The subject of this study is to search for the improvements or solutions of problems in the field of the performing arts that relies on public support and faces economic difficulties. Considering the value chain for the performing arts industry is comprised of Creation-Distribution-Consumption is isolated relatively, this study aims to identify improvements for the distribution system. By examining the government's theater-oriented support policy, this study details methods of improvements in the distribution sector of the performing arts industry. Following the study of the performing arts industry and its value chain, the study analyzes the structure, factors and the present state in the performing arts industry, as well as the volume and type of public sector support for distribution. The study concludes by suggestingmagnifying government's Distribution sector supporting that was limited by only 2.7% in 2014, and fostering and specialty improvement of circulation agents such as production agencies.In addition, supporting distribution diversification, namely the extension of platforms like the Visualization of Performing Arts, is needed. These alternatives will contribute to balanced development and coevolution of each sector which comprises the performing arts industry's value chain.
Abstract The purpose of this paper is to analyze production and innovation networks of manufacturers in the rural, long-live areas of Gangwon Jeju and to suggest an ideal regional development model of rural areas in the knowledge-based information age. For this purpose, we compared the areas of Gangwon Jeju with the long-live belt areas in the rural pan of the Honan region and Gwangju Jeonju, the urban part of Honam. The findings from the study are summarized as follows. Firstly, the stronger the local networks in terms of supply of the necessary input materials and labor, the more successful the manufacturing industry is in the given area. Secondly, the more diverse and lasting the networks (in terms of the location of manufacturers, local area and national area) and cooperation agents(businesses, research institutions, the local government, the central government) they have, the more prosperous the manufacturing industry is. These results indicate that the successful development model for rural areas requires that we take the approach of fostering potential innovation capabilities of total areas by fully utilizing their innate resources so as to create an internal cooperative network and further build extensive networks encompassing external entities to create a virtual innovation cluster.
BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.

This study aims to explore an evolutionary path of the IT service industry in Fairfax County using the Cluster Adaptive Cycle model in economic geography. The analysis is based on detailed historical and industrial information obtained through a variety of data sources including local archival materials, economic census, and interviews. This study also performs a shift-share analysis during the period of 1990 to 2011. Using the adaptive cycle model, the local IT service industry is indicated by a trajectory of constant cluster mutation. The evolution of the local IT service industry has been closely related to federal government policy due to the regional specificity of the National Capital Region and the proximity of the Department of Defense. Although the economic downturn of the late 2000s, the local IT service industry has been notable resilience and adapted to a changing market and technological environment. This constant mutation of the local industry is resulted from not only high resilience which is based on the large government procurement market, the reinforcement of adaptive capacity of the local firms and the network of economic agents such as firm and supporting institutions, but also high flexibility of the knowledge-based service industry to a changing business environment.
This study analyzed the achievement characteristics of 21st Century Frontier R&D Program depending on the subject of study, type, period in order to provide necessary data required during planning and execution of the large scale R&D projects. 21st Century Frontier R&D Program is a representative national R&D project that has been supported for a decade. The research achievements were analyzed for researchers who participated in each four projects completed in 2010 and 2011 among 16 R&D projects of 21st Century Frontier R&D Program promoted by Ministry of Education, Science and Technology. The research is summarized as follows. First, the achievements varied depending on the main agent such as universities, R&D institutions, and industries. The achievement of universities includes significantly larger publications than those of R&D institutions and industries. Second, the rate of overseas patent application and registration were higher in industries significantly than those in other research agents. Third, the achievements differed depending on research type such as basic, applied, and development researches, and the development researches exhibited significantly higher achievements in domestic patent application and registration, overseas patent application, and technology transfer. Fourth, in terms of the research period, long-term projects show significantly larger number of domestic patent applications than those from short-term projects. Fifth, when achievements like the publication and overseas patent application were classified in such fields as bio, nano, and energy environment R&D, bio and nano fields showed higher achievement than the energy environment field. This research could empirically confirm that the achievement characteristics of large scale and long-term government support R&D projects vary for each research properties.
