A Research on the development of evaluation model for the government's recognition regarding the program accrediting organizations in Higher Education (고등교육 프로그램 평가인증기관의 정부인정 평가모형 개발에 관한 연구)

  • The Ministry of Education, Science and Technology has been implementing the government's recognition project regarding the program accrediting organizations in Higher Education. This research is to establish an evaluation model for the government's recognition process of the program accrediting organizations, and develop the evaluation categories, items and indices for the model. The research has set the concept for the government's recognition regarding the program accrediting organizations and designed an evaluation model for such organizations. The evaluation model embraces a preliminary evaluation process, assessing an eligibility of the accrediting organizations for the higher education based on the formalities set forth for the government recognition organization accrediting process. It also includes the main evaluation process, which assess the eligibility based on the evaluation standards stipulated in the associated legislation and regulations. In addition, through in-depth verification processes by experts, this research finalized 2 evaluation domains, 5 evaluation categories, 24 evaluation items and 33 evaluation indices.

The Revision of Sajik Ritual System during the early Ming Dynasty and the Debates about National Sajik Altar Alteration during the early Joseon Dynasty (명 초 사직단 제도 개정과 조선 초 사직단 논쟁)

  • Sajik, the altar of land and grain was treated as one of the most important national ritual facilities by the Joseon dynasty and the Ming dynasty because it symbolized the legitimacy of a dynasty, and its architectural ordonnance was arranged strictly by the government. But when the Joseon government considered to reconstruct its national Sajik altar in Hanyang during the Sejong period, they found the new architectural ordonnance for local Sajik altars recorded in "Hongwulizhi(洪武禮制)" had been published by the Ming government was hard to adopt, because it was too narrow and totally different from the traditional style. Above all things, they doubt of there was other architectural ordonnance for kingdoms, not for local governments. King Sejong ordered to investigate the origin form and former examples, and tried to get other ritual documents of authority published by the Ming government such as "Damingjili(大明集禮)". After several academic researches and intense debates, they decided to create a new architectural ordonnance for their national Sajik altar, its form was in accord with the traditional style and its size was in accord with the new ordonnance. But they did not know there had already been the architectural ordonnance for the kingdom in the Ming dynasty. Because the first emperor of the Ming dynasty had changed its Sajik ritual system several times, even the whole country of the Ming dynasty also had gone through chaos on this issue even after his death. Consequentially, the official documentation works had been made partially, there was no a complete document on this issue even in the Ming government.

The Effect of the Timing of Dexamethasone Administration in Patients with COVID-19 Pneumonia

  • Background: Despite the proven benefits of dexamethasone in hospitalized coronavirus disease 2019 (COVID-19) patients, the optimum time for the administration of dexamethasone is unknown. We investigated the progression of COVID-19 pneumonia based on the timing of dexamethasone administration. Methods: A single-center, retrospective cohort study based on medical record reviews was conducted between June 10 and September 21, 2020. We compared the risk of severe COVID-19, defined as the use of a high-flow nasal cannula or a mechanical ventilator, between groups that received dexamethasone either within 24 hours of hypoxemia (early dexamethasone group) or 24 hours after hypoxemia (late dexamethasone group). Hypoxemia was defined as room-air SpO2 <90%. Results: Among 59 patients treated with dexamethasone for COVID-19 pneumonia, 30 were in the early dexamethasone group and 29 were in the late dexamethasone group. There was no significant difference in baseline characteristics, the time interval from symptom onset to diagnosis or hospitalization, or the use of antiviral or antibacterial agents between the two groups. The early dexamethasone group showed a significantly lower rate of severe COVID-19 compared to the control group (75.9% vs. 40.0%, p=0.012). Further, the early dexamethasone group showed a significantly shorter total duration of oxygen supplementation (10.45 days vs. 21.61 days, p=0.003) and length of stay in the hospital (19.76 days vs. 27.21 days, p=0.013). However, extracorporeal membrane oxygenation and in-hospital mortality rates were not significantly different between the two groups. Conclusion: Early administration of dexamethasone may prevent the progression of COVID-19 to a severe disease, without increased mortality.

Migration of Water-Soluble Vitamins into Gelatin Layer of Soft Capsules (연질캅셀제중 수용성 비타민의 젤라틴층 이행에 관한 연구)

  • The previous vitamin assays in soft capsules have been performed only with capsule contents. Since some vitamins, however, could migrate into gelatin layer of the soft capsules, each vitamin of multivitamin soft capsules in the market was analyzed simultaneously in both capsule content and gelatin layer. The results showed that migrations of nicotinamide and pyridoxine hydrochloride into gelatin layer were pronounced, while those of other vitamins were negligible.

Determination of Selenium in Dried Yeast Preparations (셀레늄 함유 건조효모제제 중 셀레늄 분석방법에 관한 연구)

  • In order to improve the sensitivity of the current assay methods of selenium in dried-yeast preparations, atomic absorption spectrophotometry (AAS), high performance liquid chromatography (HPLC) and UV-Vis spectrophotometry were employed. The sample was prepared with the digestion by acid mixture of hydrochloric acid, nitric acid and perchloric acid after elimination of ether-soluble substances. The range of quantitation of selenium was $1.0{\sim}6.0\;{\mu}g/ml$ by UV-Vis spectrophotometry, $5.0{\sim}20.0\;{\mu}g/ml$ by HPLC and $0.03{\sim}0.10\;{\mu}g/ml$ by AAS.

  • Botulism in wild waterfowl has been reported in many areas of the world. In 18 October 2008 to 22, 101 dead wild ducks were found in Anyangcheon. 24 of dead birds were spotbill (Anas poeilorhyncha), 56 were Mallard (Anas platyrhynchos), 18 were green- winged teal (Anas carolinensis) and 3 were others. Clinical sign of the sick birds were flaccid paralysis of the neck. At autopsy, most birds had no specific lesions. Stomach is empty. In the mouse bioassay, Samples of serum and intestinal contents taken from 9 dead birds killed all the injected mice, and their toxicity was neutralized by the antitoxin against C. botulinum type C toxin.

  • The amount of unstructured data generated online is increasing exponentially and the analysis of text data is being done in various fields. In order to identify the research trends on the platform government, the title, year, academic society, and abstract information of the academic papers on the subject of platform government were collected from the database of the domestic papers, DBPIA(www.dbpia.co.kr). The results of the existing research on the platform government and related fields were analyzed based on each stage of the national informatization promotion. The technology, service, and governance topics were extracted from papers on platform government and the trends of core topics were analyzed by year. Entering the era of the intelligent information society, this study has significance for providing the basis for defining a new role of government - the platform government that sets the stage for the private sector to lead the innovation, and plays the role of an 'enabler' and 'facilitator' instead. The purpose of this study is to understand the platform government research through objective analysis of its trends. Looking for future directions, this study will contribute to future research by providing reference materials.
