When evaluating effectiveness of a government's supporting program, there is a tendency to simply compare the performances of the treated before and after the program or to compare the differences in the performances of the treated and untreated before-after the program. However, these ways of evaluating effectiveness have problems because they can't account for environmental changes affecting the treated or effects coming from the differences between the treated and the untreated. Therefore, in this paper, sequential applications of PSM and DID are suggested as a means to overcome those problems. It turns out that this approach enables us to eliminate self-selection bias and thus better evaluate effectiveness.

To promote the nation's exports, in Korea several government led programs are alive for procuring and manufacturing goods for export. The trade supporting programs are consisted of Trade Financing Program, Trade Tax Program, and Trade Insurance. The programs are summarized ; First, Trade Financing Program is available to exporters of procuring raw materials and finished goods for export. It is extended with exceptionally low interests from the Korean commercial banks. Second, Trade Tax Program provides whole or part of customs drawback to exporters. customs drawback is' made when exporters meet requirements of Customs for export. Third, Trade Insurance Program cover risks of uncertainty which is beyond the exporters' capacity at low insurance premium. It is suggested that the exporters have deep knowledge of these three programs to their ends. Especially Trade Financing Program and Trade Insurance Program can be a combined work for the financially weak SMEs. Further, there are rooms for these programs to develop to enhance the competitiveness of SME exporters.

From the year 2000 on, Seoul has aimed to be a fashion city, and thus has been supporting young designers through Seoul Fashion Creative Studio, Generation Next, Le Dome, Concept Korea, etc. London is famous for nurturing young designers through the joint help of government, schools and industries: Alexander McQueen, Christopher Kane and Peter Pilotto are successful cases. Therefore, this research aims to suggest a direction for policies aimed at helping young designers in the international market, on the basis of London's nurturing programs and ideas from a literature review and case studies. The results are below. Firstly, a step-by-step supporting program is recommended. Secondly, long-lasting, sustainable programs are considered essential to support designers after the end of their contracts. Thirdly, practical assistance is preferred to monetary funding in order to lighten the designers' lot and in the interests of transparency. The mentoring service should be strengthened for the designers to eventually become independent. The support should be tailor-made according to items. Fourthly, the supporting programs should be promoted. Fifthly, government and industries should collaborate. Sixthly, 'de minimis' against overlapped support should be legislated. For these, the change of supporting method can be helpful; an independent administrative organisation plans and collects funds from governments and companies. Through these programs and any subsequent studies, Seoul could become a fashion city where young designers play active roles at a global level.

This paper aims at analysing the effects of venture business finance supporting programs on efficiency and productivity of the venture firms, on the basis of the data envelope analysis (DEA) using data of 406 firms in the 2013 Venture Business Detailed Survey of Small and Medium Business Administration. The conclusions are summarized as follows. First of all, the efficiency of government finance supported venture firms is higher than that other venture firms. The increase of productivity in venture firms enjoying government supporting programs is higher than that in venture business without government supporting programs, especially in the technical progress rather than in efficiency improvement. Also the R&D supporting programs for venture firms lead to an increase in productivity. Taking the above results into consideration, government's venture supporting programs are evaluated to be effective in terms of an increase of productivity and the proper scope for fragile venture firms.

This paper is the result of simulation modeling concerning high-level radioactive waste repository(HLRWR) and people's mind for the facility. We describe a procedure of simulation modeling for resident's policy acceptance and perceived risk of HLRWR facility by using System Dynamics approach. To Complete some complicated works, we made the 20 pieces of stock-flow diagrams based on the causal loop diagram that is a blue print of whole variables and relations. The simulation outputs clearly show that cental government efforts to siting the HLRWR will be failed if nothing to give for the region's residents. On the contrary, a monetary incentive and a regional development program help to turn this gloomy situation into a desirable and acceptable condition dramatically. Government has to prepare the schemes considering the HLRWR acceptance and total supporting program including the cash and local development programs.

