  • released by IEA, 2010, indicated that Korea's GDP, of 8 countries surveyed-Korea, Frans, Germany, Italy, Japan, the UK, the USA, and Australia-was the lowest, but the electric consumption per head was third, following America and Australia. Thus, our government has been striving to reduce energy usage and especially to lessen the energy used in buildings, proposing a variety of road maps such as 'building energy efficiency rating' and 'energy saving design standards of buildings'. Accordingly, this study investigated the effect of the items of machine part among EPI items on the energy saving rate. I measured energy usage by ECO2 program, for simulation program, that is used for the building energy efficiency rating. Result showed that items concerning control of pumps and fans had much more saving rate than the ones concerning efficiency of heater and cooler that had bigger scores assigned among EPI items. Result showed that items concerning control of pumps and fans had much more saving rate than the ones concerning efficiency of heater and cooler that had bigger scores assigned among EPI items. Therefore, I think that grades assigned to items in energy performance index need to be corrected.

  • Korean traditional house has inherented construction characteristics that contain human requirements with the adaptation to nature's order. As for traditional buildings, there are a lot of facilities like palaces, Buddhist temples, Confucianism architectures, government facilities, etc. Among them, housing construction is not only closely connected to our lives, but also plays an important role to connect our lives from the past to present. The master room in a traditional korean house is responsible for playing a center role of the residential life which implies the traditional values responsible for multi-functions and it is also the sphere of the living space. Therefore, this thesis considers the residential environmental adjustment method and the behaviors centered around the main buildings of Jeonnam Province. And also investigates the main reason for windows and doors formation. From this, we would like to further evaluate the master room life, and the inner space constructions following the spacial and organizational analysis of windows and doors. We would like to analyze the space organization methods, environmental adjustment methods and the usages of traditional buildings. Using the modern interpretation as basis, we would like to use the foundation materials to reflect single family housing plans.

  • In order to reduce greenhouse gas by 30% compared to BAU in 2020, research and development of zero-energy building construction technology for reducing greenhouse gas emissions in the construction industry is being conducted. With the recent implementation of the policy as mandatory through the establishment and commercialization of the zero energy building base, the government should devise measures to support and expand technology through the identification of the current status of the zero-energy building incentive system and the erasure of the erasure. In order to implement zero-energy buildings, excessive construction costs are presented as a major issue in revitalizing the supply of new and renewable energy to enhance Passive (energy efficiency grade of 1++) and achieve self sufficiency of energy (20% or higher). In this paper, the major problems and solutions for zero-energy building identification were presented in order to activate the dissemination of zero-energy buildings, and the recent policy changes resulting from the mandatory use of zero-energy buildings were analyzed.

  • This study examined and investigated architectural characteristics such as the use of buildings, the number of layers, and structure, and roof landscape characteristics such as roof types, materials, and color in rural villages which were located on the street on the assumption that the landscape of rural villages should be managed by considering visual aspects. The results were as follows. The commonest frequency was found in 'residence'(2/3) for the use of buildings and 'masonry structure'(2/3) for the structure. 'Wood structure' and 'light gauge steel structure(prefabricated structure)' were also commonly found. The results suggest that although many rural houses have partially improved by agricultural and fishery development projects and garden suburbs has been increased by city residents' desire for rural life, there have been still many old houses. Frequently used roof types were a gambrel roof and a hipped roof. Roof materials were mixed in several materials such as tiles, slate, panels, color steel plate, reinforced concrete, and asphalt shingles. Roof color was also mixed in several colors such as reddish N7 and N0.5 of Neutral color, 10R3/6 and 10R3/10 of R color, 7.5B4/10 and 7.5B7/8 of B color and 5G8/6 of G color. The result suggests that roof color impedes the landscape of rural villages on the street. Based on the results, some roofs of rural villages were improved by the support of the government or the local governments but there are still many old roofs. The mixture of improved roofs and old roofs mainly contributed to impeding the landscape of rural villages and it was probably caused by the lack of systematic landscape plans by individual improvement of buildings. Therefore, it is necessary to devise systematic landscape plans in consideration of local identity and neighboring environment. In particular, the guideline for roof color influencing a street landscape should be established.

