The Objectives and Governance of Science and Technology Diplomacy: A Preliminary Comparative Analysis

  • Science and technology diplomacy has become an important policy agenda because of its diplomatic utility and enhancing of international science networks. However, different countries possess different objectives and governance of S&T diplomacy. In this context, this paper seeks to answer the following questions: what are the similarities and differences of S&T diplomacy in countries and what shapes these characteristics? To answer these questions, this paper conducts a comparative case study with five countries - Switzerland, Germany, Japan, the United Kingdom, and the United States - whose S&T diplomatic programs are highly recognized and benchmarked by other countries. A useful typology is devised to conduct a systematic comparison. For S&T diplomatic objectives, this paper suggests five types by elaborating concepts from the previous literature: access diplomacy, promotion diplomacy, public aid diplomacy, functional diplomacy, and global leadership diplomacy. Also, in terms of a governance model for S&T diplomacy, three models - a sciencecentered model, a science-outsourcing model and a top-down coordinating model - are suggested based on leadership organization. This paper reveals the different characteristics of the selected countries in S&T diplomacy. While the selected countries pursue almost every type of S&T diplomatic objective, the US and the UK tend to conduct influence-based diplomacy more than other countries do. In addition, different countries each have unique governance models for S&T diplomacy. While more research is necessary for vigorously testing the causes of different objectives and their relationship with governance models, this paper suggests more general policy implications throughout. The strength of the country's S&T base is fundamentally important for the success of S&T diplomacy. However, domestic S&T assets need to be transferred to its diplomatic capabilities. In this sense, the appropriate governance that fits best with the country's S&T mission should be established, while S&T communities should increasingly play a leadership role in evolving global S&T networks.

  • This paper tried to develop differentiation strategies of policy process in governance. Firstly, we reviewed model of policy making(output-oriented model and process-oriented model, normative or idealistic approach and realistic or empirical approach, rational model and cognitive model etc). Now gumi city is making the policy based on the process-oriented model, realistic or empirical approach, cognitive model. So gumi city was winner the test of provinces innovation in 2005. Therefore, when we make the policy, consider these factor: citizen and public service personnel participate policy making process and control policy quality.

서비스무역 거버넌스 분석과 리모델링 전략 (Remodeling Strategies for Governance of Trade in Services in Korea)

  • As a result of overemphasizing the goods sector in trade structure, Korea does not meet properly the global trend which has the key role of 'trade in services' as the service economy have been expanded. Hereafter, it is easily forecasted that trade in services will be one of the main factors for Korea's competitiveness and engine of growth. Nevertheless, because Korea does not equip the concreteness of governance for trade in services, it is possible that the efficiency deterioration of trade volume, confusion of Korea's trade policy, conflict among trading countries, and discordance between the interested parties may be occurred. This paper analyzes the governance system of Korea for trade in services in order to enhance the competitiveness reflecting the importance of trade in services and to draw some strategies for remodeling the service governance system. It is expected to raise the efficiency of Korea's trade policy by constructing the systematic governance for trade in services, and to remove lots of latent risks during global transactions by improving the imbalance between manufacturing and service part for the development of trade in services in Korea. Analysis revealed itself the result that Korea is weak enough to can not identify the governance system about trade in services. Except 'Extent of Services' article of the Foreign Trade Act, Korea has not prepared the governance system for trade in services so that governance system have been scattered overly or decentralized. Problems about trade in services are not limited to enterprise's side, but extended to all the players including government agency whole, academic world and research institute. Therefore, the governance of trade in services should be strengthened and systematized by making the model law for trade in services(provisional name : Master Law for Trade in Services or Promotion Law for Trade in Services) by formatting type of fundamental law or separate legislation. If the bill legislation does not meet the conditions, the Foreign Trade Act should be totally reformed to Omnibus Trade Act concept including trade in services.

Data Governance 구성요소 개발과 중요도 분석 (Component Development and Importance Weight Analysis of Data Governance)

  • Data are important in an organization because they are used in making decisions and obtaining insights. Furthermore, given the increasing importance of data in modern society, data governance should be requested to increase an organization's competitive power. However, data governance concepts have caused confusion because of the myriad of guidelines proposed by related institutions and researchers. In this study, we re-established the concept of ambiguous data governance and derived the top-level components by analyzing previous research. This study identified the components of data governance and quantitatively analyzed the relation between these components by using DEMATEL and context analysis techniques that are often used to solve complex problems. Three higher components (data compliance management, data quality management, and data organization management) and 13 lower components are derived as data governance components. Furthermore, importance analysis shows that data quality management, data compliance management, and data organization management are the top components of data governance in order of priority. This study can be used as a basis for presenting standards or establishing concepts of data governance.

Corporate Governance and Cost of Equity: Evidence from Tehran Stock Exchange

  • The purpose of this study was to investigate the impact of corporate governance index on the cost of equity in companies listed on the Tehran Stock Exchange. This study collects data from 975 observations during the period 2012 to 2018 to test the hypotheses using multiple linear regression model for the panel data. In this research, the independent variable of corporate governance index comprises of 27 specific corporate governance attributes. The results of hypothesis testing showed that corporate governance has a negative and significant effect on the rate of capital cost. In other words, the quality of corporate governance can lower the rate of capital cost. This result suggests that, by using a powerful corporate governance system and by declining the information asymmetry (increasing transparency) and agency conflict, we would be able to enhance the quality of financial reports. It would strengthen the capital market, attract financial suppliers and investors, and absorb the required financial resources of the firm by a lower rate. The findings of the study suggest that companies are able to reduce the cost of equity by establishing strong corporate governance. This conclusion suggests the importance and effectiveness of corporate governance in the cost of equity.