As the competitiveness of SMEs (small and medium enterprises) is getting more and more improved and globalized, the government provides various consulting services to secure the competitiveness of small and medium firms and support stable growth. However, the assessment of the result from the government's support is generally focused on non-financial factors, such as customer satisfaction and analysis of improvement effect. This paper is in regards to the statistical analysis of how much the government's support in the form of providing consulting services contributes to financial outcomes in terms of profitability and growth. ROA (return on asset) and ROS (return on sales), which are investment profitability and sales profitability respectively, are chosen as an indicator of profitability. For analysis of growth, sales revenue and total asset growth are used. The samples are 44 corporations which are supported by government, and 150 corporations which are selected for comparison, with corporate growth support center program by the Ministry of Trade, Industry, and Energy chosen as the consulting model. After gathering the yearly balance sheets and income statements of the samples from CRETOP, Korea Enterprise Data, the analysis is conducted in the way of identifying the statistical significance of financial difference in the same period between corporates taking consulting services and corporates which have not, and the difference of financial outcomes from the corporates taking consulting services before and after consulting services. As a result, in terms of business growth, it is turned out to have positive difference both in growth ratio and profitability compared to the compared corporations at the significant level. Therefore, it is obvious that the consulting program which government provides to SMEs have direct influence practically to the corporates' management performance.

Purpose: This study examines the opportunities and challenges of sharia-based regional development bank spin-offs in supporting economic growth and income distribution through a board of commissioner's approach. Research design, data, and methodology: The research design is qualitative research with the main data collection technique through in-depth interviews. Results: The results of the study show that Bank Nagari can support the performance of the West Sumatra government, especially in regional finance. The positive influence is shown in the benefit aspect of 31% and the opportunity of 28% which is the priority value. The challenges that must be faced are technology services, improving the quality of human resources, socialization, and application of local wisdom which is by the philosophical values of the people of West Sumatra Adat Basandi Syara' Syara' Basandi Kitabullah. Conclusions: It can be concluded that the local government of West Sumatra has an essential contribution to the conversion of Bank Nagari to RDB Syariah as a whole. The expected implication is that the local government and shareholders cooperate well in supporting the transformation to realize West Sumatra Mandani through the populist economy of the people of West Sumatra.

For 20 years, Japanese government have been pushed forward supporting policy measures for youths who wanted to start farming. These measures made up a systematized scheme and brought out some effects. In this paper, those scheme are introduced and analyzed. Those are composed of several measeurs as following: vocational edcucation and training, internship program, direct payment for livelihood, and governmental subsidies for investment. Japanese scheme can be evaluated as a good policy in the view of Korean situation. There is no systematic policy program for youth's entrance to farming in Korea.

The major entity supplying the supporting infrastructure of the venture creation is the venture capitalists, university(and research center), and government. Especially, the role of the university and academic entrepreneurs is the key factor in the process of the technology transfer. The capacity(or role) of the academic entrepreneurs to craft a vision, and then to lead, inspire, and persuade key members makes an enormous difference between success and failure. And the supporting model of academic entrepreneurial venture creation requires that the systematic supporting system as well as the institutional framework for handling the conflicts among the members of a committed venture team. Among the a variety of organization, the university needs to supply the, formal supporting program such as technology transfer, university-industry cooperation, venture development, and the perception of the mere presence of policies and programs designed to encourage entrepreneurial activities for fostering economic development. Besides, careful consideration must be given to the role universities should play in the regional economy and what policies are appropriate to allow it to play that role effectively. On the basis of the above literature review results, this article suggests the supporting model for the venture creation by the strategic alliance composed of the industry, university, and government considering both of the entities's role and the motives of academic entrepreneurs in venture creating process.

The South Korean Government had supported the IT implementation of 30,000 SMB(Small and Medium-sized) enterprises from '2000 to '2003 for the purpose of the competitiveness of SMB enterprises. However, the utilization rate of If package is very low. This paper recommanded the improved suggestion of the existed policies of the following service of the SMB industry's information technology implementation. There are industry-university cooperation program, efficient on-offline integration system, the development of SMB industry's IT performance measure evaluation index and so on.