  • In Korea, local government officials are in charge of buildings, and as such are supposed to review submitted documents related to the architectural administration to ensure that they comply with the legal standards. However, these officials generally put a greater emphasis on the preparation of the set of documents required for the administrative work than the content the documents contain. For this reason, many experts point out that the shortage of officials specialized in buildings and construction, as well as the lack of expertise among the building officials in the local governments, may result in repeated safety accidents during building construction. The purpose of this study is to propose the operational direction of a Regional Building Safety (RBS) center to secure the performance and safety of buildings by utilizing private resources. In this study, we carried out a pilot project to verify the effects of an RBS center and to derive the specific number of experts required. As a result, the technical matters were resolved in approximately 15% of the total cases of the document processing procedure, and the level of technical specialization among the officers has also been improved through the provision of guidance. The research findings support the validity and effects of the introduction of the RBS center. Finally, this study proposes (1) the types of RBS Centers that should be established, (2) the roles and business scope of the RBS Center, (3) the specific number of experts required, (4) the qualifications of the experts, and (5) the business regulations of the RBS Center.

  • Apartment balcony has been remodeled since the government permitted remodeling in January 2006.But extended balcony has great impact on building heat gain and loss. Therefore It has problems such as increase of heating and cooling energy. So $\underline{t}echnical$ solutions about window solar gain in summer is an urgent matter. The Purpose of this study is to evaluate energy performance of a blind in a double-skin facade in residential buildings by using EnergyPlus program. The results show that slat angles of $90^{\circ}$ is best in energy performance if we do not consider daylight. Poorly daylighted living room needs electric light and it also causes high cooling load. On the other hand, the results show that the application of blinds controlled automatically is best for energy performance when we consider daylight. Blind slat angles of $50\sim60^{\circ}$ have best performance when blinds are controlled in this angle throughout the day on a clear day in August. Blind slat angles of $0\sim30^{\circ}$ have best performance when blinds $\underline{are\;controlled}$ in this angle throughout the day on a cloudy day (more than 7 of total sky cover) in August.

  • In order to reduce the energy consumption of the building, much effort is being made. The problems are that excessive solar radiation in summer and the heat loss in winter by the increase of window area. To prevent this problems, government limited the window area ratio or the performance of windows in new buildings. In order to reduce energy consumption of the existing buildings, the window film insulation is spotlight because the window film insulation was simple to installation. This study confirmed the performance of the window film insulation and affect to heating & cooling load of buildings. The impact of the window film insulation coating was confirmed by experiment. And this study confirmed the annual heating & cooling load by simulation. As a results, the surface temperature of coated window was higher than the surface temperature of existing window. The window film insulation was increased surface temperature of window. And this study confirmed that the increased surface temperature was slightly affected the room air temperature through experiment of the insulation box. The results of the heating and cooling load by simulation, this study confirmed that the case of coated window film insulation decreased cooling load in summer and increased heating load in winter. Also the annual total heating & cooling load was increased a little in the case of coated the window film insulation.

  • The aim of this study is to build an architectural landscaping design ways of vulnerable community in rural area. I surveyed scenery structures, public buildings and single home forms, and fence types of house in twelve villages which have undertaken improving environment of rural community in four provinces. They all have an inferior surroundings to live in rural village, because they were isolated from the city, located on the mountain or island, and made a living under the slate materials of roof. The central government has been driving to reform the conditions with local office, so that they may increase their living qualities and village environment to get to the general level of rural area. There are three results of this study as follows: First, the scenery of the village surveyed has a remarkable views of locality and hierarchy of layers between field and mountain, which is very identified as a typical image of Korean rural topology. Second, the public buildings and single homes and outside wall of houses were personally designed or reformed as a various types like a flat slab style and different architectural structure, because they followed only to keep the architectural code rather than to make a harmony with other traditional style buildings. When they have to remodel it again through SaethulMaul project, they are needed to consider of both architectural code and design guideline for the local landscape design image. Third, to make a different landscape view of each village and improve housing conditions, it should be taken a people participation design way.

  • The purpose of this study was to evaluate the improvement of disabled access to healthcare institution located in Jongno-gu, Seoul in 2011 compared to 2003 since disabled access has been mandatory in healthcare institutions located in new buildings by the amended law in 2004. We had investigated 10 assessment items for disabled access in 166 healthcare institutions located in Jongno-gu, Seoul and the results were compared with those of 2003 survey. On average, 74.1% of the healthcare organizations has equipped with items for disabled access. However the adequately equipped rate for those items was only 39.2%. Compared with the results of 2003 survey, these rates showed a little increase by 4.1% and 8.0%, respectively. There were only 10 healthcare institutions located in new buildings which were constructed after July, 2005. Their average equipped rate(84.4%) and adequately equipped rate(46.8%) were higher than those of the other organizations because the Korean government ruled that healthcare institutions in new buildings must have facilities for the disabled. In conclusion, we confirmed that the accessibility of the disabled to healthcare institution slightly increased. In particular, the healthcare institutions in newly constructed building showed the significant increase of accessibility of the disabled. However, it is founded that disabled access is still not enough for the disabled.

  • With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.
