A Study of Successful IT Outsourcing model for SMB

  • Most of the small and medium industries rather focus on immediate problems and how to properly maintain organizational matters and existing system than the strategic and operational use of Information Technology when they deal with applications and operation of Information System. This study found out that there were few studies on IT outsourcing for small and medium companies in Korea compared to large enterprises' IT outsourcing. Most preceding studies researched the problems of partnership and technical, managerial, and economical success factors for big companies. Small and medium companies have the problems of financial difficulty, organizational scale (40.3%), shortage of manpower for system operation (24.1%), and lack of practical use of managers (8.9%). SMB firms have required support of government for their Informationalization but, we found out amount of companies (41%) not be informed or don't account on government's supporting IT of SMB programs. In addition, Range and Contents of outsourcing, Reputation of Outsourcing vendor, Reliability of maintaining were selected as CSFs of SMB IT outsourcing. While large corporation staff more considered CEO's willing and inner facts of their companies.

Community Care and Visiting Nursing Services in Denmark, Sweden, the United States, and Japan (국외 커뮤니티 케어의 방문간호서비스 사례 분석)

  • Purpose: This study compared visiting nursing services of Denmark, Sweden, Japan, and the United States to provide baseline data for the development of models for community care nursing services in South Korea. Methods: A review of the literature was performed that include journal articles, government reports, institutional reports, and national/international statistics. Site visits were performed to explore the visiting nursing services of Denmark. Results: Government centered visiting nursing services were provided in Denmark and Sweden mostly by public organizations, while private services prevailed in the United States and Japan. Nursing services included case management or care coordination services, while nurse practitioners or nurse specialists provided visiting nursing services in all of the four countries and the services were provided 24 hour a day. Conclusions: Based on the review of visiting nursing services in foreign countries, the development of models is needed to provide integrated visiting nursing services in Korea that encompass home care nursing, visiting nursing, and visiting health care services.

  • Purpose - The purpose of this paper is to review, analyze and identify the suitability of Kazakh gender policy for the changes taken place in the society with suggesting necessary changes. Research design, data, and methodology - After meticulous reviews of germane literature, the researchers applied an analytical approach which focuses on analyzing the Kazakh's gender policy and its issuance guidelines based on the present requirement in the society. Even though the policy has introduced with astonishing prudence, present-day living trends in society require imperatively some notable modifications which protect the rights of women and minority sections of the society. Results - Through this gender policy, government has proffered required legal, financial and preferential support country's women to participate in the management and legislation of the country. Kazakh gender policy requires upgradations which flawlessly support women in the lifestyles of the feminine community. Conclusions - In achieving gender equality in the economy as a priority area, Kazakh government monitoring persistently and closely the changing trends of women and their requirements which introduce necessary modifications to the existing gender policy of the country with the cooperation of international organization.

Information Cascade and Share Market Volatility: A Chinese Perspective

  • The purpose of this paper is to understand the underlying dynamics for the share market bubbles in China during the most recent decade. By using the behavioral finance theory and the Shanghai Composite index prices during the periods from 2005 to 2008 and from 2014 to 2015 as the study samples, we find that the large volatilities in the Chinese share market are closely related to information blockage, which impedes share prices to timely respond to economic conditions as well as external shocks and increases (decreases) the demand of shares when the supply is difficult to adjust. Although the Chinese government has introduced a series of programs designed to increase more reliable information to the public, the share market still tends to confront issues of information asymmetry. The potential reason is that the reforms did not change the long-stand situation in China, where individuals or groups related to government bureaucracy who play a dominant role in the society are given priority to gain access and obtain information that benefits. By identifying the main reasons for the large volatilities in the market, policy makers are given advice as to which areas they may need to focus on to improve future market performance.

A Case Study for Site Selection of the Waste Treatment Facilities (폐기물처리시설 입지선정에 따른 사례연구)

  • This study is to investigate the present condition of waste disposal establishment and to analysis problems which could be produced at location selection formalities of waste disposal establishment. It proposed building methods of waste disposal establishment to lead spontaneous participation of local resident according to case analysis of waste disposal establishment. There are research results; i) Opposition of inhabitants was the majority of reason at the business abandonment or delay of waste disposal establishment. Therefore agreement formation course with local inhabitants is most important position. ii) Many estimate have been needed for waste disposal establishment, but support estimate of government was 30-50% that is really low compare with other environmental establishment. So that it need to increase of government estimate. iii) Location collection is carried out based on law and final collected location must be executed without delay of relation business as soon as possible. iv) Standard of location collection has to divide into small, middle and large size and to apply with same rule according to divided location. v) It must be change public subscription before and location selection after and maintain continuance of information offer to local inhabitants and offered information. vi) after building of waste disposal establishment for solving distrust of waste disposal establishment. It must be planed and carried on useful support countermeasure to local inhabitants in actuality.

The Industrial Safety and Health Activities and Effectiveness of Government Support Program in Very Small Manufacturing Workplaces (초소규모 제조업 사업장의 안전보건활동과 정부지원사업 효과)

  • Last five years, Occupational injury rate is declining but still a standstill as 2%, if the rate of deaths all people from 2% to 1% in 2013, but decreased as, occupational safety and health in terms industrial accidents yet has a very weak structure in very small Manufacturing workplace. The purpose of this study was to survey a 1:1 directly person interviews with a structured questionnaire intended for 150 a very small manufacturing workplace. In the results, working with non-regular(informal) workers is one in 10 persons 11.7% and female workers is about three people on 10 persons with 31.0%, and that 75% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 4.0% and the occupational injury rate was 1.24%, especially occupational injury rate of older workers was 3.65%, a female workers 1.72%. Workplace risk assessment carried out in response that it was very low as 9.3% of the total. In the technology and funding programs that are supported by the government, was highest with 62.7% of the clean support program awareness, awareness of the rest of the programs is about 10-14% lower. And the satisfaction of supporting a clean support program were the highest 81.3%.

