The Certification system will be able to expect that effect of marketing and the corporate image rising, if the certification body guarantees the contents of certification against industrial technical advance and safety, environment and efficiency, quality when it is suitable in the standard which is provided. The certification system where the private organization operates but recently on the legal notarization outside is disordering and the trust regarding the certification falls and the objective and gist of origin are damaged. But recently the trust of certification has fallen and the objective and gist of origin are damaged. Because the non-government certifications are disordering. Also the damage of the consumers majority occurs but it is insufficient the investigation analysis against the present condition regarding a non-government certification system and the operation actual condition. So it is necessary the actual condition where the countermeasure against hereupon is urgent. In this study, we present the operation direction of efficient against non-government certification system through investigation and the analysis.

Recently, it is becoming the big issue internationally where the safety problem of the industrial product including the foodstuffs. The way is able to construct the trust of the consumer that the external specialized agency independently operating confirms what production process of the product keep a standard or a technical regulation. This is conformity assessment. In the many countries, agencies entrusted government authority do conformity assessment. Specially, 'certification' in one form of conformity assessment process is operating a certification system at the government and the non-government body in Korea. Also non-government certification is fixed by trusted system from consumer. He has to prepare a competitive power in liberalization time, so need the countermeasure urgently. This study purpose that develops strategy so as to activating of non-government certification system in gist of the origination called 'self-control.' I present activation strategies using SWOT/AHP analysis.

To gain a national competitive advantage in Northeast Asia, Northeast Asia logistics hub strategy was undertaken by Korean Government. Korean Government had published Northeast Asian Logistics Hub Roadmap including the upbringing of total logistics providers to solve the high logistics cost which weakens the competitive advantage of Korean companies. To solve the high logistics cost, the Government had revised the Korean Physical Distribution Promotion Law for the introduction of certification system of the total logistics provider and enacted the Rules on the Certification of Total Logistics Provider and is going to introduce the certification system of total logistics provider. In this certification system, third party logistics related point is very high, the success in this certification system depends on the strategic alliances of the small and medium size logistics companies. The purpose of this paper is to study certification system of the total logistics provider and contribute to gain the competitive advantage of total logistics provider as global logistics provider.

Most of all countries have a governmental system for regulating the certification of nursing. In Korea, certification of advanced practice nurse(APN) is statuary regulation under supervision of government. In this article, the writers discuss the legal characters and effects of certification and regulatory body for certification and suggest the new regulatory system. The advanced practitioner may be recognize "new" health provider in the future. The nursing specialist have right to use title and practice expanded role. It's different things with physicians certification. The regulatory body is important because certification protected the title and empower APN authorize of expanded role. The certification of nursing is closely connected with public interest. The Korea government delegate power of national examination to private institute. To improve utility and publicity of certification system, we suggest that statutory empower the certification authority to public institute which composed with nursing professionals.

In relation to a certification system recently, it is coming out complains about make a rule of thumb certification, problems of after-service and duplication with government certifications. Also there is confusion in operating certification system to lack of properly rule to international standard. These impose a heavy burden on company in terms of times and costs and enhance competitiveness. Nevertheless, the survey was not built yet for the status and problems of the cooperation group standards certification System. So, this study purposes that research on the actual condition and development of operational guide for cooperation group standards certification system. In addition it ultimately improve the certification system for reliability and international competitive power. For more detail on this study, it would be considered conformity assessment, domestic/international conformity assessment and certification criteria. Also comparing survey result on the actual condition with international standards, develop operational guidelines to meet international standards.

Recent companies have introduced AEO (Authorized Economic Operator) system for a smooth and fast customs clearance to meet the conflicting objectives of trade security and trade facilitation in international trades. The present study was to verify 150 companies that have acquired Korea's AEO certification and its impact from the government and financial support, the effects of AEO certification post management, and the AEO system's utilization satisfaction to seek ways to further activate the AEO system. The research hypothesis and model was derived on the basis of existing theory and empirical research, and obtain the following results. First, government policy supporting the AEO system after certification post management showed positive (+) effect for the AEO satisfaction. Second, AEO certification post management showed positive (+) effect for AEO satisfaction. Third, government funded factor showed negative (-) effect for AEO certification post management. The present study is differentiated from previous research information. The study evaluated the company's satisfaction with the AEO certification, and the government support has empirically evaluated the relationship between the post management and the satisfaction. Academic contribution was conducted for Korea's AEO system's post follow-up research while a practical contribution suggested the direction for our country's organization to take advantage of the AEO system.

Purpose: This study analyzes the strategical priority to improve eco-labelling certification system, focused on biodegradable resin. Methods: This study will come up with measures to operate the eco-Label certification system related to biodegradable products more effectively and efficiently by discovering various problems related to the system, using causal loop diagram and AHP analysis. Results: This study shows that the government should play more important role while firms could also serve their roles in the initial and stabilizing stages of the eco-labelling certification system, in order to vitalize the eco-Label certification system more effective. Conclusion: This study addresses strategic eco-labelling policies on governmental and firm's operation and providers guidance to practitioners in addressing strategic decision relating to eco-labelling certification system.

The government has enforced the Green Building Certification System since 2002 to resolve environmental pollution from building construction projects. The Green Building Certification System offers additional financial incentive worth 3% of basic apartment unit construction cost for apartment housing projects that have passed preliminary certification and has been revitalized drastically since 2006. However, after the system was put in place, comparative analysis of each item in certification criteria has not been performed yet in reference to actual certification cases. This paper aims to provide a comparative analysis of such evaluation items by studying green building certification cases involving apartment housing. Conclusions drawn herein are expected to provide a framework of continued advancement for the certification system subsequently.

Advanced nations such as US and Europe have recognized the importance of the aircraft airworthiness and have been operating airworthiness certification system by their government since long time ago. In Korea, airworthiness certification personnel education program has been proceeding, since certification system of military aircraft airworthiness has been legislated. On this study, education course, education content for each course, education operating method and license management related to airworthiness certification personnel education and drew out adequate plan for domestic circumstance through studying aviation advanced nations cases. The proposed education course is divided into basic course, professional course and retraining course, considering its level of education and operation of education course has been recommended to a professional education institute designated by korea government and proposed to acquire authorized certificate for those who completed the education course. We hope to improve the method proposed as a result of the study such as education content, operating program, license management systematically and efficiently as years go by to develop into leading nation for airworthiness certification education and increase the benefit and confidence of nation.

Half a century has passed since the academic field of library and information science, which was born at the end of the 19th Century in the Western world, was introduced to Korea. Despite years of quantitative growth and qualitative maturation, the field has been facing the inconvenient truths of discrepancies in education levels arising from varying education providers, and weakened public confidence in librarian certification. Based on analysis of librarian training and education programs and the certification system, this research seeks to point out the limitations of the national librarian certification system, which is losing public confidence, and present a model for improvement. Library and information science education has expanded from universities to the academy of librarian education and lifelong education centers, and the librarian certification system has emerged as a target of reform. This research presents measures to improve the librarian certification system to government bodies and the Committee on Library and Information Policy with the purpose of providing grounds for policy enforcement.
