Daejeon City has strived to support the SMEs to innovate technologies based on the capabilities of research and development of the Daedeok Innopolis. It is widely known that technological innovation is the key strategy of Small medium enterprises(SME) to survive and succeed in a market. This study aims to analyze the type and determinants of SME technological innovation in Daejeon. Even though most of firms are the small enterprises which employ less than 10 workers in Daejeon, the number of technology-oriented company per capita in Daejeon is highest in South Korea. The type of technological innovation is divided between product innovation and process innovation. The literature insists that technology-oriented small firm tends to implement product innovation rather than process innovation. SMEs in Daejeon also provided more output from product innovation than process innovation. The empirical analysis provided the results that the determinants of SME's technological innovation depends on its type. The scale of firm, R&D investment, and R&D employees positively influence product innovation of SMEs in Daejeon. However, the impact of R&D employees is not significant on innovating the existing product. Process innovation is positively affected by R&D investment and firm age. The study provides the policy implications to business supporting programs of Daejeon government. The business supporting policy of Daejeon government should focus on supporting each type of technological innovation to promote technological innovation by SME and consider strategies that focus on R&D investment and manpower support.

For successful privatization of environmental facility, a sound environmental policy is required to satisfy social motivation and economic. The primary purpose of environmental facility is not profit, but to supply a good quality service, an efficient management tool is needed to run the facility. In foreign countries, the privatization policy was originally based on the principle of complete competition achieving economic effiency. There were efficient cooperation and division of labor between civillian and public sector. First of all, the local government had independant budget. But, we found that the environmental facility have two important problems, the first is low effiency of operation and the second is comsumed to government finances as a homemade rate 50% in the technic application For a successful privatization of the environmental facility, The law of private capital introduction should be amended to promote fund raising. There are some other strategies ; overcoming of Nimbyism, research development of the privatization, field trip to the successful foreign environmental facilities. To support an efficient privatization policy, the environmental budget should be managed by cost-benefit analysis.

Innovative cluster theory promotes cluster growth as the tacit knowledge and know-how approach becomes easier through industry-academia cooperation. Industry-academia cooperation is an innovation network policy that supports joint research between industry and academia. In this respect, The Flow of recent government policy is activating I-U support office in university & research institute for enable I-U Cooperation ecosystem. Then SMB Administration was first performed "research village support program", to support SMEs in industry-university cooperative research capabilities by integrating the research, development and commercializatin of the university or research institution with excellent research base in 2013. However, I-U Cooperation R&D must be based the link strategy of Localization in order to be better composition at research village. In the case of research villages where specialized discovery strategies are well reflected, integration of similar companies in specialized fields will naturally create clusters and create synergy of research. This study searching and summarizing through a recent Hanbat National University research village. Finally, we propose the implications of government policy.

Greenhouse gas(GHG) inventories and basic strategies for Jeonbuk regional government were established to reduce greenhouse gas emissions. The method to construct GHG inventories of Jeonbuk followed the 'Revised IPCC 1996 Guidelines'which was used for the 'Third National Communication of the Republic of Korea under UNFCCC'. Korean government could use primary energy consumption for the energy industries section in the national GHG inventories. However, regional governments should use secondary energy consumption (included electricity consumption) for the energy industries section for their GHG inventories because they could not control the emission of energy transformation section. In the result of Jeonbuk GHG inventories in 2006, carbon dioxide($CO_2$) emissions from fuel combustion covered 87.1% of total emissions. Methane($CH_4$), carbon dioxide($CO_2$) from other sections, nitrous oxide($N_2O$) and F-gas(HFCs, PFCs, $SF_6$) accounted for 8.1, 2.2, 1.6 and 1.0% of total emissions, respectively. The sectional emission decreased in the order of the energy(88.0%), agriculture(7.6%), waste(2.3%) and industrial processes(2.1%) section. The energy industries section that contained electricity consumption was the most dominant emission source in the energy section. F-gas consumption, rice cultivation and waste incineration were main emission sources in the industrial processes, agriculture and waste section, respectively. In this study, basic directions of each section were established by the results of Jeonbuk GHG inventories in 2006.
The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

The present study aims to examine the assistive technology service operation system[ATSOS] of the support system for independent living[SSIL] which was introduced after the enactment of the Law of Assisting the Independence for Persons with Disabilities[LAIPD] and to discuss its implications in the development of the assistive technology service delivery system[ATSDS] and the related measures for promoting the assistive technology industry in Korea. For this purpose, the literature review and the field study were employed. The research findings showed that the Japanese SSIL, which adopted the user payment system as measures to establish the sustainable ATSOS, arranged the consumer participation structure through substantial cooperation among related government departments. The result of this study indicates the need to secure the consumer's right to choose in a comprehensive utilization process of assistive technology services as for the establishment of the ATSDS in Korea. Furthermore, the arrangements for practical cooperative strategies among related government departments are encouraged.

