아동정책은 주로 보건복지부에서 요보호아동을 위한 사후적인 복지제도를 중심으로 집행된 반면 청소년정책은 국가청소년위원회에서 일반청소년을 위한 육성제도를 중심으로 실시되어 왔다. 하지만 아동청소년정책의 부처별 산발적 추진으로 인해 서비스 중복 현상이 나타나고 정책의 체계적 집행이 부족하였다. 따라서 일관성 있는 아동청소년정책의 추진을 위해 이명박 정부에서는 국가청소년위원회를 보건복지가족부로 흡수하면서 아동청소년정책의 통합작업을 진행하고 있다. 본 연구에서는 아동청소년정책에서 통합의 의미가 무엇인지, 이명박 정부의 전달체계 통합방안의 문제를 검토하고 이를 보완하기 위한 방안이 무엇인지를 제언하였다. 바람직한 통합정책을 추진하기 위해서는 부처통합에 따른 보건복지가족부내의 아동정책과 청소년정책의 단순 결합을 넘어서 국가 전체의 인적자원개발계획과 경제정책을 고려하여 통합적인 아동청소년정책이 수립되도록 전면적인 재설계가 필요하다. 또한 정책대상의 비효율적인 중복이 강조되기보다는 정책의 공공성과 적정예산의 확보를 위해 아동청소년정책예산의 획기적인 증가가 선결되어야 한다는 점이 강조되었다.

행정전자서명(GPKI)은 대한민국 중앙정부, 지방정부, 공공기관 등이 자체행정과 대민서비스를 제공할 때 사용하는 공개키 기반구조로 정보시스템의 인증 및 보안 기능을 수행한다. 현재 행정전자서명에서 사용하는 암호체계는 2000년대 초반에 구축하였으며, 2010년에 한 차례 고도화를 진행한 후 10여 년이 지났다. 지난 10여 년간 암호를 포함하여 정보보안은 많은 변화를 겪어왔으며, 앞으로도 수많은 변화를 맞이하게 될 것이다. 따라서 행정전자서명의 지속 가능한 안전성을 위해서는 현시점에서 암호체계의 안전성을 재검토할 필요가 있다. 이 논문은 행정전자서명 암호체계에 사용된 기술 및 표준의 현황과 안전성을 분석하여, 안전성이 저하된 암호알고리즘을 사용하거나, 폐지 또는 대체된 표준을 참고하는 사례와 안전성 상향을 위해 조정해야 할 파라미터 등을 식별하였다. 그리고 이를 바탕으로 행정전자서명 암호체계 고도화를 위한 암호알고리즘 및 관련 기술의 개편 방향을 제시한다.

이 논문은 일제가 1905년 12월에 조선에 통감부를 설치하면서 관제를 개편하고 기록을 장악해가면서 조선을 침탈해가는 과정을 고찰한 글이다. 일제는 1906년에 통감부를 설치하여 조선의 내정권을 강화해 간 후에 관제를 개편하면서 조선의 관료제를 동원하여 조선의 실상을 파악해갔다. 관제의 개편을 통하여 현용기록과 비현용기록을 관리함으로써 조선의 실상을 정확히 파악하고, 그를 바탕으로 조선의 침략을 원활히 수행해갔던 것이다. 구체적으로는 규장각의 기록을 정리함으로써 역사기록을 파악하고, 정부의 현용기록을 장악하면서 조선 내부의 취약적인 부분을 간취하고, 다른 한편으로 '시정개선(施政改善)'이라는 명분을 내세우고 개혁을 빙자하면서 조선을 침략해들어왔던 것이다. 실제의 사례를 들면 다음과 같다. 첫째 궁내부 규장각을 장악하여 규장각에 소장하고 있었던 역사기록을 정리하는 일을 수행하였다. 2년에 걸쳐 조사사업을 수행하고 대한제국의 역사기록을 정리함으로써 조선의 역사적 흐름과 그 핵심을 파악하였다. 둘째 정부의 준현용 기록을 수집 정리하였다. 그것이 본격화한 것은 1910년 8월에 대한제국이 멸망한 후였다. 대한제국의 멸망 후 정부기록을 조선총독부 취조국에서 이관받아 정리하여 조선의 상황을 파악하고 장악해갔다. 셋째 정부와 황실 재산에 관한 문건을 대대적으로 정리하여, 황실재산 중 일부를 제외하고 국유재산으로 환원시켰다.

