Objectives: The objectives of this study are to research the usage characteristics of asbestos-containing building materials and to conduct exposure risk assessment by applying no. 2016-230 "Methods of Risk Assessment of Asbestos-Containing Buildings" from the Ministry of Environment. Methods: One hundred buildings located in the Seoul and Gyeonggi-Incheon area were chosen, with 29 in Seoul, 20 in Incheon, and 51 in Gyeonggi-do Province. The year of construction was divided between three buildings in the 1970s, 11 buildings in the 1980s, 42 buildings in the 1990s, and 44 buildings in the 2000s. The bulk samples were analyzed by using a polarizing microscope after a pre-process using a stereomicroscope in a hood with an HEPA filter. This study defined ACMs(asbestos-containing materials) as asbestos when the content percentage was over 1% in the analysis result. Methods and standards of risk assessment of asbestos-containing building materials were conducted by refering to no. 2016-230 "Method of Risk Assessment of Asbestos-Containing Buildings" from the Ministry of Environment. The risk of exposure to ACMs was rated by a score based on three categories(high, middle, low risk of asbestos exposure). Results: In this study, 30 of the 100 buildings and 36 of the 416 bulk samples(8.6%) were found to have had asbestos. Asbestos was detected at a high rate, in 18 out of 42, in buildings constructed in the 1990s and at the lowest rate(7 out of 44) for buildings constructed in the 2000s. As a result of the evaluation according to no. 2016-230 "Method of Risk Assessment of Asbestos-Containing Buildings" of the Ministry of Environment, the risk assessment level of two asbestos-containing building materials was found to be "Medium", and 28 buildings materials were found to be at the "Low" level. Conclusion: As asbestos is regulated by the government, it is required to conduct active management and implemention by introducing methods of risk assessment of asbestos exposure that are supported by data from various situations. In the case of buildings owned by individuals, building owners should be aware of the risk of exposure to asbestos.

The seismic reinforcement ratio of SOC facilities, such as domestic roads and railroads, is 96%. Out of approximately 7 million buildings as of 2016, only 0.51 million buildings with seismic performance were secured. Although the proportion of masonry structures is 38.8% of the total buildings, there is almost no seismic resistance, only 2.0%. To solve the problem in Korea, government-level seismic measures are being promoted, but the situation is insufficient. Overseas, the UBC research team in Vancouver, Canada, has developed and used EDCC to reinforce the seismic performance of masonry buildings. EDCC is a construction material that can secure concrete ductility capability by mixing fibers and secure deformation resistance of concrete through bridging action. It is necessary to examine various materials because EDCC is not used as a spray type of secure seismic reinforcement. In this study, as part of the research and development of spraying materials to improve the durability of masonry buildings, this study examined the spraying characteristics of fiber-reinforced mortar according to fiber use and the viscosity change according to the use of thickener. As a result, the working performance of the fiber-reinforced mortar for seismic reinforcement was improved when using 1% fiber and 1% thickener.

Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

This study is basically about the changing appearance of the big pavilion, Yeongnamnu in Miryang city belonging to the government guesthouse of Joseon dynasty. And the purpose of this study confirms that even if the appearance of the building has not changed, the function of the building changes because the reason why people think about the building is also different. First, looked at the appearance of architecture and the function of architecture that changes with the times. In the course of the research, the changes of pavilion were traced by dividing it into five from Kory? dynasty which was first established to the present. Then, tried to find out the change patterns by analyzing important events related to buildings or places in each period. As a result, the following facts were confirmed. 1. Because of the Buddhist repression policy in Joseon Dynasty, the Yeongnamnu changed from the temple pavilion to the government pavilion. 2. Throughout the Joseon Dynasty, Yeongnamnu was the representative scenic of Miryang City. 3. In the late Joseon Dynasty, Yeongnamnu was famous as a place where a woman named Arang devoted her life in order to preserve his fidelity. 4. Since 1910, Yeongnamnu has become an important cultural asset, and space has been widely used as a venue for various public events. 5. From 1945 to 1999, Yeongnamnu was used mainly for the events of Arang Remembrance and Miryang Culture Festival. And the inner space of Yeongnamnu was rarely used because people thought preservation is important.
Regeneration of abandoned industrial facilities can heighten the availability through potential values that cannot be found in newly-built buildings and through the sense of overscale space. Furthermore, backward regions can be activated by assigning their identity and establishing social-cultural infrastructures. The aim of the present study is to analyze and integrate of characteristics of design expression based on a case of creative space in Shanghai. A research on the creative space in Shanghi designedly proceeded according to government's extensive administrative support and policy. We keep appearances of industrial buildings as close as possible to their original condition, thereby revealing symbolism and forming unique characteristics that distinguish them from those of other areas. While keeping the shape characteristics of the bridge8, M50, Red Town, 2577 Greative Garden and 1933 Shanghai, we designed spaces in terms of spacial variability, oneness, accessibility and continuity and activated areas by inducing residents' participation and fostering art and cultural oriented facilities. These characteristics of design expression are factors to be considered in regenerating abandoned industrial facilities internally and hopefully they are used as a reference of design plan.

This study examines the seismic failure of RC low-rise building structures having irregularities at the ground story during the 15 November 2017 Pohang, Korea, earthquake, $M_w=5.4$, which is the second strongest since the government began monitoring them in 1978 in South Korea. Some 2,000 private houses were damaged or destroyed in this earthquake. Particularly, serious damage to the piloti story of RC low-rise residential building structures of fewer than five stories was observed within 3 km of the epicenter with brittle shear failure of columns and walls due to severe torsional behavior. Buildings below six stories constructed before 2005 did not have to comply with seismic design requirements, so confinement detailing of columns and walls also led to inadequate performance. However, some buildings constructed after 2005 were damaged at the flexible side of the piloti story due to the high torsional irregularity. Based on these results, this study focuses on the problems of the seismic torsion design approach in current building codes.

Asbestos have been used around the world by physical and chemical characteristics that are a reliable and cost-effective. But asbestos, once called the miracle of mineral, is now a quiet time bomb. Asbestos hazards have been studied and the government has pursued 'Comprehensive Measures for Asbestos Management' jointly with related departments. As a part of plan, Ministry of Environment is to introduce legislation 'Asbestos Safety Management Act' through Environment Announcement No. 2010-108. The same Act. 24 shows as follows. Minister of Environment or governor should do survey on the actual condition targeting rural buildings with slates and partly or fully fund to dissolve, remove asbestos slate which was used in each building. However, the local survey was only conducted by each municipality regionally. And there is no actual condition data by area, application and year, and there was no data on disposal costs concerning asbestos slate buildings In this study, discharge of asbestos slate was calculated per unit area and formula was developed with regression analysis. In addition, Demolition, dismantling, disposal costs were computed via a phone survey to disposal companies and then this study proposed standards for this.

This study considers that the establishment of a public library within multi-use complex is one of the most effective ways to expand infrastructure of public libraries in Korea. A survey on the complexation rates of public libraries in Seoul was made through on-the-spot visits and telephone interviews. It turned out that out of all 112 public libraries in Seoul, 55 of them are in multi complex buildings. In order to efficiently establish public libraries to multi-use complex, absolute consideration on the size, location, and space should be made. Moreover, if necessary, additional complexation with commercial facilities, schools, and local government buildings should be made.