Bilbao, Spain, made a mark as a example of the regional revitalization by culture and tourism. Korean Government have a perspective that culture and tourism could be an alternative to the regional crisis of manufacturing in 2018. The main purpose of this study is to analyze the locational specificity and the revival strategies for the regional development of Bilbao in a structural context. This could provide implications to the regional crisis of Korea. The main results are summarized as follows. Firstly, the local government of Bilbao has taken an active role, using not only its political and financial autonomy but also its locational advantage as an important nodal region of transnational trade networks in Europe. Secondly, Bilbao was able to sustain its regional revitalization initiatives for a long period by facilitating public-private partnership system. Finally, despite the effectiveness of the mega project and place marketing, low job security and the polarization of the service sector have emerged as a problem at the same time. Still, the deindustrialization of Bilbao could be possible due to the various services including knowledge-based services and financial services as well as culture and tourism.
Iran has been focused on FDI by global automobile companies after the economic sanction on Iran was removed except primary sanction. In this paper, some strategies for Korean Automobile Industry to branch out into Iran are suggested. For the purpose, Iran's automobile industry and characteristics are examined. The market situation is analyzed qualitatively and quantitatively. In passenger cars sector, Korean automobile companies would be better to wait and see the development of US-Iran relationships while exporting CKD sets of cars to Iran. It can be a good strategy, however, to put parts companies into Iran first because of Iran Government could be displeasing with exporting CKD only. FDI, licensing, and joint venture are all available for the parts companies. Motor companies can clear the regulation of auto-parts localization proportion by the method. The parts companies will be able to do key roles as supply chains after OEM branch out into Iran. It is also advisable to upgrade outpost in Iran into frontline for exporting cars to MENA area. In such a case it will be a prerequisite to develop a role-division model with facilities in East Europe. It could be called Parts first-then cars strategy. In commercial cars sector, it can be suggested to leverage natural gas as a link to branch out into Iran. Iran government wishes to develop natural gas resources. The strategy can be summarized that automobile companies carry out producing CNG buses in Iran while energy companies are drilling and producing natural gas.

The purpose of this study is to provide a common model and implementation strategies for reusing GIS components in local governments. The common model includes several solutions to remove stumbling blocks step by step in reusing or exchanging GIS application systems between local governments. Elements of the model are component architecture, common business process model, common function model, and data model. The elements are the minimum standards for reusability. In order to realize the desirable common model at present, however, the following problems remain : usable components are insufficient in spatial domains and existing GIS application systems require reinvestment to accommodate the new component technology. Three questions are raised to maximize reusability from a monolithic structure toward layered and the componentized GIS application systems : (1) How can the application systems be reused within a local government?, (2) Can the systems be exchanged when they are in the same computing platform?, and (3) When the systems are componentized by standardized interfaces, are the components replaceable between the systems in local governments? Some strategies are presented to accomplish the objectives implicated in the questions. For the actual implementation, several issues such as evaluation procedures for component products, ownership and commercialization issues, will be brought up in the future. Central and local governments, and commercial party need to co-operate each other to maximize the reusability. Reducing overlapping investments in local governments and obtaining competitive component technology in the commercial party should be recognized as critical tasks for the more efficient and economical GIS implementation.
Nowadays, it is surely the quack which stands as one of the most controversial, problematic. the quack has been a consistent target of contested public protection strategies in the past few centuries in many countries. Recently, complementary and alternative medicine (CAM) is increasingly utilized and accepted by patients and providers throughout the health care system in the world, most accounts attribute this growing acceptability to the shortcomings of conventional medicine, the appeal of CAM's core beliefs, and the growing body of research indicating that CAM actually works. However, the governments of western countries have called for measures to ensure that the public are protected from incompetent and dangerous practitioners. Common to these controversies has been a suggestion to ban, exclude or limit the medical practice of those deemed to be damaging rather than improving the health of individuals as a measure of public protection. This article describes the experiences of western counties' health care system which is moving in a more pluralistic direction. By examining the ways in which regulatory efforts in the countries have come to address what is invariably described as a growing interest in CAM, this study show how the problem of CAM/quackery today is increasingly located in an ethical field of practitioner competency, qualifications, conduct, responsibility and personal professional development, regardless of the form of therapy in question. Many countries developed a series of measures and strategies to contain the acceptance of CAM groups, such as insisting on scientific evidence of safety and efficacy, resisting integration of CAM with conventional medicine and opposing government support for research and education. In a sense, those countries' movements serve to protect not only patients, but the dominant position of medicine and its allied professions, and to maintain existing jurisdictional boundaries within the healthcare system. The popular support for CAM will require that health professional stakeholders continue to address the challenges this poses, and at the same time protect their position at healthcare system. To cope with the quack, professional body, public sector and health authorities should consider the safety of consumers of healthcare and responding to the demands of the community for CAM therapies as well as the claims of the established healthcare professions. Finally, some implications for future health care were suggested.
