Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

The role of Customs Service has changed significantly in recent times, and what may represent core business for one administration may fall outside the sphere of responsibility of another. This is reflective of the changing environment in which customs authorities operate, and the corresponding changes in government priorities. Since the terrorist attacks on the United States in 2001, customs administrations around the world have been developing AEO programs in which they grant AEO status to operators who are well-compliant with the supply chain security standards. These programs also provide such operators with trade facilitation measures under the customs procedures, acknowledging the importance of ensuring secure and facilitated trade. Thus, this paper analysed leading countries's AEO program regime focused on the two fold : (1)provide an overview and present a implication of its AEO program ; (2)offer an appropriate proposal to Korea Customs Service's new program.

This paper rejuvenates the existing discussion on the importance of cluster approach to industry development strategies. Current evidences suggest that the shape of economic policy and practice is changing significantly around the world. Governments continually search for new tools and policy formulas to improve economic performance and create economic prosperity for all citizens. In this context a more proactive and strategic role for government in support of the cluster-based economic development model has emerged. This paper uses Singapore's petrochemical industry as an example to study the cluster approach to industry development. In doing so, there is much optimism to the importance of state and its institutions to play a significant role on industry development. Nevertheless, the study also raises doubts on whether the cluster-based strategy is due to the concept itself or due to other important factors.

Need suitable development project and support, political care in the village for reasonable development of farm village area.. In these process, first of all, important thing is local resident's participation. Because Forwarded businesses had occupied bulk without absolute participation of local resident who the biggest problem that appear in government-initiated farm village policy past is real subject of Ready front business and recipient. First departure of these rural development policy plan sees that it is local resident's participation will. In this study, present role of access method and expert to inculcate inhabitants participation relationship of relevant area as early study for development project establishment that can coincide in special quality of relevant farm village area, role of a concern interested. Investigation area did the Chung chong-bukdo Chung-ju city Ang-seong village to the dimension.

Since the restructuring in electricity industry, single utility company, KEPCO, was being unbundled horizontanly and vertically, which resulted in 6 generation companies. Hence, electricity statistics system leaded by KEPCO is no longer efficiently sustainable. By introduction of electricity market, the importance of statistical information is getting higher and higher. From now on, the leading role played in statistical system in electricity field should be switched from KEPCO to government. This paper looks into change in statistical work driven by electricity and provides alternatives applicable to new electricity market. In addition, this paper provides new standard form for the collection of statistical data and construction of statistical system.

Purpose: The study was done to develop the model of regulatory body of advanced practice registered nurse. Method: This was a descriptive study adopted a method of comparison and construction of laws. Result: The type of partnership of government and people were privatization, negotiated rule-making, standard-setting authority, self-regulation. The pattern of partnership were applied to the regulatory body's role; administration of certification and examination, setting standards for nursing education programs and approval nursing programs. The regulatory body of advanced practice registered nurse was organized according to it's role. Conclusions: It is needed to proceed to self-regulation step by step.

Micro, small, and medium-sized enterprises (MSMEs) have been acknowledged to play a key role in promoting innovation and economic development. In Peru, 99.5% of formal firms are MSMEs, thus promoting innovation in these firms could have a significant impact on the Peruvian economy. In spite of Innovate Peru's efforts, Peru is still one of the countries that invests the least in innovation, with MSMEs offering low value added. Innovate Peru has launched programs (technological missions) to improve MSMEs' innovation through technology-transfer-oriented subsidies, which may strengthen companies' absorptive capacity (AC) and thus their capabilities to identify and integrate internal and external knowledge. This study assesses the impact of these programs on MSMEs. Data were collected from 85 MSMEs that participated in Innovate Peru's technological missions between 2014 and 2016. Findings show that all the dimensions of AC have a positive impact on innovation; however, the impact of economic subsidy was found to be non-significant. Theoretical and practical implications are discussed.

Purpose - The concept of lifetime job has disappeared, and men are interested in business foundation to work continuously with similar jobs. The value of business foundation is thought to be important in accordance with the viewpoint of society, government, individuals and family. Research design, data, and methodology - The economic exchange between South Korea and China has been expanded, and they are likely to play an important role in entry into China by business foundation in accordance with economic exchange between the two countries. As Korean residents inflow overseas, small businessmen business foundation shall be given attention scientifically and Korean Chinese business foundation shall be given attention as well. Results - The study investigated the effects on psychological characteristics and small business foundation motives upon business foundation will by using models. Self-efficacy and self achievement had positive influence upon small business foundation of Korean Chinese. The use of control variable had explanatory power (29.6%). Conclusions - The findings would help the government's small business foundation system to promote small business foundation and to be a guide for expansion in Korean Chinese's small business markets. An education program should be developed to strengthen Korean Chinese's self efficacy considering psychological characteristics.

In this paper uses Kaname Akamatsu's 'Flying Geese' model to analyse Japan's role in East Asian integration. Japan made the first attempt to lead Asian countries before the Second World War. At that time, the Japanese Government embarked on a brutally expansionist policy the result of which was creation of the first gaggle of 'flying geese' under the name of the 'Greater East Asia Co-Prosperity Sphere.' During the 'flight' Japan was forcefully imposing its own ideals and values on the rest of the 'gaggle.' At the same time, the Japanese Government assumed hostile attitude toward Western countries. Japan's defeat in the Second World War signified the end of flight for the first 'flying geese' gaggle. After the war, Japan made another attempt at regional integration. This time it was done through establishing a production network in East Asia. Thus the second gaggle of 'flying geese' came into existence. During the flight of the 'second gaggle' of geese, Japan was fostering good ties with Western countries as well, especially the United States. However, some leaders of the 'second gaggle's' member-countries emboldened by their countries' economic success proclaimed that future belongs to Asia and put forward the 'Asian values' argument. The Asian economic crisis of 1997 interrupted the flight of the 'second gaggle' and effectively put an end to the 'Asian values' debate. It is interesting to note that some elements of the 'Asian values' argument resembled ultranationalist discourse that had been dominant in Japan before and during the Second World War. This paper compares historical patterns of East Asian regional integration and highlights future challenges for Japan's Asia policy.

2017년 5월 출범한 문재인 정부는 통신을 복지의 일환으로 간주하고 통신비 절감을 위하여 노력하고 있다. 그런데 문재인 정부가 제시하고 있는 정책방향도 과거정부와 별 차이가 없는 대증요법적 접근으로 평가된다. 이는 이동통신업계의 현상을 대체로 인정하면서 그 틀안에서 부분적인 개선책을 모색하기 때문으로 풀이된다. 그런데 문제를 근본적으로 접근한다면 결과는 크게 달라질 것으로 보인다. 우리나라의 이동통신비용이 적절한 수준을 유지하고 있지 못한 주요 원인은 정부의 역할이 부실하였기 때문이다. 결과적으로 크게 보면 단말기 수급체계, 보조금 지급 행태와 요금체계에 문제가 있다고 할 수 있다. 이와 같은 복합적인 문제를 해결하자면 자급제 정착을 통한 단말기 유통 시장의 형성, 보조금의 차별적 지급금지 그리고 종량요금제 도입이 필요하다. 불합리한 시장을 정상화하기 위해서는 기업에 대한 요금인가를 규정한 전기통신법도 유용할 수 있으나 공정거래법의 정상적인 적용이 더 중요하다.
