  • After entering into the WTO in October, 2001, China started opening her bank industry on a full scale and her financial markets from the end of 2006. It is true that the Chinese commercial banks should make efforts to enhance their operational efficiency for adapting the rapid change of financial environments. In this paper, the efficiency of 4 Chinese state-owned commercial banks and 11 share holding commercial banks has been estimated. Our Tobit model to find out the determinants of these banks' efficiency. The results are as follows: The efficiency of these banks kept being improved from 1999 to 2003. With regard to the relationship between the determinants and the bank efficiency, their capital ratios, ownership structures and government subsidies are significant at the 5% level while the return on asset(ROA) is significant at the 10% level. The relationship between the determinants and the efficiency has showed that the size, capital ratios, ROA and ownership structure showed significantly before the entry to WTO, on the other hand, after WTO their capital ratios are the only factor to determine their efficiencies.

  • The purpose of this study is to examine the policy direction and execution plans of the Japanese central and local governments for the use of vacant houses after the enactment of the "Special Act on Vacant Houses." It also seeks to provide suggestions for establishing vacant house policies in Korea by identifying the characteristics of the Japanese policies, and to suggest policy alternatives that can contribute to environmental improvement and regional revitalization through the use of vacant houses. For this purpose, we examined Japan's "Special Act on Vacant Houses," the process of establishing vacant house policies in the Japanese central and local governments, and the contents and direction of these policies. Below are the results of this study. First, the Japanese government revised mid to long-term policies related to housing after the enactment of the "Special Act on Vacant Houses", thereby providing ground for local governments to establish vacant house policies. Second, the government actively supported the operation and funding of related associations so that the private sector rather than the public sector could address vacant house problems. Third, the government subsidized administrative expenses such as cost of finding vacant house owners to prevent neglect of vacant houses, and showed its will to address vacant house problems by revising taxes such as property taxes and transfer income taxes. Fourth, the government has enacted distinct ordinances for each local government and made it possible to perform customized policies such as allowing residents and local stakeholders to participate in the establishment of vacant house policies. Fifth, the government made it possible to manage vacant houses efficiently by allowing the vacant house bank to provide all information related to the use of vacant houses. It is necessary for Korea's central and local governments to refer to these precedent cases and create efforts to reduce trial and error when establishing vacant house policies.

  • This study aims to analyze the causality between GDP per capita, urbanization, and education. This also aims to determine the long-term and short-term relationships between economic urbanization, education, and GDP per capita by applying Vector Error Correction Model (VECM). Data was obtained from the World Bank and UNDP from 1990 to 2018. The estimation results showed that economic growth and education on urbanization have the strongest causality in VECM. Therefore, they are pull factors with a significant effect in the long and the short term. Some suggestions concerning policy implications were stated, and they include: forming area-based urbanization, where cities within one area are integrated, to get the impact of an agglomeration economy. Also, the government needs to accelerate the distribution of infrastructure and public facilities in various regions to avoid population density in one area due to urbanization, and government needs to pay attention to easier access to education and more equitable ones in various regions. On the contrary, after education is evenly distributed in all regions, the government needs to pay attention to transportation access and infrastructure.

  • The founder of the 'Paik In - Je House in Ga Hui Dong' in the Bukchon Hanok Village was found as Han Sang- Ryong (1880.11.14. ~ 1947.?) and the time when it was built was by the late June in 1913. Han Sang Ryong was the director of the HanSung Bank during the Japanese colonial period and he was the industrialist in the management committee and the economy coordinator in the economic area. The way how he could accumulate the huge amount of money was because his Uncle Lee Yoon Yong and Lee Wan Yong brothers were participating in various concessions under the protection of the colony government such as Chosun colonial government. Through seven years of preparation for building the mansion, the social function he presented to his house was 'the house built for the banquet hall'. He invited many celebrities of politics and economy to this house and built his fundaments for his social activity through interactions. To solve the construction concept, he used the way of 'duplicity and juxtaposition', and his mansion was reborn as a modernized urban Hanok through the reinterpretation by his program out of the old Confucian rules. Han Sang Ryong's mansion is significant and valuable in the period since it was a pioneer in challenging the creative housing in the developing stage of Hanok in early modern era, and the highest social level people were trying to show off through the Hanok as a product.

  • The purpose of this study is to estimation of Technical Barriers of Trade(TBT) between Korea and China. TBT is one of the key issues in which both governments are interested since the Korea-China FTA negotiations had launched in 2012. In this paper, we aggregate nine country HS codes from World Bank and AIO codes from JETRO. Our estimation model based on modified price wedge approach differentiate previous researches in the sense that it covers all manufacture industries and uses nine country data set. Estimation results confirm the importance of TBT showing that TBT high ranking items significantly overlap high ranking export items. We also find that the size of Chinese TBT are much larger than that of Korean TBT, implying that Korean government needs smart and well prepared strategy for key items in TBT/FTA negotiation with Chinese government.

  • Since medium and small manufacturing enterprises have , played a very important role not only in national economy but also in political and social relationships all of the countries in the world have paid favorable policies and programmes for protecting and promoting this sector. In Korea main ingredients of promoting policy for this sector consist of (1) encouragement to modernize facilities and rationalize operation (2) special priority in bank loan (3) promotion of industrial cooperatives (4) prevention of infringement by large industries. However, substantial investigation for problems incurred in medium industries has revealed that unless medium industries improve and raise their technological and managerial skillfulness for themselves all other measures are useless to solve the problems. This realization has induced all of the countries to render extension services on both of technology and management to assist and support their own effort for rationalization. Also in Korea during past 20 years many technical and managerial research institutes have rendered free consultancy services to medium industries by the support of government subsidy. Among them the joint extension services project performed by the Medium Industry Bank and UNDP during 1967 and 1975 might he listed as model case because of its broad and integrated activities and participation of foreign experts. We think many precepts should be :learned from the study of this project. Korean economy is expected to develop rapidly throughout coming'80 in spite of many obstacles, tut there is an apprehension that gap in of every facet between medium and large enterprises might he deepened and enlarged. To prevent the actualization of so-called dual structure of national economy and to promote stabilized medium industries with high added value productivity which are shown in well developed countries, consultancy assistance ana extension services should be strengthened much more than ever. Fortunately in 1978 legislation of "Medium and small industry promotion act" has paved the way for the systematic achivement of consultancy and extension services which shall be integrated by the government overall program. Under new framework thoughtfull accomplishment should be undertaken considering precious precepts obtained from past experience and failure. Special attention should be given to the technical liaison officer scheme, exclusive participation of only professional institutes, strict qualification and training for consultants for the future succsseful implementation.

  • This study attempts to find out the characteristics of digital currency and currency transformation through the analytical descriptions of the literature. In the early days of the emergence of new currency, market-oriented autonomous monetary adjustment was made along with various attempts by the private sector, and then government-centered central currency management and coordination were made for the national monopoly of profits and power. Digital currency can be seen as the emergence of a new form of money that will bring about paradigm changes. CBDC can be divided into direct and indirect types. CBDC is expected to require a strategic approach by the government or firm as it will bring about changes in the ecosystem of related industries. Libra is a stablecoin designed to minimize price fluctuations, and if it succeeds in commercializing it, it is expected to bring about revolutionary changes in the financial industry around the world.
