An Efficient Damage Information Extraction from Government Disaster Reports

  • One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.

  • It is commonly believed that a gigantic earthquake (Tokai Earthquake) could occur in Shizuoka Prefecture in the near future. The Shizuoka Prefecture Government made the prediction report of Tokai Earthquake disaster damage. But this report does not pay attention to the ground conditions. The authors make a prediction map using GIS of Tokai Earthquake disaster damage in Asada-cho and Hirosawa Ni-chome in the central Hamamatsu City and revealed the location of dangerous houses and dangerous points in road networks in each town. These information could be useful when people try to find escape routes in an earthquake.

  • According to changes of recent climate social structures, frequency of occurrence new or complex disasters are increasing. So the importance of disaster prevention is increasing. To provide useful information of disaster prevention activities, We use the "Safety Sinmungo" main processing practices included Facility safety management in Ministry of Public Safety and Security. Facility safety management is the most and common disaster prevention activities. We identified the keywords in the risk report and facilities to residents report and analyzed the seasonal and inter-regional facilities report distribution process. We also utilized social network analysis techniques to configure a 1-mode, 2-mode facilities around the keyword for differences.

  • In order to reduce the amount of damage from natural disasters, we needs prevention meteorological database classified into the cause of disaster, damage elements etc. For this, we have analyzed four data, such as Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage and Statistics Yearbook from the Ministry of Government Administration and Human affairs. Through the analysis of disaster data, we have selected input variables, such as causes and elements, occurrence frequencies, vulnerable areas of natural disaster, etc. In order to reduce damage from natural disaster, the prevention activities and forecasting based on meteorological parameters and damage datas are required. In addition, it is necessary to process meteorological information for disaster prevention activities. Through these procedure, we have established the foundation of database about natural disasters. This database will be used to assess the natural disasters and build risk model and natural disasters mitigation plan.

  • As the number of disaster-related damage has been continuously increased despite various effort of the government, it is essential that ubiquitous IT which is rapidly advancing in recent years be utilized to enhance the efficient, scientific and systematic disaster management system. Though the command control GPS system and the 119 report system were adopted in 2008 and have been in operation, the effectiveness of the systems are imperceptible. This study is aimed at suggesting an effective disaster management plan throughout precedent studies and empirical analysis of the ubiquitous 119 report system. According to the study, it is considered to apply UIT to expansive field for disaster management since it showed that applicability, suitability, readiness of information acquisition and interests in utilizing are highly recognized. The command control GPS system can be vastly effective if we secure swiftness of information delivery.

  • In order to reduce the amount of damage from natural disasters and perform the natural disaster mitigation program, the prevention activities and forecasting based on meteorological parameters and disaster datas are required. In addition, it is necessary to process prevention meteorological information for prevention activities in advance. For this, we have analyzed four data, such as Statistical yearbook of calamities and Statistics Yearbook issued by the Ministry of Government Administration and Human affairs. And Annual Climatological Report issued by the Korea Meteorological Administration and Recently 10 years for natural disaster damage from the Central Disaster and Safety Countermeasures Headquarters. We analyzed the causes, elements, occurrence frequencies, and vulnerable areas of natural disaster, using the 4 disaster datas, but these datas was not consistent with their terminology and items. Through the analysis of a kind and damage of disaster, we have selected the disaster variables, such as causes and elements, the amount of damage, vulnerable areas of natural disaster, etc and made a database. This database will be used to assess the natural disasters and develop the risk model and natural disasters mitigation plan.

  • Anjunshinmungo (The safety e-report) has been in operation since 2014, and there are about 1 million cumulative reports by June 2019. This study analyzes the contents of more than 1 million safety newspapers reported at the present time of information age to determine how powerful and meaningful the people's voice and interest are. In particular, we are interested in forecasting ability. We wanted to check whether the report of the safety newspaper was related to possible disasters. To this end, the researchers received data reported in the safety newspaper as text and analyzed it by natural language analysis methodology. Based on this, the newspaper articles during the analysis of the safety newspaper were analyzed, and the correlation between the contents of the newspaper and the newspaper was analyzed. As a result, accidents occurred within a few months as the number of reports related to response and confirmation increased, and analyzing the contents of safety reports previously reported on social instability can be used to predict future disasters.

  • Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

  • 'The worstest environment disaster', 'World's first biocide massacre', 'Home-based Sewol ferry disaster' are all phrases attached to the recent humidifier disinfectant disaster. In the spring of 2011, four of 8 pregnant women including 1 adult man passed away at a university hospital in Seoul due to breathing failure. Epidemiologic investigation conducted by the Korean CDC soon revealed the inhalation of humidifier disinfectant, which had been widely used in Korea during the winter, to be responsible for the disease. As well as lung fibrosis hardening of the lungs, other diseases including asthma, rhinitis, skin disease, liver disease, fetal disease or cancers have been researched for their relation with exposure to the products. By February 9, 2017, 5,342 cases had registered for health problems and 1,131 of them were already dead (20.8% mortality rate). Based on studies by government agencies and a telephone survey of the general population by Seoul National University and civic groups, around 20% of the general public of Korea has used these products. Since the market release of the first product by SK Chemical in 1994, over 7.1 million items from around 20 brands were sold up to 2011. Most of the products were manufactured by well-known large conglomerates such as SK, Lotte, Samsung, Shinsegye, LG, and GS, as well as some European companies including UK-based Reckitt Benckiser and TESCO, the German firm Henkel, the Danish firm KeTox, and an Irish company. Even though this disaster was unveiled in 2011 by the Korean government, the issue of the victims was neglected for over five years. In 2016, an unexpected but intensive investigation by prosecutors found that Reckitt Benckiser manipulated and concealed animal tests for its own brand and brought several university experts and company employees to court. The matter was an intense social issue in Korea from May to June with a surge in media coverage. The prosecutor's investigation and a nationwide boycott campaign organized by victims and environmental groups against Reckitt Benckiser, whose product had been used by more than 70% of victims, led to the producer's official apology and a compensation scheme. A legislative investigation organized after the April 2016 national election revealed the producers' faults and the government's responsibility, but failed to meet expectations. A special law for the victims passed the National Assembly in January 2017 and a punitive system together with a massive environmental epidemiology investigation are expected to be the only solutions for this tragedy. Sciences of medicine, toxicology and environmental health have provided decisive evidence so far, but for the remaining problems the perspectives of social sciences such as sociology and jurisprudence are highly necessary, similar to with the Minamata disease and Wonjin Rayon events. It may not be easy to follow this issue using unfamiliar terminology from medical and chemical science and the long, complicated history of the event. For these reasons the author has attempted to write this article in a question and answer format to render it easier to follow. The 17 questions are: Q1 What is humidifier disinfectant? The Cultural Analysis of 2010-2011 Foot and Mouth Disease Massacre in Korea (2010-2011년도에 발생한 구제역 살처분 원인에 대한 문화 분석)

  • Between January 2010 and March 2011, there were three outbreaks of foot and mouth disease (FMD) in South Korea. Over 3.45 million animals (5,660 farms) were slaughtered, which was 33.3% of the existing pigs, 8.4% of dairy cows and 3.4% of cattle. FMD disaster costs were estimated at around three billion Korean won. Nine civil servants were killed, over 150 people were wounded and 4,788 landfills were confronted with a pollution problem. Vaccination and slaughter are the two basic alternatives for eradication of FMD. Altho ugh slaughter is more violent, risky and expensive than vaccination, the Korean government had chosen only slaughter eradication by the end of 2010. Even though over three million animals were killed, FMD spread out over most of the country. Finally, the government chose to begin vaccination. Following vaccination, outbreaks decreased dramatically. The purpose of this report is a cultural analysis of the related decision-making process, laws and systems. For the culture analysis, we utilize interviews, symposiums, laws, FMD manual, government reports and press releases. In conclusion, we found that the FMD massacre was influenced by cultural and organizational factors. The cultural factors were economism, cheapening of the value of life, biased perceptions and fears. The organizational factors were a closed process of decision-making, monopoly system, a small homogeneous group and group-think. Therefore, more studies will be needed for those factors of FMD disasters in national-scale cases.