정부는 생산체계 개편을 주제로 건설업역 간 기존 체제를 변경하는 건설분야 생산구조 개편을 추진 중이다. 그러나 이는 날로 높아가는 조경분야의 전문성과 기술성에 역행하는 것이라는 지적이 높다. 이에 건설업 업종 통합 정책에 대응하고 적절한 조경분야 업무체계와 내용을 개선하는 것이 시급하다. 이에 본 연구는 적절한 조경분야 생산체계와 생산구조 개편의 방향을 모색할 수 있도록 실무 업계의 의사를 조사하여 참조자료로 활용할 수 있도록 하는데 목적을 두고 연구하였다. 설문을 진행한 결과, 1) 개편 정책의 인식은 업계 의사를 반영한 단계적 추진을 높게 요청하고 있었고, 2) 종합과 전문으로 나뉜 체계는 통합에 반대하는 의견이 높게 나타났으며, 3) 조경공사업 개선 방향으로는 적절한 설계안과 공사비가 가장 높게 지적되었으며, 4) 세부공종 개선 방향으로는 부대 토목공사와의 관계 재정립이 중요하게 지적되었다. 전반적으로 현행 조경 전문공사는 변화하는 조경업무를 충분히 반영하지 못하고 있고, 타 공종의 부대공사 형식에 그치고 있다는 지적이 높았다. 따라서 이를 반영한 정책 추진이 필요하다. 장기적으로는 조경공간을 독립 대상물로 하는 조경공사의 위상 정립이 시급하며, 이를 위한 법제의 보완과 그에 따른 업종 변화가 필요하다.

This research was intended to have a grasp of the problems in physical education curriculum, After making an alternative plans of effective management. those were integrated and analyzed their own relations on the purpose of suggesting alternative plans to foster professionality of physical education teacher in order to improve real class of physical education. For this purpose, I referred to sundry records related with instruction of physical education teacher and also conducted a survey with 10 interviews such as researchers of central government education administration, and school commissioners in the ministry's provincial offices of education, professors in the university of pre-teacher training, and teachers involved in physical education. The conclusions were as follows; Physical education curriculum should be organized to reduce and diversify of the sport contents in various levels. Also, it should instruct students based on physical educational knowledge, and it is made up to know the achievement of goals through evaluation tools and development of rules having propriety and reliability. Such a physical educational curriculum developed from real class should inform continuously throughout the Ministry of Education & Human Resources Development and educational organization of physical education teachers and network of the school and mass media. So, it makes most people's recognition raise up, and we need discretionary authority of physical education teacher about time allocation of 45 minutes or 50 minutes for variety of lessons. And we need systematic installation such as reorganization of completion field in level of school.

