  • Environmental protection and precaution are the most frequently considered issues in the recent research fields for our present and future surroundings. However, it seems that these environmental issues were less reflected in local-level development plans, and caused several cases of environmental pollution, therefore it became a major concern of local governments and the communities. The role of a 'Local EIA(Environment Impact Assessment)' can be a core issue for the positive preferences of the local-level development plans. Cases of Local EIA in Germany which have been implied successfully are reviewed to generate a local EIA movement and to produce a guideline for Korean local governments. The local EIA in Germany was broadly commenced in the middle of 1980s, and a decade later it was carried out for over 200 of local governments. To produce a better suggestion for Korean local EIA, comparison and analysis of detail data of the German local EIA was carried out, and tested for fourteen cities in Korea based on five categories: i) assessment subject, ii) assessment procedure, iii) main office for assessment, iv) assessment factor and v) assessment standard. Prior suggestions for greater preference of local EIA in Korea are: it is necessary that I) launch of a support system in central government to help the movement of local government; Ⅱ) a knowledge-based expert group in local government which has by all means of exclusive responsibility far any action(new application or performance of local EIA) : 111) establishment of 'environmental protection measure' in local government level for environmental precaution based on individual environmental character and values in their communities.

Government spending in the education sector and health sector and social security sector have a positive and significant effect on disease and illness. • Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

If China were admitted entrance of WTO(World Trade Organization)in the near future, her influence is getting more serious. Well, we are necessary to understand the characteristics of China's aquatic products and to review fishery policies implemented by the China government. This paper is organized into two major parts, the one includes the structural changes of aquatic products, fishing and cultivating in the coast, latent and estimated production in China, and the other includes the main contents of fishery policies and measures of government administration. A characteristic of China's aquatic products is that cultivated production, especially, shellfish outputs continues to rapid increase. The major means of administration are an execution of fishing license system and setting up no-fishing zone and closed season for fishery. China is no longer a marginal player in international economic and world aquatic market. So, we will not only understand China's aquatic conditions and problems, but will also see the usefulness in continuing the cooperative relationship for a long time to come.

  • In April, 1995, ANC government was established in South Africa. The Black government set up Truth and Reconciliation Committee in November, 1995. The Committee investigated approximately 50,000 cases for 3years. Through this process, Black and White in SA could be united into one. Finally, the system of racial discrimination, lasting for about 300 years, was abolished. The Committee played a role as a social infra-structure, which was to perform and solidify democracy in SA. Reconciliation, agreement, Participation, equality, Communication, and Reformation of law system were practically implemented by the Committee. Many people evaluate TRC's activity, which had the reformative and democratic character of the object of investigation, investigative criterion, investigative process, and the approval of investigative result. But De Klerk evaluates that TRC retaliated the White with legal. J. Cronin evaluates that TRC transiently change democracy of the South Africa, and many other social movement groups had a negative view about TRC. But the Black and White in South Africa transformed 'discriminated society' into 'united one'. The Committee took the initiative in such a change. The Committee was not an organization needed for the policy, but the committee was the policy itself to change the former society to the new one. Now The ANC government was forwarding TRC's roles and functions to the truth and reconciliation bureau of the Justice Department for further action. The ANC government has to execute some policy for social reconciliation. Firstly, the government needs to build construction social and national system for making close investigation into the White's historical guilt. Secondly, it must be executed to TRC's recommendation pursuit social reform of social infra-structure in the South Africa. Thirdly, The government should execute policy for the Black's right as labors and social member. Lastly, the government must investigate still-remaining historic state violence and infringement of human right for social reconciliation.
