Evaluation Elements for Effectiveness of Rural Landscape Policy (농촌경관정책의 실효성을 위한 평가요소 도출)

  • For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

  • Recently people are starting to pay attention to the vacant house. Vacant house across the country are expected to be a Million. Ministry of Land, Transport and Maritime Affairs has created a new legal provisions regarding maintenance to Vacant on the Construction Law. But Vacant house information systems in government are not available Other countries to clarify the role each entity to manage these Vacant and manages the Vacant. The national government has made the operating budget support program for the Vacant management. The local government has made legislation of self-government to create a DB for the Vacant management. A non-profit corporation is developing a program operated by the Vacant, and the Vacant intermediaries to consumers. Therefore, our country is also to expand the national budget for the Vacant administration, local governments should establish a comprehensive management system for managing and providing Vacant house research and DB.

  • The purpose of this research paper is to provide to alternatives to improve the fiscal issue of current local government fund system of through empirical factor analysis. The method of this study is to survey residents and public officers. The meaning of local government fund system is to enhance the roll of local community effectually and to practice democratically and efficiently through continuing support to special project, But in general, Fund must be applied under certain restrictions in the field not to attain it's objects within budget accounting system, The reform of fund managemental application must to achieve before fixing an abuse out of fund system. According to this factor analysis, a strategic aspect to enhance the democracy and efficiency of fund system must be search actively.

Job Creation in the Social Service Sector : A Critical Review of the Current Problems and the New Administration's Policies (사회서비스 10년 경험을 통해 본 사회서비스 일자리 정책의 과제)

  • Since 2006, the Korean government has introduced a series of policies to create social service related jobs. Facing the new social risk of Jobless Growth, the newly launched Moon Jae-In administration had no choice but to include job creation in the social service sector as one of the 100 National Tasks for the next five years. The primary purpose of this study is to provide based on the last 10 years' experience a critical analysis of the new government's social service job creation policies. It has been proven that containing budget growth and creating jobs are not compatible goals. The government's control over social service prices has been persistent for the last 10 years serving the purpose of containing social service budget. The author argues that low quality jobs and depressed social service market are the results of such policy. The current problems created by the past policies and a number of new problems that the new government's plan to establish so-called Social Service Corporation might create are discussed, and a set of policy tasks including a social insurance for social services are suggested as alternative solutions for the old and new problems.

Expansion Plan for Police Welfare Facilities in South Korea: Focused on the Police Training Center (한국 경찰 복지시설의 확충방안: 경찰 수련원을 중심으로)

  • The current study assessed the problems of police training center and explored the expansion plan of the center in order to improve the welfare condition of police in South Korea. The results indicated that: 1) deterioration of the facilities; 2) shortage of the facilities compared with the others such as the facilities of military and firefighter; 3) shortage of operation budget. It was suggested to cope with these problems that: 1) employing a government outsourcing of the facilities; 2) disambiguation of the definition of police training center; 3) security of budget for the effective operation of the facilities. The policy implications to enhance the police welfare in South Korea and the limitations were discussed at the last part of the research.

A Study on the Determinants of Artificial Intelligence Industry: Evidence from United Kingdom's Macroeconomics

  • Recently, the rapid development of artificial intelligence industry has resulted in a great change in our modern society. Due to this background, this paper takes the United Kingdom as an example to explore the determinants of artificial intelligence industry in terms of United Kingdom's macroeconomics. The quarterly time series from the first quarter of 2010 to the fourth quarter of 2017 will be employed to conduct an empirical analysis under the vector error correction model. In this paper, the real GDP, the employment figure, the real income, the foreign direct investment, the government budget and the inflation will be regarded as independent variables. The input of artificial intelligence industry will be regarded as a dependent variable. These macroeconomic variables will be applied to perform an empirical analysis so as to explore how the macroeconomic variables affect the artificial intelligence industry. The findings show that the real GDP, the real income, the foreign direct investment and the government budget are the driving determinants to promote the development of artificial intelligence industry. Conversely, the employment figure and the inflation is the obstructive determinants to hamper the development of artificial intelligence industry.

Statuses of World Governments' Expenditures for Space Program and Space Markets (세계 각국의 우주분야 투자 및 우주산업 현황)

  • Despite the global economic recession, the space market has reached a historical peak of $160.9 billion in 2009, a 11 % growth compared to the previous year. The world governments' investments on space programs totaled $68 billion in 2009, 11% growth compared to 2008. However, Korea invested $217 million in 2009, 24% decrease compared to 2008. The completion of the 'Naro' rocket project has an impact regard to the budget cut. The Korean space market decreased 3% to $789 million due to the decrease of the export of satellite phone by economic recession. In this paper the current statuses of world governments' funding for space program and space market were presented and the current issues on the Korean space budget policy were reviewed.

Induced Production Analysis for Photovoltaic Power Generation Equipment in Korea using Input-Output Table 2009 (산업연관표 2009를 이용한 태양광발전설비산업의 생산유발효과분석)

  • The Korean government pushed ahead various policies to disseminate photovoltaic (PV), wind power, small hydro, bio-fuel, etc. Renewable energy system (RES) budget of the Korean government increased from 118 billion won of 2003 to 876.6 billion won of 2010. The R&D budgetary supports for RES increased by 6.8 times in the period 2003-2010. It is necessary to confirm RES budget expenditure that renewable energy promotion policy makes good performance evaluated in quantity level. This paper made Input-Output Table 2009 contains photovoltaic power generation equipment industry as a dependent sector and analyzed induced production effect by demand of photovoltaic power generation equipment industry. From the empirical analysis result, additional demand in photovoltaic power generation equipment induced 1.932 times of induced production in Korea. Each of industry sector has positive induced production from the additional demand in photovoltaic power generation equipment. Renewable energy promotion in photovoltaic power generation is considered together with industry policy as the option to sustain economic growth.

Determinants of Healthcare Expenditures in GCC Countries: A Panel Data Analysis

  • This study aims to investigate the main factors that affected the government health expenditures in Gulf Cooperation Council (GCC) countries (Kingdom of Saudi Arabia (KSA), United Arab Emirates (UAE), Oman, Qatar, Bahrain and Kuwait), during the period from 2005 to 2019. The study employs a panel data technique in order to monitor the pooled determinant variables of healthcare expenditures in these countries. The study's results indicate, by using FMOLS approach for panel data, that the average healthcare expenditures per capita in GCC countries have a positive and a significant relationship with the government revenues, the size of the population, and the governments' public debt. The positive and the significant relationships of governments' public debt may be explained even if the governments of the GCC countries suffer from a budget deficit; the GCC countries continue to increase the healthcare expenditure. The study suggests that the policymakers of the GCC countries must take into consideration those variables when they develop their healthcare policies. Also, the GCC countries urgently need to have high levels of foreign exchange reserves to maintain the expected level of spending on the healthcare sector, because their public revenues depend mainly on the oil revenues, which are fluctuating continuously.
