  • Following the lead of Isaiah Berlin, many liberals favor a negative conception of liberty because it limits the amount of interference and coercion that the state has in individual's lives. Such moves leave individuals to place value on their life choices or step back and revise them if desired. It is one thing, however, to argue that modern republicanism characterized by liberty as non-domination contains an alternative conception of liberty.

  • Global changeover to renewable energy is an inaugurate initiatives as one of the UN sustainable development goals. But the State alone can not achieve its goal, in particular, countries classified as bad governance. However, when the combination of innovative public-private partnerships including technology and operational innovation can be made, it can provide with rural remote villages of developing countries with more sustainable environment. In other words, we tried to show examples of success in energy supply by reducing costs and increasing marketability through various partnerships(technological innovation benefits). Base on the question, this paper examines the cases of Steama.Co, Ewang'an in Kenya, and Grameen Shakti in Bangladesh, and analyzes the developmental effects of differences in partnership types.

Free vibrations of a two-cable network inter-supported by cross-links extended to ground

  • Using cross-ties to connect cables together when forming a cable network is regarded as an efficient method of mitigating cable vibrations. Cross-ties have been extended and fixed on bridge decks or towers in some engineering applications. However, the dynamics of this kind of system need to be further studied, and the effects of extending cross-links to bridge decks/towers on the modal response of the system should be assessed in detail. In this paper, a system of two cables connected by an inter-supported cross-link with another lower cross-link extended to the ground is proposed and analyzed. The characteristic equation of the system is derived, and some limiting solutions in closed form of the system are derived. Roots of cable system with special configurations are also discussed, attention being given to the case when the two cables are identical. A predictable mode behavior was found when the stiffness of inter-connection cross-link and the cross-link extended to the ground were the same. The vector of mode energy distribution and the degree of mode localization index are proposed so as to distinguish global and local modes. The change of mode behaviors is further discussed in the case when the two cables are not identical. Effects of cross-link stiffness, cross-link location, mass-tension ratio, cable length ratio and frequency ratio on $1^{st}$ mode frequency and mode shape are addressed.

Design of INS/GNSS/TRN Integrated Navigation Considering Compensation of Barometer Error (기압고도계 오차 보상을 고려한 INS/GNSS/TRN 통합항법 설계)

  • Safe aircraft requires highly reliable navigation information. The traditionally used inertial navigation system (INS) often displays faulty location information due to its innate errors. To overcome this, the INS/GNSS or INS/TRN integrated navigation can be used. However, GNSS is vulnerable to jamming and spoofing, while TRN can be degraded in the flat and repetitive terrains. In this paper, to improve the performance and ensure the high reliability of the navigation system, the INS/GNSS/TRN integrated navigation based on federated filter is designed. Master filter of the integrated navigation uses the estimates and covariances of two local filters - INS/GNSS and INS/TRN integrated filters. The local filters are designed with the EKF that is feedforward type and composed of the 17st state variables. And the INS/GNSS integrated navigation includes the barometer error compensation method. Finally, the proposed INS/GNSS/TRN integrated navigation is verified by vehicle and captive flight tests.

Validity and Reliability of Cognitive Performance Scale in Long Term Care Hospital in Korea (인지수행척도(Cognitive Performance Scale)의 타당도와 신뢰도)

  • The purpose of this study was to test a validity and reliability of Cognitive Performance Scale(CPS), a cognitive measure generated from 5 items(comatose status, decision making, short-term memory, making self understood, and eating). Method: 393 patients in 2 hospitals for the elderly with dementia were measured with CPS by two nurses independently. The inter-rater agreement was tested by comparing two scores. The CPS score was compared with GDS, which was measured by doctors and nurses, and MMSE score which was drawn from the claim data of Health Insurance Review & Assessment Service. Result: The correlation coefficient between CPS and GDS was 0.742(p<0.0001), CPS and MMSE was -0.794(p<0.0001). The Cronbach's coefficient alpha of CPS was 0.742, Kappa value was 0.772~1.000. The CPS showed high validity and reliability in long term care hospitals of Korea.

  • Climate change has been influenced on extreme precipitation events, which are major driving causes of flooding. Especially, most of extreme water-related disasters in Korea occur from floods induced by extreme precipitation events. However, future climate change scenarios simulated with Global Circulation Models (GCMs) or Reigonal Climate Models (RCMs) are limited to the application on medium and small size rivers and urban watersheds due to coarse spatial and temporal resolutions. Therefore, the current study introduces the state-of-the-art approaches and procedures of statistical downscaling techniques to resolve this limitation It is expected that the temporally downscaled data allows frequency analysis for the future precipitation and estimating the design precipitation for disaster prevention.