An Analysis on the Selection Process of Core Wireless Communications Technologies in Korean National IT R&D Program

  • This paper reviews the Korean government’s selection process of core wireless communications technologies, and presents technology trends, perspectives and strategies of 5 core technologies to develop in wireless communications areas based on the mid term IT technology development plan(2002∼2004). Delphi Panel Method and Analytic Hierarchy Process(AHP) Analysis were adapted to select 30 core technologies in 9 strategic areas. Especially, 5 core wireless communications technologies out of 24 required technologies are selected: 4 G Core Technology, Broadband Wireless Access Network Technology, IMT-2000 Plus STP Technology, OBP Based Multimedia Satellite Communications Technology, Stratosphere Communications System Technology. Strategic national IT R&D program has been essential to continue success story of CDMA technology, and acquiring technology independency from advanced nations. In long term perspectives, a strategy of intensive investment with prudent selection onto core technologies should be deployed in the IT R&D programs. Also, the national IT R&D programs should be limited in the high risk & high returen areas where only government can afford the failures as well as better spill over effects are expected for the technology development and national economy. Korean industry has some strength in wireless communications technology area. Therefore, more policy concerns should be given into this area not only to secure present strength but also to explore better technology competitiveness.

A Study on the Interchange of Korean and Chinese Tea Culture (한중차문화교류고)

  • (1) According to the history of three kingdoms, tea was introduced to Korea at the period of Korea at the period of Sun-Duck Queen of Shilla dynasty, and Dae-Ryeom Kim, the emissary, brought tea seeds from Tang China in 828, and sowed them on Mt. Jiri by the order of the King Heung-Duck, Shila. In 1885, The Chosun government took action in transplant 6000 each of tea of tea seeding from Ch'ing. (2) Transmission of schools As for the type of tea through the history of Korea, it could be characterized as cake-tea in the three kingdoms period, lump-tea in Koryo dynasty and leaf-tea in Chosun dynasty. Those were affected by Chinese tea culture. (3) Transfer of tea and tea utensils Kokuryo and Shilla had to import cake-tea from tang China, and Koryo had to import lump-tea from Sung China, and Chosun had to import leaf-tea from ch'ing China. On the other hand, to export various tea to Khitai, Chin, Yuan, and Chosun had to export tea Ch'ing China. And the tea bowl produced in the Sung such as Chien Chou ware and Chi Chou ware, was also introduced to Koryo. (4) Suggestion for the promation of tea industry The Chosun government were adviced to the exchange of Chosun tea for Chosun tea for China horse, by yang Ho, General to the Ming expeditionary forces in Chosun, and were advised to engage in foreign tea trade, by Lee Hong Jyand, minister of commerce for the nothern sea to the Ching.

A Survey on Prevalence of S.T.D for Prostitutes in Seoul District - About Young Dung Po and Sung Buk Areas- ('윤락여성의 성병감염에 관한 조사' -영등포 및 성북지역을 중심으로-)

  • The incidence of Sexually Transmitted Disease has risen despite the progress in its diagnosis and treatment methods. For the effective control programs of S.T.D it should be required medical and social approaches. This survey was conducted in Young Dung Po and Sung Buk areas from June, 1986 to September, 1986. The 1185 prostitutes were studies in order to determine the prevalences of sexually transmitted disease. The results were as follows: 1. The average age of prostitutes was $24.0\pm3.9$ years. The age group of 21-25 years old was the highest level of about $70.3\%$. 2. The positive rate on non Gonococcal urethites was $9.1\%$ at Sung Buk area and $15.3\%$ at Young Dung Po area. 3. The positive rate of Neisseria Gonorrhoeae on culture of TM media was $6.4\%$ or total level and incidence ratio of Neisseria Gonorrhoeae: Non Gonococcal urethritis was 1: 1.7. 4. The positive rate of PPNG was occupied about $26.3\%$ among the total NG positive case. 5. The positive rate of VDRL Slide Test was $2.9\%$, and antibody Titer level of 1:2 was $38.8\%$. it was the highest of all Titer distribution.

A Research on the Educational Effect to Train Pilots Efficiently at the Flight Training Academy in a University (대학 부설 비행훈련원의 효율적인 조종인력 양성을 위한 교육효과성 측정 연구)

  • Due to the rapid growth of domestic and overseas airline markets, the demand for airline pilots has also been growing fast. Meeting such a market needs, central government, Ministry of Land and Transportation has set up civil airline pilot training center at Ulgin airport to train and provide the market with commercial airline pilots. Not only central government but universities in Korea also have tried to train pilots by operating flight training academies. Even though there are more than a dozen of flight training centers including colleges and private academies, there have been less efforts to measure and evaluate the effectiveness of the flight training school's curriculums compared to other scholar majors in a university. Therefore this paper tried to evaluate the educational effectiveness of the curriculums using the Kirk-Patrick measurement model, which has been regarded as one of the most popular and accurate measurement tool for an empirical research in social science. According to the empirical research, it was found out the inter-personal relationship between an instructor pilot and flight trainee was perceived as the most important factor to have an impact on learning abilities and student's behaviors.