The Republic of Korean Navy (ROKN) started from scratch. However, ROKN demonstrated its Blue Navy capabilities successfully to the entire world by conducting "Operation Early Dawn" at the Aden Bay, Yemen in Jan 2011. On the event of the 70th anniversary of the ROKN, I would like to retrospect past gleaning from voyages and challenges we had in the past. At the very inception of the ROKN, Korean government as well as senior military leaders recognized that it had no time to spare to clean up military those were insinuated deeply by communist agents. It was the top priority of the government. The Mongumpo Operation which was not well known, conducted by ROKN was one of the clean-up drive. The Korean War sometimes called as "a fire from land put-off at the sea". The world famous "Incheon Landing" which reversed war situation from the Nakdong Perimeter also done by Sea Power. ROKN conducted various maritime operations including not only Incheon Landing, but amphibious operation at Hungnam, mine sweeping, sea convoy, Wonsan Withdrawal. On the same day of the Korean War started, 25th June 1950, unless the victory of the ROKNS Baekdusan (PC 701) at the Korean Strait, the waning lamp light of Korea could not be rekindled by the participation of the U.N. The ROKN rescued the 17th regiment of Korean Army from the isolation at the Ongjin Peninsular and transported gold and silver bars stored at the Bank of Korea to the Navy supply deposit in Jinhae safely. ROKN special intelligence unit conducted critical HUMINT which led Incheon Landing success. One of important mission ROKN conducted successfully was not only transporting war fighting materials but also U.S. provided grains to starving Koreans. ROKN participated Vietnam campaign from 1960s and conducted numerous maritime transportation operations supplying materials to Vietnam military forces along the long coastal lines. Experienced Naval Officers and enlisted men who discharged and acquired as merchant marine certificate supported most of the U.S. sea lift operations throughout the Vietnam campaign. ROK-US Combined Forces which had been honed and improved its war fighting capabilities through the Korean War and out of Vietnam jungle playing key deterrent against threat from north Korea. However, those threat level will be completely different when north Korea finish its nuclear weapon ambition. In order to stand firm against north Korean nuclear threat, I would like to expect strong political leadership supporting nuclear submarine for ROKN.
In modern society, the field of life is expanding to complex and diverse fields according to changes in lifestyle. As people's consciousness also changes, various social problems are involved, and countermeasures are being taken in various ways. In particular, as the issue of school violence has become a subject of interest, government-related ministries have jointly set up a reporting center and professional counselors are receiving and consulting on damage reports. Counselors experience mental and physical exhaustion in the course of their work. Therefore, the need to contribute to effective counseling work is raised by studying the factors that cause burnout. This study collected the experiences of 10 counselors working at 117 reporting centers from February 2019 to May 2020 through interviews and analyzed them with Colaizzi's phenomenological research method. The exhaustion factors derived from the results of the study were first experiences such as conflict between counselors during the period of institutional integration in the "117 reporting center experience", and secondly, professional counselors experienced emotional exhaustion, inhumanization, and lack of achievement. In order to prevent and overcome the exhaustion factors of counseling agents, it was necessary to prepare measures to promote fraud. This is expected to be useful data for improving the working environment of special job counselors in the era of industrialization and informatization in which various anonymous counseling methods are used.
