future plans for BMS development are also proposed in this paper.
