This paper described design as a purposeful human activity for solving its problems. This means, problem solving is finding a way to get from some initial situation to a desired goal.In order to do this, like a voyage, there should be a compass, and a route map to guide the designer through the design process. Evaluation gives information about the way a design is proceeding and suggests the direction in which change should be made in order that the complex of design concepts should be fulfilled in a satisfactory manner.I think Pugh's total design model discussing in this paper takes a layered approach through a series of sequential actions, part of which is to find the product status. Each layer has the $$\mu$ti-dimensional elements, Product Design Specification (PDS) around the design core. I made a comparative study of several evaluation tools wi th Pugh's model and examined the criteria for evaluation and the rating / weighing methods.It needs, however, more study in order that PDSs may have its values and be fixed from the dynamic design concepts.

Universal service policy is the core of telecommunications policy and, therefore, in many countries, governments have been accomplished universal service as the critical goal of telecommunications policy. In the past when the market was under monopoly, the monopolist had the responsibility of supplying for universal service, whereas supply cost complemented through internal assistance. From 1998 when WTO basic telecommunications negotiation took effect, however, telecommunications markets fully opened, it was impossible to supply of universal service under the past system. Therefore, governments of major countries are trying to renew laws and institutions for policies compatible with competition environments. In this paper, I analyse and compare major countries' policies for the universal services and try to find out policy implication for Korea.

Presented in this paper is a state-of-the-art review of VM(Virtual Manufacturing). To survive on a global competition, manufacturers must shorten the time to market for their products. To achieve this goal, many manufacturers have implmented CIM systems. VM is a new direction in the CIM system development having emphasis on enhancing the decision-making capability. VM can be defined an integrated, synthetic manufacturing environment exercised to enhance all levels of decision and control. Also, VM is the use of computer models and simulations of manufacturing processes to aid in the design and production of manufactured products. Currently, VP(Virtual Prototyping) and VF(Virtual Factory) are main theme to develop a VM. In this paper, the concept and current status of VP and VF are explained.

The revised mathematics education curriculum in 2007 decided to introduce mathematics workbooks to the textbook system, which were supplemental textbooks to support mathematics teachers' teaching and students' learning in level-based classroom. This study is to find the field status whether the middle school mathematics workbooks are currently used in the school to be in line with the original intention and purpose and to discuss the improvement direction and effective utilization idea which modification and amendment shall be made for the effective utilization in the field. To achieve the goal of this study, the inquiry survey was made from 75 middle school teachers of the 1st, 2nd and 3rd grade in the middle schools where the moving classing for each level(or class in each level)has been performed with provision of the questionnaire sheet for the understanding of the teachers for the utilization status of the mathematics workbook to solve such study task.

In this paper, an contemplate the direction for Usable Security in IT security and User Experience. To evaluate how the user interface is convenient to use, we examine the components such as the property, learnable property, memory simplicity, faults and satisfaction level. By considering for the security, we should bring positive effects on the user experience. By emphasizing usability and security at the same time, we should increase the satisfaction level of the user experience and then produce the valuable experience through participation, use and observation. The positive user experience is the important task for the software engineering, business administration and others., and this will result satisfaction of the users, brand trust, and success in the market. On the other hand, for the negative user experience, the users cannot achieve their desired goal and therefore, are unsatisfied due to emotional, rational and economic inconvenience. Due to this, we should try to maintain a certain level of usability and security of the system in IT security and User Experience.

Recently, for the efforts of low-carbon deduction and to solve the problems of global warming, many industrial nations in world have been strengthening positively their competitive power into the research, development and industrialization of new renewable sources of energy and clean energy. In the most promising source of photovoltaic, it is essential that the government take an initiative role to develop and industrialize the materials, ingot or wafer, solar cell, power conditioning system and photovoltaic system, and need to establish both short-term and long-term technical development of goal setting and forward plan in the direction of the technical development strategy and forward industrialization for the strengthening of world market. This paper analyze new technology, policies and the market trend of photovoltaic field which are currently strategically and actively enhancing the research, development and practical-industralization by Korea and other nations.

The landslide risk assessment process consists of hazard risk assessment and vulnerability analysis. landslide hazard risk is location dependent. Therefore, maps and spatial technologies such as GIS are very important components of the risk assessment process. This paper discusses the advantages of using GIS technology in the risk assessment process and illustrates the benefits through case studies of live projects undertaken. The goal of this study is to generate a map of landslide vulnerability map by analysis of static natural factors with GIS. A simple and efficient algorithm is proposed to generate a landslide potentialities map from DEM and existing maps. The categories of controlling factors for landslides, aspect of slope, soil, vegetation are defined. The weight values for landslide potentialities are calculated from AHP method. Slope and slope-direction are extracted from DEM, and soil informations are extracted from digital soil map. Also, vegetation informations are extracted from digital vegetation map. Finally, as overlaying, landslide potentialities map is made out, and it is verified with landslide place.

Mines, torpedoes and improvised explosive devices (IED) pose a serious threat to the survivability of naval combatants. Inasmuch, a major goal in the design of modern combatant ships has been to eliminate or at least reduce the devastating damage caused by underwater explosion events. Even though there has been extensive research performed on the various underwater explosion phenomena and their associated effects, effective shock testing and shock proofing strategies for naval ship systems have proven to be illusive. Through the use of modeling and simulation (M&S), live fire test and evaluation (LFT&E) and laboratory testing, general guidelines for the shock hardening of shipboard equipment and systems have been developed. In this paper, current aspect of ship survivability has been addressed and future direction is discussed.

The dynamic window approach(DWA) is a well known technique for reactive collision avoidance. It shows safe and efficient performance in real-world experiments. However, a robot can get stuck in local minima because no information about the connectivity of the free space is used to determine the motion. The global DWA can solve this problem of local minima by adding a navigation function. Even with the global DWA, it is still difficult for a robot to execute an abrupt change in its direction, for example, entering from the corridor to a doorway. This paper proposes a modified global DWA using the included angles of waypoints extracted from an optimal path. This scheme enables the robot to decelerate in advance before turning into the doorway. Therefore the robot can reach the goal position more safely and efficiently at high speeds.

The purpose of this study is to compare and analyze the educational philosophy, goal, method, content, and environment of ecologically-oriented alternative elementary schools and suggest several practical methods for alternative education. Both ecologism and alternative education pursue sustainable values. The educational content of ecologically-oriented alternative elementary schools, analyzed from the view of sustainable development, focuses most on the natural resources, biodiversity, and sustainable food production, and also include human rights, peace and security, unification, cultural diversity, and health food in terms of the social sustainability and sustainable production and consumption concerning economic sustainability. This study should help environmental education become establish its possibility and position as alternative education and be recognized of its educational value. Furthermore, based on the cases of ecologically-oriented alternative elementary schools that are becoming 'garden of environmental education' as sustainable development education, it should lead to 'education communicating with environmental education at schools'.