Ever since Korea and Vietnam reestablished diplomatic relations, the two countries'bond has become stronger than ever, augmenting the range of exchange between them in almost every possible field including politics, economy, society, and culture at such a high speed. Among many, an increase in number of Vietnamese immigrant women in international marriage is worthy of close attention. Since 2010, Vietnamese has topped the proportion of total foreign women married to Korean men, having surpassed Chinese. Nonetheless, the quick international marriage between Korean men and Vietnamese women, which usually happens without sufficient time to get to know about different cultures and languages, has not only raised problems for people concerned, but numerous social issues as well. Recognizing these problems, a number of government departments have provided various support on policies and legal issues toprotect multicultural families as a means of social integration and settlement support. Nevertheless, the support policies until now have been generalizing all of the immigrant women in international marriage as people subject to protection. Thus, considering every immigrant women as people in need, and trying to help them with various social issues have caused the government a high cost and low efficiency. This thesis emphasizes the point that through the cases of Vietnamese immigrant women in international marriage, there should be a specific support plan for specific people in need, reflecting various traits of different cultures and societies, in order to ease their settlement in Korea. Moreover, it suggests detailed plans for improvements on legal and institutional problems. Although the Vietnamese government forbids commercial agents for international marriage, many of agencies are still active and to help the immigrant women, who desire to return and resettle in Vietnam in case of divorce, this thesis suggests legal and institutional remedies for Korean and Vietnamese government. The composition of the thesis follows below: Part II on social and cultural traits of international marriage between Korean men and Vietnamese women. Part III on institutional problems and plans for improvements regarding settlement of immigrant women in international marriage. Part IV on legal and institutional problems and plans for improvements regarding divorced immigrant women and their return to Vietnam. Part V on conclusion. Divorce is not a flaw anymore nowadays, but in case of Vietnamese immigrant women ininternational marriage, an inadequate legal system hampers their resettlement process. Cases of not being ableto remove their own names from the family register due to poor financial and legal abilities are often identified and it is both the Vietnamese and Korean governments'duty to acquit their ethical responsibilities by seeking ways to institutionally and financially support them.
There have been numerous steps of growth in policy system since the legal systemization through the enactment of Information Disclosure of public institution Act in 1996 and Records Management of public institution Act in 1999 as well as infrastructure advancement led by government bodies, but it still shows insufficiency in some aspects of information disclosure system and records management. In particular, the issue of reliability on record information disclosed through information disclosure system is raised, and institutional base through the legal and technical devices to ensure the reliability are not well prepared. Government has attempted to enact laws and regulations to guarantee the public right to know through information disclosure and records management at government level, and establish the national system in a way that advances the infrastructure for encouraging the participation in state affairs and utilization of national record information resources. There are limitations that it lacks internal stability and overlooks the impact and significance of record information itself by focusing upon system expansion and disclosing information quantatively. Numerous record information disclosed tends to be falsified, forged, extracted or manufactured by information disclosure staffs, or provided in a form other than official document or draft. In addition, the disclosure or non-disclosure decisions without consistency and criteria due to lack of information disclosure staff or titular supervising authority, which is likely to lead to societal confusion. There are also frequent cases where the reliability is damaged due to voluntary decision, false response or non response depending upon request agents for information disclosure. In other cases, vague request by information disclosure applicant or civil complaint form request are likely to hinder the reliability of record information. Thus it is essential to ensure the reliability of record information by establishing and amending relevant laws and regulations, systemic improvement through organizational and staff expertise advancement, supplementing the information disclosure system and process, and changing the social perception on information disclosure. That is, reliable record information is expected to contribute to genuine governance form administration as well as accountability of government bodies and public organizations. In conclusion, there are needed numerous attempts to ensure the reliability of record information to be disclosure in the future beyond previous trials of perceiving record information as records systematically and focusing upon disclosing more information and external development of system.

After the 9.11 terror attack, lawful Interception (LI) has emerged as an important tool for anti-terrorist activity. Law enforcement agents and administrative government bodies effectively monitor suspicious target users of permanent IP-based network devices by LI in Packet Data Networks (PDNs). However, it is difficult to perform LI in monitoring migrating users from a location to another, who change their IPs due to the proliferation of portable Internet devices enabling 3G IP Multimedia Subsystems (IMS). The existing, manual handover technique in 3G IMS makes it even more difficult to continue the LI activities due to time-lag reissuance of LI authority warrants when the target users move to a new LI jurisdiction via a roaming service. Our proposed model is a seamless LI handover mechanism in 3G IMS to support mobility detection of the target users. The LI warrants are transferred to the new LI agent automatically with the target users when they move to a new LI jurisdiction. Thus, time-lag human intervention of reissuance of the LI warrants is removed and enables the LI authorities to continue monitoring. In the simulation of our proposed mechanism, the quality of lawful interception achieves a mean score of over 97.5% out of the possible 100% maximum score, whereas the quality of the existing mechanism has a mean score of 22.725%.
