Enhanced Cooperation and the future of global internet governance ('강화된 협력'과 국제 인터넷 거버넌스의 미래)

  • 'Enhanced Cooperation', which was the mandate of Tunis Agenda in 2005, was the product of political compromise after failing to reach a consensus on global internet governance mechanism. In 2012, UN General Assembly decided to establish CSTD 'Working Group on Enhanced Cooperation (WGEC)' to find out what could and should be done to implement the Tunis Agenda. After a first meeting, WGEC sent out a questionnaire to collect extensive opinions from internet communities. Replies to the questionnaire showed a broad spectrum of perspectives on the problem of existing internet governance arrangement and how to improve it. This article analysed different perspectives, based on replies, especially regarding the concept and implementation of the Tunis Agenda, public policy issue and possible mechanisms, and the role of stakeholders including government. The recommendation of WGEC will be submitted to UN GA passing through CSTD and ECOSOC, in 2014, which is expected to have great impact on the future of internet governance.

Evolution of Inter-firm Technology Transfer and Technological Capability Formation of Local Parts Firms in the Thai Automobile Industry

  • This paper investigates the evolution of 'inter-firm' technology transfer in the Thai automobile industry, which has gradually been integrated into global production network of some specific automotive models(one-ton pickups). This paper discusses the linkage between the role of automobile assemblers in transferring technology and the way their strategic changes bring about heightened demands on the technological capacity of suppliers and the contents of technology transfer. With higher competition at the global level, local suppliers are required to improve their technical and managerial skills, especially in the area of 'product engineering' capability. The authors examine the ways local firms have adapted to these changes in their environments, as well as the ways they utilize inter-firm relationship with automobile assemblers as a means to improve their own technological capabilities. The dynamic process of capability formation in local parts firms, through intensive efforts and learning inducements brought about by inter-firm relationships, are also discussed.

  • These days the international environmental regulations of the developed countries, especially from the EU, are rapidly changed to the regulations of product-based environment from a conventional end-of-pipe environmental technology. Especially the motive in this paper come from the EU's electrical and electronic equipment environment regulation. It may affect much to whole export of Korea Firms Integrated product policy has the potential to increase not only competitive power in today's global market, but also trade compatibility between countries. Furthermore it is important to make a contribution to sustainable development. CEOs must change their notions about firms' environmental policy from the end-of-pipe approach to the sustainable approach to improve company's competitive power. As emphasized a paradigm of naw environmental management by EU' environmental directives, the company must establish clean production system to save resources and reduces pollutant. Also Korean Company constructs a systematical network to collect EU' environmental regulation information which are changing rapidly. Large company will cooperate with small and medium-sized firm for their win-win strategy in the field of environmental management. Also it is necessary to make the domestic regulations of product-based environment to meet the international environmental regulations.

Intelligent Control Algorithm for the Adjustment Process During Electronics Production (전자제품생산의 조정고정을 위한 지능형 제어알고리즘)

  • A neural network based control algorithm with fuzzy compensation is proposed for the automated adjustment in the production of electronic end-products. The process of adjustment is to tune the variable devices in order to examine the specified performances of the products ready prior to packing. Camcorder is considered as a target product. The required test and adjustment system is developed. The adjustment system consists of a NNC(neural network controller), a sub-NNC, and an auxiliary algorithm utilizing the fuzzy logic. The neural network is trained by means of errors between the outputs of the real system and the network, as well as on the errors between the changing rate of the outputs. Control algorithm is derived to speed up the learning dynamics and to avoid the local minima at higher energy level, and is able to converge to the global minimum at lower energy level. Many unexpected problems in the application of the real system are resolved by the auxiliary algorithms. As the adjustments of multiple items are related to each other, but the significant effect of performance by any specific item is not observed. The experimental result shows that the proposed method performs very effectively and are advantageous in simple architecture, extracting easily the training data without expertise, adapting to the unstable system that the input-output properties of each products are slightly different, with a wide application to other similar adjustment processes.

Exploratory Analysis of Platform Government Research (플랫폼 정부 연구의 탐색적 분석)

  • Purpose: We present a scientometric review of the literature on platform government to serve three primary purposes: First, to cluster researches on platform government based on the research issues; second, to identify the major papers, authors, and keywords in the domain; and third, to explore the promising research areas of platform government. Design/methodology/approach: We collected the platform government research from Web of Science, and analyzed 1,536 articles that was published during time span of 1998-2019. Next, co-citation networks are constructed and analyzed by using CiteSpace to visualize the domain clusters and dynamic research trends in the platform government domain. Findings: We identified 13 sub areas of the platform government research: global investigation, consumer product quality, digital agora, civic crowd funding, and open data use etc. We also visualize the top 20 references with the strongest citation bursts, co-authors network, co-occurring keyword network, and timeline of co-citation clusters.