Smart Tourism Capability Maturity Framework : A Design Science Research Approach

  • Many cities in the world have increased initiative to realize smart tourism. There are unexplored challenges for the people which lead and manage smart tourism projects and realize its value in tourism (we call them as 'Smart tourism initiatives'), such as orchestrating of tourism complexity, developing and sharing tourism strategy, sustaining tourism projects and innovation. Concerning these challenges, we aim to design a holistic capability maturity model for sustainable and smart tourism governance enabling sustainable tourism innovations via tackling the challenges above. We adopted Dynamic capability theory as a theoretical lens and introduced Design science research methodology in order to develop a new capability maturity governance model as a design artifact. As a result of the study, we could synthesize findings from iterations of the design research cycle based on the IT Capability Maturity Model. Our result proposes a potential capability maturity model supporting effective communication and strategic alignment for the initiatives with illuminating future paths with evaluation methods on tourism capabilities for the initiatives. Throughout this study, we contribute to the body of knowledge as well as practice by proposing a new tourism capability governance model.

청주 원흥이생태공원 조성과정에서 나타난 거버넌스 의사결정 영향력 변화 분석 (A Dynamic Analyses on the Influences of the Governance Decisions for Cheong-ju Won-heungi Eco-Park)

  • 최근 새로운 도시관리 시스템으로 대두되고 있는 거버넌스의 정착을 위해서는 지역적 상황과 특색에 적합한 Good-Local거버넌스의 바람직한 모델 및 모형의 마련이 시급한 상황이다. 이에 본 연구는 거버넌스의 핵심요소인 의사결정 영향력에 대해 이상적 형태와 실제상황을 비교하는 새로운 방법론을 통해 청주시 원흥이 생태공원 조성과정에서 나타난 거버넌스 참여주체 영향력 변화를 분석했다. 분석결과, 원흥이 생태공원 조성에 따른 지역문제 해결을 통해 거버넌스 참여주체의 의사결정 영향력 수준이 점차적으로 향상되었으며, 운영 관리기에 이르러서는 새로운 지역문제에 대해서 협의형성적인 의사결정을 할 수 있는 Good-Local 거버넌스로 발전했음을 알 수 있었다. 향후 본 연구에서 제시된 분석기법을 다양한 거버넌스 사례에 적용 및 분석을 통해 거버넌스 구성의 핵심요소라 할 수 있는 영향력의 수준을 평가하는 일반화된 모형을 구축하여야 할 것이다.

한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률 (Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

The Influences of Participatory Management and Corporate Governance on the Reduction of Financial Information Asymmetry: Evidence from Thailand

  • The purposes of this research were: 1) to investigate the effect of participatory management on financial information asymmetry, 2) to investigate the effect of corporate governance on financial information asymmetry, 3) to examine the influences of benefits incentives on financial information asymmetry, and 4) to test the mediating effects of benefits incentive that influences the relationship between participatory management, corporate governance, and financial information asymmetry. The research sample consisted of 388 Thai-listed firms. Data were collected through a survey questionnaire. Descriptive analysis, Multiple Regression Analysis, and Structural Equation Modeling were used for the data analysis. The results revealed: 1) participatory management and participation in evaluation had a negative influence on financial information asymmetry. 2) Corporate governance and the rights of shareholders had a negative influence on financial information asymmetry. 3) Benefits incentive was negatively associated with financial information asymmetry. 4) The model's influences of participatory management, corporate governance on the reduction of financial information asymmetry through benefits incentive as mediator fit the empirical data (Chi-square = 104.459, df = 84, p = 0.065, GFI = 0.967, RMSEA = 0.025). The variables in the model explained 78.00% and 4.70 % of the variance of benefits incentive and financial information asymmetry, respectively.

The Effects of Governance on Remittances: Evidence from Cross-Country Panel Data

  • Purpose - This paper empirically investigates the relationship between country governance quality and worker remittances from foreign countries. Because remittances can be a source of funds for economic development and smoothing economic crises in developing countries, the related topic has been a concern for policy-makers and academic researchers. This paper divides the motives of remittances into altruistic and investment motives through existing papers, and then considers the governance quality the remittance receiving country as one of the determinants of remittances. Design/methodology - Our empirical model considers whether governance quality can affect the volume of remittances, and uses altruistic and investment factors studied in the literature. To do this, a two-step approach is taken. First, the panel data are examined via pooled OLS, random effects, and Tobit estimation. Second, the paper reduces six governance indicators into one variable, Governance, using the principal component technique (PCA) for a robustness check. Findings - The main findings can be summarized as follows. The negative governance variable in the estimation results shows a lower governance quality that induces workers to send savings to their home countries. This means that a country with poor governance quality seems to have more remittance inflows from abroad. It also reveals that poor governance quality is more relevant to an altruistic motive rather than an investment motive, in general. The positive per capita GDP variable shows the investment motive for developed countries. Originality/value - Existing papers have focused on various factors related to the motives of remittances. However, governance quality effects on remittance inflows have not been fully studied so far. This paper considers governance quality in an estimation equation explicitly as one of the determinants of remittances. This area of study is needed, in theory and empirically, in order to fully understand the relationship between governance and remittances.