The development of Korean shipping industry is maybe defined into three development stages-industry fixing stage, industry coordinating stage, industry development stage-. The development of shipping industry has been depended on the geovernment/authority role such as shipping policy, system, law, rules and regulations. In 1983, Korean shipping industry reorganization and coordination by shipping authority have made our shipping industry on the stable condition together with each company's efforts. Today's world economic environment such WTO/UR negotiation results get this government role limited. According to the being reduced government role, each company's competitive advantage power becomes more important. Besides, korean shipping industry is exposed into the entire and bitter world competition. In order to win and prevent the world shipping competition, it is necessary to look out the competitive advantage power of Korean shipping industry. The first purpose of this study is the situation analysis for competitive advantage power of Korean shipping industry. The second is to compare with our shipping policies with foreign ones concerned with ship, cargo, crew, tax and others. But in order to compare with foreign shipping, this study need their shipping statistics data, this study has some limit of the foreign data. This study has been carried on the basis of the following items. 1. Shipping environment, 2. Ships and ship acquirement(shipbuilding/purchasing), 3. Oceangoing cargo and ship's stowage rate, 4. Human factor in shipping-crew, 5. The incomes and costs in finacial statements. We have some conclusions as following through the this study. First, Korean shipping industry environment-competitive disadvantage situation- has changed rapidly due to the shipping market opening, free market entering of foreign shipping. Second, Korean shipping is disadvantageous due to the high tax rate and financing conditions in connection with ship acquirement. In order to improve the competitive advantage power, the shipping tax system and ship financing conditions should be reviewed to profitable for owners. Third, but both world and Korean oceangoing cargoes quantity have been increased annualy, Korean ship's cargo stowage rate is being decreased. This is serious situation but Korean shipping take well use of foreign vessel with hire. It is recommended to take use of owner's vessel and hired ones in the long range view, considering the world shipping management. But the number of crew has been decreased by 2, 000~3, 000 annualy, it is desirable that the long sea-experienced crew have been increased. Almost of owners usauly complain the crew cost is the main obstacles to competitive advantage power. Human factor is the most important firm's asset. All owners should pay attention to this though, and invest the proper budget to training, education, welfare as much as possible. In the long run this effects could be feedback to owners. Fifth, We must improve the financial statements structure, that is, the first step is to increase income, the second is to decrease cost, the third is to increase income on the same cost, the fourth is to decrease cost on the same income. It is essential to find out what the urgent investment is and what unnecessary cost is. At last, in order to competite world shipping race, each shipping firm must try for himself to retain the power. The government/authority is no longer dependable. I believe that each firm's power will be the industry's power, the industry's power will be the nations's power.

이 연구의 목적은 문민 정부와 국민의 정부 시기의 한국 사회복지정책 결정구조를 비교함으로써, 1990년대 후반 이후 발생한 한국 사회복지정책의 변화원인을 탐구하는 것이다. 사회복지정책 결정구조를 비교하기 위해 이 연구는 정책 연결망 분석방법을 활용하였다. 정책 연결망 분석은 정책 결정과정에 참여하는 행위자들 사이의 관계 구조를 파악할 수 있게 함으로써, 쉽게 관찰하기 어려운 정책 결정 구조의 특성을 파악하는데 유용하다. 6개의 정책영역과 그에 속하는 52개의 정책사건에 대한 정책 연결망 분석 결과 문민 정부의 정책 결정 구조에서 주변적인 위치에 있던 시민사회가 국민의 정부 시기 동안에는 정책 결정 구조의 중심에 진입하였음을 발견하였다. 반면에 문민 정부의 사회복지 정책 결정 구조에서 비토 지점으로 역할해 온 경제관련 부처들은 국민의 정부 시기 동안 그에 상응하는 역할을 수행하지 못했던 것으로 나타났다. 결론적으로, 두 정부 시기의 정책 결정 구조에는 상당한 차이가 존재함을 알 수 있었고, 1990년대 후반 이후 발생한 한국 사회복지정책의 변화는 이러한 정책 결정 구조의 변화양상과 밀접한 관련이 있는 것으로 생각된다.

이 논문에서는 인도의 최대주인 Tamil Nadu의 공공도서관시스템의 조직구조에 대해 개관하고 공공도서관의 성장과정에 대해 구체적으로 분석하였다. 아울러 1975년부터 2006년에 걸친 기간을 대상으로 하여 기존자원에 대한 통계데이터와 연차보고서를 바탕으로 공공도서관시스템의 성과를 평가하고 개선점을 제시하였다.

Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.