  • Global companies are building global production network for the demand of the global market. However, the establishment and operation of overseas plants make the unexpected case like theft, low will to produce and salary issue of local workers. Thus in this paper, we propose the raw materials loss prevention model based on IP Camera and RFID Box for raw materials management of overseas plants. This model can prevent the theft or loss of raw materials write inventory up in real-time. This model can be allows us to realize the cost-effective production management because it enables remote inventory management. And this model can prevent brand image danage and profit loss due to reject product.

Eco-efficiency of Energy Symbiosis for the Energy Network of Surplus Heat

  • Eco-efficiency considers both environmental impacts and economic values. It is a useful tool for communicating with stakeholders for business decision making. This study evaluated the eco-efficiency factor (EEF) for the energy network of a dyeing company that supplies surplus heat to a neighboring apartment during the night. This symbiosis network is one of the eco-industrial park (EIP) projects in Korea and aims to benefit local residents and the industrial complex by utilizing surplus heat. In this study, two categories were annualized. The first quantified environmental burden based on $CO_2$ emissions and quantified product value in terms of steam sales. The second used a variety of environmental factors, such as fossil fuel, water and waste, to quantify environmental burden and used steam sales to quantify value. The EEF of the symbiosis network was 1.6, using the global warming impact, and determined using the multiple variable, was 1.33. This study shows that the EEF depends on variable details of environmental burden but the values of this project were very high contrast to other business or EIP project.

Visualization of 3D STEP Geometry Data on the Internet (인터넷에서 3차원 STEP 형상정보의 가시화)

  • With the emergence of integrated global market and increased competition, many companies are interested in sharing the product model data. One of the solutions is to share the product model data over the computer network or the internet using a standard format. CAD/CAM, STEP, and internet technologies make it possible to share the product model data. This paper presents methods to visualize 3D STEP geometry data on the internet. To create an internet-based STEP model visualizer, the programming language Java and 3D scene description language VRML have been experimented. The STEP geometry data can be displayed either by Java applets of by a VRML browser. These visualization technologies are applied to a PDM development. Engineers who have a low cost web browser can share the expensive design information even at a remote site.

Crowdsourcing design in contemporary fashion industry (현대 패션 산업에 나타난 크라우드소싱 디자인에 관한 연구)

  • Crowdsourcing models in which organizaions obtain needed product ideas and services from a crowd in a network-based society are rising as a global industry trend. The purpose of this study was to figure out the types and characteristics of crowdsourcing design shown in the domestic fashion brands, and to provide implications for design strategies using crowdsourcing. This study was based on qualitative research which was brand case studies on crowdsourcing design in the fashion industry from January 2006 to July 2017. Also, quantitative analysis using frequency and percentage was applied. The results were as follows: First, crowdsourcing design was used in almost all types of fashion brands, such as sports and outdoor wear, men's wear, women's wear, men's and women's casual wear, shoes, bags, school uniforms, jeans, accessories, etc. Crowdsourcing design in the fashion industry was classified into three types: crowdsourcing graphics and artwork; crowdsourcing customized designs; and crowdsourcing product designs. Of the three types, crowdsourcing graphics and artwork was used most. There were four methods to choose the best crowsourced design: review only by experts, voting by crowd and review by experts, crowdvoting, and crowdfunding. Second, the characteristics of crowdsourcing design were openness, participation, reward and acknowledgement, sharing and interaction, and individualized collective intelligence. Crowdsourcing design could be used as an open innovation strategy in the fashion industry, which could collect new and creative design ideas for product development, resulting in the satisfaction of consumers and benefitting the company.

  • This paper studies the characteristics of the network of the Zhongguancun Cluster, the most representative innovative cluster of the high-tech industry in China at present. For this study, Zhongguancun Cluster was the first high-tech cluster created in China in 1988, the current Zhongguancun Cluster plays a leading role in the development of the high-tech industry in China. In addition, the Zhongguancun Cluster has attracted global attention and helped elevate China as a key region in terms of research development in relation to the high-tech industry. With regard to the spatial characteristics of the network belonging to the companies in Zhongguancun Cluster, purchase and producer services and information and R&D network have a strong tendency to be local, while on the other hand the product sales network has a strong tendency to be non-local. It is because the political support supplied by the government, institutional base that provides high-tech companies, producer services and information regarding producer services is relatively well prepared and managed in Zhongguancun Cluster. The spatial characteristics of the R&D network have a very strong local character is due to the location of the Zhongguancun Cluster where companies, universities and research centers with outstanding research development capacity as well as various support organizations for technology innovation within the cluster are included. On the other hand, because the high-tech products produced in this area are sold all across China as well as in foreign countries, the product sales network has a strong non-local character. Strengthening the local network in terms of the main agents of the cluster is the most important aspect in order to develop a certain industrial cluster into an innovative cluster. In this respect, if the Zhongguancun Cluster is seen from the perspective of a network, it has a basic network foundation. However, to strengthen international competitiveness, not only the local network but also the international network should be strengthened.