Impact of a school-based culinary nutrition education program on vegetable consumption behavior, intention, and personal factors among Korean second-graders

  • BACKGROUND/OBJECTIVES: Veggiecation was developed to improve children's vegetable consumption through classroom lecture and cooking activities. In this study, we explored potential determinants of vegetable consumption behavior and intention, and examined the impact of Veggiecation on vegetable consumption behavior, intention and personal factors among Korean children. SUBJECTS/METHODS: The 4-week Veggiecation program was implemented for second-graders in South Korea (35 children in the intervention group, 36 in the control group). We identified personal and environmental factors influencing vegetable consumption behavior and intention using multiple regression analyses. Consumption behavior, intention and, personal factors such as preference, attitude, and self-efficacy were compared between the groups before and after the intervention. RESULTS: Children's vegetable consumption behavior was significantly correlated with personal, social-, and physical-environmental factors as well as intention. Among the variables, preference was the most influential factor on intention, and attitude and intention had great influence on the behavior. After the program, children in the intervention group demonstrated significant improvements in vegetable consumption, intention, attitude, preference, and self-efficacy compared with children in the control group. CONCLUSION: Veggiecation, a school-based culinary nutrition education program, improved vegetable consumption and intention, as well as preference, attitude, and self-efficacy, in second-graders. Veggiecation has great potential, as a global program, to increase children's vegetable consumption. This program can be expanded through various channels, such as after-school programs or camps, to provide a positive impact for children.

Progressive Collapse of Steel High-Rise Buildings Exposed to Fire: Current State of Research

  • This paper presents a review on progressive collapse mechanism of steel framed buildings exposed to fire. The influence of load ratios, strength of structural members (beam, column, slab, connection), fire scenarios, bracing systems, fire protections on the collapse mode and collapse time of structures is comprehensively reviewed. It is found that the key influencing factors include load ratio, fire scenario, bracing layout and fire protection. The application of strong beams, high load ratios, multi-compartment fires will lead to global downward collapse which is undesirable. The catenary action in beams and tensile membrane action in slabs contribute to the enhancement of structural collapse resistance, leading to a ductile collapse mechanism. It is recommended to increase the reinforcement ratio in the sagging and hogging region of slabs to not only enhance the tensile membrane action in the slab, but to prevent the failure of beam-to-column connections. It is also found that a frame may collapse in the cooling phase of compartment fires or under travelling fires. This is because that the steel members may experience maximum temperatures and maximum displacements under these two fire scenarios. An edge bay fire is more prone to induce the collapse of structures than a central bay fire. The progressive collapse of buildings can be effectively prevented by using bracing systems and fire protections. A combination of horizontal and vertical bracing systems as well as increasing the strength and stiffness of bracing members is recommended to enhance the collapse resistance. A protected frame dose not collapse immediately after the local failure but experiences a relatively long withstanding period of at least 60 mins. It is suggested to use three-dimensional models for accurate predictions of whether, when and how a structure collapses under various fire scenarios.

Process Parameter Selection for Plasma Electrolytic Oxidation to Improve Heat Dissipation Performance of Aluminum Alloy Heat Sink for Shipboard LED Luminaries (선박용 LED 등기구의 알루미늄 합금 방열판의 방열성능 향상을 위한 플라즈마 전해 산화의 공정변수 선정에 관한 연구)

  • The possibility of an improvement in heat dissipation performance of aluminum alloy heat sink for shipboard LED luminaries through plasma electrolytic oxidation (PEO) was investigated. Four different PEO coatings were produced on aluminum alloy 5052 in silicate based alkaline solution by varying current density ($50{\sim}200mA/cm^2$). On voltage-time response curves, three stages were clearly distinguished at all current densities, namely an initial linear increase, slowdown of increase rate, and steady state(constant voltage). It was found that the increase in current density caused the breakdown voltage to increase. Two different surface morphologies - coralline porous structure and pancake structure - were confirmed by SEM examination. The coralline porous structure was predominant in the coatings produced at lower current densities (50 and $100mA/cm^2$) while under high current densities(150 and $200mA/cm^2$) the pancake structure became dominant. The coating thickness was measured and found to be in a range between about $13{\mu}m$ and $44{\mu}m$, showing increasing thickness with increasing current density. As a result, $100mA/cm^2$ was proposed as an effective process parameter to improve the heat dissipation performance of aluminum alloy heat sink, which could lower the LED operating temperature by about 30%.

A Design of the IMM Filter for Improving Position Error of the INS / GPS Integrated System (INS/GPS 통합 항법 시스템의 위치 오차 개선을 위한 IMM 필터 설계)

  • In this paper, interacting multiple model (IMM) filter was designed that guarantees a stable navigation performance even in the unstable satellite navigation position. In order to design IMM filter in INS / GPS integrated navigation system, sub filter of the IMM filter is defined as Kalman filter. In the IMM filter configuration, two subfilters are determined. Each Kalman filter defines the six-teenth state composed of position, velocity, attitude, and sensor error from the INS error equation and the states additionally derived in case of the coloured measurement noise. In order to verify the performance of the proposed filter, we compared the performance how the filter works in the presence of arbitrary error in GPS navigation solution. The Monte Carlo simulation was performed 100 times and the results were compared with the root mean square(RMS). The results show that the proposed method is stable against errors and show fast convergence.
